a shooting at berkeley we three people injured, we spoke with police about the latest on the investigation. plus, we are learning about new information about a data breach here in california. rain is expected to hit the bay area today, james fletcher has the latest in that forecast. good morning, on this wednesday, thanks for joining us they're going to start first with weather after some breaking -- record-breaking heat, we might be the umbrellas. >> yes, other end of the spectrum where we are back into the winter weather mode. let's give you the live look outside, we have pretty clear conditions.

you can see all of these different colors associated with these watches and warnings. expect moderate to heavy snow it could get 1 to 2 feet -- you could get one to 2 feet and those higher elevations. that could cause white out conditions in the sierra. be very careful if you're driving in the sierra today. you can see, we are pretty mild. middle to upper 60s i will have the futurecast and run you through the animations coming up. good morning, james. let's start up at the right into san francisco. it is looking pretty good so far. we do have bridge crews responding westbound your treasure island a few stalled out cars causing minor slowdowns but no major delays

heading into san francisco. if you are about to leave you may see that activity. your drivetime is a to 10 minutes westbound 80 westbound 82 the westbound skylight. am also tracking the commute on 92, the san mateo bridge on the right-hand side that's right of the toll plaza. brake lights are towards the peninsula, it's looking good with no major trouble spots. i am also tracking top -- travel times those of you, north 112 san jose, to palo alto that's in great shape, 25 minutes. 87 to guadeloupe and parkway no major problems. anny? our top story, three people in the hospital following a shooting in berkeley. it happened around 7:30 pm last night near parker street. two of the male victims in 18-

year-old and a 16-year-old received serious injuries. the third is a 19-year-old man who has nonlife threatening injuries. berkeley police say that there is limited information at the moment.>> we are trying to, you know, examine evidence, and talk to anybody who may have seen this. at this point, we do not have too much further information to provide. we are hoping if anyone knows about the shooting or happens to see something that they call us. they were parked from my understanding, somebody did open fire on the vehicle. i do not know specifically if there was 70 in the car that they were trying to target, -- if there was somebody in the car that they were trying to target.>> they have not released any information on possible suspects. uc berkeley officials are warning people to be careful around people's park after a sexual assault happened last thursday around 9:30 pm.

the the the victim was walking a loan on haight street when she was attacked by -- from behind. they say you should walk in groups in that area. kron 4 jeff bush reports as investigators are still searching for the culprit. >> reporter: according to the university, a female student was walking around -- was walking alone last thursday at 9:30 pm. there is not much more known about the assault what is known, is the reputation of people's park. they say it is a shady place with shady characters. >> the reputation that i know, it's a lot of homeless people and drug addicts. perhaps that plays into the danger people might now feel walking around the area. 4 -- >> reporter: if a busy corridor, most people walk in groups some still choose to walk alone, most agree that it is not a safe place. >> again, i think it's

unfortunate, i think it's a hard way to react to what happened. >> you know, it's pretty scary i will not be walking around by myself, at least not at night. >> i think it's unfortunate, and i think it's terrible that this happened in that it's far too common. in berkeley just on campus, but also the surrounding areas. and, walking by people's park, i don't do it. i never walk by myself, if you notice my friend and i crossed the street immediately. >> new details show that californians have been hit by data breach. that's 49 million people, and atty. general. issued a data breach this morning and hopes of inspiring businesses and government to do more to protect you.

j.r. stone is following the story and has startling numbers.>> reporter: in california social security numbers, payment data and medical information with the top three types of data breached.>> california consumers have been violated because their private information has been shared with people it should not be shared with. 4 -- >> reporter: she spoke about that breach on tuesday to a small group of stanford students. in fact, her office is findings -- offices findings show that three and four may have been a victim of a data breach. >> what software have they purchase into they employ to keep information safe. knowing you should trent surf session certain from -- you should transfer certain information. >> reporter: i have highlighted this problem with the tackiest gurus.

in national news, new fuel for the fiery debate over a successor for the late euros up in court justice -- the late united states supreme court justice. he died before president. obama is said to leave office. they say he should allow the next president to make that nomination. yesterday since his death the president had rejected that idea. >> we have more than enough time to go through regular process as i continue -- plan to present them to the people i expect them to be about. >> since 1900 they have voted on a supreme court nominations made by presidents and their failures in office six were confirmed to rejected at no time has a president purposely

now, we're trying to develop why this occurred. it appears that they were targeted for some reason we do not know the specifics. >> law enforcement in the cities of richmond, and san pablo have arrested him nearly 2 dozen times since 2005. several of those are less -- a lot -- arrest included hit-and- run, and having a concealed weapon. they were looking for him after he left the scene of an accident when the stolen car that he was driving hit a transit bus. that bus smashed into a home injuring a woman and her two daughters inside. despite having a long criminal history, at this point, it is unclear if he has any gang affiliations. we first told you about this arrest at 6:52 am yesterday , you can stay connected by downloading the kron 4 mobile app. coming up, an update on the

welcome back, it was another gorgeous day around the bay area yesterday. high temperatures broke more records, enjoy the scene of san francisco on your left, and heyward on the right. people were in shorts and t- shirts, however, he warm and dry weather is coming to an end. another storm system is bringing rain and maybe even

thunderstorms. there are some big changes garden today. >> -- starting today. >> we have about 82 and oakland yesterday, we will introduce rain back into the mix. it will be nice to have it back in play. it looks like we will have a few systems that will bring us some rain. right now it is nice and dry, this is the international airport. visibility is really good. we are overcast overhead, at the moment we are doing okay. here is the radar view on storm tracker 4. we are picking up some rain here. we are not expecting this to impact us until later today. you should be able to get to school without any problems, but getting home that's going to be a different story. you will see that here in a second. i want to show you the wider view, business closer and closer, they may -- we may get

a few showers. they do not predict the most active rain until later on this afternoon. for the 8 am after -- hour, we are looking for possibly scattered showers, but mostly just cloud cover. as we move closer towards noon, you can see that the activity picks up. we had light showers, -- we have light showers, they are moving through at about noon. then they will push in about 3 pm, you can see it hitting some light showers in the bay. and then by 5 pm as we head into the evening commute, that's when the band of the heaviest rain is supposed to push in. i will walk you through the hour by hour, this is 5 pm, by 6 pm you see the front centered over the east they and the south bay. you have the steeper oranges and reds indicating a rain.

by 7 pm, the front continues to push on through exiting the east bay. it is still important -- impacting those portions of the bay. by apm the heaviest moves on out but we also have light showers. we will not be out of it until the late overnight hours, they pushed forward by 9 pm, as you are sleeping you will see the showers pop up once again. by 1 am you may hear it outside it may even wake you up. we have various heavy parts of the rain -- the bay getting heavy rain at that time. by noontime tomorrow, it looks like the heaviest of the showers will be well out of the area and we will be dealing with residual pick up showers. i thursday afternoon, we are looking okay. -- by thursday afternoon, we are looking okay.

temperatures right now, you're looking at widespread use. it is -- 60s. it is very mild. temperatures this afternoon will be in the lower to middle 60s at best, and as you take a look at the short-term outlook, you can see those words -- residual showers thursday. friday we have another little system that could give us a chance for showers. more on that coming up in a half hour. all is well. i am tracking the travel times across the golden gate bridge or in the commute directions coming from the south bay. it's looking pretty good. the drivetime for south 101, from 37 to the san francisco golden gate it's about 16 minutes. that is a great drivetime. also, no problems in the opposite direction. leaving san francisco, going two 580 here is a live look at

the toll plaza. there are no major problems. 80, no problems connecting with 101, it will be a good commute. i am tracking travel times to concord, south 680 that is in great shape, if you use it you know it can be tough. right now, it is clear. there are no major trouble spots. continuing, out of the dublin interchange to fremont, south 680 that is a great -- ride. and checking your south bay commute, for those of you getting ready to pack up and leave, no major trouble spots for 280, it is smooth. happening now, the return of wet weather could be good news for california. the snowpack has been shrinking.

charles clifford has a look at what's happening in the sierra. >> reporter: until this month, the snowpack was be on track to be one of the largest, on february 2 those 114% of the normal amount of snow across the sierra. but due to lack of recent storms there hasn't been new snowfall in weeks. when temperatures have melted the snow that's on the ground. and as of february 16, the average snowpack statewide has dropped about 92% of normal. the northern sierra is in the best shape at 99%, the central sierra has 91% of average for middle february, in the southern sierra is sitting at 86% of normal. the question is will he return. the el nino will probably be strong for months which means we could see some big storms. the national weather service are predicting from february to april temperatures on the west coast will remain warmer than normal, but they also believe that cal when you -- california

track this and on rain minute by minute -- this inbound rain minute by minute. i will have to watch this, the models do not predict the main front of impact until later tonight for the evening commute. some of the showers i noontime. i wonder if we won't get rain earlier than that. at the moment, we are nice and dry. have clear conditions, the storm -- the storm tracker 4 we have some showers, we're going to track this and see if it will speed up or if it comes into contact with the coastline and impacts the morning commute or the models have predicted. now, the thinking is that we will not be rain activity until noontime those will be the precursor showers and later this evening we will see some rain. it's a pretty nice system. that's going to be that front

that impacts evening commute if the timing holdout. we'll keep you updated. when he gets up to this, it will deliver quite a wallop. and, tahoe is going to get some today we have a winter storm watch in effect from wednesday afternoon and we are looking at the moderate to heavy snow and driving will be dangerous along the passes especially you're looking anywhere from 1 to 2 feet. that would impact just about every single pass. keep that in mind. it will also talk more about the wind advisory, we do have temperatures on the mild side, some 50s but those are our cooler spots. most of the bay is probably in the lower to middle 60s. we have 5 mile visibility at the concorde, and in santa rosa it is 8 miles. there is some fog but it will not be terribly thick because the winds are lit -- are mixing up the heirs.

headlines, teen suicide prevention. the problem has gotten so bad in santa clara that they have declared it an urgent health problem. justine rowman tells us about the help that arrived to help stop the crisis. >> reporter: members from the centers for disease control suicide prevention teams will be here for two weeks talking to parents, teachers, members of the city and county, to try to figure out why so many kids from this affluent community keep taking their lives. in palo alto alone almost a dozen kids took their own lives since 2009. the pain is not something that the community wants to go through again. >> how can we better understand this health issue? notches for our city but other cities and communities.>> reporter: she tells me that the county asks the members on the cdc's suicide prevention team

to come investigate the crisis here.>> they have been coming to hear -- us on our request. we want to better understand what is happening in our city, and address youth well-being. >> reporter: many of the kids took their own lives on the caltrain tracks. he will evaluate the suicide -- they will evaluate the suicide prevention programs. the cdc did a similar investigation and fairfax county virginia and found that. pressure, bullying, high expectations, and the denial of mental health issues all played a part in the suicides. santa clara county once the cdc to uncover the risk factors here. >> so it can help us better support our youth and help them stay resilient, and adjust. >> this is about saving the teens lives. 4 it will take a week -- >> reporter: it will take a week for them to complete the report. they hope they can solve the

welcome back, a possible major breakthrough in the fight against cancer. researchers in seattle are calling a new potential treatment a possible breakthrough.

closer and closer. we could be at 8 am talking about light showers. bring the umbrella, you will need it this afternoon. you might have it for the morning right as well. this band of clouds, that's were the main front is and that's where we are tracking that impact. it will bring us quite a bit of wind. there is a wind advisory in effect were those areas in blue and they are mainly higher elevations. anything above 1000 the you are going to be seeing strong winds study from 20 to 30 miles per hour and at times gusting up to 50. he will see those the higher up that you go. that's where you're going to see some of those strong winds. you could see a lot of debris flying you could see some down trees maybe even downed power lines as well. so the wind element is something we are going to be watching carefully. when we come back, i will talk more about how much rain we should get some of the impacts that it will have on you as you are trying to get through the day today. his were temperatures are today,

this is getting a nice little thermal blanket. we are seeing a lot of the middle 60s. it is 65 in hayward, temperature sheldon warm up a whole lot more. we are looking for a lot of lower to middle 60s this afternoon, 65 i think would be a good average, some locations like south bay cities could get a little warmer in that. but we will be pretty even as the clouds will keep that fun at bay. thursday, the showers we get will linger a little bit into thursday and thursday afternoon you will be fine. friday, you might have a little dose of rain. the weekend, the sunshine returns and we could be looking at another record-breaking heat day on monday. a quick overview, much more details coming up in a bit. stay tuned. not to traffic. -- now to traffic. >> chp issued a high wind

advisory for the bay bridge. if you are about to drive into san francisco you may want to hold on. we had a couple of stalls westbound to treasure island. both are out of the way. there is a little bit of a backup in the cash lane, now that is gone. for now, we know it will be packed later. it will be backed up, come in while it is still a free. 10 minutes from the maze to downtown. i am also tracking the commute on 92 across the san mateo bridge. no problems four 880, or the east shore freeway. it's a little crowded, which we expect. i am tracking travel times around the bay area. west 24, two callicott into oakland that will be a smooth ride. heading south, from san leandro to milpitas a 20 minute ride. if you are a south bay commuter,

north 1012 capitol expressway to montague it expressway. recent el niño weather caused an increase in california -- and californians purchasing flood insurance. there has been a 25% increase. the agency reports ensures more than 55,000 policies since august alone. officials say that they have not seen this kind of an increase since it was created back in 19 six since it was created back in 19 68. despite el niño hitting other areas, the agency has not been it in a -- scene back in other states. like on a dangerous cellblock can take its toll. she went behind the scenes in san quentin. she takes a closer look at the conditions inside in the world's most notorious prisons and a story will only see on kron 4.

investigating the shooting. three teenagers boys were shot in berkeley take a look at where this all happened. this happen at the 1100 block of parker street. when police arrived they found teenage boys a 16, 18, and 19- year-old with gunshot wounds. two of them had serious injuries and one had nonlife threatening injuries. all were transported to local hospitals. we were able to talk to the police about the incident.>> we are trying to examine evidence, talk to anybody that may have seen this. at this point, we just do not have too much information to provide. we're hoping if anyone in the community knows about anything that they call us. i do not know specifically if they were trying to target someone or if it was the group as a whole.>> reporter: now, parker street was closed to traffic because of the investigation. it has its reopened.

police are asking if they have any information that they call crimestoppers. back to you. and, a big story we are following the fbi is asking apple for help hacking into one of the san bernardino terrorist iphones. as part of investigation. apple is putting up a fight. will tran is live, where ceo released his decision earlier this morning. >> reporter: it came out late last night, he is not going to help the fbi and the obama administration. right now they have ordered apple to help the fbi investigators hack into the phone. i will show you the video. this is back in december, of those terrorists who killed 14 people. they are specifically going after syed farook, his work phone. they believe that they have the right to go into the phone. there is software on all of the iphones that if you try to hack into it too many times, if you

put in the wrong password, it will self destroyed. basically, it will destroy all the information. they have not been able to hack into it successfully. they are asking tim cook, to provide software to allow them to do that. the federal judge came down with that ruling last night, and then late last night, they gave apple five days to respond. tim cook only spent about an hour. this is the statement he released last night. he says, " the united states has told apple that threatens the security of customers we oppose is order that has implications far behind the legal case at hand. " in other words, he is not going to help. the federal government, the fbi investigators are puzzled why

they are even asking apple. and why they don't go after facebook, or google to get the information from a third party. they are not saying what exactly is on that phone that they are looking for. there is talk that possibly, they could track down some other communication between the two terrorists and other terrorists worldwide. as of now, apple says that they are not helping at all. they are worried down the law -- line that they don't take the software and hack all of the devices. >> that's an interesting legal battle. a warning for uc berkeley students after sexual assault was reported near people's park. suspect is on the loose at this morning. it happened last thursday at 9:30 pm. a young woman was walking alone when she was attacked from behind. the suspect is only described as a man in his 20s with cooler hair -- curly hair. they encourage students to walking groups, especially at night. new clues about what

may have led up to the double murder of san francisco's iconic twin peaks. investigators are interested in who left this shirt on individual that was set up at the scene of the shooting. it has the letters vsl, and the l is in the shape of a handgun. they say it's dance for a local grain -- it's dance for a local street gang. investigators haven't said if they had gained ties. ,26 richard contreras -- the 26-year-old richard contreras was arrested in connection. the victim is still recovering. investigators are waiting for him to recover before asking him about the shooting.>> right now we are trying to develop information as to why this occurred, it appears that they were targeted for some reason. we do not know the specifics. >> this isn't the first time he has been in jail, he has been

arrested nearly 2 dozen times since 2005. he was convicted in several of those arrest which included stealing cars, a hit and run, and having a concealed weapon. 2014 call they say he had a transit bus while he was driving a stolen car. it smashed into a home and injured two individuals. they haven't said whether he has any gang affiliation. so much happening today, several cisco police commission is pulling another meeting to talk about its use of force policy. in the wake of the deadly mario woods shooting last week, they held a public hearing last week to talk about them getting tasers. they said that the officers had tasers he would still be alive. a lot of the community members say they do not need more weapons. as part of the new use of force policy, the police commission will be working with the office and citizens while working --

we are watching weather, return of the wet weather, it's good news for the snowpack. it has been shrinking because the warm temperatures. until this month, it was on pack -- on track to be the largest in years. the warm weather is melting snow. and as of yesterday, the average snowpack dropped to about 92% of normal. the northern sierra is in the best shape and 99%. the central sierra, including lake taco, is a 90 -- lake tahoe, is that 90%.

have a feeling that this is moving a little faster than the models are predicting. stay tuned to kron 4. i will keep you updated. in any event, you will need to bring the umbrella, because you are going to need it later on today. make sure that the kids have something to cover up with on their way home from school. you're looking for scattered showers. right around 3 pm. on that important information, you can see the larger front, me with the heaviest rain -- with the heaviest rain is going to hit us in time for the evening commute. here is futurecast 4. this is the peak of the morning commute, a lot kids will be on the road. at that point, you're looking at mostly cloudy skies, not much in the way of rain. by noon, that's when we will expect some of these precursor showers, the showers in advance of the main front to come through. they will be light, but you can see they will come in waves.

they will impact is from noontime on, but for now, the computer models have it, basically about noon on to 3 pm, you will see these pop up now and again. we could be looking at light rain around the bay. and because the area of the main front a lot more energetic by 5 pm it begins to solano -- slam up against the peninsula coastline. an hour after that, at 7 pm it exit the south bay -- exits the south bay. by 8 pm, the heaviest portion of the rain will have lapsed. he will still be dealing with light showers. we would get a brief break, and the overnight hours it will fire up again. you're looking at sporadic moderate rain. by 7 am, it's a much different picture, it's very light, perhaps the lights back on the peninsula, and by noon most of the energy will be gone and the rest of the day i suspect will be just fine. how much rain will we get?

see about that. right now, on the satellite radar view you can see showers closer and closer. this is the front that we are watching the bulk of the wet weather should hit later this afternoon into the evening commute but before then looks like we will get some showers in advance of that. they will be light but may impact the morning commute after all. as we look here live at the storm tracker 4 view see the showers closer's clon and closer to san francisco a few might be popping up in the marin headlineland in the east bay maybe up near pittsburgh nothing too serious. but possible light showers out near tracy and just east of livermore and then also down into the diablo range and heading to santa cruz boulder creek and other communities las gatos a few showers falling in the santa cruz mountains which may see some of the biggest storm totals. i will talk more about that in 15 minutes that's what we are tracking on the radar view. here's a breakdown of the

in the 4:00 hour for the bay bridge when you get out there reduce speeds and give yourself space between you and the cars around you. take it easy if you have a motorcycle or driving a high- profile vehicles because the winds can move you around on the bridge. but overall it's not a bad ride. i am tracking commute on 680 and 242. it's packed so if you have to leave concord pittsburgh bay point it's the merge. merge from 242 to south 680 leaving concord into pleasant hills. rest of the trip on south 680 into alamo and danville looks great. looking at 23 minute trip total from concord all the way out to danville. no hot spots but it's getting slow. this morning apple ceo tim cook says he won't help the fbi as they are asking apple to help hack into one of the san bernardino shooter's iphones. >> kron4 will treen is live to explain why apple is refusing to help. will. >> reporter: reason why apple

and a warning for u.c. berkely student after a sexual assault near people's park. and the suspect is still on the loose this morning. this happened last thursday at around 9:30 at night. police say a woman was walking alone on hay street and was attacked from behind. not much else is known about ate tack. suspect described as a man in his mid-20s with carly hair and beard. cron spoke with students who say people's park has a reputation of not being safe. u.c. berkely officials say they encourage students to walk in groups especially when it's dark. new clues this morning about what may have led up to the double murder at san francisco's iconic twin peaks area. investigators are interested in who left behind the shirt at a vigil. it was set up at the scene of the shooting. it has letter vsl and l looks like a handgun. so mola county share -- sonoma county sheriff office says it stands for a gang in the area.

investigators have not said if they have gang ties. 26-year-old richard contreras was arrest and is facing two murder charges and one count of attempted murder. the surviving victim is still recovering at sf general this morning. homicide investigators are waiting for him to get better before questioning him about the shooting. >> right now we are trying to develop information as to whythis occurred and it appears they were targeted for some reason and we don't know the specifics. >> this is the not first time contreras has been in jail. police in richmond he will cedeo -- he will veto and san pablo arrested him nearly 2 dozen times since 2005 he was convicted in several of those arrests which included stealing cars, a hit-and-run and having a concealed weapon. in 201 police say he hit a transit bus in richmond driving a stolen car and that bus smashed into a home injuring a woman and her two daughters inside. police have not said whether contreras has any gang

apple tweeted he's got light sprinkles and drizzle on and off he says and that's what we are seeing all around the bay as we zoom in at san francisco you see light showers beginning to come into view for sausalito and somepoo portions of the marin side of the golden gate bridge. and we may see things pick up in activity across the section of san francisco. also look at light drizzle at times throughout portions of the east bay up near pittsburgh and some of the communities that are in the foothills of the mount diablo and also in the livermore valley we had light rain over the all the mont pass but that's going but we placed it between the dublin to castro valley ride on 508 running into intermittent light showers and to the south of that as you can see heading towards union city, some light rain coming into view as well. that's what we are tracking at least with the radar. wide view on satellite shows there's more in the band of clouds that's working our direction. the front that's scheduled to arrive later today probably won't arrive until the evening commute.

at least that's the latest thinking with futurecast 4. we will run you through the timeline 8:00 is what we are seeing and again expecting mostly cloudy conditions with maybe a popup shower in the north bay. we are looking at noontime to see activity pick up a bit. you can see for the north bay and peninsula coastline light showers going bay area wide for the 3:00 hour as kids head home from school pockets of light rain spotted then. and the more substantial rain comes in to play by 5:00. just in time for the evening commute home. sorry. you will be dealing with that for the ride to get out of work and to home. we are looking at conditions heavy at times with the rain for san francisco and peninsula at the 5:00 hour and then spreading over the heart of the bay by 6 and we will continue to play a factor even into the 7 and 8:00 hour with moderate to heavy rain at times and exit out of the area by 8:00 leaving some light showers in its wake and by 9 most of it calms down. so it should be fine as you head to bed but during the overnight hours, we will see a few occasions where it will flare up 1 a.m. we could be looking at pockets

of moderate rain you may hear it on the roof. 7:00 in the morning things die down considerably and by noontime, it locks like the bulk of the wet weather is leaving the area and i think by the rest of the thursday we will look at partly sunny conditions for the afternoon. that's the story with the rain. here's what we see outside live right now. again, nice and clear here in san francisco as we look back across the bay bridge. and at times we are picking up sprinkle and the winds are blowing. oakland 29-mile-an-hour sustained winds so pushing 30- mile-an-hour mark there. 15 mile and hour winds in san jose 15 at redwood city and 17 in hayward coming from the south. all the east west bridges like san mateo and bay bridge, could be looking at pretty gusty kinsconditions as you driving across. be careful out there this morning. temperatures right now here's the interesting thing clouds are keeping us on the warm side. mid-60s and the highs by the afternoon actually will be cooler than this morning. we may hit the high temperatures for the day today right now. the temperatures right around 3

which is typically the warmest tie time of the day may be cooler because of the clouds and storm system coming in. so here's where conditions play out for the next three days thursday and residual showers for the first half and we are fine for the second half and friday we have got another system that might give us light rain as well. we will talk about that later. let's focus on the storm for today. let's go over to the traffic center now and see what the impacts of the incoming storm are having on the commute. >> reporter: so far no major hot spots out there. no advisory for 92 the san mateo bridge but there's stop and go traffic on right-hand side. brake lights is out of hayward starts right after the 880 split and off and on approaching high rise. nothing on the bridge no major problems for the peninsula. it will be 16 to 18 minutes trip from 808 to 101 if you leave now. that is good drive. this is the approach 808 south jammed from 238 to 84. that is nollal and right on time consider normal and right

on time -- normal and right on time. drive time 34 minutes from 234 to 237 so it will get met better on milpitas side. no trouble spots for the south bay. chp issued a high wind advisory for commuters on 680 traveling on the grade so you need to watch your speed this morning if this is your commute direction. usually stop and go traffic from the dublin interchange into sonol but after that it's a smooth trip into fremont and south bay traffic north 101 heavy through morgan hill and little through downtown san jose and not bad. under 40 minutes from morganhill to guadalupe parkway mark. the returning of -- return of wet weather could be good for the snow pack. eye has been shrinks because of warmer temperatures. wove what's happening in the sierra. >> reporter: until this month california snow pack was on track to be one of the largest in years on february 2nd there

was 114% of the normal amount of snow across the sierra. but due to a lack recent storms there has not been significant new snowfall in weeks. warm temperatures have melted some of the snow that is on the ground. as of february 16th, the average snow pack statewide has dropped to about 92% of normal. the northern sierra is in the best shape at 99% and the central sierra including lake tahoe pass 91% of average for mid-february and the southern sierra is sitting at 86% of normal. the question now is will wet snowy weather return. well the he will neapo -- el nino is going strong and will be for months meaning that we could still see some big storms. the national weather service and noaa predict from february through april temperatures all along the west coast will remain warmer than normal but they believe that california will seeabove average amounts of moisture. southern california in particular has greatest chance of seeing extra rain and snow. in the newsroom charles

this morning. but there was not much to it so it moved on. we are tracking some showers too along the peninsula coastline. look at that. we have got more offshore with some pockets of moderate rain in that and that could impact half-moon bay and sometime in the next i would say hour or hour and half. i will keep tracking that for you. as for what we spec with the system take a look. we will break it down for you. generally we are talking about rain and wind and we are talking about snow it will give us a little all of that first off the widespread rain expected to be heavy at times locally. and the wettest of the weather will fall during the evening commute so plan ahead. make sure to have an umbrella. strong winds steady 20 to 30 miles per hour that's really strong. we are seeing numbers there like that right now. and tree damage possibility power loss and not out of the question. and then the sierra snow. 1 to 2 feet expected above 7,000 feet and the snow level could dop to 6,000. winter storm warning in effect for the day today. just bank on it being pretty

right now. >> avery harper is live with more on what led up to the violence. avery. >> reporter: yeah police are still investigating that triple shooting. look at some of the video where this happened. this happened at the 1100 block of parker street just after 7:30 last night. police say they got there in a car they found teenage boys a.16, 18 and 19-year-old with gunshot wounds two of the teens had serious injuries. and one had nonlife-threatening j's all transported to local hospitals. we talked to the police about the incident and they don't believe it was a random act. listen to what they said. >> we are trying to you know examine evidence cameras for -- canvass for witnesses talk to anyone who has seen this and at this point we don't have too much further information to provide but if anyone in the community knows anything or saw something to call us. i don't know if there was something in the car they were trying to target or the group as hole. those are things investigators

. welcome back time 6:45. a quick check of our bridges this morning. it's bay brimming where is bush bridge-- bridge is is under a wind' vowsry golden gate bridge wake up to cloudy conditions. that is day where we are seeing major changes. this time yesterday we had clear skies. >> yeah. >> and it was fairly mild but this morning, much different we have to to bring umbrellas. >> and a big cool down yesterday we hit 82 in oakland. today we will be much cooler and some cases by 20 degrees. >> yeah. >> throw mid-60s as warm as we will get. look live at storm tracker 4 radar. and you can see we have some light showers already to talk about this morning. we weren't anticipating much activity until noon. but as anny and i speculated at the beginning of the 5:00 hour

it looked like the radar was bringing in the rain faster than models predicted and we speculated it may be light showers this morning for the morning commute. turns out that's what has played out. and yousas you can see we -- as you can see we had light showers and the band of wet weather is moving more towards the oakland side the bay bridge. still sprinkley activity up near pittsburg along highway 4 some communities mount diablo dealing with light sprinkle. we had rain over livemore and that moved on and the final check out along the a nines lawhere we are seeing active weather over half-moon bay and height showers but also pockets of moderate rain. you can see the yellow there and that extends from half-moon bay down to this area and the wet weather will work up and over the peninsula hills and impact places like san mateo and redwood city in the fection 15 to 20 minutes. keep it tuned to kron 4 and highway 92 as it comes through

right through san mateo out towards half-moon bay they were seeing light showers and radar showed us that. here's the wider perspective. see the clouds pushing on through. and the front that's going to give us the heaviest rain is not expected to impact bay until the evening commute. by 3, we could see light rain widespread around the bay but it is the evening commute tonight we expect to see the heaviest rainfall so be ready tore that and get the umbrella in the car and have raincoat to stay dry on way home. there's going to be a lot of heavy or strong wind with the system. wind advisory in effect from 7 this morning until about 7 tonight. 20 to 30-mile-an-hour sustained winds and we are seeing those wind speeds right now. especially out along the east bair shore -- bay shoreline. gusting to could bring down a couple tree branches leading to power outages and we will follow that as part of the weather coverage today. the winter storm warning in efeeing for the sierra will impact you heading up there

today. it goes into effect tonight lasts until thursday right around noontime. moderate to heavy snow at teems especially along the passes. 1 to 2 feet could fall above 7,000 feet and with the winds blowing you would look at blizzard white-out conditions as you make the drive. be careful and give yourself a lot of time to get up there. the live view outside from san francisco looks great. a lot of clouds but it's beginning to lighten up. wind we have been seeing thetrees and flags blowing and there's the 29 to 30-mile-an- hour sustained wind in oakland. 12-mile-an-hour winds in 5ba redwood city. 17 in hayward. 20 in san jose so the south and east bay shoreline and peninsula seeing the strongest winds so far this morning. and they will cause problems especially if you drive across a number of bridges which robin breakdown in the bit. temperatures a lot of mid to upper 60s but that will cool by the time we hit 3 today. and our peak temperatures we expect during the afternoon will get into the low to mid- 60s. pretty interesting. here is the 7-day around the
