the shooting of an eight-year- old boy on friday evening. the little boy has been up and talking over the weekend however the mother says he will be living with the bullet the rest of his life. choppers inside the store had no idea what was happening. >> there has not been a lot of information. i'm scared and surprised because this is a very nice area , a newer area. i am astonished by it. >> reporter: this parking lot is a very popular area. most of the cars you see behind me are car dealers who use the spot to get right and go all over the bay area. we have talked to people trying to get to santa rosa or two danville. all different

directions. police say this parking lot is still a crime scene and they are not allowing anyone to leave. if you are wondering why your loved one is late getting home it is because of the investigation here into this officer-involved shooting. at this point we don't believe any of the police officers were injured in the pursuit. after a sunny and when due date storms are popping up. this is video from a viewer and you can see hail falling this afternoon. brittney shipp is here with tonight's forecast. >> reporter: it is a mixed bag. some places seeing sunshine into the south bay. but in the east were north bay we are seeing these pop-up showers. some of that will transition to the south . it is moving fairly

quickly. it is near union city and we see the yellows and reds by pleasanton. light rain reported at alameda and san leandra. closer to berkeley you are trying out. this radar shot is from three minutes ago. a closer look at the north bay and we see light rain showers coming down. it is moving into part of santa rosa and napa. take a look at half moon bay sustained winds and 12 in concord. this was part of a larger system to the east of us. that is why some are seeing rain and some are not. it is moving to the south of us. as we go into the rest of tonight we will continued to see cool conditions and

showers. i will tell you what you can expect in my next forecast in about 15 minutes. we are following breaking news where a two alarm grass fire is going on in menlo park. university avenue shutdown at purdue avenue and traffic is being routed around the area. so far no word of any word these buildings or injuries. play shooting a man any major tourist attraction at the capital today. >> reporter: this is a google map you can take a look and see the white house over here, the national mall, and capitol building to the east. the shooting was near the metal detectors at the capital building visitor center which is right here in front. it is underground for security reasons. back in 1998 a gunman shot and

killed two capital police officers and september 11 reinforce the need for a more secure visitor center. renovations were completed in 2008. now more than 2 million people visit every year. diane papen shared these pictures with us of them being escorted out of the building with everybody else. you see the swat vehicles pull up. the building holds 4000 people at any one time. this is the busiest tourist time in dc with spring break. brian cott has the story from washington.>> reporter: a chaotic scene in the heart of washington as visitors run for shelter. >> i heard there was an active shooter and so we all ran out.

>> reporter: the incident sparked by a lone gunman who set off the metal detector as he entered. staffers were ordered to shelter in place. >> i saw everybody acting a little nuts and then i saw policeman coming through and officers coming out they were like sprinting and telling us to move it and get out of the way. >> reporter: a female bystander was wounded by shrapnel. >> reporter: adult male subject entered the capital visitor center. during routine screening the individual troop what appeared to be a weapon and pointed it at officers. the officer fired and struck the suspect was subsequently treated by medical personnel. the suspect was taken into custody and transported to the hospital for treatment. >> reporter: capitol police say the suspect acted alone and was known to authorities as a frequent visitor.

this comes as tourists flock to dc for the spring season. >> they gave us updates and they were very congenial and hospitable to us and made us feel safe. >> the justice department has dropped its case against apple over the encrypted iphone that belong to one of the san bernardino terrace. the fbi says a third party has unlocked the phone. gabriel slate joins us with this twist.>> reporter: this is a huge deal because we thought the only way this would and would be in the supreme court which would've been interesting because last week a bunch of apple engineer said they would quit before they were forced to unlock the phone. the fbi is not revealing who unlock the phone for them and has not said what they found on the phone at. apple has not yet made a comment. something to keep in mind the

tonight after police say he tried to rob a 711. they say he shot an employee in a face with a pellet gun. dan is live and has more.>> reporter: brazen is what police say not just in terms of the alleged actions of the suspect but also of the employee who chased the suspect allegedly out of the store. monday morning police arrested this man 24-year-old kevin woodin for attempted robbery and assault with a deadly weapon for allegedly shooting a 7- eleven employee with a pellet gun. it began at about 8:30 at the 7- eleven on east 14th. >> he emptied his pockets and put live ammunition on the counter and told the clerk he was going to take what he had already taken a concealed in his pockets on his person. the clerk responded and told

mr. wouldn't take that out of your pockets and he did and he threw it on the floor. >> reporter: after he dropped the candy and food items he left the store but the employee followed him outside. >> woodin turned around armed with what look like a semi automatic pistol it was actually a replica firearm that shot pellets and fired one shot from about 20 feet away, striking the clerk right near the eye in the cheek. >> reporter: this is what the pellet gun looks like and this is what the real thing looks like. when officers arrived on scene they say they saw wooden walking down the street. >> he was walking down east 14th street during this replica firearm in his hand. he threw it into the bush when he saw the police officer >> reporter: the officer took woodin into custody. if he would've still had the government in his hand -- had

the gun in his hand it could've ended differently. >> reporter: the store employee is expected to have a surgical procedure to remove the pellet from his face. arraignment is scheduled for later this week. a huge weapons bust in the east bay has landed two people behind bars. the sheriffs office posted this photo. they say they did deputies served a search warrant on a home in bay point and found 18 weapons including assault rifles and shotguns, magazine clips and 1400 rounds of ammunition. a 54-year-old man was arrested and is being held without bail and a 46-year-old woman also arrested and arraigned being

held on $200,000 bail. a woman who might've been crawling on 280 in san francisco has died after being hit by more than one car. this is video from our helicopter partnership with abc 7. witnesses say she could've been crawling in the center lane . she was pronounced dead at the scene. no vehicles had stopped. investigators are trying to find out how many of them had hit that woman. still ahead a deal to raise california's minimum wage to $15 an hour. in a bay area coast guard crew making a big bust at sea on a homemade submarine..

governor brown has announced a deal to gradually raise california's minimum wage to $15 an hour, that would be the highest in the nation. we have more on the deal and reaction from labor and business interests. >> reporter: already putting in a lot of hours at this mojo burger franchise the owner says raising the minimum wage means small business owners will have to take more hours away from the health -- help and raises prices as well. >> i feel the bottom line with increase in minimum wage it it

gets passed on to the consumer. >> reporter: the governor on monday announced a deal with labor groups and top legislators.>> it is a matter of economic justice and make sense and will help our entire state do much better for its citizens. >> reporter: it would go up $.50 per hour for the next couple of years and then one dollar per hour for the next few years until it reaches $15. at the lower end of the pay spectrum these increases make a huge difference. workers are struggling to get by and many are not making ends meet and not earning enough to pay for essentials particularly in the bay area where the cost of living is extremely high. >> reporter: proponents of the wage hike scoff at the idea it will lead to more unemployment. >> reporter: but the owner of this burger place says the help wanted sign may not be up for

long. >> definitely left hours will be issued.>> reporter: if the minimum wage hike fails to pass labor groups sally they will press ahead with plans to take it to the ballot. a labor dispute at the port of oakland has closed one of its five terminals it is the oakland international container terminal. the dispute being addressed through arbitration. work is expected to continue tonight. the other four terminals are operating normally. port and union officials are not providing any details about the dispute this morning. caltrans wants to demolish the remaining piers of the old bay bridge. they removed one of those peers last november using explosive charges and now they want to

implode the 15 remaining piers at the cost of $130 billion. they will use a bubble curtain to protect people and wildlife from dust and debris. if approved to more peers will be to demolition and this fall. the u.s. coast guard seized 13,000 pounds of cocaine. >> reporter: homemade but more and more drug smugglers are making pretty dramatic apparatus. that thing right there known as the semi submersible vessel. this is an a the first question waters 300 miles southwest of panama. from sea level you can see the smugglers raising their hands and surrendering. crew members keep their guns

thunder and rain reported in livermore. that was a stronger storm that moved through. if you are in san francisco you are probably surprised at this video. it depends on where you are. tonight we will still be dealing with scattered showers that will move through. some spots will see moderate to heavy downpours. another look outside shows we're dealing with windy conditions. that will continue through 10:00 where we will see wind gus closer to 40 miles per hour. you can see the area of pressure off to the east and you can see snow moving into parts of the sierra. that will continue into tomorrow as we take a closer look at youth future cast. by 5:00 or

we want to take it back to breaking news on our top story. police arresting the man wanted for shooting of an eight-year- old boy in concord. what are they saying now, kate? >> reporter: first off police wanted to give major credit to the concerned citizen who recognize the suspect and then followed him here to this parking lot. the police lieutenant said the concerned citizen did exactly what they want you to do and that is observed the suspect, do not approach, keep an eye on them and let police get here and do their job. officers arrived around 1:00 this afternoon. when they approached the suspect

he took off running towards the back of the store at this point police are not saying how many officers opened fire or what caused them to draw their weapons in the first place. they are not saying whether or not they found any weapon on james jarrard . he is in critical condition at the hospital. they do consider him taken into custody. i received a text message from the mother of the eight-year- old boy, joshua, who was shot in the neck on friday. she wants to thank everyone who has been following this story over the weekend who has expressed support to her and especially to the concerned citizen who recognize the suspect james jarrard and called police . her utmost gratitude to him. we will have more for you coming up at 6:00. apple uses are complaining

about a bug they are saying causing phones to crash after the latest update released last week. their phones and tablets are suddenly having problems like opening links in their apps . some of the older phones and ipads freezing up completely. apple has not publicly addressed it yet but says they are aware and working on an update. facebook apologized yesterday after its safety check malfunctioned. the program mistakenly prompted users thousands of miles away from the laughs and pakistan to say that they were safe. the safety check was launched in 2014 so users could let others know they were safe after a disaster. facebook says it is still testing the feature. a big milestone because

faith--based community or providing business friendly climate for job growth in georgia. i believe it is about the character of our state. and the character of our people. >> reporter: senator mike crane who strongly supported the bill says the governor's decision was bought and paid for by corporations. apple and unilever urged the governor to veto the bill. disney threatened to abandon film production if it was signed into law. senator crane is looking for a special session to override the veto. a federal lawsuit was filed against the governor of north carolina monday over a new lot that blocks transgender individuals from selecting restrooms based on how they identify. >> we are asking the court to overturn house bill 2 because it is on stick -- unconstitutional and discriminates and because it is

after today's shooting at the capitol or the terror attack in brussels your children might have questions. andy rose says experts have some advice on how to handle those conversations.>> reporter: tragedies can be hard for someone at any age to process but such disturbing incidents can be especially hard for children. experts recommend that if a child is 5 or younger they don't need to know anything about the tragedy or be exposed to the media coverage. at a very -- at ages 6 to 11 did they can learn the information but shouldn't be fixed to the tv. children who had exposure to the september 11 attacks had more deal of difficulty dealing

something special is happening inside the special collections department of the library at san francisco state university. with the help of new technology film archivists are bringing to life the history of the bay area. >> reporter: i am with a very special group the bay area tv archives. they are going through old news film footage and remastering it and putting it online to watch. some of the footage is incredible. this is the first african american woman to be sworn in as 1970. the team is going through our old from from the 50s, 60s, and 70s and posting it on our website for free to watch. >> you actually feel like you

are there. it can hit you on a level and make you feel your own history rather than just thinking all that happened a while back. >> reporter: they are digitizing the old 16 millimeter film one clip at a time. they haven't organized into collections like japanese- american culture, malcolm x, the rise of the civil rights movement, the berkeley riots, the 1971 occupation of alcatraz and sports moments and footage from when the warriors won the championship in 1975. there is a lot more bay area history coming. they have only remastered about 5% and the have thousands of these cans holding these reels.

or 20 miles per hour. eventually as we get into tonight some of the wind speeds will start to subside. we are seeing summering depending on where you are. if you are close to the north and east bay and closer to san jose we see rainfall moving through. these are quick moving showers. 15 minutes ago it was in santa clara and now it has moved to the south near burbank. also just outside of santa rosa seeing like rain shower. closer to lake tahoe we are seeing light snow showers coming down and they will continue into tomorrow. it is all part of a larger system off to the east. you can see the rotation and the rain wrapping around. that

is the general trend today from the north to the south. the future cast shows the next couple of hours a chance for rain going down. everything should come back down again. at half moon bay the winds are 18 miles per hour and 10 miles per hour in livermore. you can even see some blue sky. it really depends on where you are. highs around the region tomorrow at 68. san francisco 65. we were a bit cooler and windy today. temperatures will continue to warm up. by thursday back to 70, friday 71 and 73 by saturday. nice and dry as the system

these numbers are positive, right? >> people see low mortgage rates and say they want to buy but deals are still too close. buyers are being limited severely by options of higher prices. we need people to look at the numbers and say they want to put their house up for sale. we believe we can sell more homes but there is not an adequate supply. if somebody is interested in putting their house up for market the question is should i use a home equity line of credit to do my remodel? >> i do tend to be cautious because people take out home equity lines of credit and go on vacation or buy a bmw. if you are going to improve the home because you're not going to buy a new home make wise

james jared after a shooting in a shopping center. he's been on the run since that happened on friday. kate is live is fairfield tonight with more on how police tracked him down. kate. >>reporter: evening, catherine. police say this is all thanks to a concerned citizen who recognized his picture. seen it in a newscast or online. he ended up following the system. he called police and say he was keeping on eye on him and once they got to this lowe's parking lot, that's when three officers got here. when they approached that suspect, he took off running towards the back of the building. now, that's when the details get a little fuzzy from police. they are not saying how many of those officers opened fire or what caused them to shoot the suspect. we do know tonight that gerard is in crit can believe condition in -- critical condition at the hospital.
