for parts of the north bay and east bay yesterday. it may trigger should showers south and east. the bay brim, we're starting off with clear conditions and clear skies. it is chilly, temperatures are quite a bit colder now compared to 24 hours ago this time,ip st. clouding placing like livermore in the upper 30s and will continue to cool things down, 40 in pleasanton, 30 in santa rosa, and low 50s in san francisco, and 42 in san jose. just how much colder is it? here's a quick check of the 24-hour temperature change. almost a few degrees colder in livermore this morning, minus six in san jose, and santa rosa.

our futurecast shows us with temperatures in the 50s expecting mostly sunny skies today. by lunchtime we have a mixed bag of 50s and 60s across the bay area, and then temperatures very similar to yesterday maybe a couple degrees warmer for most locations but we'll still be a little bit below average. by 3:00 we can expect 50s and 60s for the bay area, so no 70s quite yet, maybe a little bit later in the next forecast. so you will want to bring out the sunglasses and the sunscreen because we're expecting plenty of sunshine, but i did mention that low could trigger a couple showers once again around the south bay and also points east throughout the afternoon. but again, it's just a slight chance, not everybody will be under that chance but it looks like we could still see a little bit of unsettled weather because of that system. so we're tracking that and we'll let you know how much warmer it's going to get over the next several days coming up a little bit later. time now is 4:03, here's robin. >> your morning commute is off

to a great start. the ride on 80 west is nice and quiet. i live look at the bay bridge approach, on westbound 80, coming out of okay land, the nimitz, macarthur freeway, all looking good without any problems. 8 to 10 minutes to the westbound skyway in downtown san francisco. checking you right here on 92, maybe you have to commute out of the east bay, traffic on the san mateo bridge, so when you finally get out there, there's wind advisory, and you'll notice it's a little bit breezy. just watch your speed, but no major trouble spots connecting with the bay shore freeway. highway 4 west looking good through contra costa county, 15 minutes from the bypass south of 242 and concord, 580, smooth leaving livermore valley into dubland, 22 minutes to the interchange and you're right out of south bay looks great. morgan hill into st. johns, no

major trouble spots, james. >> robin, thank you. our top story locally comes out of the east bay where the manhunt for this person, hunt i should say for this man, worth $1 million warrant is over. he was wanted in the shooting of an 8-year-old boy from concord on friday. in a twist, the man hunt ended in a police shootout in fairfield. kron 4, alicia reaves spoke with the turn of events. >> he needs to pay for what he did. my bullet has to live with a bullet in his neck for the rest of his life at eight years old. >> reporter: the man accused of firing a gun and hitting an 8-year-old was shot by police on monday. >> i don't want to say that he deserve what'd he got, but he's feeling what my son had to feel. >> reporter: james gerard got into an argument last week. witnesses say he pulled out a gun and fired. the bullet ended up 8-year-old

joshua playing in the front yard. the concerned citizen recognized gerard and followed him to a store on north texas street. >> it just shows the power of social media. >> reporter: three officers approached him and he ran to the back of the store. police aren't saying how it transpired, but he ended up with one gunshot wound and is in critical condition. she wants to see jarrard survive so he can pay for what he did. reporting from concord, alicia reed, kron 4. an apartment complex in santa rosa is destroyed after a woman's suicide attempt. not much is left of the four-unit attempt. it's uninhabitable. that woman who started the fire was about to be evicted on april 30th and had been involved in ongoing feuds with her

neighbors. the fire department she was so upset she covered herself and apartment in gasoline and set herself on fire. she has 30-degree burns on her hands and feet, likely facing arson charges and the red cross is helping those displayed families. and authorities are keeping an eye on the remains of a grass fire that kept nearby people in doors. as jeff bush tells us, fire crews were worried because of the blustery winds which were fanning the flames. >> reporter: the two alarm fire broke out monday afternoon, about 13 acres burned and multiple fire agencies responded to help put it out. the effort was made more difficult by the afternoon spring winds that kept the fire on the move for several hours. the fire may have started at a homeless encampment in the large fields near university heavy and highway 84. several power lines were threatened for a while, but firefighters were able to keep

the flames away from them. a shelter in place order was given and remained in effect for several hours while firefighters attacked the flames. this is the first big fire of the season and it has fire officials worried because it is pretty early in the season and because the el niño driven winter storms brought a lot of rain this year, which made the grass grow higher than in years past, adding additional fuel to the area. you can see in this video from our helicopter partners at abc upon that flames were moving fast but were eventually knocked down early in the evening. firefighters were able to get the upper handon the fire and get it complete lite out around 7:00 in the evening. no structures were damaged and nobody got hurt. jeff bush, kron 4. >> jeff, thank you. meanwhile the man subbed of robbing a bank later this --

suspect accused of robbing a bank will be heading to federal court after the fbi filed a criminal complaint. he was caught in bend wood after somebody recognized him from wanted photos. police believe he robbed two east bay banks just two days before his arrest. he's expected to be in court this coming thursday. the warriors are making their way towards history, and as j.r. stone tells us, it appears to be leading to another kind of record. ticket prices to get into oracle arena. when it comes to the golden state warriors, record tickets are off the charts. >> i've been with the warriors for 14 years. i've never seen anything like this year. we're seeing tickets trade 80% above last season. >> that's if you get your tickets on warriors.com.

winds, you know, and highs only gotten to the lower 60sar this chilly start, here's a live look at the san mateo bridge, we're starting off with clear skies on this tuesday morning. oakland, good morning to you, and the high today will be around 64. we'll hit that between 3 and 4 p.m. today. the winds will continue to decrease, it was pretty blustery yesterday. we'll see northwest winds 5 to 15 miles an hour under mostly sunny conditions. temperatures in the 30s, it is chilly for livermore at 38 degrees and we'll continue to drop in temperatures over the next couple hours until sunrise, low 40s in pleasanton, 44 in concord, 38 in santa rosa and low 40s in san jose. our futurecast shows temperatures not warming up a whole lot. by 10:00 we'll see widespread 50s across the bay and temperatures around lunchtime in the 50s and 60s still and that's pretty much it for the afternoon we'll see widespread low to mid-60s across the bay area,

that'll keep us a little bit below average for this time of year but we'll start to warm things up later in that extended forecast. our highs for today, break down like this, we'll see a lot of low to mid-60s, 65 is the high in livermore and pleasanton. mid-60s, as well in oakland, 61 in downtown san francisco, and if you're in the area, might be a little bit warmer for you, upper 60s potential for you this afternoon and if you're at the coast, look for hench, and low 60s in daily city. so things are looking a little bit better out there over the next few days as far as temperatures go. i'll let you know when the 70s return coming up a little bit later. 4:16 here's robin. the commute around the bay area is looking good so we're off to a great start. chp not report anything major crashes or incidents and if you have to use the gold know gate bridge we have three lanes in both directions and traffic is

smooth. no problems heading into or out of san francisco. a live look at five act west this is the ride to the richmond san raphael bridge starting to pick up approaching the toll plaza. that will be nice and smooth. check your community on westbound, all the way, it's a quick 13 minutes from the 6080, 24 split to get into the race. if you have to head south, it's a smooth ride through san leandro, fremont, to millepedes, and no major trouble spots to 101 -- milpitas into santa clara, james. robin, thank you. we'll head to the east bay where new labor troubles apparently are rising at the port of oakland. the biggest of its five terminals suspended operations

yesterday. no details were given as to why but whatever the problem is, it is it's being called through osh tragz and work is expected to be back to normal. the other ports were operating normally. cal trans wants to use its explosives again. it imploded 600 charges, that's what you see in this video. they're going to be using that bubble curtain again, that's part of this new plan, around the peers and that'll protect people and wildlife from the dust and -- piers and protecting people and the wildlife. cal transwill destroy -- cal trans will destroy about 130 piers costing $50 million. and eagerly waiting to hit the shores after a long time crabs aren't safe to eat because of the toxins in the water, now they've gotten the green light to start fishing again. the only catch is the quality and the price. we sent kron 4 out to fish up

that woman more on that story to come. 7-eleven was shot in the face during a robbery attempt, and it happened yesterday morning in san leandro. police arrested kevin wooden. they've arrested him in connection with the attack. he wanted his pockets and told the clerk he was going to take what he had already taken and concealed in his pockets on his person. the clerk, quickly responded by telling the -- mr. wooden take that out of your pockets and he did and threw it on the floor. >> the clerk followed wooden outside where he turned and pulled out what looked like a gun. it was actually a replica pellet gun which he used to shoot the clerk in the high. he'll need surgery to remove the pellet from his eye. the usgs released maps showing which parts of the country are at greatest risk for

earthquakes and for the first time the maps also included dangers associated with man-made quakes. we have more on the story. >> reporter: every few years the u.s. geological survey creates new maps showing which are most at risk for earthquakes. until now only showed dangers from naturally occurring quakes, but this time, physicists have added in many made or induced earthquakes in place with no seismic history. >> in recent years there's been in reesed concern about the dangers of -- increased concerns about the dangers of earthquakes, reaching magnitudes of 3.0 or greater and wastewater being injected into the ground. become a big problem in the east and western parts of the country. in california we have induced earthquakes but they're not reflected on these new maps because california has so many

to land on cypress. four crew members and three passengers are the only ones left on the plane. everybody else has been released. cypress officials are trying to confirm the identity of the high jacker but they say he high jacked a plane over his ex-wife and this is not terrorism related. plus, the search for a man wanted for shooting an 8-year-old boy in concord is now over. 32-year-old james jarrard was found driving in fairfield yesterday afternoon. police were called to the area. jarrard tried to hide from them and police found him behind a stored believe and jarrard in the hospital. kenneth ellis, the bearded bandit was supposed to be in court yesterday, but the fbi stepped in and filed a criminal complaint. he'll be appearing in federal court in oakland on thursday. let's talk about the weather as we take another live look outside and it's cold this

morning but it looks like maybe over the course of the raft of the week we start warming things up. we're being joined with the full forecast. >> what are we looking at today? >> it's a colder start this morning. several degrees cooler now compared to this time yesterday. >> i noticed that getting out this morning in the valley. it was kind of flirting with low 40s. >> and we've even seen some upper 30s out there already. >> okay. >> so definitely chilly out there if not cold. san mateo bridge showing us clear skies on your tuesday morning and quick check of the san jose forecast so temperatures now are in the 40s. our high today will be around 66 so we'll be close to average but not quite and we'll see winds continuing to decrease throughout the day. look for northwest winds around 5 to 10 miles an hour under mostly sunny skies. we're still tracking some 30s, looks like pleasanton, you've cooled down in the last 30 to 40 minutes now 39 degrees, 38 in livermore, remember we'll

continue to drop in temperatures as we get closer to sunrise. 40s for concord and vallejo, 38 in santa rosa, and you're also chilly and we're seeing some upper 40s in san mateo, and here in downtown san francisco. so we are looking at highs for the east bay shore to be roughly in the low to mid-60s so temperatures will be a little bit cool today, maybe a little bit milder compared to yesterday. it's 66 for the high and oakland, 65 in fremont and union city, if you're farther inland, looking for a lot of 60s including 67 in walnut creek and san ramon, 65 in livermore, and 69 in brentwood. for the south bay friends we seal a lot of things today weather it's mountain view, and 66 is the high, morgan hill around 64, and if you're along the peninsula, 64 in san mateo, under sunny conditions, low 60s in downtown san francisco, and pacifica, half moon bay around 57 degrees. for the coast i'm expecting some

you may want to reduce your speed and use extra caution. no major problems coming from the anymorits freeway heading to the pence -- nimitz, san mateo. it's going to be a good ride. the travel times through the east bay this morning, 580 is looking good from the 238 split in caster valley through san leandro into oakland, and nimitz from 238 to 9 act in downtown oakland, that's a -- 80, in downtown oakland, that's a quick trip, and the south bay into the peninsula, a 30-minute ride heading north on 101 up to the airport, james. robin thank you. governor jerry brown is praising the deal struck by lawmakers on the minimum wage high school. the agreement was struck over the weekend and moves to the legislature which will discuss that bill later this week. the agreement would raise the minimum wage to $15 an hour by the year 2022. yesterday, the governor met with labor leaders calling that $15

incident a woman was arrested after attempting to move a bike rack during the white house easter egg roll. she you, too, previously caused trouble jumping a bike rack earlier this month at the bike rack. reed binnion reports. >> the fbi says it was able to hack into iphone of one of those san bernardino terrorists without the help of apple. the department of justice says syed farook's phone was broken into with the help of an up named third-party. the department of justice spokesperson says all data spoked on farook's phone number has been retrieved and analyzed. the fbi asked apple to bypass the features but denied saying that threatens anyone with an iphone. they dropped the court order, now they found a way in themselves. in world headlines, the cuban president bashing president obama's historic trip to the island nation last week.

some of the look at the major headlines, crab fisherman were given the green light to start fishing and once again today they're expected to come up with an agreement to how much to charge with dungeness crabs were delayed after a toxin called demoic acid. firefighters are keeping an eye out after a fire burned 13 acres at a park yesterday. firefighters took about two hours to get this fire under control, it was awful fully windy and that was a big worry for them. firefighters say the grass was higher than normal because of recent rainstorms which helped fuel the flames. >> and happening tonight the warriors will take on the washington wizards at oracle arena. tip off is at 7:30 tonight. all eyes on the warriors.

across the bay area, sunny skies at 3 p.m., generally cool and sunny but there's slight chance for a shower once again like we saw yesterday. we'll have to keep that in mind. temperatures right now, look at these numbers, 39 in pleasanton, 38 in livermore and we'll continue to get even colder over the next couple hours. low 40s also in san jose and sunny vale, 48 in san mateo, and santa rosa coming in, in the upper 30s so a cold start for you. our temperature change showing us in the last 24 hours, a cool down, nine degrees in livermore, eight in vallejo, six in san jose, so that gives us an idea of the colder air that settles into the bay area since yesterday. we saw a couple showers yesterday, some of those are pretty good towards the east and north bay and those showers produce even some hail for some folks. we are still looking at slight chance for a shower today, once again, but overall, we should also see plenty of sunshine and then we've got warmer air trying to make its way back into the bay area. it's for the weekend.

on highway 280 this morning, if you are about to use it is looking good from san jose into cupertino. we will have a complete check after the break. a third alameda sheriff deputy has been placed on leave in a case of being beaten while trying to run away from officers. the alameda county of emergency services in dublin is here this morning with more on the story. >> reporter: hi, james. we are learning the case involves theft and bribery, allegedly by an alameda county sheriff's deputy. this case centers on this. the surveillance video. take a look for yourself. it shows two sheriff deputies dragging a man down on the ground. those two deputies are on paid lead as an investigation continues about whether they used excessive force. the man on the ground suffered several broken bones. now it is coming out that another deputy unrelateed in the alleged beating took items

his life. firefighters are keeping an eye out for flair ups after a grass fire burned about 15- acres in menlo park. here is abc 7 news giving us this vantage point. the fire was reported at 4:00 at university avenue and bayfront express. it took crews two hours to get this under control. there was a lot of wind out there, complicating the matters a bit. the grass in the area was higher than normal because of all the rain recently. that didn't help much either. fire investigators believe the fire may have been started by an encampment occupant. well, a deal could be made on how much to charge for dungeness crab. crab season had been delayed because of health concerns but not anymore. they was a high level of toxin

then saw him at safeway and called the cops. four families in north bay are without a home after their apartment complex was destroyed during a woman's suicide attempt. this is the apartment on santa rosa. the woman that lived there was upset because she was going to be evicted and was so upset that she covered herself and her apartment in gasoline and lit it all on fire. her son that lives next door saw what was happening. he rescued her and she is recovers with 3rd degree burns in the hospital but will likely face arson charges when she is released. the red cross is helping the other families displaced when the apartment complex went up. two people are behind bars in connection with a huge weapons bust in the east bay. deputies seized 18 weapon, including rifles and shotguns you see here after they served a search warrant at a gnome baypoint -- at a home in baypoint last tuesday.

more problem for bart. the company that provided wifi is suing them over breach of contract. they are saying it cost them $20 million after bart pulled out of a wifi deal in 2014. according to the suit, wifi rail wants to resume the project under the previous contract terms. bart officials have not commended on the lawsuit. we are still looking to get reaction from them. state lawmakers are not happy with plans for a high speed rail system from the bay area to los angeles, which could build a 250-mile segment between san jose and a rural town north of bakersfield. the segment would cost at least $21 billion and would not be done until 2025, three years later and 50-miles shorter than originally planned. critiques of the plan argue there is little to no demand for a rail line that fails to reach bakersfield in the south and doesn't connect to the bay

this morning. a third alameda county sheriff deputy has been placed on administrative leave in the case of a man beaten while trying to get away from police. we have more from the emergency room services in dublin with terisa estacio to update us on the story. >> reporter: there will be a news conference addressing the matter later today. let's get you up to speed. kron 4 news is learning the case involved theft and bribery allegedly by a alameda county sheriff deputy, a 19 year veteran of the department. take a look at this. this is surveillance video. this case centers on this video. it shows two sheriff deputies striking a man down on the ground. those two deputies are now on paid leave as an investigation continues about whether they used excessive force it felt man on the ground, stanislaus pe trough, suffered several

last november. firefighters are keeping an eye out for any flair up this is morning after a grass fire burned 13-acres in menlo park. you can see it was whipped by the wind. firefighters say grass in the area was higher than normal because of the receipt rainstorms, because the rain -- because of the recent rainstorms. that helped fuel the fire. that burned in a marsh area that is home to several homeless encampments and a fire investigator believes the fire may have started at one of the homeless encampments. no building were burned and nobody was hurt. store clerk in the east bay is recovering this morning after he was shot in the face with a pellet gun. this happened yesterday morning at the 7-eleven on east 14th street in san leandro.

police arrested this man, kevin wooden, for the shooting. witnesses say he tried to steal items from the store but was challenged by the clerk when he tried to leave. that is when the clerk pulled -- the man pulled out a pellet gun and shot the clerk in the eye. well, the dungeness crab season has been resumed and the season was delayed because of the high level of acid in the crab caused by the high amounts of algae in the oceans. the season was delayed for four months, causing the crab industry $48 million. fishermen, however, got the green light to start fishing over the weekend. right now they are testing the crab quality. there are concerns the crab may start motelling because it is so late in the -- molting

shore freeway. slow at 80 heading to the bay bridge. once you are on the bridge it is fine, but it is backed up to the toll plaza. 25 minutes is the average drive time from the maze to the skyway. i am tracking the ride on 92. no major problems from the east bay. hayward, unison city, san leandro, but it is slow on the nimitz heading south from 38 to the 92 connector. it will get better at the high- rise and moving well into foster city and san mateyo. the usual jam up for highway 4. no major problems. a couple of fender-benders here and there but the average drive time the 23 minutes from the bypass to 242. that is normal. and the nimitz freeway, the heavy traffic out of san leandro and hayward is starting to get heavy, off and on into union city, but not a bad drive time, 28 minutes from 238 to 237. the south bay commute is hot- spot free. it is pretty clear on 101 to

in the case of a man beaten while trying to flee from deputies. with he have kron 4 news terisa estacio live in dublin with the latest on the story at the office of emergency services. >> reporter: yes, james. a news conference will take place out here in lynn by the sheriff to give us -- in dublin by the sheriff to give us more information here. this video shows two sheriff deputies striking the man down to the ground. the deputies are on paid leave as the investigation continues about whether they used excessive force. the man on the ground is stanislaus petrov that suffered several broken bones. it is now coming out another deputy, a third, unrelate hd in the alleged beating, took items from petrov's car and gave it to a homeless couple near the scene, reportedly to keep them from saying anything about what they saw on this day. the entire matter is under investigation by three

different agencies. petrov led deputies on a chase from san leandro to san francisco back in november. he allegedly stole a car. petrov's attorneys will be announcing a lawsuit today against the alameda sheriff department. the sheriff will be addressing this case and the new developments involving the third deputy later today. a spokesperson with the sheriff's department has said that if the allegations are true, that if the deputy did really steal from petrov to bribe the couple to keep it all quiet, he says that was completely unacceptable. coming up a little later, we will be talking to the spokesperson with the alameda county sheriff's department to get more information about how they uncovered this third deputy. that is all coming up later here in dublin, terisa estacio, kron 4 news. >> thank you, terisa for the update on that. we will check back in with you throughout the morning. governor jerry brown is praising the new deal that would raise the minimum wage

across california saying it is a responsible and good idea. the agreement would raise the minimum from $10 which it is now, to $15 an hour by the year 2022. let's roll back the prompter so i can get information on this new plan. the governor had just approved this with labor leaders yesterday and calls it careful and responsible. so, they will be voting on this maybe as early as this thursday. 6:34 on the clock. in other headline, the man accused of robbing nearly a dozen banks in northern california, including several here in the bay area will appear in federal court later this week. kenneth ellis, dubbed the bearded bandit, was originally scheduled to appear in court in martinez but the fbi stepped in and wants to file criminal complaints against him so he will be appearing in federal court in oakland on thursday. he stole more than $24,000 from 11 different banks and was caught in brentwood last week after someone recognized him from pictures they had seen on the news. four familys in the north bay are without a home this

morning after their apartment complex was destroyed during a woman's suicide attempt. this happened at a complex on barber drive in santa rosa. the woman that lived in the building was upset because she was going to be evicted. she doused herself and her apartment in gasoline and set it all on fire. her son lives next door and saw what was happening and rescued her. she is in the hospital now suffering from 3rd degree burns. she will likely face charges when she is released. the other families are okay but without a place to stay. castro is bashing president obama's historic trip to the island nation. fidel castro rejected obama's visit to cuba last week and his words of reconciliation. he wrote in a cuba doesn't need anything from the united states. president obama was seen frequently with fidel's brother

for those of you about to leave emoryville, berkeley and albany, it is stop and go back from the richmond portion of westbound 80. no problems there but it is packed. you will have to deal with that slowing. in the maze, through the toll plaza and after that it is clear across the upper deck. the drive time is holding steady at 23 minutes from downtown oakland to the westbound skyway with no major hot spots to add to the slow traffic trey. 92 and the san mateyo bridge is at a crawl coming out of hayward. it starts after the 880 split, jammed along the flat section. speeds will increase as you reach the high-rise. the average time, drive time is 20 minutes right now. let's head over the richmond san rafael bridge. a back up here on the left hand side. not a bad ride.

stop and go through the toll plaza, but the span open and clear. on 80 there is a crash on the upper east shore freeway. this is westbound 80 and app yen way, blocking two lanes. not a major hot spot but it is jamming traffic from highway 4. it picks you have after the scene and you will have to work more slowing after that in stretches. the drive time is 21 minutes from hercules to the maze. that drive time could go up if chp doesn't get this crash out of the way shortly. take a look at this. a blinding dust storm being blamed for a pile up in the mojave desert in southern california. 28 people injured in this chain reaction crash yesterday. high winds blew dust and sand around bringing visibility to about zero. wind gusts were clocked at upwards of 50 miles per hour. three people were hospitalized after the crash. is a live where it happened had to be closed for several

hours. new this morning, a judge is going to consider the fate of model janice dickinson's lawsuit against comedian bill cosby. dickinson is suing cosby for defamation. last year, over his legal team's denial of her claim that cosby raped her. she said the comedian drugged and raped her in 1982 duh cosby's attorneys say the case should be thrown out because shed had changes in her -- she had changes in her story about cosby over the years. dozens of women have the same stories about cosby being drugged and raped but the statute of limbs has passed. and janice dickinson now says she has breast cancer. the noninvasive cancer in her right breast was caught in the early stages and she hopes to use this experience now to inspire others.

and a new warning about the painkiller pent nil. five people have actually -- fentanyl. five people have died and 15 more have been sick after taking painkillers mixed with fentanyl. the drug is believed to be added directly to capsules and selling them on the streets as something else. some people thought they were taking nor co, another prescription painkiller. and people are continuing to test positive for salmonella after eating pistachios from walgreens. wonderful pistachios were recalled earlier this month because of a possible link to salmonella in nine different states, including here in california. the cdc traced the outbreak to paramount farms in lost hills near bakersfield. a total of 11 people have gotten sick from eating the

pistachios. they are also sold under trader joe's and under the brand paramount farms. the cdc is warning more cases linked to the contaminated pistachios could come up in recent weeks. so, not only trader joe's but now also walgreens. instagram is backing off a bit about the changes it had planned for its new look for the feeds. it got backlash if users. earlier the company announced it wanted to change the look of the news feed, arranging photos based on what they think is most interesting to you, instead of the chronological feed with the newest stuff on top. kyleer jenner and other celebrities voiced frustration and instagram heard it loud and clear, so they are delaying testing nationwide, but they are still testing the changing with a small group of users.
