overdoses in all. the dea says counterfeit drugs are being passed off. they are 50 times more powerful and it can be lethal even in small doses. >> a man beaten in november, arrested friday by the fbi is due in federal court this week. >> kathryn has more on this. >> the hearing was set for today. originally it was put off until wednesday. attorneys may have been there for a short time. the federal case against him rein mas sealed and they are not offering any comment. he was arrested friday by the fbi, released from custody this morning. this was the scene friday as agents took him into custody. this was from a home and visitation valley. several others were arrested including a woman identified as

his girlfriend. his mother said outside the court house since the beating at the hands of deputies, he has become unpredictable. she said he is suffering from paranow wa and posttraumatic stress and he was beaten on streets at the end of a car chase that began an unincorporated november 12th. that beating caught on video has been circulated all over the place. his mother and lawyers representing him in a complaint against alameda county. they say he suffered head injuries, permanent damage to his hands meaning he can no longer work as a car mechanic. >> >> san francisco police are working to identify somehow man skeletal remains found underneath a building. a contractor working for a nearby business was digging to

check a plumbing problem when the remains were found on friday. workers immediately stopped and called police. police are being tight-lipped about the bones but we know homicide investigators now on the case, the death is being called suspicious. and in a similar case, authorities are still trying to identify two sets of bones found last december on the sidewalk outside a home. what they do know is that one of the two sets of bones belongs to a child between the ages of 8 and 14. a second person's remains also found. investigators say the bones show signs that the bodies may have been cut and they are trying to figure out how the bones ended up outside that home. it was first cars and buildings and now people getting shot at by pellet gun vandals. police released these images in an effort to find the culprits. they have damaged more than 125 cars. their new targets are

pedestrians. police say the suspects are usually cruising around in a light colored suv. no one has been seriously injured yet but they could be. they are asking for the public's help. they are adding up all the items stolen. they know a highly prized scooter donated was taken. they have surveillance video of the burglary. make a wish officials say that scooter right there was donated by san francisco player hunter pence. as you can see clearly one of two suspect is carrying it down the exit stairs after breaking into the foundation's office. on monday, the damage in the after was still quite apparent. drawers were still out and look here. these are the tools left behind used to crack open locks. make a wish marketing director showed me around the officers where she says thieves went on a shopping spree.

been stolen. it was taken back in 2014. he himself wrote on twitter his disbelief this happened again. make a wish hopes the thieves really realize what they have done and return everything. in san francisco, kron 4 news. a spokesperson for the mayor said he is donating eight ipads to the make-a-wish foundation along with the visit to meet the mayor as an auction item. the basketball coach who was fired for sexual harassment is fighting back tonight. his defense is that it was mutual flirtation with the young female retorts ter and she is making up part of the story. they are giving u.c. berkeley text messages between them. in one of the messages, she tells him "i clearly have to step up my stalking game." cal says the fired assistant

chihuahua up there and so i ran a quick traffic break and to slow traffic done so it wouldn't be struck and we wouldn't get hit when we were corralling him and then the chase was op. >> reporter: for more than five minutes chp officer and another officer tried corralling the little dog which proved to be about as difficult as you can imagine. >> 4 different times we tried to set up blocks to try to block him in and he would just run around us. >> reporter: finally -- >> finally i sped ahead and jumped out and used my jacket to kind of distract him and we corealed him -- corraled him and directed him to the bridge railing and then i-- we held him there and my part got off the motorcycle and grabbed him and luckily we were able to get him off the bridge safely. >> reporter: how the chihuahua got on the bridge remains a mystery but the chp doesn't think he was tossed out of a vehicle. >> we didn't see any sort of

injuries on him at all. so it looked like he was in good shape and didn't look like anyone had thrown him out or he underout. >> reporter: he lubes to beingin physical help but a quiet nervous and shut down after the excitement on sunday. now so far, no owners has claimed him saying he is mine and he got away so he remains here at animal care and control until the weekend. at which point it's possible that they will put him up for adoption and they will see how he is doing. seems to be in good physicalhealth but he seems nervous and he is in unfamiliar surroundings and they want to make sure he is in good shape before they decide to adopt him out. that's unless some owner comes forward but they say that they have gotten lots of calls from people who are interested in having him moved to their home. live at animal care and control in san francisco dan kerman. >> let's hope who gets him

keeps the name because that's eric estrada. >> a famous dog name and srnl we hope the owner -- certainly we hope the owner comes forward but someone will have a famous dog. >> yeah keep him on a leash so he doesn't try that stunt again. bp will pay 20 billion dollar for the oil spill in the gulf of mexico. a federal judge approved the settlement today between the government and the oil company. it is the largest in the justice department history with a single entity. 7 billion dollars will go towards restoring the environment. the state effective will receive some cash. the spill started in april of 2010 with an explosion on the deep water horizon rig that killed 11 people. it caused more than 3 million barrels of oil to leak into the gulf before it was finally capped. parts of yosemite national park will get a 15 million dollar donation that will punnedfund the restoration of hiking trails and bring back

do. >> reporter: michelle william says the abuse her 9-year-old son experienced at tobin world happened nearly two years before this video surfaced that shows a child slapped and dragged by a teacher aide. the aide has been fired and arrest and faces misdemeanor charges but the aides who caused the abrasion on her son's cheek was not arrested or disciplined by the school. here's what michelle claims her son said after he got off the bus that day back in 2014. >> he slam my head down on the table and he held it down i was crying. he wouldn't let me get up. >> reporter: michelle pulled her son out of the school on the advice of a behaviorist and says the child is affected by what happened to him. >> he is regressed and he is fearful and he he has nightmares. he is just really messed up right now. >> reporter: her lawyers filed this lawsuit in federal court against the school. the principal the aide but the antioch unified school district saying her son was placed in tobin world after suffering abuse by a teacher at grant elementary. a teach here was later

arrested. >> they are responsible they know about the prior abuse and placed him in another abusive situation. >> reporter: her attorneys represent the family of the boy in the video and say other families are also expected to sue tobin world as well. in addition to damages, they want the judge to order changes made at the school. they say are ongoing practices. so far there has been no comment from tobin world or the antioch unified school district. this afternoon i did talk to the aide in the lawsuit and he denies the allegations and says he was cleared by police in this incident e says on the day in question he noticed some discoloration on the boy's face after the boy had been sleeping with his face down on the desk. the next day he saw the boy come in with an abrasion that to him looked like a rug burn. the aide no longer works at tobin world saying he quit because he thought the institution was going downhill. and they were hiring people who were inexperienced and didn't

if you a dog lover you have no doubt been following the exploits of that little pooch right there. he is the chihuahua who led the highway patrol on a slow speed chase on sunday morning across the bay bridge. officers were able to corral the dog without injuries and he is at the animal care and control in san francisco. that's where dan is standing by live for an update. how did he get on the bridge? >> reporter: well they have a couple theories on that. what they do believe is they don't believe he was thrown from a vehicle because they say he is in pretty good physical shape but if you are a dog owner like i am the idea of a dog running free on a freeway is enough to give you chills. we have herd the team slow speed chase before. but this takes the cake. >> we have had plenty of animal calls on the bridge. all sorts of animals but definitely this was a first. >> reporter: about 7 sunday morning, the chp got a report of a chihuahua running west on

california enacted the highest staid statewide minimum wage. earlier today governor brown signed a bill in increasing california's minimum wage from so dollars to $15 an hour by 2022. the big move marks the climax of a deal that governor brown brokered with labor leaders and with state democratic leaders. >> this is about economic justice. it's about people it's about creating a little tiny balance in a system every day becomes more unbalanced. >> the minimum wage will gradually increase to 15 dollars an hour fully taking effect in the year 2022. many civilians approve the idea and that is good measure about some republicans and business groups warn that the move could cost thousands of people their jobs. today, new york's governor also announced the minimum wage hike to 15 dollars oop hour for that state also by 2022.
