started around 8 a-m yesterday. when police attempted to pull over aroldo vela- chavez for speeding. officers say, the suspect led police on a short chase. before he crashed into a fence, hitting a woman walking on the sidewalk. the victim, identified as 65- year-old linda cochran of pittsburg, was pronounced dead at the scene. vela- chavez attempted to run on foot. but was taken into custody. he now faces several charges including suspicion of murder, vehicular manslaughter and evading police. this afternoon. a 3- year- old girl was struck by a vehicle in east oakland. the girl was hit around noon. on 98th avenue near birch street. she was taken to the hospital. and police say, she was conscious and breathing. the driver stopped at the scene and is cooperating with police. the incident remains under investigation. grant lodes is here now with video of a big rig accident in the east bay. that crippled this morning's commute. grant. >> grant:there were actually two

accidents in union city.the latter really compounding the problems on 880. the trouble started around 4:20 this morning. a car rammed a big rig that had stalled near alvarado niles road.that jammed up northbound 880. that big rig ended up on the center median.busting the median.causing concrete to litter the freeway. the double trouble occurred when a tow truck headed to the scene also got into an accident.this on southbound 880. one person suffering serious injuries. all lanes of 880 re-opened aroun 9:00.but the impact was felt long after that. this could be the year. recreational marijuana users in california are calling for increased legal access to pot. in the state where medical marijuana was approved by voters back in 1996.

a crumbling cliffside in pacifica, are breathing a little easier the home was yellow- tagged back in january, after the el nino storms wiped out the land behind the home. kron 4's maureen kelly was the only news crew on scene. as the structure was moved to a safer position. she joins us live tonight with more. maureeen. >> reporter:pam.the house behind me on the 500 block of esplanade avenue was pulled forward 20 feet by a house moving company this afternoon. i have to say, it was pretty cool to watch.i'll show you my exclusive video in just a moment. but first let me show you how close this home was to the edge just a few hours ago. let's zoom in and you can see where how the back corner of the foundation was undermined.there was was no backyard left to this home.today's move not only bought the owners more space.but also more time to try and save their home. after sitting in the same spot for 67 years.it took the house moving crew only around 10 minutes to inch the 900 square

foot house forward. i've sped up the video so you can watch it happen. there was a lot of prep work that lead up to this moment. steel beams were run thru the house to stabilize it. an then yesterday the home was boosted using ten hydraulic jacks.again the video has been sped up.so you can see it as it was raised 4 feet in the air this morning the crew used wood to build a track that would help guide the home to the sidewalk almost like a railroad track using timber and steel rollers. around noontime they were ready.attaching chains to a truck winch.they pulled the structure slowly forward to a much safer place on the property.the activity drew in gawkers who snapped photos.who marvelled at the manpower.and at the situation

you can't fight mother nature the home is now sitting right at the sidewalk.the owner's permit allows them to leave the house here up on blocks for roughly six months.they are now desperately trying to find someone who will sell them a vacant lot in pacifica so they can hang on to the home they've been remodelling themselves for the past seven years. in fact they were just in the process of moving in when the january storms wiped out 25 feet of their backyard. but finding anything in this housing market is tough. they aren't looking for a handout they are willing to pay a fair price but they want somethign better that what would be affordable than teh way things are going right now. the worst case scenerio.if they owners can't find a suitable place to move the house to in six month they will have to demolish it.although the owners believe the city may allow them to extend their permit if needed. .maureen kelly kron4 news >> pam:the coast in pacifica has been hit hard by the el nino

so many things went so terribly wrong and tragically wrong in flint. mike glasgow, a former supervisor at flint's water treatment plant, was charged with tampering with evidence and willful neglect of duty as a public officer and facing more serious allegations, are mike prysby and stephen busch; officials with the michigan department of environmental quality who face charges of misconduct in office, tampering with evidence, and violations of the safe drinking water act. they had a duty to protect the health of the families and citizens of flint. they failed, they failed to discharge their
