west to hillcrest. no problems for 242. a good ride for those of you who have to leave up to the dublin interchange. 22 minutes from vasco road to the 586 slip. we're following big news. another shooting on the east bay freeway. this comes as one the bay area city is taking action to keep drivers safe. more on that in a few moments. 1st we are learning more about yesterday's shooting. it was a wild scene spanning multiple cities. it started in antioch. video from our helicopter partnership showed one car with a blown out back window. the shooting caused a nightmare commute for drivers caught in the chaos. now with the latest. >> reporter: it was a scary afternoon for people driving on highway 4. bullets flying

everywhere. police say the shooting stemmed from an argument. while in the parking lot a blackjack wire fired several rounds with a rifle. the occupants inside both cars continued shooting well on highway 4 according to witnesses. >> i'm scared because my daughter and granddaughter live in antioch. they come from antioch this way. >> reporter: police swarmed the jaguar at the shell gas station in bay point. highway patrol caught the other car a few miles away. police recovered to guns. one from each vehicle. >> it's sad but this has been going on other places for a while. >> reporter: police say although everyone involved has been arrested, this is still a very active investigation. highway shootings have become frequent in alameda and hunter cost the county.

>> this stuff is happening everywhere. i don't think anyone is immune. we drive on the same roads. where it's going to go down is where it's going to go down. >> these freeway shootings are becoming very disturbing trend. there were to last week. then another one on sunday. a mother of 4 died in one of those shootings in pittsburg last wednesday. in total there have been 21 shootings hitting back to 2015 on bay area freeways. 3 happened on highway 4. cannot i 80. 2 on i 580 and i 80 -- 880. one east bay city will soon add more cameras. the goal is to prevent freeway shootings or catch the people who commit them. now reporting from pittsburg where police have a theory. >> reporter: almost one week after a woman was shot and

killed on highway 4 police have not named any suspects in her murder. in that shooting the gunman in white mercedes got away. but soon acts of gun violence that happened near pittsburg on highway 4 will be caught on camera. the city council approved a $100,000 and to extend their massive surveillance program onto the highway. >> we can display anything i will. select a day. >> reporter: this is where pittsburg police monitor 200 cameras in the city. their full color and can be rotated and zoomed. police don't have to be in the room to watch the cameras. they can also access the feeds on smartphones. >> if we don't have a vehicle description. >> reporter: the number of cameras in the city maybe forcing criminals onto the highway when they can quickly get away. >> they have not been random racks of road rage. victims were targeted and victims vehicles followed. >> reporter: these are just

dangerous they cause traffic nightmares. i huge stretch of highway 4 was shut down for hours. >> i have to be honest i am concern. >> reporter: the cameras would cover just part of a vast problem. more than 20 shootings have been reported on highways in contra costa county and alameda county. >> the recordings could provide vital information of crimes committed along the freeway. >> in san leandro police are looking for a gunman who shot and killed a man in front of a senior community center. the 1st brought you this story yesterday morning and now we are learning more information about it. officers responded to reports of gunfire near the center around 7:30 sunday. victim was found around the entrance of the center where he 1st communion party was going on. after shots were fired at me then took off. the driver slammed into another

car and the people in the minivan ran from the scene. >> we don't have anyone who has come forward. we are interested in speaking to the owner of vehicle. and whoever may have been in the vehicle. >> officers believe the victim in his mid-20s was in fact the intended target. police do not know the motive or whether it was gang-related. pleas also trying to find out if he was at the party or was walking by. a tough loss, the warriors lost yesterday. we thought we had it and they blew it in the 2nd half. especially the 4th quarter. the warriors started off the game really hot. they led by 13 points at halftime. but in the 2nd half kevin durant

our area temperatures. middle 50s. 58 richmond. up to fairfield 71. antioch 70. tom corbett 61. we have lengthy of 50s around livermore. all of this is pretty mild. a little breezy help support temperatures. we have going on is, if you look at this you can see 3 systems in play. that low there was over the weekend and will slide to the south and be weather producer in parts of the southwest. our story is a dome of high pressure which is also warmer air doing its thing. way up there in the northwest you can see a player coming this weekend. it will be intruding as early as tomorrow for the coastal areas. canceling out the effects of the high pressure as we get to tomorrow and particularly thursday and friday before the shot of rain gets here saturday.

we're watching the warm-up happening today. you can see the red east of wine country. you see the 90s how they spread a late in the afternoon. 1:00 a.m., 60s all over the board. i can't see any blue. maybe downtown san francisco a little bit. very mild tonight. there is the warm-up happening tomorrow, but the 90s concentrated in the far east bay. you can see the effects of the coast being felt. the beaches, here comes the intrusion of the cooler air. the change of the guard amateur wise. he spake shoreline temperatures lower 80s. get ready for the far east bay, lower 90s at work. san ramon at 90. in the seven-day forecast this is where things turn. 87 tomorrow, although a couple of 90s in the east bay and by thursday into friday the 70s.

here comes the shot of rain on saturday. maybe a couple of claps of thunder in the north bay. let's check traffic. >> it's quiet. i am checking for hotspots and we have no traffic alerts or major issues. drive times. across the san mateo bridge if you have to use it to leave the east bay, right now it's a great connection across this into foster city and san mateo. no major trouble spots here. 15 minutes. 880-101. a live look at 580 westbound thing the toll plaza, it's wide open. to the golden gate leaving the north bay, south 101 it's nice and quiet, no problems. through the tolls on to doyle and richardson and lombard it looks good in san francisco.

but check drive times. no problems for north 101. it's a quick trip from 85 through downtown. no major trouble spots. 280 northbound looking good. no problem for 87. a quick 9 minutes from 8502 101. governor jerry brown says he plans to ask the state for $10 million to build a earthquake warning system. it has been in development for years and they believe finishing it would cost around $38 million. i geologists working on the project said it will take all the help they can get. >> reporter: for the better part of a decade the usgs and universities along the west coast have been working to build an earthquake warning system. if it goes according to plan it will send warning messages a few seconds or minutes before a

big quake hits. that may not seem like a lot of time but it may be enough to stop a train or take cover. a simple version already exist for research purchases -- purposes but the public version is more than a year away. a geologist at the usgs says they know how to build warning system, the problem is getting funding. so far they have relied on federal funds and private grants. an additional $10 million would go a long way toward getting the system up and running. >> that is a great deal of influx of money to get into the messaging. r even if they finished building shake alert it will take a steady flow funding to keep it going. >> once the system is in place about $60 million per year. 4 no one knows where the money will come from at this point but the focus now is getting a bill. >> in a year or 2 we could

maybe do limited rollouts. in the east bay the body found in a concorde park has been identified. we broke that story yesterday at 5 am. police are looking for a man who's been named as a suspect. investigators would like to talk to this man, he is on your screen. he is a prime suspect. the woman's body was found floating in one of the duck ponds near the boxer boulevard entrance of the park. police determined she was a victim of murder. >> we thought was a dead animal. we looked and it was a whig and we saw blood we looked into the pond and it was an orange shirt.

an update on the story you saw 1st here on kron4. more fallout from alleged sexual misconduct investigation involving the oakland police in a teenage girl. yesterday we learned an officer is on administrative leave. we have another exclusive. the conversation he had with the woman at the center of this investigation. >> you talk to the media today? at all. they would be lying. you know the truth. nutella. -- you know the church -- truth. this is the woman at the center of sexual misconduct. we pick up the conversation where she asks, you know what i work in? >> i reply how you make money? she replies is. i reply you tell me. >> i have an idea so i replied call girl? >> she responds call girl. when i asked if that is how she

custody but let's face it, a lot of people who are driving the eastbay freeways are extremely worried because of another shooting that took place yesterday here in the bay point at pittsburgh antioch area that makes 21 shootings on bay area freeways since november. yesterdays incident actually started on surface streets in antioch according to the police, they say the shooting started reaching two vehicles at sycamore and l street in antioch and quickly spilled on to westbound 4. now eventually, authorities were able to catch up with one of the vehicles here and a shell gas station right off of bailey. later they were able to catch up with the second vehicle on westbound 4. in all, four suspects were taken into custody and they also say that firearms were recovered in the incident and for several hours, they were collecting evidence on highway 4 that obviously gummed up traffic but for people who drive it, they say

last wednesday, a mother of four was killed in a shooting on highway 4 in pittsburgh. in total, there have been 21 shootings on bay area freeways since last november. three were on highway 4, ten were on interstate 80 and there have been two shootings on interstates 580 and 880 as well as on highway 101. the most recent highway 4 shooting comes just as pittsburgh city leaders plan to add more cameras to try and deter freeway shootings and catch those responsible. the pittsburgh city council approved a project yesterday to install cameras along highway 4. police already monitor 200 cameras around pittsburgh but police say the number of cameras in the city may be forcing criminals on to the highways instead where they can quickly get away. >> these shootings have not been random or acts of road rage. rather the victims were targeted and their vehicles followed, the recordings could provide vital information in the investigation and prosecution of crimes committed along the freeway. >> pittsburgh city council members hope that other eastbay

cities will follow their lead and install more cameras along the freeway as well. investigators are still trying to figure out if a man who was shot dead outside a first communion party had been attending the party or was just walking by. that shooting happened on sunday in the 13,000 block of east 14th street. a man in his mid 20s was killed. police found them on the walkway outside the patient in of the san leandro senior community center where a private first communion party was going on. as the shots were fired a minivan sped out of the centers parking lot and slammed into another car on east 14th street. police have not been able to find whoever was in that minivan and they don't know if the people in the minivan were involved in the shooting. officers say the man who was killed was targeted but they don't have a motive. decision 2016 news and hillary clinton and bernie sanders are pulling out all of the stops hope together sway voters in kentucky and or or today. bernie sanders is expected to

driving a 2003 black four door kia spectra with license plate 5 eny919. he is considered arm and dangerous. and new this morning san jose police arrested two men in connection with the murder that happened back in october. 19-year-old nathan nyfong and 29 year old mon tran are accused of killing a san francisco real estate agent. the arrests were made over the past four days. police say michael arsegahad was shot and killed in san jose on october 24th. an investigation load officers to these two suspects and police have yet to release any motive. an active figure in the eastbay community is facing a felony charge after being arrested on suspicion of downloading child pornography. police arrested 53 year old jeffrey casper in may of last year after they say they found evidence that he was downloading child porn. charges were filed against him

early last month. casper was the chair of the mount diablo healthcare district board which disbanned 7:00 12 and also the chair of the board for the greater concord chamber of commerce and a member of the rotary club of concord diablo. casper is out on bail now due back in court in august. another warning for people in freemont as more people have been the targets of a snatch and grab thief. three robberies were reported on three consecutive days, the first happened last thursday, the victim was walking along mission view drive near michelle street when a robber ripped a gold chain off her neck and then on sunday somebody was robbed near the arden wood forest apartments and that robber took off down deep creek road and on saturday a woman at a gold chain ripped off her neck this time near the intersection of deep creek and fredrick road. the search is on for two people who burglarized a south bay restaurant. take a look at the surveillance video that police just released this week.

this happened on april 21 at joe chinese fast food around 3:00 in the morning. one of the burglars gets behind the cash register wearing an oakland raiders hat and chicago white sox jacket. second business in the area was also burglarized but police haven't released the surveillance video from that incident yet. a south bay company is offering a $100,000 reward for information leading to an arrest in a decades old murder. company officials with applied materials in santa clara want to get the information on the murder that happened in 1994. matthew flores was killed and stepping out of his car at a company parking lot for a month long training on march 24 of 94 when he was shot and killed. security cameras did not catch the shooting but the cameras did capture an image of a suspicious vehicle that police are interested. it's a light colored 1991-94 ford explorer scout. and police in chicago suburbs say singer song writer

sinade o'connor is safe this morning and was reported missing sunday and police began looking for her after she didn't return home from an early morning bike ride. she played headlines earlier this month when former late night most arsenio hall filed a lawsuit against her and sued her after she accused him of giving drugs to prince and also accused hall of drugging her and back in november, there were concerns o'connor might harm herself. she posted a note on facebook saying she had overdosed in a hotel room in ireland. she was later found safe and taken to a hospital for medical treatment. time now is 5:20 and governor jerry brown plans to ask the state legislature for $10 million to help build an earthquake warning systems. the system has been in development for years but experts believe it could cost about $38 million to finish it. kron 4 charles clifford spoke with the geologist working on the project who says they are going to do all they can to help. >> reporter: for the better part of a decade the usgs and

universities along the west coast have been working to build an earthquake warning system called shake alert. if all goes according to plan shake alert will be able to send out warning messages a few seconds or maybe even a minute before a big quake hits. they may not seem like a lot of time but it might be enough to stop a train or take cover before the shaking starts. a simple version of shake alert already exists for research purposes, but the public version is still at least a year or more away. >> it's mainly a question of dollars. >> keith knutson is a geologist at the usgs. he says they know how to build the warning system but the problem is getting funding to complete the work. so far they've relied on federal funds and private grants. he says that an additional $10 million from the state of california would go a long ways towards getting the system um and running. >> which will be great. that's a real influx of money to help us buildout the network and do research into the messaging. >> but even if they finish building shake alert knutson says it will take a steady flow of funding to keep it going. >> once we got the system in

are meeting today to talk about what caused last years deadly amtrak derailment in philadelphia. now the cause won't officially be determined until the ntsb meets today but an official who was briefed on the investigation says the train engineer was distracted by radio transmissions before the crash. eight people died and more than 200 others were injured in this crash last may. he had told investigators he recalled radio transmissions from a local commuter train operator who said a rock shattered his windshield. he said he was concerned about the train engineer and his own safety. just before the derailment the train was captured on surveillance video going more than twice the recommended speed into a curve. the conductor had ties to the bay area. he operated trains for cal trains several years ago as an amtrak employee. an update now on the massive wildfire in alberta, canada. it's still burning this morning, and more people are being forced to evacuate. nearly 8,000 oil workers have been told they need to leave as

the fire spreads. firefighters have extended the mandatory evacuation zone by 30 miles. poor air quality is preventing more than 80,000 people who live in the burn zone from returning to their homes. the fort mcmurray fire started burning more than two weeks ago. time now is 5:33. big news this morning a bay area petsmart employee is arrested on animal cruelty charges after the death of a one year old dog who was at the store for grooming. 38 year old juan z arate of san francisco was arrested at the san mateo petsmart. the police say that the dog who died had two broken ribs and a punctured lung. he was arrested on sus mission of animal cruelty and kron 4 will tran is headed to that petsmart right now and we want to get a statement from the company about this. all we know right now is that a customer brought that dog in for grooming and that the dog

died of those injuries so we're hoping to have a live report within the next half hour. and in the eastbay fire investigators have identified a man who was killed in a garage fire at his concord home. 65 year old richard costa and his dogs both died in the fire last thursday night. his wife was home at the time. she suffered minor injuries and smoke inhalation. the firefighters arrived they saw the garage was on fire as well as the car parked in the driveway. costa was found inside the home and he died at the hospital. the cause of the fire is still being investigated. and two people in a firefighter are recovering from minor injuries after a fire in san francisco sunset district. it started just after 11 yesterday morning. the fire appears to have started in the back of way home on 35th avenue. it then spread to a home next door. 12 people were displaced. 5:34 right now and happening now, kids in california who were brought to the u.s. illegally are gaining access to publicly funded healthcare. the state is now allowing young people to sign up for medical

regardless of their immigration status and are expecting as many as 18 5,000 children under the age of 19 will sign up for it this year in the first year. healthcare coverage through medical is free or at a lower cost. the coverage is expected to cost california $188 million in just the first year. house republicans are introducing a measure that would give $622 million to fight the zika virus. that is just 1/3 of the money that president obama requested to fight the virus. a vote on the measure is set for later this week. the legislation provides funding for developing a vaccine, controlling the mosquitoes that spread zika, tests to detect the virus and international mosquito control. zika can cause severe birth defects. and in you're in san francisco don't look for a tow truck. look for a bicycle. triple a is deploying a bike patrol in the area along the san francisco water front to provide duty service for customers and they have two

country and 60 for santa rosa so we do see freakishly warm, mild but really warm temperatures to get things started most of the readings around the perimeter of the bay are in the middle to upper 50s live shot at sfo looking good at that too just about everywhere we'll start at first light as we're getting under sunshine. so we don't have the intrusion of clouds and much of the way of fog. we do have a little bit of an onshore flow that will build i said will build into our forecast, probably by tomorrow and that will have an impact on temperatures. not so much today. there you'll see the warm up happening we talked about the 90s building to the eastbay and will reach their peak around 3:00 and 4:00 this afternoon through wine country. look at how mild it is. 60s all over the bay area, you can notice and even a couple little pockets of 70s as late as 1:00 a.m. again and then tomorrows activity here is the warm up yet again. the valleys sacramento valley is well into the 90s parts of the eastbay but some of the communities will start to fall off into the 80s there but here is the big contrast going on at
