a mystery - involving a tiny coffin discovered under a san francisco home. catherine heenan is here with details of what was found inside. >> catherine:inside the lead and bronze coffin with two windows. a little girl with long blonde hair. buried 145 years ago. it's believed she's about three years old. construction workers found the coffin while remodeling a home in the richmond district. the two windows showed the girl

over to kron4 from the state departement of education shows that during the 2014/2015 school year students were being bused in from all over the east bay. in addition to the antioch unified school district students are coming from public school districts in oakland, oakley, brentwood,pittsburg, rio vista, martinez, concord, the san ramon valley, livermore, mountain house and tracyusually because their home districts don't have enough trained personel to provide the monitoring that autistic, severly emotionally or developmenttally disabled students require. tobinworld is one of several private schools in the area that fills that need. our public records request also turned up dozens of individual service agreements between the private school and public school districts. digging thru them we found that while the basic cost of education for a student during a 210 day school year was just over 28 thousand dollars.the price tag could be much higher. according to these contracts.some districts agreed to pay tobinworld 60, 70and in one case nearly 90 thousand dollars for just one student. but just like public school, if the student doesn't show up, the school doesn't get paid. former tobinworld teachers aides i spoke to say when they worked at the antioch campusesthe administration would pay students to come to school. when i was there, it was like $10 that each student would get at the end of the month if they were there the whole month,

perfect attendance. they'll do everything in their power to make sure kids are there because the more kids that are there, the more money they get. i've heard them talking about it in there-they're very open, yeah. it's like they're lining their pockets more than their concern about the children." we sorted thru the data turned over by the state and found that the majority of students at tobinworld 2 and 3 are from the antioch unifed school district. tobinworld2 stated in brentwood 1998, relocating to antioch ten years later. tobinworld 3 opened on the campus of fremont elementary in 2014. three more branches of tobinworld opened on anitoch public elementary school campuses .dvt academy at diablo vista, kt academy at kimball and a&t academy for autistic preschoolers at grant elementary.all in the summer of 2015. according to the schools's 2013 tax record the non profitbrought in nearly 15 million dollars in revenue their founder judy weberseen here in a photo from the tobinworld website is their highest paid employeemaking 350- thousand dollars a year. a far cry from what the former aides i talked to say they made that same year. their hourly wage? : "nine. $9, maybe a couple cents above. there was a point where we even got pay deductions- i think people at mcdonalds were probably making the same thing i was making at the time. the former aides say they only needed a high school dipolma to get a job there.one saying before she left she saw a distrubing trend amoung newer incoming employees but they were starting to hire new people - younger, less trained, straight out of high school and so these were employees that were maybe like a year, two or three years older than the students that they were in charge of, that they were one to one with. so they had short tempers themselves you know? so when you have a short temper yourself how can you then lead a child who has a short - it's the blind leading the blind." we asked judy weber about why she wasn't paying more money for more experienced staff. she did not address that question directly but released a written statement saying: "nothing is more important to tobinworld than the safety and wellbeing of our students. tobinworld and its staff are doing everything they can to provide the best education and support services possible to emotionally disabled, autistic and developmentally disabled students. "tobinworld staff are required to complete california department of education-approved specialized education training before they are allowed in our classrooms. in addition, staff members are retrained periodically to help ensure policies and procedures are consistently followed and enforced. the livermore unified school

district is not paying tobinworld as much as they used to. in 2013 a program specialist with the district filed this suspected child abuse report after a 13 year old girl soiled herself while being restrained and allowed to go home in wet clothes. that caused the district to send in their own staff to observe what was going on inside tobinworld. based on those observations and other feedback the district suggested that their parents look into alternative placement for their kids. now, the livermore unified school district does still have students attending tobinworld if parents choose to keep their kids there, but they have stopped placing new students in that school because they do not believe the action that instigated this report was an isolated incident.

from our partnes at a-b-c 7. you can see the command center that has been set up. we've also seen at least one boat on the water and someone on a brigde with binoculars scanning the water. we aren't sure exactly where authorities have suddenly zeroed in on this location. as we showed a short time ago on the map. it is quite a distance from vallejo. now as for the suspect. 19 year old fernando castro. he was shot and killed during a shootout with police in solvang yesterday. part of it was caught on cell phone video. gunfire witness say they heard about 20 gunshots.
