>> reporter: folks that need that some new homes have alicea street salvation army also the city said they're working to find a permanent shelter for some of these folks. >> steve:california lawmakers are working on a 2-billion plan to help cities build permanent shelters for the homeless. it is estimated there are 115- thousand homeless in california. the largest such population in the united states. the shelters would be specifically designed to house those who are mentally ill. counties would receive funding as long as they provide additional services to help the homeless. the measure is expected to go before the legislature later this week.
