we have david spark looking at conditions right now. let's get into it. >> how you doing? how about this break in front of the heat. that brought our numbers down a little bit. it's not going to go too far away. don't get too comfortable. it will get hot again. as we finish off the weekend we will be warming up. joy this little reprieve. here is a live look at the beit bridge and some patchy fog developing and some areas. enjoying the nice weather. here we have that onshore flow that is starting to develop and looks fairly aggressive from yesterday. complements of another system. a little weakening high- pressure we call it flattening in the southwest. it will be a return player and that will be by the end of the weekend and into next week. let's check out right now 53 for san francisco, santa rosa

49, hayward 57, over the hills mid-50s. not a major drop off. for oakland, warm but not as hot. temperatures will get to 69. hears this afternoon, the warm- up is still happening but those inland locations, a couple of out -- areas reached 90 or so. warming back up again you can see for the much of the central valley. at least we are getting some relief here from the trough in the northwest. the next eight hours we see temperatures race 277 cracking nearly 80. around the beit temperatures near 70 with the coast approaching the lower 60s. rob is standing by with the traffic. >> a live look at the bay bridge

it is wide open no problems coming out of oakland and no problems in downtown san francisco. eight to 10 minutes for the average drive. i am tracking your commute at the richmond bridge. nice and quiet, no major problems heading into the north bay. if you want to cross the golden gate it is smooth in both directions heading into and out of san francisco. i spotted one problem, if you need to get along the peninsula coming out of san francisco the sierra . parkway there is an accident blocking the two left lanes. still green so it is moving at the limit. if it starts to back up traffic i will let you know. today we come a distance we have made some progress. we have crossed one bridge but we have others to cross.

we are not giving up the fight, the fight is an ongoing fight. we will not be happy, we will not be satisfied, we will not be pleased until we do something in a major way. >> our top story this morning chaos in congress. democrats entered a sit in that has been going on for at least 22 hours and counting. that began yesterday morning and was led by congressman john lewis. they are demanding a vote on gun control legislation. a vote that republicans do not want to give them. >> reporter: the anger and urgency felt by congressional democrats exploding on the floor of the house of representatives following be set in. they were chanting as the

battle boils. paul ryan trying to talk over the voices. the chance replaced by lyrics of say broke into a protest song. altering the words of the civil rights anthem we shall overcome to address and violence. wednesday nights eruption on the house floor followed a long sit in. the show force plane out on periscope as chamber kempers -- cameras went dark. it coming just a week after a 15 hour filibuster in the senate. when the fire recession was in recess the impassioned outcry continued on the floor into the early hours.

spot here is a live look from inside the congressional floor where you can see what looks like nancy pelosi. the cameras have been turned off and the lights have been turned off and the republicans adjourned say they were coming back until after the fourth of july. the democrats are not letting up. they plan on continuing the protest. a couple of members of congress are sending out live images some through periscope, facebook live and we are looking at some of that right now. 170 democrats took part in this and is ongoing. keep it here and we will keep you updated on the latest. >> not once i say yes let's do

this. it was you are going to do this. a story you will see here only on kron4. a former oakland prostitute shares her story. she says it all happened 20 years ago. she proved her case in court and won a settlement and now with the latest sex scandal she has decided to stand out. alicia reid has the story. >> he haunts my sleep. >> reporter: she tells me she is haunted by what happened to her 19 years ago. four years she was sexually assaulted by an officer from the oakland police department. the first instance was near coast guard island when the officer took her to an in band and dash to an abandoned shed. >> that's where i performed oral sex on seven different officers. >> reporter: him and he took

advantage of her every chance he got having encounters at her home, and hotels and in cars. >> he was violent. >> reporter: she said he would always take the evidence with him until one night in september 1999 the 10 year veteran through the use condoms out of his car. she was able to go back and get it and that was the evidence she used to sue the oakland police department and one a $350,000 settlement. he was fired and to think just a year before this all unfolded romero was rewarded for battling prostitution and drugs. >> he made me do things i didn't want to do. >> reporter: with the sex scandal and the latest a minor. >> how sick of them. you're supposed to be --

protecting her. >> reporter: you think a lot more of this is happening? >> i believe there is and it's -- they are scared to death. they have been threatened is so hard. they do have the law in their hands. >> reporter: she is glad she found a way out. she uses her story to help others. there was a gag order after this case was settled so she was not allowed to speak to anyone about it. now that it has expired she is sharing her story. reporting in oakland, alicia reid kron4. an update to a story we brought you first on kron4, a warriors fan recovering after the his family says he was pushed off the upper level at oracle arena. we have an update. family members say the 21-year- old had surgery yesterday morning and is in stable condition, but this is only the first of many surgeries ahead. >> i can speak to him, he

understands what i'm saying, but he can't talk. there are more surgeries to come. they need to wire his job, his cheekbone, the eye socket. there's more things that-there is a long road ahead for him. >> this is a picture of him. at least two witnesses say he was pushed off the ledge inside the arena. police tell us they are still trying to confirm that information to make sure it is true. this is the ledge that we are talking about. this is not the area, but near the concession stands and the windows. officers are trying to talk to anyone near sections 219 or 220. family members are hoping that witnesses come forward w3to hel police. we will take a quick break. when we come back, and oakland teen remembered. we will tell you what her family is saying about her

as far as anything going on right now let's check out the future cast. here you see the warm-up occurring. that will not be quite as hot as before. you can see the cooler influence been felt. a little bit warmer and they won't get the impact from that trough in the northwest. a nice climate control over the last couple of days. but get a closer inspection of today. downtown san francisco at 65, golden gate park will do maps that. -- will match that. east bay shoreline temperatures that is a little warmer sure then 67 from yesterday. over the hills it looks like walnut creek at 89. further east the numbers make it higher.

let's look at the warm-up in the southwest. it is still there. notice the contours are much further to the south. there is that cooler air filtering and. this will provide the dry offshore flow for the folks in southern california although not as much as the last couple of days. actually getting some blues appear in the northwest complements of that latest system. here is the seven-day game plan. temperatures in the upper 80s today. warming up into the weekend and into next week. robin checking out traffic. it is looking good out there. here is a live look at 92 in case you need to travel from the east bay to the peninsula. moving well on the san mateo bridge. so far it looks pretty good. over to the golden gate, it is at the limit, no problems on

the 101. richardson, lombard all looking good. checking on the accident 101 s. it was clip -- quickly cleared. your drivetime 11 minutes from the central freeway split and out to ssl. 101 and 280 are looking good. east bay, highway 4 is in great shape for now, 13 minutes from hillcrest. no major slowing come out of tracy into dublin. that won't last for very long so leave now. the south bay is very quiet leaving san jose. 18 minutes.

to the east bay we go, friends and family gathered at an oakland funeral home to memorialize a young teenage girl who was fatally shot last week. they say this is the second time in the last five years they have lost a loved one to a tragedy. they are looking for closure. the family of regina jeffries says the grandfather was shot a few years back. are reporter has more.>> reporter: originate just breeze had hopes to go to college. she was well on her way to graduating from high school. >> she could have been the next president. but, we will never know. those -- >> reporter: those dreams were cut short when she was walking from a visual -- vigil. she and other friends were shot at. her aunt says she did not know the people that shot at her and her niece was at the wrong place at the wrong time. >> it was senseless act of

violence on a beautiful, beautiful angel. all i would like to see is justice.>> reporter: the same justice they are still waiting for after her grandfather was also fatally shot in oakland back in 2012. >> enough is enough. i am speaking for everyone in oakland that has been murdered. >> her aunt wrote an open letter to the governor and in that letter she leads -- leads to the governor. she calls it domestic terrorism and would like to see the mayor focus on these violent crimes to ensure the children can walk the street safely. national headlines, new details in the orlando terror attack. a former friend of the shooter comes forward and says he warns the fbi. now he reveals why. he said he went to the same mosque as mateen and they talked by phone. he says why he didn't initially

consider him to 50 radical profile he began to worry about that possibility. this was back in 2014. the friend called the fbi after your he heard mateen make some radical statements. >> he brought up the radical cleric that has radicalized several people and mentioned that he had also seen the videos . my reaction to him was what he thought about the videos and he told me they were powerful. both of those raise a red flag for me and prompted me to speak with the fbi. >> investigators want to know what he was doing between the first visit the night of the shooting and his return to hours later. his wife acknowledged to authorities that he left their home very angry and carrying a bag of guns.

she claims she didn't know he would actually do anything. no decision has been made under whether she should face charges. following the wildfires this morning as they continue to rage the border fire near san diego has destroyed to homes and 11 buildings. evacuations are in place as around 1000 structures are threatened. the fire has burned more than 10 mi.2 so far and a little further to the north, to other fires in los angeles county, although they have not merged they are referring to them as the san gabriel complex fire. they have scored 5000 acres. more than 700 homes are under mandatory evacuation. the hot weather and drought are making dangerous conditions. santa barbara, moisture near the coast has helped contain that fire. we are continuing to follow the latest. and world headlines the

united kingdom is on the verge of one of the largest votes in a generation. it is the referendum that has been called exit. they will decide whether to stay part of the european union or exit. they are making their cases for the eu. a vote to stay in the union would mean business as usual and a vote to leave would mean a new written. the drama is not just an written. americans could be affected as well. and your 401(k). also the exchange rate during your next vacation. the federal chairs said a vote to leave could have significant economic repercussions. right now early votes are in, but polls show it is too close to call. we will let you know as those are tallied. @4:21 let's give you an update on decision 2016. in the race to the white house

time is 4:29. we want to update you again on the live situation happening now the breaking news out of washington is that, well the democratic city and is still underway. house republicans have left. democrats want gun legislation brought to a vote. republicans are steadfast against ringing any gun-control measure to the floor and 170 of them have decided they are going to start a sit-in. it is still happening right now. that is the latest here and some of the big stories we are following. the house lights have been turned off, this was the scene earlier and you can hear in the background they are chanting as

and a san francisco at 53. the breakdown for us for san francisco we will get to the middle 60s and hang there for the early afternoon. cool patchy fog and a coolç breeze by the afternoon. it will be working its magic with the onshore flow. here's how it breaks down, that patchy coastal fog, warming but controlled expected this afternoon and reaching temperatures near 90 inland. we will have later on coming up in a bit the extended forecast about your warm-up early into next week. robin has a check of the traffic. it is a good-looking commute so far. it is the great time to get out there. nice light traffic conditions around the bay area. all the way across the span into the north bay. let's head over to 92 tracking you across the san mateo bridge. that is a good ride. if you need to get to the

peninsula no problem for the westbound commute. i'm tracking your commute across the golden gate bridge. it is still smooth in both directions heading into and out of san francisco. let's look at the east bay. the east or freeway from the upper east short from the lower is looking pretty good. it will only take 15 minutes not bad at all. 680 s. night -- nice and smooth. eight minutes on the guadalupe parkway. @4:34 the scandal continues to rock the oakland police department. i've different people have been in charge of that department this month alone. the person currently pointed to acting chief is facing scrutiny for what many consider to be insensitive racial comments. now city leaders are speaking out about those allegations.

>> reporter: rhetorically referenced use of such antiquated options such as water hoses. that is how the oakland mayor describes how the newly appointed acting assistant chief did in 2013. it was during a command staff meeting that been deputy chief downing suggested word -- using water hoses on protesters. our sources say he suggested it more than once, but one time is too many says the oakland city council president. >> we cannot allow ourselves to go to a time or resort to tactics or even the failsafe of thinking that that is something humorous about that. there are some things you can't joke with. >> reporter: it is no laughing matter form the cofounder of the group. >> the thing about water cannons or hoses you are

talking about people fighting the black liberation and the protest we are talking about is black people fighting for black liberation.>> reporter: they suggest the mayor new about this and appointed him anyway. >> another person that the mayor has appointed that has an underlying secret. >> reporter: she says she has worked with the chief in the past that he is left a good impression. >> i have worked with downing and he is very well respected in our chinatown communities and done good work. i have confidence that if he says these things he is one to make amends.>> reporter: my sources tell me that those that took offense do not share the city council president confidence that chief downing has changed from the time he made the water hoses comment to right now.

>> we just want to keep her face out there and hopefully someone will say something. >> reporter: since she was abducted from the taylor avenue overpass in vallejo every wednesday night family and friends have gathered here to share a prayer for the beloved teen. the kidnapper was killed in a gun battle with police in southern california days after she went missing. further complicating the investigation. >> we will never get answers and it never know what was going through her head -- his head. >> reporter: the family also stressing that they believe in law enforcement and trust that investigators are doing all they can. >> i believe they will bring her home faster than we expect. >> reporter: the sheriffs office is leading the investigation on wednesday a few deputy stopped by to show their support for the family.

investigators have searched up and down the coast for her including the sonoma county down of gender. so far no sign of her. her family hopes that changes soon. >> if you know anything keep calling and giving the officers the information. if you see her or know anything call right away. still ahead a pair of east bay communities taking action against crime. we will show you what they are doing that does not involve police. and- >> reporter: there is a problem in san francisco and federal property is not immune to what is going on. i will explain what it is in the next edition of people behaving badly. here is a live look outside. we will get another check of the forecast coming up at 4:45.

over and over again we keep hearing about a never ending problem. some people say it is getting worse. the problem is people breaking into cars.>> reporter: this is the patrol looking out for any problems. the officer is looking for anything out of the ordinary, but more importantly a problem that has break -- plague san francisco. this sign is a good clue. it says to store your valuables in your trunk. that is an old sign. newer signs read lock your vehicle and keep your valuables with you. this sign reads national parks mark keep your valuables with you. if you haven't figured it out yet there is a huge problem with people breaking into vehicles. since the police can be everywhere they hope people will use common sense when parking their cars. most -- a lot of people mostly

tourists are doing what they do. they leave their valuable stuff leaving out. in the past these are taking everything in the car that is not tied down. look at this car. it has texas plates which could indicate it is a rental, but it is not. in the window is a gps and radar. these watch what you put in your trunk and will lie in wait until you can keep your stuff. it only takes six seconds. there was one case where thieves made off with $10,000 in cash in a backpack left in a rental car by tourists from israel. some of the people doing the burglaries have been caught driving rental cars or have their significant other behind the wheel so they can make a quick it away. they are hitting cars from the baker beach to the golden gate bridge.

i say what takes away from the beauty of the park are the shards of broken glass from all the burglaries. 4:43 is the time. we will take a quick break and here is a look from the floor of the house where democrats are doing a sit-in that is lasting into the early morning hours.

we are back the time is 4:46. you are looking at live pictures from the house floor in washington where we have, right now a sit-in that is hours in. we have democrats talking and protesting trying to get gun legislation to the floor for a vote. republicans early this morning called the session to recess. they are not planning on returning until after july 4.

democrats have vowed to stay despite the fact that the lights and cameras have been turned off. they are turning to social media . they are trying to continue to keep the were going that they are there and continuing their protest. about 170 democrats took part in that sit-in. it is still happening as we speak. also following the latest stories again the democratic standoff continues as i said it has lasted more than 18 hours. it began yesterday morning and led by john lewis. they are demanding a vote on gun control legislation. they are using this to keep the word out there. republicans will not be back until july 5. this is continuing to evolve as we speak. we are also following the latest out of orlando. a former friend of the shooter has come forward saying that he

warned the fbi about omar mateen . that friend said he went to the same mosque and while he didn't initially consider his friend to fit that typical radical profile he did begin to worry about that possibility overtime. he friend called the fbi after he heard mateen make some troubling comments. also, the united kingdom is on the verge of one of the largest boats and a generation. it has been dubbed brexit. they will decide whether they will exit the eu. americans could be affected as well. the federal chairman has set a vote to leave the union would have significant economic repercussions not only to the us, but around the world. let's get you updated on the forecast. what kind of weather can we expect? >> a little bit of fog is rolling in. that means clear skies are

happening later today. that will not change much at all. the bay bridge is going on and a little bit of that fog is looking off to the east. telling us the sun is joining us. temperatures for you right now, 50s on the board. we have 49 in santa rosa. napa is 51 and on the east bay shore the upper 50s. look at this in terms of fog tracker. you can see, look at the coverage all throughout the northern valley and the north bay. the valleys off to the east bay over the hills and getting some of that good penetration occurring here. complements of a trough the northwest of us. are high is starting to weaken a little bit. it is still there pot -- but it is not as strong. you can see the warm-up happening in the central

valley. not as much in the north bay. it looks like as we saw yesterday. going to tonight there is the cooldown as well. san mateo at 75 palo alto checking in at 81 heading for the south mountain view. , santa clara 84. 83 for san jose. as i mentioned that high is still in place with lofty temperatures. las vegas battling 106. phoenix is 104. going into the afternoon hours you can see the numbers intensify. note the cooldown was some of these in the northwest indicating that things are changing. in somewhat of a mild pattern we should back up again early into next week. robin hazard traffic. it is backing up a little

bit at the bay bridge plaza. folks are heading into san francisco and paying cash. you can see a backup stretching out to the middle of the parking lot. it is not back -- bad. over to the richmond it is a good ride for now heading into the north bay. checking your ride across 92 the san mateo bridge it is still nice and smooth coming out of heyward. your commute across the golden gate still in great shape. if you are coming from the north bay this morning it will be less than 20 minutes. checking in on the drivetime they're still holding up pretty well.

no problems for 238 from 580 to 880. and coming out of the south bay no major trouble spots. back to the news. 4:51 we had to the east bay where two communities are taking action to keep criminals away from their city. it does not involve old- fashioned police work it involves cameras. danville and dublin are the latest to implement this technology. 13 of the intersections will be equipped with cameras. one camera will get the bigger picture of things and the other camera will capture every license plate that goes by many of those cameras will be at intersections along the boulevard. both dublin and danville police department support the move.

there is an effort now to close the loophole that allowed a local judge to sentence brock turner to six months in jail. turner is the former stanford swimmer convicted of sexually assaulting an unconscious woman. current law does not require hard time unless forces use. the attorney who prosecuted the case is looking to change that.>> reporter: santa clara dist. atty. jeff rosen on why he says he and others must act now to avoid another brock turner sentence. >> we read her letter, now let's give her back something beyond worldwide sympathy and anger. let's give her a legacy. >> reporter: he is behind a bill 2888 which calls for closing a loophole in the law. if passed here is what it would do. he says although brock turner

was convicted, of three felony counts of an intoxicated and unconscious woman, the current law allowed the judge to offer probation. this bill would prevent that. it would mandate a prison term whether a victim was conscious or unconscious. >> convicted rapists whether they committed their crimes on campus or off, whatever racial or ethnic background, rich or poor must be sentenced to prison. >> i don't think we should go there. i think it is reactionary legislation and that is never a good thing. >> reporter: the public defender says this legislation is the wrong approach. he defends the judge and believes that turner having to register as a sex offender for life is a harsher penalty than

any sentence. >> that means you cannot get jobs, you can't live where you want to you can go to parks.>> reporter: he says he is working with two legislatures to get this past. he also says that he has been in contact with the victim in this case and that she completely supports the change in law. here is a live look outside as we check the bay bridge. looks pretty nice here. as for the weather and traffic flow we will get an update in just a bit.

station. kron 4 news at 5:00 starts now. okay. so we have a little on the way of some fog going on to start things off. that will just be temporary. here is a look for you. you can see is bubbling upcoming from the coast. a little bit of climate control kind of indicates what we have right now. 50s on the boards. chilly 48 to santa rosa. you can see over to fairfield. it's 54. so it's a 54 to get things started. for san francisco, the breakdown. 64 by 11:00. 3:00, 65. but there will be a cool breeze throughout the day today. and your break down for the day, about 80 or so about 1:00. racing to near 90 in some spots. and by the bay, look for numbers already in the lower 70s by the early afternoon. we'll have your extended forecast in a bit. right now robin with a look at traffic. >> all right. just some minor crowding at the bay bridge plaza. if you're about to head in, avoid the cash lanes on the

right. if you're driving on the right. looking at the live shot. the lanes keep backing up. it's not major. stay over to the opposite side. or if you have fast track, you're definitely going to save time. overall, it's a pretty good ride into san francisco. it will be 10 minutes. a closer look at traffic coming out of the maze or oakland. 24 looking good. no problem for the east shore. the freeway at the limit and no problems so far. we're hot spot free. the chair wishes to make an announcement regarding the forum in the house chamber. the chair appreciates that members will differ on matters of policy and will seek to express those differences. >> our top story this morning, chaos in congress as democrats stage a sit in and barely allow house speaker paul ryan to get a word in. and now we have a live look

where democrats are entering the 24th hour of the sit in. >> the house was adjourning until after the holiday. democrats trying to force a vote on three gun control measures in the wake of the deadliest mass shooting in u.s. history. as we take a look at the pictures, let's go there live. >> let's go to the house floor with dozens of democrats for the sit in demanding a vote on legislation to address gun violence. good morning. >> good morning, mark. good morning, james. >> how are you holding up? >> i'm good. i'm good. i spent the evening with my colleagues on the floor and started yesterday morning. and it was actually quite spontaneous. but led by a sitting figure john lewis, the civil rights leader. he's one of our colleagues. he encouraged us all to seat until the republicans vote on gun violence.

that's what we've been doing. >> so going forward then, house republicans have left. they've turned off the lights. they've turned off the cameras. what's the game plan here? how long can you guys keep this up? >> well, we are just about day break here in washington. we're approaching 24 hours. we'll be going back to the district over the next few days. what we've heard from our constituents, republicans, democrats, independence, finally congress is doing something about gun violence. so while the republicans have chosen to take a break, we know that gun violence victims and their families get no break in their grieving. those that ravage our streets with guns don't take a break. so the house should not be taking a break until it passes. the no fly, no buy legislation. >> there was a vote on monday on four bills, and they all failed. so how do you propose going forward that congress can pass

some sort of legislation? >> sure. actually the senate voted. the house has not. a majority of the members of the senate actually supported that legislation but their rules require 60 or more members to do so. we believe we have a majority of the members in the house who would supporupñ?ñ?t the idea thf you're too dangerous to get on a plane, then you're do dangerous to buy a firearm. >> now, going forward is the hope you'll be able to get a vote before july 4th? >> well, i know our house members are invigorated now and we're going to continue to keep this issue live and the american people expect us to do that. so we want to vote as soon as possible and we don't believe we should be taking a break. >> it's kind of interesting. we've been looking at the live facebook stream here from congressman's phone that you have set up. >> and i have a parascope feed going. . >> it's been a lot of interesting to see a lot of people turning on facebook and taking a look at the live feed

with a lot of curiosity. we're seeing representatives literally sitting on the floor in some of these shots as they're camping out quite literally. talk to us about what is going on in there and kind of bring us in. paint us the picture. >> sure. since it began, the republican leaders have turned off the cameras. the c-span cameras. so i and others turned on our parascope, facebook and snapchat accounts so they have a voice in the house. that has continued all along. i think by going rogue in the way that we did, we actually probably brought more attention than if this was only brought to them on c-span. and so that has been quite exciting as well. >> technology certainly changing things. 24 hours now. are you getting food and water? >> we're getting food and water. and went outside there and heard the protestors outside who are also saying no break until there's a bill. and they waited in the rain all

what is going on. we do know about the oakland pd scandal involving the under age call girl, the racist text, the alleged racist text going on. she is making local, but also national news. one scandal after another. so late yesterday, the city administrator, and you know she's not doing this without the consent of libby shaft, said we are hiring a private investigator. we're not trying to anything else. we're not trying to silence the whistle blower. but they said they wanted to get to the bottom of this. this is the statement coming from the city administrator. so take a look at your screen. any violation of confidentiality or breech of integrity related to personnel issues or open ongoing investigations could jeopardize those investigations and impede our ability to reach the truth and secure the strongest judgments against those responsible. mayor libby shaft is also coming under fire because two days ago,

she held a news conference. i want to talk about the alleged racist text back and forth between many police officers. she identify edied them as african-american. standard wise, you never tell anything about any officer or their age, their race, their rank. in this case she identified the ethnicity. she came out yesterday saying she apologizes for that. however, many council members are criticizing her saying if they were white police officers, she would not have done that. back to you. >> all right. thanks, will. well, continued coverage kron4 first to break the news. an officer let his girlfriend write reports. you can find all of the coverage with the oakland police scandals on our website at kron 4.com if you'd like to investigate for more sure self.

you'll see that on kron 4. a woman speaking out saying she was abused by police officers. it happened 20 years ago. laurie dean said she was sexually assaulted by an oakland officer. she proved her case in court and won the settlement. the first incident happened on coast guard islands when he took her to an abandoned shed. she was warned to never speak about the encounter. after that, he took advantage of her every chance he got. >> he was very violent as far as he would try to make it like i was his possession. i was a prostitute but i was uncomfortable. every time he came in contact with me, i thought i was dead. >> she says the police officer took the evidence with him. but in 1999, officer ramero left behind a used condom she was able to use to win a $350,000 lawsuit against the police department. ramero was fired. she believes there are even more

morning news, firefighters are still battling a series of wildfires burning across the state this morning. five homes and 12 outbuildings have now been destroyed in a town just outside of san diego close to the mexican border. evacuation orders are still in place. there are about 200 homes threatened. more than a 10 square miles have burned so far. the containment is only at 20%. and a cooler and more humid weather is giving some temporary relief to crews battling these two wildfires that are burning around la in the mountains. the two fires so far have not merged as expected. firefighters are now calling it the complex fire. the fires have burned more than seven square miles. right now the fire is 15% contained. evacuees in more than 500 homes were allowed to return back to their homes yesterday. but just over 300 homes are still under evacuation orders. and then in santa barbara county, firefighters are hoping to have a fire contained today. the fires burned nearly 12

square smiles that started last wednesday. it's now 93% contained. one structure was destroyed and nine injuries have been reported. and then closer to home, rides will be open again at the county fair this morning after a grass fire shut down rides for a short time yesterday. that fire started just before 1:00 near the fortola avenue on ramp. smoke from the fire spread to the fairgrounds. six rides were shut down for about 20 minutes because of poor air quality but they reopened when the fire was put out. no one was injured. let's talk about the weather for today. probably another nice day to head out to the fair this afternoon. >> sure. >> what are we looking like for the inland east bay? >> we're taking the edge off. that's the good news to finish off the week. don't get too comfortable about it because we're going to warm back up again. you see scattered fog at work. that will mix off fairly early today because we have a lot of nice, dry air in place.

it does tell the tail of what we have. this controlling pattern that is kind of taking over now. our numbers at this hour, still uniformly in the 50s as they have been this time of day. napa 52. santa rosa 48. you can see covering eastern valleys very well all of the way out to stockton you can see and so we have quite a different change in weather pattern. what's driving all of that basically has been the high is still there. make no mistake about that. but off towards the northwest, here is a little trough providing a little on shore flow. feeling a lot better for this go around today. and as it did from yesterday. and it will be to finish the week. but this is just temporary because the end of the week we're going to warm back up. some fog making the eastern grab. there you can see the warmup happening in the central valley very nicely. it's still going to cover the communities in the far east bay but taking a little bit of the edge off of what we had from tuesday and aerply on during the week. a little -- early on during the

week. a little early. san mateo at 75. santa clara at 84. san josi we'll go with about 83. in your seven day forecast there, we have 89 to lower 90s to the lower grab reaches. then this weekend we start to warm up a little bit. early into next week, we may revisit numbers in some spots by about tuesday approaching 100. meanwhile, robin is standing by with the traffic update. what's going on? . >> i'm revisiting the bridge and it looks great. no delays at all here approaching the toll plaza. if you need to get into the north bay, now is a great time to take that time on 580 west because it's wide open. 8 minutes south to 101. here is 101 across the golden gate bridge for those of you who plan on commuting in and out of san francisco. about 15 minutes from central san raphael to san francisco. focusing in on the east bay,

looks good on 680 coming out of dublin. no problems here out of hayward through union city and to fremont. i see the usual crowding. it will be under 30 minutes to get from 205 to the 580/680 split. normal drive time. taking a look at traffic in the south bay, it's green all around. 617, guadalupe parkway still checking in delay free. now back to the news. >> mark. >> thank you, robin. polls are open in britain right now. a historic day as voters decide whether the country should leave the european union or stay in it. the latest poll shows the race is too close to call. those pushing to leave the eu are arguing -- those wanting to remain say britain is safer and richer inside the eu. concerns are the british economy could plunge if the country

decides to leave. economists are watching the vote closely. we're watching wall street. here is a look at where things are right now. futures up 144. so a big spike as the voting is under way. 5:19 is the time. but update you too on the latest from the orlando terror attack. we're learning newñ?ñ informatin this morning into what caused the fbi to question omar mateen back in 2014. a former friend of the shooter has come forward saying he's the one who warned the fbi about mateen two years ago. that friend says he went to the same mosque as mateen and the two sometimes talked on the phone. he didn't initially think that mateen was radicalized but he began to worry about that possibility back in 2014 so he called the fbi after he heard mateen make some troubling comments about radical islamic clerics. >> omar mateen brought the name of a radical cleric that has

radicalized several people, including the portland shooter. and mentioned that he had also seen videos and my reaction to him was what he thought about the videos. and he told me they were powerful. both of those raised a red flag for me and prompted me to speak with the fbi. >> meantime investigators are still trying to figure out exactly what he was doing between the first visit at the pulse nightclub and then his second visit two hours later when he opened fire. it was during that second visit that he killed 49 club goers. mateen's wife said he left their home angry and carrying a bag full of guns, but she didn't think he was going to do anything. prosecutors haven't decided whether to file charges against her. and the three people accused of murdering an milbury father are due in court this afternoon. they are charged with the murder

of keith green. green was last seen when he went to a pancake house to meet with lake who was his ex-girlfriend and the mother of his children. the three suspects are expected to enter their pleas at today's hearing. at the kron 4 news, the san francisco police department is making some major changes in the wake of recent deadly police shootings in the city. we'll break down what those changes are coming up. and next google could help children withñ!ñ?ñ? autism. find out how after the break. the bay bridge, a little fog and light traffic so far at 5:22 on this thursday morning.

welcome back. before you head out the door this morning, here's a quick look at some of the current temperatures around the bay. pretty mild, especially in the north bay where we're in the upper 40s. a chilly start there. 53 in san francisco. 56 for oakland and san josi. as you look out towards the east bay, concord 58. and, again, these temperatures are expected to warm up into the 80s and 90s once again this afternoon. other stories we're following. google is now helping children with autism. the company is partnering with stanford to create autism therapy using google glass. autism glass is an experimental device that records and analyzes faces in real time. it will then alert the person

wearing the glass to the emotions someone is trying to express. nearly 100 autistic children are participating in a stanford study to see if they can improve their face reading abilities. an estimated 1 and 68 american children are diagnosed with autism. 5:25 is the time. new this morning, the census bureau says that asians remain the fastest growing racial group in the united states and the nation's white population is showing the slowest growth. the asian population grew 3.4% between july of 2014 and 2015. immigration is mostly responsible for that growth. there are now 21 million asians here in american. the white population grew only 1-half of a percent between 2014 and 2015. two deadly hit and runs within an hour of each other. one bay village area was told about the accident. plus police are trying to deal with a crime spike in

several east bay cities. the new technology they're using to bust criminals. heading to the south bay to look at the break down, it looks like san josi starting off at 56. we'll be racing up to 80s or perhaps a little more this afternoon. kron 4 news continues.

here on the map there, that's just low level moisture which is in terms of the fog that rolled on in that we have this morning that will clear out for us in the next few hours. temps for you at this hour almost all reporting stations are in the 50s. although note up on the north bay here, we do have upper 40s. that's silly. after a hot day for you folks up in the north bay from yesterday. san francisco kind of breaks down. 54 to mid 50s -- or 60s range here. a cool, patchy fog to start off to a cool breeze this afternoon. meanwhile, our breakdown as we go forward. 65 in the region by mid-morning. 80 we'll be talking about at 1:00 or 12:00. 70 at the bay. we'll have the extended forecast in just a bit. there is a crowd at the bay bridge. if you want to get into san francisco, you will have to work your way through the crowding here. it's not bad. mostly in the cash lanes. you can see it's wide open. in the fast track lanes -- well, not wide open. let me rephrase that. it's moving better in the fast track lanes compared to the cash

lanes. it's definitely picking up. the oakland side looking good. no major problems right now. on the san francisco side it's quiet. the central freeway. the 280 extension. no major problems. i'll have a complete traffic check coming up in a few minutes. james and mark. >> thank you. 5:30, the time happening now. police are investigating two deadly hit and runs involving bicyclists. more on what happened. avery. >> reporter: yes. two different hit and run collisions and two people killed. now police say they're looking for the people responsible for those cyclists death. take a look at some video we have of the first scene. this happened at 30th avenue and jfk drive. the car they're looking for is described as a white honda. it was last seen speeding away from the scene after it hit a cyclist. the cyclist in the park say it's very concerning that this happened. take a listen to what one had to

say to us. >> it's heart-breaking especially as a cyclist on the road. pretty often cycling with the family. it's horrible. it breaks my heart. >> reporter: now, the second hit and run happened near the intersection of 7th and howard. there's no description of that car available. but in that collision, a car ran a red light and then was last seen speeding away after hitting that cyclist. now police in san francisco say if you have any information about either of those cases to give them a call. i'll be here throughout the morning to update you. back to you in the studio. >> all right. thank you for the update. other stories we're watching right now, president obama getting ready for a trip to the pa?ñ?ñ@bay area later today. he'll arrive around 5:30 this evening. the president's participating in the 2016 global entrepreneur ship summit at sanford university which kicked off yesterday morning and runs to

tomorrow. business leaders and investors are getting together for three days for speeches and programs. and president obama will spend tonight in san josi and then speak at the summit tomorrow morning. he'll leave after the speech tomorrow afternoon. secretary of state john kerry will also be joining president obama for the summit. 5:32. police in the east bay now looking for the gunman involved in a shooting in emeriville. now, we have video here we can share with you. you can see police at the scene. this is about 5:00 yesterday evening in the 4000-block. a man was shot and listed in critical condition. police believe two people were involved in the shooting but they don't have a detailed description of them. we'll let you know when we get one. one person is dead and three others recovering after a two car accident in fremont. it happened on boyce road. the driver of the first car was driving south when he lost control and crossed over into the opposite lane of traffic hitting another car. the driver who lost control was killed in that crash.

the driver of the other car had two kids in the back seat. they suffered minor injuries. it does not appear as though drugs or alcohol were factors in this collision, but we'll let you know as we learn more from police. and in the east bay, police are warning people about a spree of home break-ins. four break-ins were reported within a 24-hour span. the map showing here where the incidents took place on drager, woodford and buckingham drive. two break-ins reported as well where the homeowner was home and the burglar ran away to a station and fled to lafayette. well, the san francisco police commission is making changes to its use of force policykxñ?ñ? in the wake of sevl deadly officer-involved shootings. the commission voted unanimously in favor of a compromise agreement reached between police and community advocates. now, the agreement bans the use of choke holds. officers also can't fire at

moving cars unless the suspect poses a threat by means other than that vehicle. the commission started reviewing use of force policies after the december shooting of mario woods. videos of the shooting sparked controversy. it appeared to show woods attempting to move away from police and not actively threatening them when those shots were fired that killed him. woods was a suspect in a stab and he was holding a knife at the time. and the district attorney is pushing new legislation that will close a loophole in sexual assault cases. this comes after the controversial sentencing in the brock turner case. turner is a former stanford swimmer who was sentenced to six months in prison[uñ?ñ? for sexu? assaulting an unconscious woman. right now a rapist can get probation if they're convicted of sexually assaulting an unconscious person. the proposed law would change that and require a prison term. >> this means that a judge can't lookñoñ?ñ? at relative youth, nl

criminal history and means, characteristics shared by many college students as mitigating factors and give probation and a slap on the wrist to campus rapists. >> not everyone is supporting the legislation. an assistant public defender says the current law gives the proper punishment. he also argues the fact that turner must register as a sex offender is a harsher punishment than any prison sentence. communities mean while are taking steps to keep criminal away from their cities. danville and dublin both are going to be implementing cameras to help fight crime and 13 of those cameras will be at danville intersections. they'll be required with the cameras in the coming month. -- i should say these cameras will be required in the coming months. one camera will be the wider shot that gives the bigger picture of things that happened. and then the other camera will be focused in on capturing license plates as cars drive by.

six license plate readers will soon be installed in dublin. crime has been spiking since 2013. most of those crimes have been break-ins in homes and businesses and cars. decision 2016 news, hillary clinton is revving up her campaign. the presumptive democratic candidate is heading to ohio. she's expected to talk about her shared commitment to a stronger america and economy that works for everyone. warren endorsed clinton earlier this month. she was one of the last senators to endorse the candidate. warren is on clinton's short list of potential running mates. trouble for a south bay school district after a teacher was arrested on suspicion of sexually assaulting students. why parents are blaming the school. and firefighters are having a difficult time fighting a large fire in utah.

1234 we're back. 545 time -- we're back. 5:45 the time. the house has adjourned until after the 4th of july. but that doesn't mean the chamber is empty. democrats continue their sit in. they're demanding action on guns. while they didn't succeed in geingt those votes, they were seeking -- getting those votes, they were seeking to raise awareness of the issue. police are investigating two different deadly hit and run accidents involving bicyclists in san francisco. the first happened around 6:00 at 30th avenue and john f kennedy drive. and then a second deadly hit and run was reported shortly after south of the market neighborhood at 7th and howard street. a former oakland prostitute now speaking out saying she was abused by police officers rory keler says that -- rory keler dean says she was sexually assaulted 20 years ago. there was a settlement with a

gag order placed but that has since been listed and she is telling her story. rory believes there's more victims out there afraid to come forward. let's get caught up on the commute. everyone is watching the thursday commute. >> not too bad. a lot of stop and go traffic. it's normal. nothing major going on right now. no major hot spots. take a look at the bay bridge. look at all of the heavy traffic squeezing through the toll plazas. they're all backed up. now it's almost out to west grand. it's not through may s not yet. it's going to take awhile to get there. it's a good time to head on in before it backs up. a great ride across the upper deck. a great ride through downtown san francisco. i'm tracking the ride here. on the left a little crowded. backing up to the end of the lot. not a bad ride getting into the north bay. traffic heading into san francisco on the left. that's the commute side southbound. so far it's looking pretty good. no problems out of the north bay. now, i spotted some crowding here for highway 4 westbound.

daily with the oakland police department mayor schaaf is making local and national news with the scandal with the underage prostitute as well as the alleged racist texts sent back and forth among many police officers. they want to find out more on the investigation on these particular officers and they believe the leaks hurt their investigation. so take a look at the screen. this is what the city administrator sent out yesterday in a news release with the consent from mayor libby schaaf she writes any violation of confidentiality or prepare of integrity row lated to personnel issues or opened ongoing investigations could jeopardize those investigations and impede our ability to reach the truth and secure the strongest judgments against those responsible. they say they are doing this not to cover up not to appease any whistle-blower but want to make sure the public knows what will happen and to make sure

often and cycling with the family. it's horrible and breaks my heart. >> reporter: now the second hit- and-run happened near the intersection of 7th and howard. that happened at 9:30 last night. in that collision, a car ran a red light and was seen speeding away after hitting the cyclist. now police here in san francisco are still looking for the people who are responsible. they are asking if anyone has any information to give them a call. i will be here throughout the morning to update you. back to you in the studio. >> thank you averi. at this hour firefighters are battling wild fires burning across california. we are getting new video of the damage and five homes and 12 out buildings have been destroyed in the fire in the town of potrero just outside san diego near the mexican border. evacuation orders are still in place with about 200 homes threatened. more than 10 square miles burned and it's 20% contained right now. and cooler and more humid weather is giving temporary

relief to crews battling the wild fires burning in the san gabriel mountains just northeast of los angeles. the two fires have not merged but firefighters call eye the san gabriel complex fire. they burned more than 7 square miles combined and right now containment is at 15% eement vacees and more than 500 homes were allowed to return back to their homes in azusa yesterday. but over 300 homes are still under evacuation orders. and in santa barbara county firefighters are hoping to have the sherpa fire contained by today. you can see some of the pictures here. firefighters are attacking it from the air. it burned nearly 12 square miles since it started last wednesday. the good news is it's 93% contained. so they are close to getting their arms fully around it. and closer to home, rides will be opened once again at alameda county fair after a grass fire forced evacuations for a short time yesterday. i was out there with my kids when the fire started. just before 1 in the afternoon,

the body found yesterday evening in the debris field. the coast guard believe it's part of a sailboat the family was in when they went missing. so far investigators have not identified the body and they say they will continue to search for three more family members. investigators say the man lived on his boat with his three children and they were sailing down the coast on sunday when they hit rough seas and thunderstorms. coast guard crews say they are hoping that they can find the other family members alive. and happening today crews will be out in parts of san jose this morning doing mosquito fogging in areas where mosquitoes tested positive for west nile. they will be out at 11 tonight through 2 in the morning on friday in an area around 87 and brown lane. this comes after adult mosquitoes tested positive for west nile in several areas of san jose. there have not been cases of people contracting west nile so far this year. you can limit exposure by getting rid of standing water and fixing any holes in your screen doors windows.

6:22 ohio police arrested one suspect in and they are searching for a second after a 13-year-old girl was shot after the cleveland cavs victory parade. this was the scene downtown hundreds of people running after hearing that gunfire. the shooting happened shortly after the cavs celebration parade and rally ended. the 13-year-old girl was shot twice in the leg and she is expected to recover. moments after dozens of officers were at jack casino look for a possible second suspect. police say no shots were fired in the casinoch shooting remains -- casino. the shooting remains under investigation. 2016 news bernie sanders appears to have admitted defeat to hillary clinton in the fight for the democratic presidential nomination. >> eat appears i am not going to be the nominee so i won't be determining the scope of the convention. >> sanders continued to campaign through the final primary in washington, d.c. despite clinton cline. the needed number of delegates a week earlier. sanders has vowed to continue his campaign flight to the

it doesn't aparty drugs or alcohol were involved in the collision. happening right now in the east bay police are warning people about a spree of home break-ins in moraga and four were reported within a 24 hour span in moraga and this map shows where the incidents occurred on drager and woodford and buckingham. two happened while the homeowners were inside which scared the thieves away. two break-ins were reported in arenta and one cases the home owner was home and the burglar fled to lafayette. and the san francisco police commission is making changes to the policy in the wake of deadly officer-involved shootings. they voted unanimously in favor of a compromise agreement reached between police and community act advocates. it bans the use of choke holtz and officers can't -- choke holds then a can't fire at moving cars unless they pose a threat by means other than the vehicle. they started to review the use

of policy after the hooting of marrow woods. video sparked controversy as it appears to show woods attempting to move away from police while holding a knife but not actively threatening them when he was shot and killed. woods was a suspect in the stabbing and was holding a bloody knife at the time. a district attorney pushing new legislation that would close a loophole in sexual assault cases. this comes after the controversial sentencing in the brook turner care -- brock turner case he is the former stanford swimmer who was sentenced to 6 month for sexually assaulting a unconscious woman. dan rosen is backing a bill to change the law. as it stands a rapist can get probation if they are convicted of sexually assaulting an unconscious person. the proposed law would change that to require prison terms. >> this means that a judge can't look at relative youth nominal criminal history and means characteristics sheared by many college students as

a friend of the former friend of the shooter has come forward saying he is the one who called the fbi about mateen two years ago. that friend says he went to the same mosque asthma teen and the two sometimes talked on the phone. now at first they didn't think mateen was radicalized but worried about the possibility in 2014. he called the fbi after hearing mateen making troubling comments about a radical islamic cleric. >> omar mateen brought the name the radical cleric that has radicalized several people including the fort hood shooter and mentioned that he had also seen the videos of him and my reaction was what he thought about the videos and he told me they were powerful. both of those raised a red flag for me and prompted me to speak with the fbi. >> meantime, investigators aretrying to figure out what mateen did between his first
