against police brutality. black lives matter organized another march through the city. demonstrators blocked the essex and fremont street ramps onto the bay bridge. and this is how it looked near the toll plaza. traffic was at a stand still. >> marty:this is a time-lapse of the traffic. the backup was caused by protestors who blocked off bay bridge off ramps. on top of blocking bay bridge off-ramps, black lives matter protesters marched through the streets of san francisco for the third day in a row. kron four's spencer blake followed the demonstrators and police on a day of peaceful protests. >> reporter:this is where the protest began at fifth and bryant, and it was peaceful. it was contained to the middle of the intersection, but you can also see something that police definitely did not want protesters to get access to. while protesters were chanting police were blocking. >> reporter:both s-f-p-d and highway patrol officers made sure the black lives demonstration didn't spill onto the bay bridge. >> :"they're trying to bogart us but we not gonna stop, though."

>> reporter:and they didn't. protesters marched up harrison, seventh, and even market street this afternoon. signs and posters made reference to the police killings of alton sterling and philadro castile earlier this week. >> :"the first thing i did, i brought my phone. i already had it out. and i told 'em, 'this is a phone, this is not a weapon." >> reporter:even with protesters at times screaming in their faces, police continued to clear the streets as best they could while demonstrators exercised their constitutional rights, and headed to the i-80 on ramp at essex, and later the flosden off-ramp. >> reporter:but again, police stood at the ready, guarding the bay bridge. >> :"we've organized just to monitor and to make sure that it's a peaceful demonstration. and it's been good." one protester made a point to tell officershe's not mad at all of them. >> :"there's some good ones out there. there's some good ones out there. but the ones that stand by their brothers when they do wrong -- they're 's guilty as them." >> reporter:and we did get updates from san francisco police saying that the on-ramp at essex and the off-ramp at flosden both eventually did clear up. the protesters moved on.

in san francisco, spencer blake, kron four news. >> marty:and in minnesota, officers arrested at least 50 protestors early this morning. demonstrators blocked the freeway, and threw bottles, bricks and fireworks at police. protestors also formed a circle in the street in front of the governor's home as an organizer prayed for peace and togetherness those arrested were placed on busses. this is just a short distance from where the officer-involved shooting death of philando castile took place earlier this week. >> marty:four people accused of kidnapping a women are now in custody. but police say they still need your help to find a missing vallejo woman. kron4's ella sogomonian spoke with neighbors of the victim. >> reporter:vallejo police say 57-year-old elvira babb is still missing after her son received a text message june 30th demanding a ransom for her return. lt. jeff bassett, vallejo pd >> :at this point we are worried

we are concerned about the victim and we're hoping the public an help us locate her." >> reporter:police report the text demanded less than $100- thousand dollars but wouldn't specify the exact amount. neighbors say elvira wasn't financially secure herself and was looking for roommates at one point to help pay for rent. >> :"she was a sweet little thing, kept to herself pretty much, but when she came out she was always smiling always bringing some food down cus she just had to cook for just one." >> reporter:four people are now in custody in connection with her dissappearance - but there's still no trace of babb. the suspects are identified as 26-year-old emmanuel espinoza, 32-year-old jaylon brown, 23- year-old larry young, and 27- year-old lovely razoul. police say all have criminal records and at least one of the them knew elvira but didn't say how. one neighbor said off-camera they were surprised to hear the primary suspect espinoza is allegedly involved- saying he's a nice guy. vallejo pd say elvira was last

seen by a co-worker who dropped her off after work at seafood city market near her home on daniels avenue and b street. that same night her son paid a visit only to find her small dog dead - and no sign of his mom. >> :" he was just barking really strange that day. i don't know what was going on or why. i didn't see anybody." >> marty:if you have any information on elvira babb and her disappearence contact vallejo p-d or solano crime stoppers. you can be anonymous and your tip could lead to a reward. >> marty:a redwood city man, accused of stabbing his girlfriend to death in her san mateo home, has pleaded not guilty by reason of insanity. 22-year-old anthony kirin-chick is accused of stabbing 34-year- old elizabeth straw to death last year. the murder happened just a few days after he was released from jail for domestic violence. kirin-chick will be back in court in september. >> marty:it may be tougher to

>> marty:for your money:. here are the stories from the week -- that could impact your bottom line. california might get rid of its gas tax. but there's a catch. caltrans launched a nine-month pilot program to test out a "pay by the mile" financing model that would replace the gas tax. drivers would be charged for the miles they drive, rather than paying a tax at the pump. the state hasn't been making as much money in gas taxes over the past decade. because cars are more fuel-efficient. the gas tax raises important funds for maintaining the state's highway system. five-thousand drivers are participating in the pilot program.

one night for each of the fallen officers. one of san francisco's major attractions is about to become harder to reach by car. >> marty:starting wednesday, a half-mile section of twin peaks boulevard will be closed off to cars. this is for a re-design of the roadway. the plan is to temporarily change a portion of existing road to use by bikers and pedestrians. if it becomes really popular, the ban on cars may become permanent. in national news. wildfires are burning across parts of colorado. these are aerials of one of the three wildfires that crews are battling in boulder county. evacuations have been underway all weekend. nearly one-thousand people have been forced from their homes. many are staying in shelters. the wildfires are burning about 45-miles northwest of denver. fire officials say at least one- hundred acres have been consumed. so far, no reports of injury.

expected four livermore. we will let you know how long he will last until workweek next takwee. >> marty:a big story we are following this morning. federal investigators were back out to the scene of this massive fire that destroyed a building under construction in emeryville on wednesday. kron four's philippe djegal reports that a specialized team of investigators are working to determine what caused this six- alarm fire. >> reporter:several millions of dollars worth of damage later. this building once under construction now destroyed by wednesday's fire is still too unsafe for fire investigators to inspect inside. >> :sot- "one of the most amazing things about this fire, despite how destructive it was, no one was injuried and we want to make sure it stays that way, so we need to work removing the scaffolding in particular before investigators are able to enter the site." >> reporter:lisa meiman with the

bureau of alcohol, tobacco, firearms and explosives. says a-t-f is jointly investigating the cause of the fire with the alameda county fire department. but has called in it's national response team, or n-r-t, which specializes in fires. sot- "nrt's going to be here for several days, we arrived yesterday, and in addition to going through the scene and analyzing debris and looking through the path of the fire and where it began and possible how it began, we're also going to be interviewing witnesses, going through for surveillance video in the area, looking at photos and doing a comprehensive investigation to determine the cause and origin of the fire, so we can provide that to the alameda county fire department." once the a-t-f and their n-r-t complete their field investigation. they'll have up to 30 days to present their report to the alameda county fire department.

philippe djegal, kron four news. >> marty:in the east bay. a update this morning on a story first reported by kron-4. we're referring to the widespread teen sex scandal involving law enforcement personnel in oakland, richmond and livermore. at its center is a sex worker known as celeste guap. she revealed details in texts to kron-4. >> marty:now a former richmond police officer who worked as a school resource officer is on leave. he is identified as officer jerrod tong. the sex scandal unfolded in oakland last september following the suicide of an o-p-d officer. three oakland police officers were later placed on leave. two others resigned. the investigations are on-going. and also out of the east bay. a 24-year-old man is charged with four felony counts for sexually assaulting three underage girls in berkeley. he is identified as johnny dunbar. >> marty:the assaults allegedly happened back in 2008. police say finger prints taken of dunbar during a traffic

'pokemon go', a new smartphone game based on nintendo characters is causing injuries to some people. it is an 'augmented reality' game that layers gameplay onto the physical world. it is a top grossing app in the i-phone app store just days after its release on wednesday. now there are reports of players getting hurt in a variety of ways as they wander the real world. eyes glued to their smartphone screens. twisted ankles, mishaps with revolving doors. and walking into trees have been among the painful results. a teenager in wyoming made a horrifying discovery while playing the new 'pokemon go' game. 19-year-old shayla wiggins says that friday morning the game prompted her to find a water- type pokemon near a stream.

in the east bay. a update this morning on a story first reported by kron-4. we're referring to the widespread teen sex scandal involving law enforcement personnel in oakland, richmond and livermore. at its center is a sex worker known as celeste guap. she revealed details in texts to kron-4. now a former richmond police officer who worked as a school resource officer is on leave. he is identified as officer jerrod tong. >> marty:the sex scandal unfolded in oakland last september following the suicide of an o-p-d officer. three oakland police officers were later placed on leave. two others resigned. the investigations are on-going. >> marty:and also out of the east bay. a 24-year-old man is charged with four felony counts for sexually assaulting three underage girls in berkeley. he is identified as johnny dunbar. the assaults allegedly happened back in 2008. police say finger prints taken of dunbar during a traffic warrant in march..matched fingerprints found at one of the 2008 assaults.

a big story we are following this morning. federal investigators were back out to the scene of this massive fire that destroyed a building under construction in emeryville on wednesday. kron four's philippe djegal reports that a specialized team of investigators are working to determine what caused this six- alarm fire. >> reporter:several millions of dollars worth of damage later. this building once under construction now destroyed by wednesday's fire is still too unsafe for fire investigators to inspect inside. sot- "one of the most amazing things about this fire, despite how destructive it was, no one was injuried and we want to make sure it stays that way, so we need to work removing the scaffolding in particular before investigators are able to enter the site." lisa meiman with the bureau of alcohol, tobacco, firearms and explosives. says a-t-f is jointly investigating the cause of the fire with the alameda county fire department.

philippe djegal, kron four news. >> marty:in the east bay. a update this morning on a story first reported by kron-4. we're referring to the widespread teen sex scandal involving law enforcement personnel in oakland, richmond and livermore. at its center is a sex worker known as celeste guap. she revealed details in texts to kron-4. now a former richmond police officer who worked as a school resource officer is on leave. he is identified as officer jerrod tong. the sex scandal unfolded in oakland last september following the suicide of an o-p-d officer. three oakland police officers were later placed on leave. two others resigned. the investigations are on-going. and also out of the east bay. a 24-year-old man is charged with four felony counts for sexually assaulting three underage girls in berkeley. he is identified as johnny dunbar. >> marty:the assaults allegedly happened back in 2008. police say finger prints taken of dunbar during a traffic warrant in march..matched fingerprints found at one of the 2008 assaults. dunbar is accused of using a knife in one sexual assault incident, a gun in another and an unidentified deadly weapon in the third. >> marty:in decision 20-16.
