will good morning everyone thank you for joining us on this tuesday morning. let's begin with a live look outside as we start the hour with a check of weather and traffic. us begin with the forecast as

we take a look at the view from san francisco. dave joining us with more. >> we are looking for similar performance from yesterday i think there will be a wrinkle as an afternoon breeze that everyone will deal. right now a life picture of the golden gate and there is some patchy fog. that will be something you will see more of during this warm-up that is coming our way. you will feel this in the inland regions later on during the week. a live look here at the golden gate. let's go out and watch this role in an from last night. it is starting to fill in the amount of valleys. we will go ahead and define it as patchy fog. the marine layer is fairly thin. oakland going from 57 up to the lower 70s this afternoon. mild and breezy this afternoon. upper 50s about everywhere in the east bay. 57 down to san jose and 56 four

livermore. noting the wind in the early morning hours. particularly near the coast and the bay shoreline. then we goes to the late afternoon. you can see the wind in the upper teens and lower 20s. they do settle down as we go into the overnight hours. the high pressure starts to reassert itself and it will give us the warm-up. 60 x 8 and and by noon getting up to about 76 while the bay temperatures get to the upper 70s. we will have more and just a little bit and robin has were first check into traffic. let's head over to the a bridge toll plaza a live look

at the pay gate. no delay at all approaching the toll plaza. you will see the work on the upper deck that has the far right lane blocked off as well as the suspension. a great ride coming out of oakland coming into downtown. how about the richmond, a live look. that is a good right. now is a great time to get into the north bay. i spotted an accident for the east bay rolling out of livermore, one lane may still be blocked as you can see some show green so far it is at the limit and not slowing down. 19 minutes from the 205 to the dublin interchange. 4:03 and our big story this morning we are getting a look at the man, a closer look at the man kidnapping a bay area woman for kidnapping. despite demand been in custody the victim is still missing.

she has been missing since last month. she was last seen in vallejo. two of the men accused of taking her appeared in court yesterday. spencer blake reports from the courthouse. >> maximum punishment. >> reporter: that's the big difference between kidnapping and kidnapping for ransom. espinoza and young worst both slept with a $1 million bail. >> the fact that we still have a victim who is outstanding.>> reporter: deputy district attorney was not surprised. we might hear that same number again. >> i anticipate that the bail will be similar across the board of $1 million. >> reporter: the other two suspects will be in court on the same charges even though the victim is still missing. this case is not related to other kidnappings in vallejo. >> i hope that she is still

alive.>> reporter: we learned more details about the ransom. >> they indicated that there was a text message sent to the victims family demanding $60,000. >> reporter: the woman at the courthouse says she knows the victim and suspects. she could not talk specifics about what tied them together. >> she has never done anything like this in her past where she has disappeared so that leads credibility to the fact that she has been kidnapped. >> reporter: the fbi is involved in the police department hope someone can help them find her. >> that was spencer blake reporting and a separate case we are approaching two months since 18 was last seen. she was kidnapped on may 25 in a public on an overpass. the suspected kidnapper was shot and killed by police but the girl has still not been

found. happening now, one person is recovering after a drive-by shooting in the mission district. we have a photo from the scene. this is what it looked like. the shooting happened at around 5:40 yesterday evening. one person was taken to the hospital and police have not released any information about the shooter, but as we learn more we will let you know. let's head to the east bay where two men are being praised for their heroic effort to save a family struggling in the water. tragically a father and a son drowned but the two men managed to kill -- told one person to safety. our reporter talk to the man about what led them to jump to action. >> reporter: a family outing took ça turn for the worse sunday night when archie and johnny noticed something strange at lake shadow cliffs. >> i seen them all get in and launch off and i said to myself nobody has a life jacket on.>>

reporter: a family on a raft seem to panic. >> i felt something bad in my stomach and i told my brother look at what's going on. i said i think that guy i think they're struggling and then we hear help and i said come on. >> reporter:ç he didn't think twice about it. they jumped into action to help the swimmers out of the water. >> we immediately started running over to the dock area. i didn't see them, no lifeguards or anyone to help so i just jumped in. >> reporter: they were only able to save one with the help of a park ranger. and east bay family mourns the loss of a father and son is too good samaritan say they tried their best and feel good they were there and able to help in some way. >> it is not about getting recognition because i didn't plan any of this it is this all about seen someone who needs

help you help them. that maybe the off-season, but it feels like the warriors are always in the news, this time for the wrong reason. drive on green was arrested early sunday and is accused of assaulting another man. we have video courtesy of tmz and it shows green been arrested. it happened about 2:30 sunday morning in east lansing michigan. that is near where he grew up and started -- started at the university. police say he got into an altercation with another man and assaulted him. the man was not injured. he was released on $200,000 bail and if convicted he could face 93 days in jail and a $500 fine maybe even both. the team has not said anything yet about a possible consequence. president. obama , joe biden and george w. bush are attending a memorial

in dallas. we have video from a vigil from last night for the five officers killed. mr. obama is speaking at the interfaith service and meeting with the victims families. he is visiting the city at the request of the mayor. trauma surgeon on duty during the shooting speaking out. dr. brian williams treated some of the officers that died. he is also an african-american and the emotional news conference he pleaded to an end for racial violence. he spoke with our partners at cnn. >> reporter: the dr. says he is haunted by the events in dallas. the surgeon still wondering what else he could of done. >> i just wish i could've gotten to them a few minutes sooner.>> reporter: he says is an african-american man he

understands how people of color could mistrusts police. >> a work with them on a daily basis, they are my colleagues, my friends and i respect what they do but i also understand how men like me could fear and distrust officers in uniform. >> reporter: while speaking to cnn the doctor became emotional several times. >> i don't understand why people think it's okay to kill police officers i don't understand why black men die in custody and they are forgotten the next day i don't know why this has to be us against them. it has to stop.>> reporter: the doctor called for engagement and unity. >> we are all in this together, we are all connect. all this violence, all this hatred, all these disagreements it affects us all whether you realize it or not. this is not the kind of world we want to leave for our

4:13. nearly 2 years after a large earthquake shook the pirate bay a nampa congregation celebrated the opening of their champa -- chapel. charles clifford visited the

church and checked on the progress. >> reporter: on the morning of august 24, 2014 the earthquake shook the entire bay area and caused widespread damage. in the hours after the earthquake members of the first presbyterian church ruined that their historic chapel might not survive. nancy richardson was stunned. >> we saw everything crumbling, it was stunning.>> reporter: two years later and $2 million the church has repaired and reopened. they held their first services this last sunday. >> it was a great day. >> reporter: across downtown much of the damage has been repaired and cleaned up, but there is still a lot of work going on. just a few blocks from the church the napa county building was damaged. metal braces are still supporting the wall from keep -- to keep them from collapsingr

across the street another building is the center building. after the quake several sections of the outer wall fell away. some repairs have been made, but the building is still tagged uninhabitable. down the street an entire corner of the alexandria building fell away. anyone walking by now would never know how bad the damage was. finally right across main street one of the oldest buildings in napa it took quite a beating. you can see the sides and front basically fell down. they have been restoring this building and now less than two years later it looks pretty good. now let's take a live look outside as we shift gears and talk about the weather. a live look at the golden gate bridge. some light fog. what else can we expect on this tuesday and for the rest of the week? >> the continuing warming trend and coupled with that a little breeze this afternoon as the

weather systems adjust themselves were a nice warm-up inland this week. it will be less pronounced for the coast. you will definitely get the 90s returning for the inland locations. might be just shy of that today. 59 four hayward contrast with yesterday at this time pretty close to on the market. a couple of places stand up. half moon bay is 7 degrees ahead and concord coming in 3 degrees behind. the fog tracker to watch this you see it mixes out of the entire region with a little bit of fog remaining on the coast. it does return again tonight, concentrated in hayward, livermore spilling into the valley early before it starts spreading to the north and elsewhere by tomorrow morning. then we see it makes out relatively quickly. the fog was pretty benign as we

look for today, tomorrow it may become more intensified as we see this warm-up. speaking of which here is the progress of the warming today. you can see in the central valley things warming up there, remaining a little bit cool along the east bay shoreline and some green along the peninsula. going to tonight we can see the livermore valley, the cooler air and ocean cold air spilling over before the progress. for the peninsula today including downtown san francisco, first it is 65 heading further to the south this is where we see 72 pacifica 64, half moon bay at 60. for the south bay 64 half moon bay rather. san mateo coming in at 72. santa clara and san jose 79. 73 richmond, 77 hayward and over the hill stand bill at 86.

pleasanton at about 86. we are getting close to those 90s and we will see them as we approach the middle of the week. that will be lined up for a few days. it changes into the weekend, reminiscent of last weekend. we have a trop -- troff dropping south. >> traffic is looking pretty good. i haven't found any hotspots or traffic alerts. we are off to a good start. 92, a live look across san mateo bridge. no problems yet leaving hayward if you need to get over it will be a smooth ride on westbound 92. checking in on some other bridges, how about the golden gate, 101 your ride between the north bay and the san francisco. coming from the north bay it will be less than 25 minutes it is a good ride. i have spotted some problems if you travel on 24, an accident here in the eastbound direction. looks like a drivers spun out

and went across all lanes of traffic. emergency crews are heading out to the scene. westbound the commute it is a great ride out of lafayette, and heading to the oakland side. i will keep an eye on it. highway 4 at the bailey exit a cra not impacting traffic. 13 minutes from hillcrest out to 242. if you need to leave tracy or mountain fill a little bit of a slowdown, but the drivetime still pretty good under 20 minutes from the 205 to the devil and interchange. 4:19 bay area headlines racial bias does exist within the san francisco police department. that is according to a scathing new report by a blue ribbon panel. panel members said the police department had a lousy system

of oversight is lacking because the data that is collected is nearly impossible to analyze and determine if policies and procedures are being followed. >> black and latino people in san francisco were searched without consent by the officers far more than white and asian people. further, the hit rates the raids in which contraband were found were much lower for black and latino people in these cases. this is a red flag for potential racial bias. >> the leadership sets the tone for the police department and historically it has been an ugly one. >> the police association called the panel bias. they also referred to the panel as a kangaroo court and a report had some recommendations including establishing a position to review the police policies and make sure that

they are working. alecia reid spoke with a community advocate about that report and here is her side of the story. >> we have always known. >> reporter: the police department has had its share of problems, now finding by the blue ribbon panel shows that complaints by minorities confirmed there is a systematic problem. oscar and his friend alex were shot and killed by police. he believes a better relationship with the community can cut down on racially biased stops and police involved shootings. >> the community wants them to do more community policing. we want to engage with the police so that way we know -- they know who we are and they don't have to stop and search us anymore. >> reporter: the investigation finds that complaints rarely lead to any consequences. >> more than likely there is never any type of discipline

for any of the officers.>> reporter: there is hope that this will lead to change which will eventually lead to the community trusting the officer that are sworn to protect them. >> i tell you right now there are a whole bunch of dedicated coalitions that will be putting pressure to make sure this goes forward. i think it is very important that the city of san francisco, the mayor, the chief work directly with the community and that is the bottom line. >> reporter: alecia reid kron4 news. to national headlines, we are learning new details about eight deadly to national headlines, we are learning new details about 8 deadly court shooting in michigan. least released the identity of the shooter as larry gordon. he grabbed a officers gun and killed two bailiffs. he shot and injured a deputy and civilian. those two are expected to survive. officers later killed him. it happened in the small town of st. joseph. the two bailiffs killed had both retired earlier from other

coming up at the 4:30 mark here are some of the big stories. police in vallejo continue to search for a woman who was kidnapped for ransom. she has been missing since last month. four suspects have been arrested , two of them appeared in court yesterday and the judge set their bail at $1 million each. the two other suspects are due in court today. we're learning more details

on the arrest of draymond green. he was arrested in east lansing michigan. he got into some sort of altercation and reportedly slapped him. he spent a short time in custody and posted a $200 bail. if convicted of assault he faces 93 days in jail or a $500 fine or both. president. obama is traveling to dallas to pay his respects to the officers. the president is speaking at the interfaith memorial service this afternoon. he will be joined by joe biden and former president. george w. bush . let's talk about the weather. let's get the latest from dave barr -- spar. >> we will aid some of the fog development. we will get that that we talk about. right now there is not a lot of fog, in the next 48 hours we

don't see a lot develop. here we have the live shot from the golden gate. it looks like some glaze and haze. we see the fog move in overnight, that marine layer that is relatively thin. the temperatures upper 50s for the most part in the east bay, 57 in san jose and hayward and oakland all looking at 58 or 59. downtown is 54. here is the warm-up today, you see the colorize warm-up happening off to the east bay still along the shore life there is some green so there is some relative cooling or 60s for a good portion of the day. you can see the ocean cold air makes its way across the livermore valley before midnight before spilling out over the hills after midnight.

next eight hours this is what we have on tap, sunny at 8 am, inland temperatures reaching in the 60s, 60 at the baek, decoupling starts by noon. 67 or so at the bay and the coast at about 60. this warm-up will be a parent at the coast although we are looking for warm there. right now a look in the traffic department. here is robin. did you forget my name already? what said over to the richmond bridge. a live look here at the toll plaza. no delays at all the term -- approaching the tollgate. if you have to use it, no problems at all. nothing to worry about. let's check in on some other bridges, how about 92 the commute on the san mateo bridge, that is looking good. it is starting to pick up heading over to the east bay.

i haven't found any major problems. the commute is in good shape. i am keeping an eye on an accident on highway 24. it is eastbound the driver spun out and went across all lanes of traffic. lingering activity, but not backing up traffic. the westbound is looking good. the oakland side is nice and light. a crash on highway 4 out of the way that is that bailey and traffic is at the limit and obstructions. if you need to get there it will be a good drive. our crash on 580 is finally out of the way with the westbound right at the truck scales cleared. the sewing you will see hear from 205 to 580 that is the normal jam. less than 20 minutes to get from tracy to dublin. 4:33 some breaking news from overseas. this coming out of italy where

a dozen people are dead after two trains collided in a head- on crash. that collision happened on a single line track near the town of andrea. this is earlier this morning. crews are working to pull victims from the rubble. the state saying only that they are in the middle of responding and will have more details throughout the morning. keep it tuned here and we will keep you updated. accurate to the bay area and happening now in the east bay an effort is underway to remove the mayor of oakland from office. a reporter shows us why some people are so unhappy with mayor libby schaaf. >> we are here today to deliver a petition for the recall of mayor libby schaaf. >> people have the right to question their elected officials. >> reporter: a coalition of oakland residents say they are concerned about the state of their city came to city hall and storms the city clerks office intent on getting rid of

the mayor. lee davenport of the anti- police terror project takes down some of the issues driving the effort. >> oakland is an area that is economically depressed. she had an opportunity to apply for $2 million for jobs in the summer. she didn't do that. her office neglected to do that. that is a big deal. >> we know that employers are coming with a couple hundred jobs. >> reporter: the recall petition effort to place on a day when the mayor announced that oakland was selected by the white house to be the first city to host a my brothers keepers career summit later this month. >> there will be real jobs, real employers there that are anxious to diversify their workforce that wanted to provide opportunity for -- particularly to groups that have been left behind.>> reporter: available jobs is not the only problem. >> she has done nothing about the housing crisis.

if anyone has forgotten seven black men were murdered in the past year and libby schaaf has backed up police on that every time. >> i welcome the opportunity to have my record examined. >> reporter: it had a bit of a snag in the city clerks office. >> have you serve the mayor first? >> reporter: the coalition has to do a couple of things before i can move forward. as it turns out they were refused to -- they were a few signatures short. they will be back. this is the first step in what will be a very long process. and other headlines on the peninsula police arrested a man accused of child molestation since 2014. daniel miranda was arrested after san mateo county sheriffs deputies served a search warrant at his home. ç

more victims came home saying he molested them at his home. deputies learned of an allegation about him in 2014, but didn't have enough evidence. since then deputies learned about five girls in their teens and preteens that are now accusing him of molesting them between 1999 and 2013. he was booked into jail on $6.4 million bail. in the south bay a homeless man is behind bars for exposing himself at a mcdonald's children's play area last month. officers were called to that mcdonald's on -- after learning that he was touching himself. officer said he became combative and injured three officers. a 52-year-old was arrested on suspicion of exposure. still ahead it is a story kron4 helped to uncover. a former teachers aid is speaking out about the schools closing.

we are back the time is 4:40. a lot of people are walking around with their smartphones looking for pokimon. the new app pokimon go has exploded in popularity. it uses augmented reality to let layers capture virtual characters that appear to be in the real world. law enforcement agencies across the country are warning that criminals are taking advantage of this game location aspects and lauren people to remote

places to rob them. police say the game is easy to get lost in and they're worried about people playing this game out in the real world and walking into traffic or other hazardous obstacles. gabe slate talk to members of the tech community to find out if the industry needs to be more responsible and putting out these games and considering public safety. >> the speed at which this game crew is ridiculous. >> reporter: phil avlas the pokimon go is bringing augmented reality to the mainstream. he helps startups get funding and bring them to market. he is currently working with dozens of companies that are developing their product. he says they are all watching this huge hit nintendo has on their hands and watching closely all the problems. >> some responsibility has to fall on the industry. it is a common theme where companies don't think of security or safety, that is always in the back in terms of

4:45 is the time. here is a look at major headlines before you head out the door. two men in pleasanton are being praised for trying to save a family that was struggling in the water at shadow cliffs lake. a father in -- and a son into the drowning, but they save one person. police have not released the identity. a report by a blue ribbon panel says racial bias still does exist in the san francisco police department. they found that lacks and latinos were searched at a higher rate. it also found a lack of oversight and transparency. the report suggested that they create a position that oversees policies. a napa congregation celebrating the reopened of their chapel. nearly 2 years ago a 6.0

and heating up we will be seeing a bit of a breeze. it will be an onshore one by the afternoon evening hours. the color indicates the higher wind gusts. we will have a little more intense went then we saw yesterday. we do have a warm-up happening. today is similar to yesterday and the east bay shoreline hugging 60s late in the day before they surrender to the 70s. you see a nice swath of 80s. we will be shy of the 90s for now with the peninsula remaining in 60s territory. probably after the midnight hour. the witching hour. downtown san francisco coming in at 65. the peninsula will be experiencing 70s, 77 cell -- palo alto. to the south bay we go it looks like 64 half moon bay. east bay

breaking news overnight out of washington were five people are in police custody after shooting at officers early this morning. police say no one was injured, one officer responded to a shooting and people in an suv began firing at them. police ordered people to come out and after three minutes -- 30 minutes they surrendered. it is not clear why they fired. to a story you will see only on kron4 a special needs in antioch that had been under investigation is shutting down. those familiar with the school are looking for ways to keep that segment of the student population safe from abuse. as maureen kelly report some are calling for cameras to be installed in classrooms. >> that type of behavior is likely to gone on for a very long time. >> reporter: the attorney is talking about the abuse of a special needs student inside the school in antioch. well the school has maintained this is an isolated incident and

fired the two aides involved the attorney who represents the boy in the video and other family suing or planning to see -- sue the school. >> there were multiple complaints about physical abuse that were never substantiated and we have a video that shows a classroom that is out of control and things start to change.>> reporter: the video launched kron4 investigation. a department of justice investigation is a possible civil rights violation and recently prompted the antioch and unified school district to pull students. the school has sent this letter to parents letting them know that they are going to be closing their east bay campus at the end of the month. he thinks lawmakers should step in and require cameras inside special needs schools. the state of texas has a similar law that goes into effect this year. >> many of these kids cannot talk.

today. president obama will speak at an inner faith service and meet with the families of the victims. the president will leave joint base andrews around 7:35 this morning. the memorial service is set to start at 10:40:00 a.m. a trauma surgeon who was on duty during last weeks attacks in dallas is speaking out about it this morning. dr. brian williams says he's haunted by what happened and he still is wondering if he could have done anything else to help. at an emotional news conference last week he pleaded for an end to racial violence. he says as an african american, he understands how people of color could miss trust the police. in an interview with our media partners at cnn, he became emotional several times. >> i don't understand why people think that it's okay to kill police officers. i don't understand why black men die in custody and they are forgotten the next day. i don't know why this has to be

us against them. this is all really, it has to stop. >> dr. williams went on to call for engagement and unity asking people to leave the world a better place for future generations. and we've learned the funeral for the man who was shot and killed by police in baton rouge, louisiana will be held this friday. they will hold the service at the southern university fg clark activity center. he was killed last tuesday by two white police officers outside a convenience store. police approached him after a homeless man called 911 claiming sterling flashed a gun at him and refused to give him money. sterling's death was caught on camera and sparked days of protest including peaceful rally in dallas that was taking place before police officers were ambushed. time now is 5:05 and in the wake of the recent police shootings across the country police are calling for more transparency with police departments. >> san jose police are about to rollout body worn cameras for officers starting tomorrow. we are live at san jose police department headquarters with

more on the story. will? >> reporter: mark, about 15 police officers from the san jose police department they will be wearing it we're talking body cameras on their chest as well as possibly some eye glasses where they can film exactly what's going on. let's show you the body cam they are looking at. this will be rolled out at about 10:00 tomorrow morning, this is a trial program. they will try to collect as much data as they possibly can over the next several months to see the comfort the police officers, how the public reacts to it, how well it films the interaction between the police officers as well as the public. if it goes well then full body cameras as far as all of the police officers about 950 at the san jose police department they could get that next june so the entire department can be transparent. you talked about how the public has wanted this for years. let's use oakland as an example. the oakland police department, they are using body cameras and get this, the number of

complaints by the public about the officers behavior in oakland those complaints have gone down as well as cases against police officers for their alleged brutality or misconduct to the public. that has gone down as well and that's what many people across the nation have been saying for a long time. we need transparency and it is coming at 10:00 tomorrow morning with the san jose police department. back to you. >> thanks a lot we'll check in with you later will. other stories we're following a new report by a panel of retired judges saying that racial bias does exist within the san francisco police department. a three judge blue ribbon panel was put together by da gorge gascone after a series of racist text messages were exchanged by 14 officers and those texts were made public last year. the report found blacks and latinos were searched without consent at higher rates than what's and asians and also found a lack of oversight and transparency. according to the report complaints rarely resulted in

consequences and the report also had harsh words for the san francisco police union. >> black and latino people in san francisco were searched without consent by sfpd officers far more than white and asian people and further the hit rates the rates at which contraband were found during searches were much lower for black and latino people in these cases. this is a red flag. >> the poa leadership sets the tone for the police department and historically its been an ugly one. >> the police officers association responding calling da gascone bias. the report listed recommended that the department should create a position that will oversee policies and make sure those policies are working. it's 5:08 to the eastbay now two men are being thanked after they tried to save a family struggling in the water at the shadow cliff lake in pleasanton. a father and son drowned but the two men managed to pull one

bay drive times so far at the limit no problems for 880, 101 is a great ride out of morgan hill into san jose and 280 hotspot free from 101 to 85 average drive time clocking in at a quick 10 minutes mark? thank you robin. now we're getting a closer look at the people accused of kidnapping a woman for ransom. 57 year old elvira babbhad is still missing. two suspects were in court yesterday and the other two were due in court this afternoon. 26-year-old emmanuel else pinnas a was the first to appear in court yesterday and he's the primary suspect and he knew babb. he plead not guilty and the judge decided to hold him on a million dollars bail. kron 4 spoke with the deputy da, who says it's not surprising the amount of bail is so high and the judge will likely set the same or similar amount of bail for the other two suspects when they are in court today. >> kidnapping for ransom is a more significant crime as far as punishment because it is

subject to life in prison as opposed to regular kidnapping without ransom. >> the investigators say the ransom was $60,000 and that more charges can soon be filed you may remember the victim's dog was found dead inside her home. police could press more charges if they find out the animal wassailed deliberately. the two other suspects are set to be arraigned at 1:30 this afternoon and police will be holding a news conference at 10:30 this morning to talk about their investigation. in a separate case, we're approaching nearly two months since teen pearl pinson was last seen and she was kidnapped may 25 on the taylor avenue overpass over 780. the suspect en her kidnapping was later shot and killed by police in santa barbara county but the 15 year old girl has not been found. time now is 5:18. in the south bay, the santa clara county sheriffs office says putting sir vail answer cameras in a main jail has been extremely helpful so far. james fletcher takes a look at the new surveillance system.

>> reporter: kron 4 was allowed access inside the jail to get a firsthand look at the cameras. the cameras already provided critical video evidence in a case where a group of inmates attacked a fellow inmate and they say the cameras also helped them locate a home made knife used in that attack. >> we firmly believe that these cameras so far have worth of weight in gold if not more and have proven to be a successful tool in prosecuting crimes, locating evidence that normally we would never have located and building very very strong criminal cases. >> 270 cameras have been deployed throughout the jail and those cameras in all cost about $20,000. it has been nearly two years since the nap a earthquake and a nap a congregation is finally celebrating the reopening of their chapel. the church like many older

buildings was badly damaged by the quake. kron 4 charles clifford visited the church and checked on the progress of the repair work at several other damaged buildings in nappa. >> reporter: on the morning of august 24, 2014 the earth quake shook the entire bay area and caused widespread damage across the city and the hours after the quake members of the first presbyterian church worried their historic chapel might not survive. nancy richardson was stunned. >> the day we went in there and saw everything, the crumbeling was rather scary. >> but almost two years later and with nearly $2 million in donations checked the church has repaired the damage and reopened its doors. they held their first services this past sunday. >> we made it, so it was a great day. >> across downtown nappa, much of the damage from the quake has been repaired and cleaned up but there's still a lot of work going on. just a few blocks from the church the earthquake badly damaged large sections of the roof and outer wall of the county building and two years later repair work continues metal braces are still

supporting the walls to keep them from collapsing. across the street another brick building hard hit by the earth quake is the center building offer the quake several sections of the outer wall fell away two years later some repairs have been made but the building is still tagged unin habitable. down the street an entire corner of the third floor of the alexandria building fell away during the quake but anyone walking by now would never know how bad the damage was. finally right across main street is what they call the sam key laundry building one of the oldest buildings. it took quite a beating in the earth quake you can see the side and front basically just fell down. they have been restoring this building and now less than two years later looks pretty good almost as good as newsment charles clifford kron 4 news. decision 2016 news today is shaping up to be a big day in the race for president as bernie sanders is going to offer his long a wait endorsement of democratic rival hillary clinton. the vermont senator is joining clinton at a campaign event in new hampshire today. the endorsement is a culmination of weeks of

before you get to the incline section on the cinema toy o bridge. now they could only do a temporary repair. what they had had to do is basically put a metal plate over the top of it and make plans to make a permanent fix. well that permanent fix starts tonight at 7:00, the two westbound lanes two of the three westbound lanes will be closed from 7:00 until 5 in the morning and that will continue tomorrow, thursday and friday and then saturday they have an extended closure saturday night goes from 7:00 until 9:00 so if you're somebody that would normally use the san mateo bridge my suggestion is get over it early, get out and get over it before the construction starts as i said it starts at 7:00, if you can my suggestion and cal trans suggestion is get over the bridge at around 6:00 to get to where you need to be and if you can't get it by then you'll probably have to use the bay bridge but definitely plan ahead. mark? thanks a lot jackie. and to nighttime closure on

interstate 80 are starting tonight. they are resurfacing bridge decks so those closures will reduce traffic to two lanes in westbound direction. the first repairs happen tonight and tomorrow night at central avenue. that's from 9:00 until 3:00 a.m. the next day. the second closure is at carlson boulevard on thursday and friday. that runs from 8:00 p.m. until 3:00 a.m. and then lane reductions thursday and friday from 9:00 at night until 4:00 in the morning. and breaking news from overnight police in washington d.c. say they have arrested five people they say opened fire on police and that happened earlier this morning when officers responded reports of gun shots in southeast washington. when police arrived people inside an suv started shooting at them. police returned fire at the suspects who barricaded themselves in the vehicle after about 30 minutes, three women and two men surrendered nobody was injured. then big news we're following this morning a group of activists in oakland trying to get mayor shaft recalled.

firefighters are making progress on a wildfire burning north of los angeles but another round of dry winds could make it tough for the firefighters battling the stage fire that's burned 1.7 square miles of brush. it's 85% contained at this hour and its burning in the santa clarita valley not far from six flags magic mountain. the fire started saturday and about 2000 people had to be evacuated and they were allowed back into their homes saturday night. the closing of tobin world has parents and advocates of special needs students calling for cameras to be installed in classrooms to protect students. they say that texas passed a similar law that go into effect this year. it's closing at the end of the month after video surfaced showing a teachers aid abusing a 9-year-old boy. the school maintained this as an isolated incident and fired two aids involved. the video lead to a department of justice investigation and possible civil rights

violations and prompted the oakland unified school districts to pull their students from tobin world. sacramento police shot and killed a knife waving suspect after a confrontation on the street. witnesses reported the man was waving a knife above his head as he walked down the street monday morning yesterday and they also said the man had a gun in his hand when police got there, they say the man charged the first officer and then locked that officer locked himself in the squad car, two more officers arrived and they shot and killed the man when he turned towards them with a knife. and whales in the bay. we'll take a closer look at this incredible new video of a group of kayakers. plus a new mobile app has exploded in popular it and it's off to a rocky start. law enforcement are warning about possible dangers that come with the game and i talked to experts who say the tech industry should be held

it's a 90s story abruptly cutoff in the weekend as we have of last weekend a new low dropout of the gulf of alaska. daria? thanks a lot 5:47 and covering california police in anaheim have released security video of a confrontation that left a homeless man dead. two officers confronted a man last week after somebody said he was loitering and following people in the area. police say the man ran into a land are matt where the officers cornered him and the anaheim police chief says the man started fighting back and police used a stun gun on him and he was arrested shortly after. officers later noticed he was having medical issues and they called for paramedics and he died on sunday, nine days after the arrest. police are investigating to see if officers violated any policies. and homeless people in san diego this morning for a man who was arrested on suspicion of killing three homele men was released from jail.

san diego police say they don't have enough evidence to prosecute anthony pageant. he was arrested on suspicion of murder, attempted murder and arson last week. three homeless men died and another was seriously injured. he looks like a person caught on surveillance video after the attacks. governor jerry brown has launched a campaign to extend some of the most ambitious climate change programs in the country. the sent turpitude piece of the push is a cap and trade program that forces companies to meet tougher emissions limits or pay the price. the program has been one of the most watched efforts in the world aimed at climate changing fuels. the four year program, however is only authorized to operate until 2020. today the california air resources board will release a proposed blueprint for continuing that cap and trade program until the year 2030 with a vote expected next year. and you probably noticed people walking around with

smartphones looking for pokemon. the new app has exploded in popularity, in fact nintendo stock has been up 20% because of it. the game uses augmented reality to let players capture virtual characters that appear to be in the real world but police across the country are now warning criminals are taking advantage of the game and luring people to remote places to rob them. police are also worried about people getting too distracted by the game and walking in traffic offer other hazards. our tech reporter spoke with the members of the tech community to find out if the augmented reality industry needs to be more responsible when creating games like this. >> the speed at which this game grew is ridiculous. >> reporter: phillip vincent loves it is bringing augmented reality for the mainstream. he works for plug and play tech center and he helps start ups get funding and bring them to market and he's working with dozens of companies developing their products and he says they are all watch this huge hit nintendo has on their hands and also watching very closely all

>> reporter: they have been calling for transparency for years, but in light of what has happened over the past couple of months and the past couple of days the public will finally get what they want. they will have the body cameras on the san jose police officers, but not all of them. it is a pilot program about 15 officers initially which will happen around 10:00 tomorrow morning. let's show you the camera. it will be on their chest and there is also some cameras where they will have eyeglass. the bottom line is the transactions, the interactions i should say between the public as well as the police officers will be recorded. if it works out possibly by next june all 950 police officers with the san jose police department will have this. let's show you an example of how effective it has been. the oakland police department is using body cameras and in that time over the last couple of years the complaints about -- against the police officers

have gone down and the cases against police officers for alleged brutality have gone down as well. it appears with the camera rolling both sides are reasonably acting their best behavior so it appears to be working. they will try this for the first three months and this is supposed to happen a little bit later possibly next year, but the recent mayor is pushing this up faster than normal because what happened over the last couple of weeks including what happened in dallas. breaking news from overnight police in washington dc arrested five people who opened fire on police. it happened early this morning when officers responded to reports of gunshots. when police arrived people inside an suv started shooting at them. police returned fire on the suspects who barricaded themselves inside the vehicle. after about 30 minutes to men and three women surrendered. no one was injured.

breaking news at least 20 people have been killed after two trains collided head-on in southern italy.>> reporter: those italian officials announcing the death toll said it now stands at 20. that has gone up since our last update. we have photos showing the two trains hitting head-on. you can see the debris strewn across the countryside. crumpled and the force of the impact killing 20, injuring a number of others. we have just heard in the last 15 minutes they were able to pull a seven-year-old child alive. the trains each had four cars when they collided in southern italy. rescue workers working to search the rubble to see if there are any other people alive. the prime minister says this is a moment of tears and determined to find out what happened. once they have thoroughly investigated the rubble they

will turn over to the investigation and hopefully find the cause. why were these two trains on the same track? hopefully they will answer that today. we're learning more about a gently -- deadly shooting. a sheriff says an inmate who was being moved from a cell to a courtroom disarmed a bailiff. he grabbed the officers gun and then killed two bailiffs. he also shot and injured a deputy and a civilian. please identify them -- him as larry gordon. the two bailiffs had both retired from other law enforcement agencies and had served as bailiffs for more than a decade. time is 6:08 big news a new report by a panel of retired judges says a bias does exist in the police department. a blue ribbon panel was put together after a series of racist and homophobic text

kidnapping a vallejo woman for ransom. people arrested in connection are due in court today. james fletcher.>> reporter: that will be this afternoon that the suspects will face the judge. the woman is still missing even though four suspects have been arrested. two of those suspects as mark mentioned rain jail. the primary suspect knew the woman. he pleaded not guilty and the judge decided to hold them on $1 million they'll. we spoke with the deputy dist. atty. and said that it is not surprising that that bail was so high and the judge will likely set a similar amount for the other two suspects. >> kidnapping for ransom is a more significant crime as far as punishment because it is subject to life imprisonment as opposed to regular kidnapping without some.

knew this morning small suvs are coming up short when it comes to headlights safety. a new report by the insurance institute says none of the 21 suvs they tested earned the highest ranking because of the headlight. more than half of the suvs tested received the lowest ranking including the subaru forrester and the audi q3. this test measures the amount of usable light on straight roads and curves. starting next year they say they won't give its highest safety word to any vehicles with poor headlights. you can expect automakers to start upgrading the lighting. happening now a 911

dispatch center is -- in virginia is under investigation when a man died when no one responded. a 56 roll died of a heart attack in late april. the man tried to call 911 hours before his death. the dispatcher tried three times to contact the man after hearing nothing but an unidentifiable sound. the call was labeled a pocket call where no callback is required. the man was found dead hours later, his son is upset now the way police handled this. buck there was one final cry for help and no one responded. to build a see my get one more time and say goodbye and no he didn't die alone. that's the thing that kills me. >> every call center is different and in some counties the dispatcher would have callback. the station in virginia is investigating this and it could change their 911 policy.

shoreline and into the valley. it does that before it filters out. here is the warm-up happening east of the hills. along the east bay shoreline a little bit stubborn as temperatures will take maybe into the afternoon before we get into the 70s. right now robin is standing by with traffic. if you need to get into san francisco the slowdown stretches to the foot of the maze. across the bridge it is fine. the new eastern span is clear. no problems on the skyway, but it will be slow through the toll plaza and that average time is 20 minutes to get into downtown. if you are connecting from 24 the macarthur freeway looks good, no problems for the east share -- east shore. there will be major repairs starting tonight on the san mateo bridge. >> i reporter is live at the

toll plaza with information.>> reporter: not bad traffic right now, but starting tonight for the next five nights you should expect major delays if you are someone who is going to use the san mateo bridge specifically the westbound. they have to make those emergency repairs because of this. this happened a month ago on june 15, large hole started popping up just right before you get to the incline of the major span here at the san mateo bridge. they were not able to repair it right away they put a metal plate over the top and decided that they have to come back later to make those permanent repairs and those start tonight. two of the lanes and westbound direction will be shut down from seven until 5:00 and that will run through friday. that means tonight, wednesday, wednesday, thursday and on

saturday they will have a complete closure of those two lanes all night long. that will go from 7:00 until 9:00. if you would normally use the bridge to get across after work get across the bridge early. that backup will be long and arduous. my suggestion is if you can't get across it will be a nightmare. nighttime closures of i-80 are starting tonight. caltran is working on that. they will reduce it to two lanes. the second closure is thursday and friday. the avenue will have lane reduction thursday and friday from 9 pm to 4 pm. the news we are following

this morning with a group of activists in oakland trying to get the mayor recalled. james fletcher following that story.>> reporter: the group is called the anti-police terror project and they announced that their goal is to recall the mayor. that group stormed city hall to begin the recall process and our cameras were there. we have the video to show you. they marched in with the signatures in hand and explain why they believe the mayor is not fit for the job. >> she has done nothing about the highs -- housing crisis and if anyone has forgotten seven black men were murdered in the past year and libby schaaf has backed the police on that every single time. >> this is the democratic process. people have the right to question their elected officials. >> reporter: they did have the when the taken out of their salesman the clerk said they did not have enough signatures. they needed 20,000 to begin the recall process.

they say they will be back and when they do they will bring the signatures directly to the mayor. the mayor says she welcomes the opportunity to have her record examined. it is 6:34 and firefighters are making progress overnight on the wildfire burning just north of los angeles. there is another round of dry wind on the way and that could make it tough to fight. it is called the sage fire and has burned 1.7 mi.2. it is 85% contained. it is burning in the santa clarita valley. that fire started on saturday and about 2000 people were evacuated at verse, but allowed back on saturday night. the closing of a school in antioch has parents and advocates of special needs students calling for cameras to be put in classrooms. texas passed a similar law that goes into effect this year. they are closing at the end of the month after video shows a teachers aid of using a nine- year-old boy.

right now a look at traffic here is robin. >> lots of slowed traffic. just something awful. there is a backup at the richmond bridge. if you need to get into the north bay right now it is stop and go right through the toll. is a good right after. over at the bay bridge that has been crowded throughout the morning commute and holding at the foot of the maize and moving across the upper deck. at the golden gate bridge it has been fairly quiet leaving the north bay, no problems getting into san francisco. it is less than 25 minutes from novato. slowed traffic coming out of the east bay west for through pittsburgh and pay . it is off and on about 26 minutes. that is a normal drive time. no major problems 40 -- for the other. it will take about 14 minutes to get from concrete -- concord.

education. that is at city hall. happening today, nurses and the east bay are calling to the city council to stop plans to calls -- close the medical center. officials announced it will be closing in the year 2030. nurses are holding a news conference in front of berkeley city hall right before the city council meets. they say they are considering a resolution. they say they are closing because the renovation required to get the center up to code by the end of 2029 is not possible. covering california police in anaheim have released security video of a confrontation that left a homeless man dead. take a look at the scuffle between two officers when they confronted a man last week. someone said he was loitering and following people in the area. please ran into him at a laundromat. that is where they cornered him and demand started fighting back , tussling with police and police eventually ended up
