4:00 a.m. it is early tuesday morning. let's start with the weather ?re@pí.pmw the san francisco camera shows us the bay bridge. davis here with the weather. >> reporter: more of the same today. good sleeping weather but you want to be kind to your ac in the car and house. you will need it later on this week. here is a live look of the bay bridge. typical fog. not thick at the surface but there is the view from the bay bridge. be watching for the first light of sunshine. you can see the fog spreading out over the entire region of the area. this will move do west as the day starts to progress. temperatures now 57 in oakland, 56 for livermore, 58 for hayward , 58 for san jose. 24 hours ago

this is how we stand this morning. livermore behind by 2 degrees. the breakdown gets us to the lower 60s, morning fog and drizzle. some clearing in the afternoon. let's watch this go into motion. he -- the yellow is off to the east. not an aggressive warm up. quite cool on the east bay shoreline including san francisco. do cool down is well before midnight. very quick. for the next eight hours, mostly cloudy noting the fog. 80. mostly sunny for most locations . temperatures go to 71 minute. 65 covering the bay.

rebecca how are we doing this morning? >> reporter: if you are an early morning commuter, no problems to report. especially at the bay toll bridge. no backup or wait at this early morning hour. just under a 10 minute drive time out of westbound 80 into san francisco. the right-hand side of the screen is westbound 92. it will be problem free this morning as you head over to the peninsula. 12 minute drive time coming out of a word and the 880 interchange to make the connection with 101. the san francisco bridge is a ghost town. one car trickling through the pay gates. no backup or wait. a nine minute drive time to get up to the north bay and make

the connection with 101. golden gate bridge is flawless this morning. coming out of 101 looks great all the way into san francisco. five minutes out of sausalito into the city. let's look at the drive times. antioch to concord looks good with 12 minutes. through downtown san jose on the 101, 17 minute drive time. the time right now is 4:04. let's send it back to the desk. ran new surveillance cameras are making a big difference in pittsburgh. we brought you this story first last wednesday on kron4 . they say the cameras have already helped catch criminals. >> reporter: this is video showing pittsburg new highway 4

cameras in use. they have been credited in the arrest of suspected car thieves and burglary thieves already. >> we have been able to get the alerts of stolen vehicles and then stop the cars. >> reporter: the police chief told that pittsburg city council that the cameras have helped them make six arrests and recover for stolen vehicles. half of them are focused on the entire car and the other half on the vehicle's license plate. >> there is virtually no way for somebody to get through pittsburg from one end of the other without going through some of these cameras. no other city in east county has that ability. >> reporter: so far the cameras are up and running on westbound highway 4. the eastbound cameras will be online in the next 48-72 hours. as a stolen car is notified a notification goes out to the officers immediately. >> one of the vehicles that came through, we arrested the

occupant was wanted for a string of burglaries in lafayette. >> reporter: showing the system works for the entire bay area and not only pittsburgh. breaking news overnight, isis is claiming responsibility for the train attack with an ax and a knife in germany. the attacker was 17-year-old, and afghanistan who lived in germany . it left for people seriously injured. the man jumped out of the train when it made an emergency stop. he was later track down and shot and killed by police. now for the latest in politics. in a few hours from now day two of the republican national convention gets underway . donald trump is accepted -- expected to receive the party's nomination. there was controversy on day one . we are outside of quicken loans arena with alex. good

morning.>> reporter: good morning. it is still fairly quiet this morning at quicken loans arena. it is way too early for delegates. people are preparing for what's expected to be a very busy, interesting today. each state has its own thing. today the theme is about the economy and it's called make america work again. here is some video we will see the rest of the day and likely the rest of the campaign. trump talks on the first night of the convention. normally they only speak on the fourth night after the votes are all in and they are definitely the nominee. but he came out and talked for five minutes and introduced his wife, melania trump. we do not expect to see him today. we do expect to see dr. ben carson and new jersey governor

chris christie. also two of his children will be speaking today. ben carson says he wants to share his vision for america and his strong belief that republican policies can help american economy including minorities and low income families. >> this republican party has not done a good job of communicating with the african- american community and other minority communities. even though their policies are probably much better in terms of helping those individuals. that is something that is going to change. >> reporter: it will be busy on the inside of the arena and there are expected to be 5000 protesters outside. also throughout downtown cleveland. back to you, james.

drove into a crowd last week. they want to know if he had any accomplices in italy prior to the attack. more than 200 people were injured. the investigation is still ongoing. people gathered at the site where the attack occurred last week in nice. attendees observed a moment of silence for the victims. people on u.s. berkeley campus came together to remember nicolas leslie. he was killed in the terror attack in nice france. we were there for the vigil. >> reporter: for the second time in two weeks, uc berkeley held a memorial for one of its students killed in an attack overseas. >> he was one of those people who was friendly and kind. he was polite and social and

always had a smile on his face. >> reporter: a smile many people wish they could see on his face again. afterwords from the chancellor of the school. one student share a poem that she wrote. >> i have tremendous empathy. if there is more than one loss and people wounded within our community i feel affected by this. >> reporter: a childhood family friend remember how he would stay at their house. a pledge brother from phi gamma delta said how he was a great guide for the environment. >> he was involved with the college of natural resources. >> i think nick is forging the way for us to open our hearts more. >> when a dust of wind picked up a huge paper filled with handwritten notes students stepped forward. just like a moment of silence that rock people closer to one

another. >> in these times, we come together. instead of using it as a time to say how horrible the incident was it was really a celebration of the life of nicolas leslie. the student body president reminded everybody of the mental health professionals on campus for those who might need someone to talk to. >> reporter: another thing the chancellor said is we must not lead let these tragedies force us away from our commitments. >> think spencer. another sideshow takes over the bay bridge. the way the police were able to catch the drivers this time. that after the break. >> and the police killed in baton rouge. it's hitting home at stations here in the bay area. we will see week with the police chief on the importance of addressing race issues with

we are back. the time is 4:14. taking a live look outside at the bay bridge . it looks like we have a big taker coming up to the bridge right now. >> just a little bit of fog when you enter the golden gate. beyond that point, the overcast will go away quickly this morning. the sun needs to do its performance. temperatures will be modest today. let's stick with the fog. going forward. whammo by noon. a couple of trouble spots in the east bay.

the coast still hangs on. by 10:00 it spills back into the livermore valley again and the east bay shoreline. it will be intensified by tomorrow morning. the same process of mixing it out. it is an going to improve slightly day by day. 70s happening inland today. 80s along the east they shoreline -- east bay shoreline will be cooler and 60s. at 6:45 it will cool off a little bit until after sunset. the cold air will return. 64 downtown san francisco today. pacifica about 61 and palo alto 74. in the south bay, 59 for half

moon bay. mountain view at 74. somewhat partly cloudy. morning fog is an issue for the east bay shoreline. sunny in the afternoon. 80 for danville and concord. walden creek also at 80. it's july and we do see 90s in the program. maybe even 100 or so late this weekend. bay temperatures upper 70s. rebecca how are the roads doing? >> reporter: really well. especially this early morning hour. an easy commute as of right now. especially if you are trying to get into downtown san francisco . your westbound 80 right on the bay bridge will be flawless into the city coming out of the maze. the salmon tail -- your

westbound 92 right just under 12 minutes over to the 101. a couple of drive times for you. a lot of green on the screen. we love that. 24 from woman -- from walnut creek to the maze. if you are traveling only eight minutes from san jose out to 237. westbound 80 commute from hercules to the maze, 13 minutes. highway 87, san jose to 101 is clocking in at nine minutes. when i come in -- when i come back i will have a couple of road night closures you need to know about. emotions are running high in the capital of louisiana

after the killing of police officers. we are learning more about the killer today. surveillance video stills are being released. the military style assault was bought -- brought to an end with a military style response. >> it is pure unadulterated evil . >> reporter: the description of the gunman captured on video. he obviously was on a mission, ignoring civilians in zeroing in on police. >> it's chilling. the sheer brutality of the shooting. there is no doubt whatsoever that these officers were intentionally targeted and assassinated. >> reporter: the killer was armed with a semi automatic rifle and 9 mm handgun. he began here at the corner of a beauty supply warehouse. officers responded to reporting swift a man with a gun on scene . he opened fire killing one instantly and shooting to others

. as the call went out for backup one of the wounded officers crawls around the corner. >> this one is dead. this one is wounded at this point. he goes back to a dumpster and hides behind it. he takes cover in that location with his gun drawn. >> reporter: the deputy leaves his cover to come to the aid of the wounded man. >> he comes around this corner right here. he sees the deputy and shoots the deputy dead. then he moves on this guy right here and shoots him. >> reporter: the gunman then circles back to his car, encounters another deputy and shoots him in the head and stomach. by that time swat teams are on the team, they engage the shooter and kill them. >> we've been asked for the last

three or four weeks about a militarized tactics in law enforcement. this is why. because we are up against a force that is not playing by the rules. meanwhile back here in the wake of the deadly officer shooting, police departments are considering stepping up their vigilance. we spoke with the chief about these recent attacks. >> shocking. that we are going through this once again. >> reporter: chief eddie garcia says the baton rouge attacks are another reminder that being a cop is an increasingly dangerous job. >> this is really bringing to light the dangers that our work men and women face on a daily basis. >> reporter: after losing two officers in the past two years, chief garcia says the ongoing hostilities towards police send a message that his officers need to be that much more village it -- vigilant. he says meetings like last week are

needed to address racial issues between police and the public. >> the mere fact that we are having community meetings based on race relations means that there are race issues, whether perceived or not, in the city that we need to tackle.>> reporter: the chief was pleased to see blue ribbons outside the police station monday morning. that sends a message as well. >> i am very happy that our neighbors and community groups speak out against the violence. the vast majority of this community does support this police department and wants to find ways to increase the community trust. so i really applaud those efforts. but, again, i think anyone is fearful that this can happen in any american city. >> reporter: the doubling up on patrols orders is now optional

east bay highway. pittsburg police activated cameras along highway 4 last week. they were are helping to arrest car thieves and burglars. for stolen cars have been recovered already. meanwhile hundreds of people gathered at uc berkeley to pay their respects for one of the students killed during the nice france attack last week. kanye west was a junior and studying environmental science. -- nicolas leslie was a jr. and studying environmental science . police say the attacker on a train was an attacker and age 17 from afghanistan. he jumped out of the train when it made an emergency stop. police later tracking down, shot and killed

the police catch the drivers. this was the scene sunday at 3:30 in the afternoon. a black mustang started doing donuts across the lanes of traffic. a driver called the highway patrol. the man was arrested for reckless driving and excessive speed. and oakland man met with ella and says what we saw on sunday is not a sideshow. >> it is happening more often on the bridge. we are getting more calls of this and seeing more evidence of it. >> reporter: this being described as a sideshow by local authorities. screeching tires and donuts bring traffic to a halt. kimberly woods was one of the

driver stuck. >> it's like oh you have to do it at this time when i am trying to go get my child from camp. i miss him he's been gone for 10 days. >> reporter: in the 90s sideshows or more prevalent. he used to document them for years. >> a lot of times what we see now are one or two individuals doing donuts. that's what we call it. doing donuts. people say that's a sideshow because they don't understand what a sideshow is. it was something of an event or a celebration more than anything else. people would really look forward to hanging out at a sideshow on the weekend. >> reporter: he says it is a gathering of the community in a positive movement to let loose unlike the displays like the one seen on sunday seemingly

a mountain lion sighting put a san francisco neighborhood on edge. they feel relief this morning. this photo appeared to show a mountain lion in front of a apartment complex sunday afternoon . it was taken by a neighbor who reported about the outline. police sent the photo

to the california department of fish and wildlife who began searching for him. experts are saying the animal siding was actually a house cat . >> looking at it, it could be a small tiny mountain lion or a very big house cat. seeing the picture i don't know what to think.>> wildlife experts say the animal is a little over two feet long which may not indicate this is a mountain line. mountain lines can grow over three feet long. people can now rest at ease this morning . it was a false alarm as it turns out. 4:41 is the time. here are some of the stories we are working for you coming up at 5:00. >> heavy winds slammed parts of arizona. we are tracking that story. >> the a's are getting ready

we are back. time is 4:45. in the wake of deadly police officer shootings, bay area police departments are stepping up their vigilance. we spoke with the police chief who said they are reevaluating the recent order to double up on patrols. it is now optional but they review it on a daily basis. the attack on police underscores a need for renewed emphasis on community meetings related to police and race issues with public conduct. sunday afternoon and another sideshow on the bay bridge.

one driver stuck in the back called highway patrol and that tip led to the rest of the driver doing donuts. today is day two of the gop convention. melania trump is being accused of plagiarizing the speech of michelle obama from 2008. we will have more on what is on tap coming up in 15 minutes. let's talk about the weather now. we have been checking the golden gate rich this morning. >> reporter: it doesn't look bad at all. not much fog going on. it will mix out for us and we will get some sun downtown. let's look at the fog tracker.

by high noon it clears out pretty nicely in the east bay. along the peninsula maybe some trouble spots at the coast. some drizzle comes with this as well. return fog again tonight. east bay is covered out to livermore and then it spreads out overnight. tomorrow, midmorning, we clear out pretty nicely inland and the south bay. just remaining a little bit of downtown, in the city and east bay shoreline. right now 57 in oh lend and concord, 58 in hayward, 53 for downtown san francisco. we see a couple of 80s popping up. meanwhile, to the east bay shoreline, we stay in the 60s as the is the case -- as is the case along the peninsula.

for today, 60 downtown. a lot of morning fog. the afternoon sun does come into play. palo alto 74, pacifica 61. 59 for half moon bay, most readings for much of the south bay come in for the upper 70s. mountain view at 74. east bay shoreline is 60s and 70s. 72 for hayward, 68 for richmond, 81 for concord. walnut creek at 80 and pleasanton 81. the morning fog will lift pretty quickly today. we finish off the week and away we go, approaching 100 i sunday. a nice warm-up weekend for you. a slight pullback early next week . how are the roads, rebecca? >> everything is just fine.

no hotspots or slow spots so far. the bay bridge commute looks very light and very easy. a straight shot from westbound 80 into downtown san francisco. westbound 92 is getting a little more crowded but drivetime 12 minutes from hayward to the 101. the golden gate bridge has an easy commute. they did lane configurations for south 101 to make your drive even easier. just five minutes out of south salido. still looking green on the screen. drivetime for san jose out to 85, 10 minutes. bark always a good option. all trains are running on time. back to you.

they area headlines clearing the way for the warriors to move to san francisco. opponents, the mission bay alliance, argued that the arena project would create major traffic and access problems. the project calls for an 18,000 seat arena and office space. it delayed the opening day of the new arena to the year 2019. berkeley police are looking for people responsible for shooting at least two students with a bb gun. the incidence happen within one mile of each other and the circumstances are quite similar. >> a drive-by shooting is not ideal for the neighborhood. >> it is concerning. >> reporter: two shootings within 10 minutes of each other. at least two victim shot with a bb gun. the first incident

happened on channing way. >> the victim never saw the suspect. saw the white car approaching and the passenger window going down. the third -- heard three large banks and felt pain in his just. >> it said we can't walk safely in the neighborhood. less than one block away, eight students noticed a man standing across the street, pointing what look like a gun towards them. then he shot in their direction. >> it is tense in the entire area lately. >> reporter: the victims ran inside and they realized one was hit in the leg. he was treated at a nearby hospital.>> there has been a lot of violence happening to cal students recently . to hear

about a bb gun shooting so close to home, it adds to the attention. >> reporter: the suspect is described as a black male, six feet tall wearing a dark gray or black hooded sweatshirt and pants. a second suspect who witnesses say was lighting fireworks is described as a black man wearing a blue hooded sweatshirt. >> these bb gun shootings are considered assault with a deadly weapon. police are asking anyone who may know the suspect to call authorities. the bay area baseball game tonight. they took on the astros at home. they were down one in the 2nd inning. then this double off the wall. then another two runs came in with a single. the a's scored five runs in the 4th. the a's won the game 7-4. they take on the astros again

driver of one of the three cars seen spinning donuts on the bay bridge over the weekend is behind bars. james is that the breaking news desk with video of this incident. >> it went down on the upperdeck of the bay bridge heading into san francisco. take a look. two mustangs and a camaro work together to slow down the traffic. then the black mustang starts doing the donuts. here it begins. he just keeps going around and around. slowing traffic and bringing it to a complete stop. one driver stuck in the back up called the chp and officers were able with her help and a description of the vehicle to track down the drivers. the driver of the black mustang was arrested and the second vehicle was cited and released. we have more coverage of the story on our website. you can see more there including full video of the bay

the san jose police department has lost two officers in the past two years including one killed by a sniper's bullet. chief garcia says the ongoing hostilities towards police sends a message that officers need to be more village in. it's also important to address race issues that community meetings. >> the fact that we are having community meetings based on race relations means that there are race issues in the city that we need to address. >> chief garcia is impressed and has seen signs of goodwill in the community. someone place these blue ribbons outside the station to show their support yesterday. happening. police are warning about pop -- car burglaries. a woman was seen removing properties face property from a car early in the morning.

san mateo still is pretty packed right now. look at it on the right side of the screen. getting over to the 101 connector will take you 15-20 minutes. traffic is backed up to the richmond parkway exit. the pay gates are the problem there. carpools are moving a little bit faster. but it is a 10 minute drive time to the 101 connector in the north bay when should you get on. south 101 into sausalito and into the city you are looking about 20 minutes for drivetime. a slow traffic for westbound 4 because of a crash in pittsburgh that has been cleared. the drive time still stands at 26 minutes from antioch over to 242. time right now is 6:48.

the golden state warriors are one step closer to moving to san francisco. >> reporter: a judge clearing the way for the warriors to move across the bay as they have wanted to do. the judge ruled yesterday against a group that was trying to block them from building a new arena in mission bay. the arena will have 18,000 seats. the alliance said they would give access problems to the medical campus. the judge disagreed and said the project can get back on track. again it will have 18,000 seats and along with officemate. the warriors have been wanting to move across the bay for a number of years . it had been delayed because of these lawsuits. the new opening your supposed to be 2019 so we will watch construction continue. neck people who use color --
