>> grant:where fremont police and fire investigators are looking for an apparent serial arsonist. since july 16th. the police department says at least 15 fires have been intentionally set in the warm springs area in town. kron four's philippe djegal has more on this ongoing problem. >> reporter:at first. neighbors along warm springs boulevard thought nothing of it. burn spots popping up in the brush, weeds, and even fence lines. but then they kept popping up. and, now the police department

says the problem is getting worse and even the kids have taken notice. sot- "i don't want my house to be burned down." one the latest fires happened over the weekend, behind clean sciences incorporated. sot- "found it smoldering." quality manager dave mortenson says early monday morning he reported this dumpster on fire on his way into work. sot- "i felt bad, i said i'm sorry i ruined your morning. he says you didn't ruin anything. we were out here at three o'clock in the morning, uh responding and put it out." the fire was isolated to the dumpster. but mortenson says things could have been worse if the trees caught fire, like these down the street. this map shows how widespread the fires have been. since july 16th -- the fremont police deparment says 15 arsons have been reported -- seven of them in september. but police spokeswoman geneva bosques says investigators didn't get involved until mid last month, when it was clear the fires were intentionally set. sot- "we are actually increasing our patrols in the area around where these have occured." bosques says unfortuantely

investigators have no leads on a suspect. adding that at least 10 of the fires have happened on weekends between midnight and five in the morning. sot- "its challenging for us because we don't have a lot of people out and about that early in the morning." that's why mortensen says he's taking steps to protect his business. sot- "we're going to have a security camera put in, uh, we've informed all our neighbors too, trying to be good neighbors and let them know, recommend it to them that if they have any uh, trash, anything they can get rid of in the back of their buildings, its probably a good idea." in alameda county--- two lakes are now closed due to reports of dangerous toxic algae levels. the east bay regional park district made the announcement today--- saying lake temescal in oakland. and quarry lakes in fremont. are both closed off for swimming. however, the lakes will remain open for fishing. exposure to toxic algae can cause rashes and allergic reactions among other things.

regulators. >> catherine:as a state - we were doing so well. now - not so much.even as california enters a possible 6th year of drought. today regulators announced that californians saved less than 18% in august. which is down by nearly 10 percent from a year earlier. in fact - some areas of the state have pretty much abandoned water conservation. last winter we got a nearly average amount of rain and snow - mostly in northern california. but it wasn't enough to end the long dry spell. and it certainly wasn't enough for people to go back to old habits. now -- water officials say they might have to return to state- mandated conservation - which required savings of up to 25%. they haven't made a final decision -- but say they're at the "yellow alert" stage and could do so soon. >> britteny: south warming trend

before they could take pie orders, employees at isadore's pizzeria sprang into action after finding two people unresponsive in a vehicle in the parking lot. "they were hugging like they died together. they were hugging one another. we pulled them apart and threw them back because i wanted to clear their airway." stacy patterson is one of the cooks here at isadore's. she had just finished prepping the food line before learning about what was happening in the parking lot just a few feet away. "we did the narcan in the nose we only had to two of them, so we gave them one each and sprayed them in the nose." the fire department confirms it did make a narcan run this morning to the pizzeria and had to administer the drug. for patterson, this scene was more than just a scary way to start the day. "what's going through your mind as you're seeing this?" "my dad." "why?" "because of heroin." patterson says unfortunately she has loved ones dealing with addiction. although this is her first time

the funeral for 6-year-old jacob hall was held today. the south carolina boy who was school last month. catherine heenan is here with details on a 'unique' service. >> catherine:jacob's family says he showed them how to love, laugh and smile. and they talk about how much he loved super heroes. so at his funeral today - which was live-streamed online - many mourners came dressed as super heroes - ranging from captain america and wonder woman -- to iron man and batman. others wore 'team jacob' t- shirts. the little boy was shot in the thigh while on the school playground september 28th. he died saturday after being on life support for several days. a 14-year-old boy is charged with murder.
