of mario woods back in 2015 and other high profile incidents that got then chief greg suhr and mayor ed lee to call on the justice department to take a hard look at the state of policing in this city. this is the overview of the report right here.in it are the doj's 94 findingsregarding use of force.bias and accountability. while the doj found that the majority of deadly use of force incidents involved people of color this investigation so far has not found if there is a racial animous behind that. .but they say the deparment didn't collect enough data for sufficient analysis of use of force incidents. so there's a big question mark that should be a great concern to the city and county of san franciscothe statistical disparity exists and we need to figure out why and how to fix it. the doj did find evidence of

implicant bias not only were african american and hispanic drivers disporotionaly searched during traffic stops but they were less likely to have contraband on them when they were searched. the review also comes with 272 recommedations.including calling for independent investigators for use of force incidents.the mayor says many reforms are already under way.and they are ready to continue to make improvements. the police dept will accept and implement every single one of these recommendations. i want to be cautiously optimistic here. the attorney for the woods family is glad sfpd is being scrutinized by the fedshe just hopes that the recommendated changes take place. they are really kinda stuck in their ways and it will require a lot. the interium chief says he is committed to continueing to reform the departmentand the police commission says they will use the report as a blueprint as they continue to look the person who will ultimately command the sfpd.

from last night. in pleasant hill. on the east bay mud trail near oak park boulevard. it's one of more than 20 suspicious fires in the area that have been reported since early summer, mainly along the iron horse regional trail. under arrest tonight. 48-year old mark smith of pleasant hill. arrested in connection with fire last night on ebmud trail near oak park in santa rosa... a routine traffic stop... leads to a pot bust.

the u-s department of justice released it's long awaited review of the san francisco police department findings were outlined, and that the fed's recommendations would be adopted by the department. >> reporter:the us department of justice released it's findings after conducting a six month investigation into the san francisco police department. this scrutiny coming after the shooting death of mario woods and the racist text scandal that rocked the community and the department. kron4's maureen kelly has the report which has a long list of recommended changesone of which is likely to stir up controvery.

the way filled weekend and a very big couple of days. >> steve:new tonight at six. despite improvements in safety on the football field. the number of concussions suffered by kids is on the rise. that's according to a new study released today. reporter andy rose explains the dramatic increase in potentially dangerous head injuries. with so much focus on preventing concussion in the big leagues now, you might think we're making progress in stopping traumatic brain injuries in youth sports. but a new report from blue cross blue shield says the company's insurance claims for concussions increased by 43 percent over a six-year period ending in 2015.

and there was a 71 percent spike in reported concussions for kids between the ages of 10 and 19. most of those head injuries were reported during the fall, just as football season kicks off. many high-school football leagues are taking a tougher stand against concussions, with the state of washington passing a so-called "shake it off law." it requires injured kids to get medical clearance before returning to a game, or even practice. helmet manufacturers are even offering their own sensors to give coaches real-time information on the potential effects of hard hits. in fact, it's believed the increase in concussions may be attributed to more accurate testing and the new awareness. with today's health minute, i'm andy rose. >> steve:big news tonight. toyota is recalling 340-thousand vehicles around the world because of a potentially deadly brake issue. the japanese automaker launched a global recall of its 2016 and 2017 toyota prius sedan vehicles. they say there is a possibility the parking brake on those models could stop working. and if that happens-- the vehicle could roll away and cause a crash. toyota says owners will be
