(crying) (crying) >> mark:this entire vegas situation is not even finalized yet, but davis sounds pretty set on moving on. at today's nfl meetings, he gave an update to his fellow owners on the progress of the relocation plan. afterwards, he was asked about the city of oakland's efforts to keep the team from leaving. >> mark:and said quote-- 'oakland was in the driver's seat if they could've put together anything. they came up with nothing. >> mark:these comments come just days after vegas and the raiders took another step in securing a future together.as the governor approved 750-million dollars of public funds for a new stadium. in addition to that comment-- davis.opened up a little more in an interview with usa today sports. this is about the city's role during the raiders to la negotiations.

>> mark:he said quote -- oakland at that time had the opportunity - they were really negotiating against themselves, and they really didn't want to do anything. they gave a five-page letter as their offer to the nfl, and we ended up losing the vote to go , and they sent us back to get something done. we got a one-year lease with two one-year options, and i had a press conference and talked then about moving into the future. a week later, i got a call from one of the board of supervisors, said, 'mark, sorry, but the deal that negotiated with you is off. we've got to raise the rent and we're raising it three times.' end quote >> mark:davis took that as disrespect to the raider organization. and went on to explore other options. here he is on how the nevada plan came to be. return to >> when i met with the governor. but the very first time. he said was i using this as leverage to get a better deal. i said no. >> at a about a week before he called the conference
