task force that had surrounded a stolen car. what seemed routine changed in a flash when the driver took off.hitting the officer and dragging him for a short distance. in the middle of all that - the officer managed to shoot the suspect. the c-h-p officer is recovering tonight. he has minor head and road rash injuries. he's expected to be ok. the man who was driving the car remains in critical condition. authorities aren't releasing many details yet. friends of the suspect say he'd been visiting them in a different car.and claim they don't know how he ended up in that stolen car. grant?

police have arrseted two people accused of shooting at a police officer in madera.and in doing so.injuring a person who was in the cruiser for a ride-a-long. dash cam video. captures the shooting. police arrested 26-year-old serena arroyo, who they say was the driver of the s-u-v, and 33-year-old thomas garcia, who police say was the shooter.

the latest move by the company. as the city continues to try to regulate it. if you use air-bnb in san francisco to post available listings. as of november first -- you can only post at 'one' address. back in april the company announced that commercial operators were not allowed on the site. since then - it's removed 213 entire-unit listings.and 525 'shared spaces.' other listings were voluntarily removed by hosts who had more than one space to advertise. all of this is happening as san francisco is fighting to regulate air-bnb. that includes requiring registering short-term rental properties with the city.and imposing time limits on rentals. the city's board of supervisors will also consider new legislation.which would impose a 60-night annual cap on short-term rentals.down from the current 90-night limit. coming up,

the center of the controversy surrounding the california national guard's enlistment bonus payback. dianne gallagher joins us now with what the defense secretary said today--- dianne? >> reporter:word coming down from the secretary of defense today, that the collection efforts are being put on pause at least for now, here's what ash carter had to say today. sec. ash carter / dept. of defense: nothing is more important than making sure they get treated with gratitude and respect for their service and they get all the support they need from the dept. of defense. now many of these veterans say they had no idea they weren't supposed to get the bonuses and for some it could feel like too little, too late. robert richmond / sergeant first class, u.s. army special forces: i'm owing them 19, almost $20,000 for an error they claim they made, when i signed a contract in good faith and fulfilled it. it has crippled my finances. they attacked my credit. susan haley / afghanistan war veteran: we've depleted our savings, we're having problems making our house payments. now, let's be clear, this issue

may have just started sparking outrage, but it's been going on for years. it is not a new controversy, especially for all of the veterans who are already paying, or have fully paid back those bonuses, plus penalties. this all started because investigators discovered that more than ten years ago, some california guard officials committed fraud while trying to meet enlistment targets. now, only some soldiers with certain assignments were supposed to get these bonuses but, it appears they were given out freely and thousands of soldiers who weren't supposed to get the money, did. the california national guard gave out at least $22-million in unauthorized bonuses. the guard's incentive manager did plead guilty to filing false claims and the california national guard has said it can't just ignore the debts. the pentagon has said it does not have the power to unilaterally waive the debts. however, defense secretary ash carter says it can, and will, suspend all efforts to collect reimbursement. sec. ash carter / dept. of defense: our goal is to have a process that honors the commitment of the service members but also our responsibility to the taxpayer. secretary carter says the

you're looking at new video just into the newsroom showing the aftermath of the quakes. the walls on some buildings completely destroyed. as of right now, there have been no reports of any injuries or anyone missing. it looks like the largest automotive recall of all time. has just gotten even bigger. toyota is recalling another five point-eight million vehicles around the world because of takata's exploding airbags. the takata airbags.are now famous for exploding. they have already been been linked to at least eleven deaths in the u-s alone. today's recalling brings the total number of vehicles toyota has recalled over the airbags. to a whopping 23-million worldwide. affected cars include hugely popular models like the corolla. yaris and etios. covering california. >> grant:the bus involved in a deadly crash with a big rig near palm springs-- had tires that were out of compliance. the n-t-s-b says the tread on four of the tires was below the minimum that is required by the government. two other tires were above the minimum requirement. investigators say the bus could have been taken out of service under rules for commercial

tech giant google promised a faster internet with its new fiber division. but a bad quarter has brought fiber to a halt. google reported an 859-million dollar loss in its june quarter from divisions including fiber. access c-e-o craig barrett announced tuesday night that he will be stepping down. and there have been multiple reports possible layoffs. the new fiber optics promised an internet 100-times faster. it is already up and running in eight cities including san jose several other cities were targeted for potential service. but for now those plans are on hold.

have rattled rome today. just months after a powerful earthquake rocked italy. one quake measured 5-point-4. the other 5-point-9. both centered near the town of visso. you can see from this map it is to the northeast of the city. about 150 miles away. video shows some damage including this building that collapsed near the epicenter. powerlines have also come down leaving some cities without electricity. witnesses say people ran into the streets as the earth shuttered. so far, no reports of injuries or any deaths. it was just two months ago another powerful earthquake hit the same region. that quake flattened buildings and killed hundreds of people. it was centered about 50 miles southeast of today's earthquakes. the august earthquake measured 6-point-2 and the epicenter was near the town of amatrice.

most of the buildings and roads have been closed off since the quake. vehicles parked at lime ridge open space parking lots in concord are being targeted by auto burglars residents say there has been a recent rash of break-ins of vehicles parked at the montecito lot and at open space parking lot on treat blvd. police say thieves are waiting for the right time to break-in while people are out for long walks on the trail "people know that vehicles are there unattended, people go off for long walks and they know that they can possibly get away with crime because there are not people watching" concord police say auto burglaries are down across the city in 2016. police advise drivers at lime ridge to lock their vehicles and hide valuables out of view to reduce the attraction for theives an east bay fire station closed three - years ago because of a budget crunch. is now going to reopen at the beginning of the year. fire station- 87 in pittsburg shutdown. after voters rejected a parcel tax in 2013. but a county supervisor says, a special fee collected by the city, along with an improving economy, are going to allow the station to be pressed into service once again. contra costa county is considering a similar fee to keep fire services running at other stations in the area. the contra costa sheriff's

department opened a substation in the bayo vista housing project in rodeo today. the department received a state grant aimed at strengthing community relations in an underserved part of the county. they chose the location because of the large number of young children in hopes they can be a positive influence with their ongoing presence. what it means to this community is having a face with the deputy sheriff. we selected a particular deputy to be our bayo vista housing authority deputy under this grant that had a lot of experience with juveniles. he actually was a school resource officer and our hope is that he's going to be able to interact with the youth and send them in a positive direction. we have a lot of youth here. if we give them an opportunity to do something constructive i think it will change the whole face of this community. two full time deputies will be operating out of the substation with other assistance to provide twenty four hour service to the community. new at 6. a pot bust leads to 23 people being arrested in calaveras county. deputies seized over 77-hundred pounds of pot after searching three illegal marijuana grows. some of the pot was packaged and looked like it was ready to be shipped elsewhere. over 13-thousand dollars in cash was also seized as evidence. twelve people were found in one of the grows and 11 were found in another. all 23 people were arrested, most of them are charged for cultivating and selling marijuana attila the picture posted is better the last one

>> grant:grant lodes is here with where this problem started and when it might be fixed. grant it was a very frustrating day for the d-m-v. the problem is being blamed on a hardware failure that knocked out servers on monday and it is taken much longer than expected to fix. at the el cerrito d-m-v - people were probably surprised when they showed up today and there were hardly any lines. that was because it is one of more than 100 offices still feeling the impact of the server outage and was turning people away. a d-m-v spokesperson says some offices were able to come back online today - such as the case in walnut creek. for those who needed to get a license or registration at one of the many offices with computers still out - it was not good news. sot/tc: john gorbandt/dmv computer failure i took time out today to get this down and now i will have to come back. sot/tc: 11 lydia smith /dmv computer failure some of the offices that were knocked out are back up and running. but many are only operating in a limited capacity. being able to process driver license and identification card transactions. we have put the dmv website up on kron four dot com so you can check to see if your local office is back up and running.
