(male announcer): now, here's stanley roberts who found some people behaving badly. >> catherine:tonight we're learning more about the victims who died in the fire. and more about the 'warehouse' itself. >> catherine:kron four's dan kerman joining us live now from the scene. with the latest on the investigation. dan? >>we've tried repeatedly to get ahold of chor ng and her family but so far have had no response. >>i did talk to one of her other tenants who operates the auto shop next door. >> reporter:he says says he has found them to be good landlords. >> reporter: >> catherine:the city of oakland is now releasing public records on the history of the warehouse -- and the complaints against it.

>> grant:kron4's maureen kelly has been poring over the documents - which show a long history of complaints. maureen, what were you able to find out? >> reporter:city inspectors are now complaint they were investigating were of the vacant lot next door to the warehouse.not the ghost ship warehouse itself. >> reporter:they were looking into reports of garbage and that lot. >> reporter:but this complaint log shows been to both property many times, and that they have been problems at those locations dating back nearly 30 years. >> reporter:chor ng and her family have owned the fire building, the lot next door since 1988 and city's complaint history log.building inspectors have been there several times since then. >> reporter:there has been ten complaints made about the building and the vacant lot next door.

>> reporter:the most recent violation coming in november after a complaint of "a ton of garbage piling up. some of the trash was hazardous. >> reporter:allegeding that the owner turned it to become a trash recycle site. >> reporter:a notice of violation was sent to the landlord's po box that same department had been out there several times looking into blight complaints. >> reporter:other violations included grafitti and pallets and other debris blocking the sidewalks. sometimes the reported problems cited that the vacant lot is full of inoperable vehicles, trash and debries. >> reporter:or concerns that it was being used a junk yard with old tires, rodents, etc. >> reporter:another believed it was being used as a homeless camping ground. in this email to the department following a the landlord's daughter the space told her that people would throw huge bags of trash over the fence.and that the lot was a known dumping ground. >> reporter:the daughter also say they had hired someone to mow the weeds and throw out the trash at least monthy which they believe has helped the rash problem. --trash problem

djegal. >> grant:he talked to teachers who knew jennifer morris. >> grant:one of the 36 victims who did not survive the fire. >> reporter:21-year-old jennifer morris was a u-c berkeley student who lived in foster city. >> reporter:before college, she attended san mateo high school. where she left a strong impression on her teachers. >>sot- "she was super smart." >> reporter:math teacher jared wilke says jennifer was enrolled in pre-calculus her sophomore year and a-p stats her senior year. jenny as he calls her, one of his favorite students, in part because they shared similar passions for art and music. >>sot- "she's the type of kid that i would have expected, you know, if i was at an all-day music festival, i'd be like, oh there's jenny -- i haven't seen her in a longtime and say hi, you know, she was, she was that type of kid. i, just, its strange that that won't happen." >> reporter:we're told jennifer loved to sing and played several instruments.

story. >> grant:rob? >> reporter:pastor scott wagers of the san jose-based c.h.a.m. ministries has devoted much of his life to helping the one who could use a little >> reporter:for more than a year now, wagers has been using his motor home, known as the 'mercy mobile,' to deliver food and clothing to homeless camps around town. but parking the 37 foot r-v on city streets at night has led to complaints from neighbors, some of whom feel the mercy mobile is an eyesore and may be drawing more homeless people into their neighborhoods. >>sot pastor scott wagers every time we go to a homeless camp. it is adjacent to a neighborhood

congested so people came out yesterday. they were very upset with me. we see what the problem is now. >> reporter:only last week, someone broke into the mercy mobile and blankets inside but some of wagers' personal items as well. a day later, church groups and others stepped up and replaced all of it. >> reporter:wagers says the police are mobile on private property. he's had several tickets and there was another visit from traffic control thisresulted in a 72 hour warning to move on or be towed. >>sot pastor scott wagers we have different things like toiletries. toothpaste. audit blankets. which is really essential. --blanket spirit which is really essential. >> help us with the problem.

sexual assault. the lawsuit claims at least four women were victimized by a male student. >> grant:the plaintiff says she was assaulted in 20-14. stanford says the case was difficult to pursue because at least one of the alleged victims did not want to cooperate in its investigation. >> grant:some big picture context now: earlier this year. stanford swimmer brock turner was sentenced to six months in jail for sexually assaulting an unconscious woman. turner served only three months behind bars.in a case that made headlines around the world. >> catherine:a proposed policy is causing some controversy throughout the san francisco police department. the policy prohibits officers from shooting at moving vehicles. >> catherine:while the citys board of supervisors voted unanimously to support the plan - the police officers association does 'not' agree.saying it would be too restrictive. critics also argue that it could lead to more incidents like the terror attack in france on bastille day.when a driver plowed through pedestrians with a truck. >> catherine:the proposed changes come a year after

>> it is a difficult time for everyone involved. i will say that we are working hand in hand at this is important to all of us. >> you try to do everything that you want done it with your family members. >> catherine:our top story tonight: the deadly warehouse fire in oakland. tonight--- first responders are talking about how they're coping- while handling this difficult case. >> catherine: and we're learning that there was evidence of a fire alarm or any kind of fire suppression system inside the 'ghostship' warehouse. >> grant:we now know the fire began on the first floor. and smoke traveled up two stairwells 'trapping' occupants on the second floor. federal investigators also say that the stairwells from internally down into the building rather than toward an exit.

>> grant:a-t-f says there is no evidence that the fire was intentionally set. 36 people died in the fire--- marking it the deadliest fire in the u-s since 2003. >> grant:today, oakland mayor libby the city is doing to avoid and other similar tragedy. >> grant: the mayor was pressed on what the inspectors did in regards to the last inspection on the warehouse. 35 of the 36 bodies that have been recovered have been identified but coroner's officials will have to use dental records or dna to identify the victim who remains unidentified return

>> grant:the scene still remains very active. but officials are working to clear the area of the deadly fire. for community members who live in the neighborhood to resume their daily lives. >> catherine: kron four's will tran reports now from the scene. on the latest clean up efforts. >> >> reporter: the search is over for the warehouse. the account will remain at 36 who died. >> reporter: gas the police removing the platform where they have held a news conference is the last couple of days. they do not know if this is a real will be opened to drivers to get through here for the past six days to have it either had to make a right or a laugh. to allow access to the warehouse. but we have seen for the course of the day we opening of the

sidewalk. you see people walking on the left. >> reporter: work continues although they not anticipate finding any more bodies. they are removing debris from the warehouse. taking it from an undisclosed location so that impresses the debris to find out more evidence as to what may have started this fire. will trend, kron 4 news reporting from oakland. --will tran >> catherine:the oakland fire has brought up conversation on the notorious nightclub fire in rhode island back in 2003.which killed 100 people. >> catherine:in both cases there was an alleged lack of

proper permits and safety measures.relatives of the rhode island victims say they see troubling parallels with the oakland fire.and warn that any prosecution could be a 'long and complicated road' -- and might not end with a feeling of justice. >> catherine:other similarities - there was lots of flammable material awaiting a spark. and suggestions that local officials didn't do enough. three people ultimately pleaded guilty to involuntary manslaughter charges in the rhode island fire. >> grant:another big story we are following tonight. police in tennessee say two juveniles may be behind the deadly fires that spread to gatlinburg. officers say the two were arrested this morning and charged with aggravated arson. >> grant:more charges are being considered. the wildfires started in late november. killing fourteen people and burning down more than 16-hundred structures. >> grant:the area is a popular tourist destination in eastern tennessee, home to the dollywood amusement park and the resort town of pigeon forge.

>> catherine:two police officers in south georgia were shot early today.while responding to a domestic dispute at an apartment building. >> catherine: one officer has died.the condition. authorities are looking for a 32-year-old man they've identified. >> catherine: it's believed he's been posting to his facebook page - with messages including one that says "not going to jail." >> catherine: the shooting happened near georgia southwestern state university in americus - about 130 miles south of atlanta. the suspect also posted messages to friends - saying that he'd 'miss' them. >> grant: a live look outside. you can see some rain on our cameras. >> brittney: there is a chance for rain showers up

peninsula, and talked to a staff member who knew alex vega. he's one of the 36 victims who did not survive the fire. >> reporter:22-year-old alex vega lived in san bruno and his friends and family say he loved to have a good time. he worked at duggan's serra mortuary in daly city. >> reporter:and, would often attend dance parties and raves around the bay area. he graduated from capuchino high school, where wellness counselor lucero govea remembers him well. >>- "i referred to him as vega. um, it was my group of the alex's, cuz there was a few of them in that group, so that's how i intereacted with them." >> reporter:govea says she didn't see alex much in her office. rather during lunch breaks when he was around his friends. >> "one of the things i remember most about him is how creative he was -- really liked art, um, would always doodle little things and i would always say i'm going to buy you a little canvass so you could draw something for me because i like to have a lot of student art in my office and we just kind never got to that." >> reporter:she says alex was genuinely a caring person. >>- "he was very quiet, um, i always like to describe him as just kind of like a very gentle soul. very shy, but once you got him to open up, he, you know, shared a lot." >> reporter:for more than five years, alex dated 20- year-old michela gregory of south san francisco. who was with him the night of the fire, and also did not survive. >> reporter:alex's family says the two were soul mates.
