known as the period of 'maximum enforcement.' >> reporter:it's not just about drinking and driving anymore. studies show that 30 percent of drivers in fatal crashes had one or more drugs in their system. mixing prescription drugs and alcohol can be especially risky and the crack down includes drivers impaired by marijuana. >>officer ross lee/chp -- we will be everywhere. alley want to make sure that we are reminding people to remain safe. if they are going to be drinking they need a driver. >> reporter:coinciding with similar zero tolerance enforcement tactics by cities and counties through the holiday season, there will be specially trained officers to evaluate those suspected of impaired driving. and then there's the high cost of getting caught, even if no one gets hurt. >> we will still in force and stops across the board same as at all the same goes with appeals or medications.

this morning firefighters could be seen washing away the blood from the crime scene which happened in front of heath park on 143rd avenue near east 14th street. >> reporter:police say it was here that the victim, a ride share driver, was walking home after parking his car nearby just before 1 am thursday morning. >> reporter:police say the victim who was on the phone, was approached by the suspect who had been lying in wait. >> as the victim approach where the suspect was hiding there was a brief conversation when that person exxon for something and then there was a knife. and demanded his cellphone and wallet. the victim hesitated in some way shape or form. and was in the least that a number of times by the suspect. the victim, through his wallet in one direction and ran the other

direction. as he was running away the suspect was giving chase right after him. the suspect captures of the the dumb and then there is a fight to take away the knife. >> reporter:officers who had been called to the area by 911 callers who heard the commotion witnessed at least some of the fight in progress. both the suspect and victim were transported by ambulance to a local hospital. >> reporter:the suspect died from his injuries.the victim who was stabbed multiple times in the abdomen has been upgraded from critical to serious condition.at this point police are calling the death of the robbery suspect.a justifiable homicide. maureen kelly kron4 news. >> reporter:maureen kelly, kron4news >> vicki:police have made and arrest in the deadly hit-and-run that occurred late tuesday night in millbrae. officials say 64-year-old siu mui woo came to the sheriff's office and turned herself in.

>> vicki:the victim has been identified as 30-year-old rohan dargad from chicago. dargad was crossing el camino real in a marked crosswalk at ludeman lane when woo's s-u-v hit him. she left the scene.but turned herself in this morning with her family by her side. >> vicki:woo has been booked on charged of felony hit- and-run.and vehicular manslaughter. >> vicki:san francisco's police union is suing the city. its members are angry about a new use of force policy. >> grant:one that prohibits officers from firing at moving vehicles. catherine heenan is here with the story. >> catherine: we've known the union is upset about the policy. now it's filing an unfair labor practices lawsuit. it's aimed at blocking the city from using the policy, which was approved by the police commission wednesday night. >> catherine: union members argue that it's too limiting.pointing to the rampage in nice, france this past summer.when a terrorist drove a large truck through a crowd celebrating bastille day. the berlin incident is only adding more fuel to their fight.

>> reporter:if you think you recognize the man in this video you can contact concord police by using this anonymouse tip line you see here on the screen. >>"absolutely nobody is in custody yet, we still continue to accept the tips we get from the community and appreciate any and all tips we receive" >> reporter:in concord haaziq madyun kron4news. >> grant: campbell police arrest a taxi driver accused of sexually assaulting two women. now police are looking for more possible victims. 30-year-old julio sanchez is facing multiple rape charges. >> grant:one woman says he sexually assaulted her on october 29th. she was drinking and got separated from her friends in downtown campbell. police say the victim flagged down a cab that sanchez was driving. >> grant:she says she woke up as the assualt was happening and was able to free herself and run away. >>it can definitely come off as the ultimate horror story that can be taken that far because you want to be able to trust the person that is driving and when that trust is broken it can be really devastating. >> grant:police say sanchez sexually assaultaed another woman in a separate instance. >> grant:they say most of

the circumstances in that case were different but the victim was also intoxicated. police say sanchez is part of a small cab company called checkered flag yellow taxi. >> grant:the car he drove was also listed on e-taxi- dot-com. sanchez is known to work in downtown areas of the south bay which is why police are asking potential victims to come forward. >> vicki:a warning from bart to tell you about tonight. it seems there is a growing problem when it comes to parking at bart stations. >> vicki:a lot of people are not paying for parking and that is causing a domino effect. in response, the bart broad of directors has voted to take action. as kron four's terisa estacio explains - if you fail to pay for a parking spot, it is going to cost you - a lot. >> reporter: pardee legally especially in the east bay has become such an ugly problem. >> people literally day after day that will take a permanent spot at one of our spacious--stations even

though they haven't paid for. just to take that gamble. >> reporter:, in response bart spokesperson says the board of directors have decided to step up the penalties for those deciding not to play by the rules. >> it is really about those that we have helped to help purchase the parking passes. some of them have to wait list. they have waiting lists of thousands of people. the thought here is that if we can increase the fine, perhaps, we delimit that sort of activity and basically support our passengers to have gone through the proper process. >> reporter: dailies the violations are going up from $35 to $55 per infraction. parking

>> grant:the second harvest food bank in san jose is asking for donations to help them feed families in need this holiday season. officials say over 250 thousand people may soon be without the help they need. that is because the food bank is at risk of cutting services due to a lack of money. >> grant:the food bank served 18 november than it did at the same time last year. but they don't have enough food to go around. they raised one point seven month than they did the november before. >> grant:second harvest says they may have to give people less food for the holidays this year. >> vicki:and another toy drive in the south bay --- needs your help this holiday season. every year, the sacred heart community service in san jose, hands out thousands of toys to children. but this year not all the families may get gifts this year. >> grant: hate to hear that! >> grant:sacred heart is about 2-thousand toys short of their 20-thousand toy
