from -- we are from the northwest. thank goodness for the sunshine. will it be warmer? it will be a little warmer in the afternoon but this morning we are running colder compared to the last couple of mornings. we have patchy fog and it's a chilly start on this hump day. here's a live look at the bay bridge. we have clear skies and a quick check of the day planner for oakland, 40s this morning and lower 50s by lunchtime and the high today is 54 degrees. not a whole lot warmer for the afternoon but a little bit compared to yesterday. the satellite and radar pictures, the rain is out of here for now. we dried out yesterday and will see sunshine and blue skies. another chance for showers but not later until tonight, a slight chance for the north bay

and the coastal cities. we will say a slight chance for showers in the north bay and the coast late tonight and into tomorrow morning. most places will be dry for thursday into the weekend. chilly spots and livermore, 1 degree above freezing and 40s in concord, 37 in san jose and 37 in san rafael and 33 in santa rosa. santa rosa reporting fog and napa, as well. the highs, low to mid-50s and 52 in san francisco and 57 for our friends in the south bay. our storm tracker, a slight chance of showers late tonight and tomorrow for the north bay and the coast. otherwise, dryer and mild conditions into the weekend with low 60s on sunday. here's rodney with your

traffic. let's go to the bay bridge and check on amy into san francisco. it's quiet with no big trouble spots from oakland. the maze into downtown is smooth across the upper deck all the way into downtown san francisco. it's clocking in at nine minutes from the bottom to the fremont exit. on some other bridges, 92, across the san mateo bridge, it's light with no major trouble spots. or with 101, that is a good commute. a problem for the concord bay point area, between willow pass and san marco, traffic is backed up and there may be two separate accidents in the same area. several lanes were blocked and now it's just two. if you have to leave a point, westbound is heavy between the willow pass exit and bay point.

the stretch of highway 4, antioch looks good and it's slow at the scene of the crash and then picks up. if that is your commute, leave early. it's 18 minutes and that will grow from hillcrest and concord to antioch and 242 and concord. our top story, he said it during his run for the white house and in a few hours president trump is expected to sign an executive order to build a wall along the us- mexico border. read any and has the latest. >> reporter: [chanting] build that wall. [cheering] >> reporter: here in the first week of his presidency, trump is poised to begin delivering on that promise. he tweeted tuesday, quote, a big day planned a national security. among many other things, we will build the wall. a white house official has executive action directing to the border wall and trump is expected to issue two orders wednesday with the department of homeland security. other steps related to bulking up immigration enforcement, sean spicer commenting tuesday on trump's plans. >> his priority is to focus on people who pose a threat to people in our country, to criminals. that's where he wants ice to focus efforts. >> reporter: the announcement is the beginning of a multi-day rollout of actions by the president that are expected to include in order to temporarily expand the entire refugee program. it will and the syrian humanitarian crisis refugee

status. this morning, many people across the bay area say they will not stand for this and protests are expect did to take a stand against what trump wants to do. a woman who works with the council on islamic relations said she will do what she can to help any group that is targeted. donald trump focused on targeting immigrants and muslims and women. the executive order that is being threatened right now sends the message that he is coming on banning muslims or attempting to ban muslims from entering the united states. some groups will work with targeted communities including guarding them to legal resources. reaction is swift including the students react -- reacting to the plans. >> i think that people who are

avoiding war, any sort of conflict, as far as the developed nation, they should provide a helping hand to allow them into our country and we should do background checks and, yes, we should do as much as we can to make sure that we stay safe but i don't think that safety is any reason to close off our boundaries. governor jerry brown address changes in how california braces for an immigration battle. in his state of the state address yesterday, the governor called california a beacon of hope for the rest of the world. governor brown never mentioned trump his name and his message, clearly going after the trump administration. >> we must prepare for a very uncertain times and reaffirm the basic principles that have made california the great exception that it is. i recognize that under the constitution, federal law is

supreme and that washington determines immigration policy. but, as a state, we can and we have played an important role. california has enacted several protective measures for the undocumented. the trust act, the drivers licenses, basic employment rights and nondiscriminatory access to higher education. let me be clear. we will defend everybody, every man, woman and child who came here for a better life and contributed to the well-being of our state. president trump is expected to make the announcement later this morning sometime during the visit to the department of homeland security. the search for missing 18- year-old woman of fremont continues this morning. yesterday cruz pulled her car out of the niles canyon, out of alligator creek. you can see her picture. her name is jayda jenkins and she was in the car when it plunged into the creek on

saturday. kron4 shows the reaction from her family. >> reporter: we have recovered the vehicle and when we recovered the vehicle we look inside and we were unable to find our missing person. the alameda county sheriff's office made that announcement after fire teams spent hours in the water on tuesday. they found the honda accord and thought she could wrap up her search tuesday. her mother was not giving up. >> by daughters are my life. i have hope that we may find her. she may be in the hospital. >> reporter: helicopters and drones continued to scour the creek for any sign of jaded. the car had its front windows smashed. >> i told her she would take the headrest off and hit the windows. there were prime conditions for recovering that car. it's very low but that's about to change. the water district restrict the flow to help with the search. >> it's gone down significantly and we estimate it at about 3.5

morning. mostly sunny skies after a cool start. you will need your jackets for the afternoon. the futurecast for tracking a slight chance for showers to the north bay and the coast. at 1:00 in the morning, most of the moisture will stay on the coast but we could get a little bit of moisture from this late tonight and into early thursday morning. most locations will be dry on thursday and more sunshine across the bay area. a quick check of our temperatures, it is cold for the north bay, 33 in santa rosa and 34 in napa. 33 in livermore and 30s in san jose and low 40s in downtown san francisco. highs for today, low to mid-50s including oakland and 57 in san jose. a quick check of the storm tracker, around the bay, a slight chance for showers mainly north and late tonight into early tomorrow, and

looking at the weekend, sunny skies with lots of sunshine and warming up into the low and mid- 60s by sunday and monday. that will feel warm and here's the traffic. let's go back to the bay bridge. on 80 it's quiet out of oakland and rolling into san francisco, no major trouble spots. if this is your commute, it's off to a nice start, great ride out of san francisco connecting with 101 and highway 280. drive time, a quick nine minutes from the bottom of the maze to the fremont street exit. some other bridges, the golden gate is light into and out of san francisco and won't be a problem if that is your commute. i'm tracking two separate crashes in concord. willow pass is blocking on the two left lanes backing up an exit to the pittsburgh bay point exit. overall, not a bad ride.

eight minutes from antioch to concord but 580 west out of livermore to dublin and north 101, a great ride out of northern hills into san jose. dramatic new video from our quadcopter. it's on highway 37 and a car nearly was submerged. there is the car, right there. that road was closed and kron4 is explaining why it's taking so long to drain the water off highway 37. >> reporter: pumps are taking away the water that overwhelmed highway 37. caltrans said the road will be closed until saturday. caltrans said it's the third time in 20 years the road has flooded. one of the reasons highway 37 is flooded again is because of the intensity and duration of recent storms. as for the other reasons,

caltrans said it's because highway 37 is sinking. there are numerous ways to deal with the problem and among them is creating additional space for flood waters to go. >> we are looking at options to expand the flood planes and restore the wetlands and by doing that we have more places for the water to spread out, more than historically and that water traveling for the one stretch of the creek. >> reporter: a longer-term solution may be inconceivable but is under discussion among the community made up of supervisors from solano, sonoma and napa counties. >> we are looking at building a road that is above the highway 37 that would take into account the sea level rise and the idea is expensive but something we have to begin looking at and we are looking at doing that. >> reporter: officials said with sea levels rising we will see more and more of this throughout the county and in the spring they launch a new study to look at what is that risk and what to do about it. along 37, dan kerman, kron4 news. a gunman is on the loose after a 16-year-old boy was

shot and killed in the east bay. the incident happened just before 7:00 on monday night in hayward. officers arrived at her house near princeton street and found a teenager suffering from multiple gunshot wounds. he died at the scene and he was identified as lemar murphy and did not live in the home but visited the area. the alameda county sheriff's office spent all day yesterday talking to witnesses and at this point they don't have a motive. they believe it may have been a drive-by shooting. it has been over one month since the deadly warehouse fire in +++oakland. fire investigators are trying to pinpoint the cause ath0but t defense team ?mx7tnace

alameda's criminal liability. >> i don't know if he would file charges if it started someone else -- somewhere else. you will have the mental state that you are criminally negligent for this to occur and i don't know if you can prove that. >> with no official cause of the fire determined that no criminal charges filed, there's no harm in the attorneys releasing this report to the public. >> you take this position that it started somewhere else and it's from a public relations point of view, it's a strategy that works. >> officials say it's premature to speculate about the origin of the fire until all investigations are complete. in oakland, kron4 news. the city of oakland passed an emergency ordinance in the wake of the ghost ship fire. it now requires landlords to pay more assistance to those

evicted because of code violations. the ordinance takes effect immediately. it helps tenants replaced by new scrutiny over warehouse spaces that they used to live and work in. it's paid by landlords and it's based off safety or code violations. landlords will also have to pay to house tenants kicked out for the time they do the repairs. the san jose sharks looked hot after the four goal game late in the third period against the jets. the penalty shot was nailed and check this out, patrick does that again, he is the magic man. he makes the go ahead colon the sharks lead 4-3. last chance for the jets. they've won six straight and play the oilers tomorrow night at the bp center.

scary news off the basketball court for the warriors. golden state executive board member, jerry west was hospitalized. west was at the l.a. hospital yesterday after what team officials called a medical scare. he was at a private country club when he collapsed and has been released and is recovering at home this morning. he is the logo of the national basketball association and was nick denton the logo. the warriors are in steph curry's hometown. they come off a close loss to the miami heat and this was their game a couple of days ago. there it is. look at that, they came down and the game-winning shot was 105-102 on monday and they are set to play tonight against the charlotte hornets with tipoff at 5:00 in charlotte. coming up, a kayaker goes missing -- missing near a busy bay area bridge. the next step to find out where

jayda jenkins had her car pulled from alameda creek yesterday and she was not inside. she crashed on niles canyon road and plunged into the creek saturday morning after crashing into another car. crews spent hours in the water to recover the car and are looking for her. highway 37 is closed because of flooding and they still need to drain the water. you can see the aerial shot of how bad it is. caltrans said it will remain close between highway 101 and appleton avenue until at least saturday. that water is because of the rainfall we received. i heard january was 300% over what we normally get? >> one of the top 10 wettest months in history. very wet conditions and we will have this for at least into the weekend. we may see showers but a decent stretch of dry weather, with a live look at the golden gate bridge. it is cold and temperatures are quite a bit cooler. san francisco, mostly sunny

skies and a beautiful looking day with blue skies and it will be dry. a quick check of the forecast for oakland and san jose, generally mid-50s under partly to mostly sunny conditions. temperatures, as i mentioned, it's cold in the north bay and east bay valley including livermore at 33 and 39 for our friends in hayward. we are seeing low to mid-30s in santa rosa, napa and 37 in san jose. it is cold and don't forget the jackets this morning. the futurecast shows dry conditions today and later tonight, overnight into early tomorrow morning, we do have a disturbance that will bring a little bit of moisture to the north bay and for coastal locations. not a lot is making it into the inland area. most of us are dry and plenty of sunshine for the bay area

and we will stay dry and sunny into the weekend. high temps today, low to mid-50s and 56 is the high in oakland. 56 in mountain view and lower 50s for san francisco. the rest of the state, this afternoon, we are looking at low 60s in l.a. and 62 for our friends in san diego. a quick check of the next three days, patchy fog possible and plenty of sunshine for the afternoon. a slight chance for morning shower on the coast and dry and sunny otherwise. dry and sunny into friday as temps warm up into the upper 50s for the bay area. here is robin with your traffic extract good morning. it's pretty quiet out there and i'm tracking one crash. in the concord area, let's check the bridges and your ride on 80 into san francisco.

it looks great with no big trouble spots. accidents are stalled into san francisco. if you leave now, eight minutes from the bottom of the bay to fremont street and other bay area bridges, richmond, 580 westbound, it's looking good. terry smooth across this span and out to 101 with no problems. let's talk about crashes. the trouble spot is on highway 4, two separate accidents in the same area westbound at willow pass blocking at least two lanes but it's only backed up on one exit, so far. no major delay but an unusual slowdown for this time of morning. the pittsburgh side, the antioch side looks good, drive times, 15 minutes out to 242. that may increase depending on how long it takes to clear the accident. south on 242 leaving concord, pleasant hill, no problems continuing to danville and san ramon and the south bay looks fantastic no big problems on

237 and 101 and 17. all light and a great time to commute. police in and east bay are trying to figure out how young couple died earlier this week. wrens discover their bodies and two dead cats in their home on monday. 35-year-old, roger morash and his 32-year-old wife, valerie, were found dead on their house in berkeley on deakin street. they have said carbon monoxide is ruled out. hazmat crews -- cruise ruled the building safe. neighbors said people had been complaining about a burning rubber smell coming from the couple's apartment. >> she would complain at night and she went to them to complain about it and they certainly knew enough to know there were hazards associated with running a generator.

the coroner's office is expected to release more information on the cause of death in the next few days. u.s. coast guard searches for a man who disappeared when his kayak capsized in the bay near the dumbarton bridge bridge. this is video from abc7. the emergency crews rescued one man last night but are still searching for the second victim. the man who is still missing has been identified as kenneth maldonado from san jose. at around 4:30 yesterday afternoon, a man called 911 and that that kenneth maldonado was in the water without a life vest. coast guard continued searching throughout the night and this morning, other agency crews will be there to continue with the search. drainage systems in alameda will be close because of the search for a missing teen driver. the park is flooding and is closed until february 13. the water was so high it covered picnic tables and camp grounds, restroom buildings were submerged to the roof

lines. it's on the shores of the lake and the blocked drains have led to major flooding. a landside is swallowing up a number of homes in one and mattel coastal town forcing some who live in that area to evacuate. it used to be viewed that people would stop and stare and tenet drive in the honda but now it this gap causing buckling in the asphalt to bring down power lines and it causes homes to break away from foundations. the road is closed while pg&e works to reroute power around the area and three people have been forced to evacuate homes in the meantime. neighbors nearby fear they are next. >> the field below us is all cracking up and we don't know if that will take out the next rain that we have. it's completely saturated. >> everyone has been able to

get out without injuries and people who remained there said they are joining forces to clean up the debris and the rubble. was -- with storm soaking california, many wonder if officials will drop the drought conservation rules. numbers of the state water resources control board said no decision will be made until the vote comes next month on february 7th. the board chair supports continued conservation rules but is keeping an open mind and fears heavy rains could have something that happened before in the state. california has endured more than five years of drought. still had on the kron4 morning news, a popular makeup company faces criticism. how it might affect the way you or your loved one views the product. a ski patrol member is killed while trying to protect others. those stories a few minutes from now. a live look outside at the embarcadero. no traffic to worry about or rain but you will be cold when you leave your house.

a heads up. squaw valley is closed until further notice. a ski patrol member died on the slopes. it happened during an effort to reduce the threat of a sudden avalanche by joe zuiches. >> 42-year-old, joe zuiches, ski patrol man was killed while trying to knock down a potential avalanche in deep drifts that squaw valley ski resort outside like tahoe. >> we are deeply saddened by this tragic loss. we are a family and this impacts everybody on our team. >> reporter: he was working on gold coast ridge where explosive expert spent much of the day trying to make certain the scene was safe before bringing his body back down the mountain. >> there's a possibility of a

sunshine in the afternoon after a chilly start in the east bay. temps are in the 40s for oakland. 33 in livermore, 36 in fairfield. it's cold and. at the freezing mark at this hour, futurecast shows a slight chance for showers late tonight into tomorrow morning because of this system. it's weakening and we don't expect a lot out of it. we see possibilities for showers in the north bay late tonight and for coastal locations. the rest of the bay area has dry conditions and shouldn't be impacted by it. plenty of sunshine by 930 or 10:00 and it will be very nice for the afternoon with more sunshine and blue skies. for the seven day, get the kids out doors and get the dog on an extra long walk. not just today, but the next

few days. if you have plans to be outdoors, it looks nice. low 60s in a few spots and maybe mid-60s. here is robin with your traffic. i'm not tracking major hot but but i'm taking a look at the ride on 92. leaving hayward, it is so good and we're picking up but no major problems into foster city. on some of the other bay area bridges, the bay bridge shows a fairly light and quiet 5:30 and you will see that big rush in the toll plaza. you have time to beat the rush and we are hot spot free with two separate accidents on highway 4 in the concord area. they were blocking several lanes at one point. a little bit of the residual delay going to the willow pass

exit. pittsburgh and antioch look good. 14 minutes out of antioch to concord and checking out the rest of the bay area, trouble spots on 680 and 242. from walnut creek to oakland, looking good on the east for -- is char freeway. no hotspots. cosmetic giant -- kind, urban decay is under fire for glamorizing drug addiction. the new makeup line for urban decay was recently released and some former addicts think it is sending a dangerous message. a new eye shadow is called druggie and beauty junk -- beauty junkies and addiction are used. they said customers can get higher and higher. after drug prevention educator saw the ads, she said she was shocked. >> i was appalled. i couldn't believe that they were blowing up this drug

academic, i couldn't believe the marketing team did this. >> part of the drug prevention program taught in schools is about making healthy decisions and staying away from drugs. educator said with companies making profit off commercialization of unhealthy choices, it will take more effort to make sure children stay safe and drug-free. there's a constant battle between bicyclists and drivers and it's often hard to tell who is right or wrong. except in one area. this is today's people behaving badly. >> reporter: there is a black s.u.v. that stopped roughly six feet from the curb, right in the bicycle lane. in case you are new to san francisco, we have these things called bike lanes. they are for bicycles and scooters like this one. when it's a bike lane, it looks like this. it is a dedicated bike lane and

you should stay out. unless you are parking or turning to a private property driveway or turning at a corner. you should never due with this driver is doing. the bike lane is on one side and then you do a u-turn in the business district, another no no. then, picking up a passenger while stopping in another bike lane. this truck is parked in a bike lane and the workers making the delivery across the street. even after the delivery guy is done, he says his paperwork is in the cab of the truck and it's still parked in the bike lane. it's frustrating because everyone double parks. >> protected bike lanes are ideal. it's part of the infrastructure. >> reporter: they are not protected bike lanes on valencia street. this taxi driver stopped in the lane and they are permitted to enter bike lanes for one

reason, to pick up seniors or disabled passengers at the curb. although this is often abused. >> are you picking up a disabled passenger? >> yes, sir. >> there's a parking space right there. >> reporter: it turned out he wasn't. i kindly asked him to use the available parking space, which he did. the interesting part, just like the s.u.v., there is often a parking space nearby but people would rather block the park lane and risk a ticket. the mover carries a 230's dollar fine and the parker in san francisco is around $120. my advice, try looking for parking. stanley roberts in san francisco, kron4 news. in north salt lake a train destroyed a fedex truck. this video was released

council on american islamic relations says she will do what she can to help any group she feels is targeted by the president's policies. >> president donald trump's entire campaign trail focused on targeting disabled people, targeting immigrants, targeting muslims and women. the executive order being threatened right now threatens he is coming through on banning muslims or attempting to banning muslims from entering the united states. some said they will work with certain communities and guiding them into the direction of legal resources. >> governor jerry brown is weighing in. in the state of the state address he called california a beacon of hope to the rest of the world. he said the state will do whatever it can to protect immigrants who are in california looking for a better life. >> we must prepare for very uncertain times and reaffirm the basic principles that have

>> here is more from the overnight developments. >> reporter: yes. the bright news about this is that they are still calling it a rescue. in fact, the coast guard had a cutter out there all night searching for the man, but unfortunately still no sign of him. now, his name is kenneth and he is from san jose, 32 years old. he is described as bald and has a goatee. now this happened yesterday as you mentioned around 4:30 in the early part of the evening. he and a friend were out there and just south of the bridge when his friend who was on a raft, he was on the kayak. his friend said he capsized and he didn't resurface. that is when he called the coast guard. now, they immediately went out and they dispersed quite a few resources. they not only sent out a helicopter, boat and cutter but also local fire departments, on

the peninsula side and fire departments helping along the sides and they even had drones out there yesterday. you're seeing video of court ty se of helicopter 7. they put out a lot of resources to find this man yesterday. unfortunately when it did come tonight fall, they had to scale back, but they will resume all those resources once we have daylight which, you know, it has been breaking around 7:00, around -- between 7 and 7:30. that is where they hope to send out another small boat and helicopter from the island. right now you're looking at the bridge. i'll try to get to a location where we can see some rescue efforts being done, but for now, we are still just waiting to hear and hopefully from the coast guard to see if they had any sign of him throughout the

first the bay bridge. a little bit of a backup here in the cash lanes on the right- hand side. it is getting crowded backing up. the rest of the trip looks great. it is going to be a nice ride into san francisco. you have time to make it in less than ten minutes. here is a crash. it is northbound 880 at marina. several vehicles involved. it is blocking at least three lanes so it is quickly backing up. a lot of commute traffic behind the crash so getting slow, but the rest of the trip, into downtown oakland looks good after that. right now, it is 12 minutes but expect this drive time to go up to get from 238 out to 980. once again the crash is northbound at marina blocking three lanes so i'll keep an eye on it. it is quiet. 580 westbound, i haven't seen

any big trouble spots so far. the rest of the east bay looking good. 24, 580 and the east shore freeway. 580 west is a great all ter that. we'll take a look at the south bay next. police in the east bay are trying to figure out how a couple died earlier this week. their two cats also dead in the home on monday. >> he and his wife were found dead in their apartment on deacon street in berkeley. the police department said carbon monoxide has been ruled out as a cause of death. workers and hazmat crews have ruled the building safe for the other occupants. neighbors say people had complained about a burning rubber smell coming from their apartment several times. >> they had a generator and they would run it at night and she would complain and she would complain to them about it.

banged on the wall. >> certainly knew enough to know there were hazards associated with running a generator. >> now the coroner is expected to release more information on the cause of deaths in a few days. the bay area still cleaning up landslides after the recent round of rain. now a landslide has forced people to evacuate their homes. look at the mess this caused. the landslide has made the asphalt buckle and knock down some power lines too. it is causing homes to breakaway from their foundations. look at that one. roads in the area are closed and at least three people have been forced to evacuate. now neighbors are afraid they might be next. >> our field below us is all cracking up and so we don't know if that is going to make the house slide out the next rain we have. it is all completely saturated. >> so far nobody has been hurt by the landslide. now people who live there are working together to clean up.

and in the mountains a large landslide is blocking a road. the slide is blocking love creek road after a tree fell on a power line monday afternoon. witnesses say clear water started pouring out of the cracks in the mountains and turning brown. one man said he had to run for his life. >> one tree missed me by about 30 feet. there were a number of other trees, you could hear the cracking in the upper branches. residents came out and were cutting up the trees and as they were doing this, the slide of the other side started coming down. >> people in the area say the landslide brings to mind that killer storms of 1982. a major slide swept away 25 homes and killed ten people. residents say the current landslide is still moving and they can occasionally hear the trees cracking and rocks falling from above. power in the area is expected to return by friday. a gunman is still on the loose now after a 16-year-old boy was shot and killed in the

east bay. the boy has been identified as lamar murphy. it happened at a home and police spent yesterday talking to witnesses but they still don't have a good description of the shooter or a motive. it has been over a month since the fire in oakland. a fire they are still trying to pinpoint. cause. the defense team representing the property manager has released a report stating it started in one of the buildings next-door. there are diagrams and photos focusing on electrical wiring from the ghost ship to an adjacent auto alarm. >> he wants the d.a. to know there is real evidence that might go to the question of noncriminal charges. this is an interesting way to do it and saying look, my client is not guilty. he might have been negligent about something, but it is not

senior secret service agent said she would not take a bullet for president trump. she is a charge of the secret service in the denver district. during the campaign she was a hillary clinton supporter and a critic of donald trump. the comments were made in a social media post in october. this just came to light in the washington examiner. the secret service says it is investigating and will take appropriate action. a ski patrol worker died in the sierra while trying to trigger an avalanche. he was working at squaw valley resort. he was getting the slopes ready. they plant the explosives. they are designed to clear away deep snowdrifts that could turn into avalanches. it is unclear what went wrong. but we know that he died when one of those explosives went off. people said he was one of the
