this week. governor brown is asking the federal government for assistance for the three counties affected by this emergency... about 190 thoudand people had to quickly leave their homes sunday night in butte, sutter and yuba counties. water is flowing from the main spillway, which is damaged but functioning. and the best news this morning is the lake's water level is going down as the emergency spillway is being repaired. the concern remains 30 foot wall of water could come cascading down the dirt below if the emergency spillway gives

governer brown also says he spoke with a trump adminstrastion official about the issue. kron four has been sending crews to evacuation centers. kron four's alecia reid reports from woodland on the condition of the evacuees and shows us what they are going through this morning. within the last hour an 18 wheeler came to drop off food for the hundreds of people staying here.and the county held a meeting with evacuees as they tried to answer as many questions as possible.pkg sot - we had no clue it was that badevacuees are trying to get as comfortable as they can in their new living quarters.

sot - they're gonna bring more beds, we just don't know when. and with my babies standing there it's just horrible.sot - they had cots but we got here too late so we slept in the car sot - these parents, considering the stress that they are under, they're doing a marvelous job.while the state continues to work on ways to prevent the oroville reservoir's retaining wall from collapsing, evacuees at the yolo county fairgrounds evacuation center are coping as best they can.meddie lozano / evacuee - sot - spacing out and rushing i packed clothes for 2 days, but i left socks, and my thyroid medication that i have to take every day. meddi's husband was able to drive back to their home to get her life-saving meds. nats at the evacuation center, hundreds of children are embracing the experience.sot - it feels great because we get to do the same thing we would back home. we have showers, bathrooms, food, games.family pets are being taken care of, and seniors in need of care have been placed in a separate area.sot - some of them have alzeimers so it's a little hard for them, but they're doing ok they're getting a lot of care and lovestandupmany of the families staying here have not been back to work because everything is closed in their hometown.another thing they now have to worry about.no work means no pay.reporting live from yolo county

and nearly 600 inmates have been evacted from oroville and taken to alameda county this morning. it is the first time there has been an evacuation order at the butte county jail. the evacuation included all levels of offenders. the inmates will stay at the santa rita jail as long as it is necessary. alameda officials say there is plenty of room at the jail which can house 5-thousand inmates a day. our coverage of this big story also continues online. we have a complete list of the evacuations centers on kron four dot com. harrowing stories from evacuees who aren't sure when they will be able to return to their homes. and how you can help... we have a link to the red cross. big news this morning. new details came to light

about national security adviser michael flynn's december communications with russia's ambassador. and now, flynn has resigned. reid binion has the latest. white house national security adviser michael flynn -- stepping down monday night after less than a month on the job.the retired general... ..writing in his resignation letter quote, "i inadvertently briefed the vice president- elect and others with incomplete information regarding my phone calls with the russian ambassador."flynn -- referencing a call with russia's ambassador to the u-s in december -- before donald trump was sworn into office. speaking with vice president mike pence after the call -- flynn initially denied talking about sanctions against russia with the ambassador.pence -- vouching for flynn in january on national television. vice president mike pence: "they did not discuss anything having to do with the united states' decision to expel diplomats or impose censure

from last week's storms. but now crews are planning a project that will raise the level of the roadway. this will hopefully prevent flooding from shutting down the roadway in the future. right now... all the entrances to the road off highway 101 have been closed and east bound traffic has to use atherton to detour around the flooded section. caltrans is running pumps in an attempt to divert the water off the busy route but they are struggling to get rid of all the water. there is no word on when the highway highway- 17 in the santa cruz mountains is still a mess this morning. debris from a mudslide last week is still blocking the northbound lanes. kron four's dan kerman shows us the work is at a standstill. the northbound lanes of highway 17 remained closed on monday as last weeks landslide continues to fill both lanes two way traffic is sharing the two southbound lanes between

morning. this after a landslide friday. you can see the land completely gave way in this video courtesy of our helicopter partners at a-b- c 7. caltrans needs a geologist to determine the best course of action. from simply filling in the dirt and paving it to building a bridge. the sheriffs department is in the area helping with traffic. in the east bay. crews continue to spend time filling in potholes in danville. dozens of potholes were filled across the city yesterday. crews this morning say they are working fast to try and beat the next storm coming in at the end of the week. and it wasn't just pot holes...

here off of diablo road - landslides are forcing crews to take measures, including cleaning up and shoring up the road. in the east bay.... a gunman remains on the loose this morning after a deadly shooting. it happened last night, just before 8:00 on east 21st oakland. the victim died 20 minutes later. autorthies this morning do not have a descrption of the shooter or a motive. they are not relasing anymore information at this time. a family on the peninsula says they are out thousands of dollars. an adoption agency helping them search for a child, suddenly closed after filing bankruptcy. kron four's j-r stone talked to the couple who says they now have to start all over. sot i wish i had some piece of advice to give those out there who are considering adoption. we thought we did what we needed to do. we thought we did our research. we thought we chose the best one out there but low and behold.yes low and behold the adoption

agency chosen by james raycraft and his husband mark went bankrupt. the same agency the couple had used to adopt their daughter malia closed shop overnight. heartbreaking to the small family and to four year old malia. sot are you excited to be a big sister.yea..did you want a baby brother or baby sister? a baby brotherthe agency that closed was called the independent adoption center, based out of concord. they were one of the biggest adoption agency's in the country. sot we looked at other agencies and they were licensed in most states so we thought we were going with a refutable agency.mark and james been together for 15 years and married since 2013. they love their daughter, who always seems to be up for a game of hopscotch, but have been a bit shaken by the closure of the independent adoption agency. they took a serious financial hit.sot we're probably about 25- thousand out. starting from scratch to be honest. we have to find another agency. start saving our money. we don't have the cash to start over immediately so that's a process for us.james and mark say they are trying not to get discouraged. it may take time but they do plan on growing their family and making malia a big sister.

the promise of political protests helped the grammys grab more viewers. just over 26-million people watched the award show. that's higher ratings than the previous two years. organizers weren't expecting the rise in viewership because fewer people are watching live television. the host of "america's got talent" has a conflict with his bosses... and now nick cannon is leaving the show. yesterday the comedian announced he is leaving his position as a host after he was threatened with being fired. he says it's because of jokes made on his showtime comedy special at the expense of "america's got talent". cannon did not say which jokes were an issue. he has hosted "america's got talent" since 2009. and playboy is brining back nude photos. the magazine got rid of nudity a year ago... but just yesterday they said it was a mistake. cooper hefner... playboy's chief creative officer.. and son of founder hugh hefner... said the way the magazine portrayed nudity was dated. he says nudity isn't a

and one of the largest evacuation centers is in chico... that's about 20-miles northwest of oroville. kron four's spencer blake talked to people there who are worried about what's next. the silver dollar fairgrounds are the temporary home for about 15 hundred evacuees monday night - about twice as many as slept here sunday."we have kids. i can't just go and put myself in harm's way with the children."the red cross closed the shelter in paradise and moved those three or four hundred evacuees to chico in the afternoon."we opened one wing of that last night, and we're filling the other wing and kind of the connecting piece."those who preferred a hotel bed over sleeping on a cot had to be either fast or lucky."i was calling everywhere. chico's all booked out. so finally i got a hold of somebody here in red bluff at this hotel."that hotel is another 45 minutes beyond even chico.but one 12-year-old is putting his boredom to good

use."i've been helping people like with their dogs and stuff, taking them outside to get 'em, take them to go to the bathroom and taking them back up to their hotel."back in chico, the chico state men's soccer team stopped by to help kids with cabin fever burn some energy.this man brought his guitar - and his dog hank - just to cheer up evacuees in the best way he knows how.volunteers didn't forget about the pets, either. "she's a mixture of chihuahua. i adopted her about a month ago."huge bags of dog food were among the piles of donations, and one of the fair buildings is being used as a kennel.while the salvation army churns out breakfast, lunch, and dinner for hundreds of people, the red cross says there have been only minor logisitical hiccups."the resources are really snapping into place to really meet the needs."the red cross plans to keep the center running for as long as the county deems necessary.

one of the strictest illegal dumping ordinances in the bay area.. it requires property owners to clean up any trash within 72 hours or face penalties. and it grants broad sweeping power to city workers. kron four's stanley roberts investigates. typically what they'll do is pull up with their pickup truck tie off to one of these posts with some string and just drive off they've got it set up where it takes them a second to unloadwilliam furr, runs a printing business in the hayward industrial park he is just one of many business owners that has to deal with stuff like this items illegally dumped all around the area and its everything from brake rotors to leather sofas on and keyboards . lots of keyboards also known as e-waste nats: ambiance according to some of the workers in the area the items

basically appear overnight and it's been happening constantly ... and usually, if caught on camera the license plates are blurry this brings up the use of cameras. the city of hayward actually has cameras posted which one might think is a detterent . but take a look at this behind the camera, funiture on next to the train tracks .and just out of range of the camera, even more, furniture and something else ... this know as a spotter truck it's used to move big rig trailers around inside a truck yard .. it was abandoned a few hundred feet from the camera nats: ambianceback over at mr furrs office he has tried to figure out who is doing the dumping typically i try to go through the stuff to see if i can find and address or thing like that most of the time i can't find anything the things he found. anything from clothing furniture you name its been out here . whe even had people dumping bags of marijuana and before you run over looking for free weed its gone .nats: ambiance many businesses are put cameras and chain fences to deter the illegal dumping on their property because they have to foot the bill for the cleanup but all that does is nove the dumping onto city streets . then you have to pay for it wheather you want to or not.in hayward stanley roberts kron 4 news

the week. landslides are forcing crews to take measures, including cleaning up and shoring up the road. authorities are reviewing a 'domestic incident' that happened saturday morning in san francisco between aldon smith and an unidentified woman. this according to a t-m-z report. smith was not arrested and has not been charged. the 27-year-old was out for all of last season after violating the league's substance abuse policy. the nuggets dominated the warriors in denver, 132 to 110. they even tied an n-b-a record for most three-pointers in a game with 24 makes last night. klay thompson and shaun livingston did not play. the warriors host the sacramento kings at oracle tomorrow here is a live look outside from our golden gate bridge camera.... meteorologist anny hong has what you need to know before heading out the door

there have long been concerns that the emergency spillway at lake oroville could become a problem. the oroville dam was built back in the 1960's and more than a decade ago.... a motion was filed with the federal government requesting that those spillways get an upgrade. kron 4's charles clifford shows us why those changes did not happen. natsback in 2005, several groups, including the sierra club and the friends of the river, filed a motion with the federal energy regulatory commission, or ferc, requesting that the oroville dam emergency spillway be upgraded. the authors of the

motion noted that the hillside just below the lip of the spillway is unprotected soil and that water released over the spillway could do significant damage there. they worried that "the amount of soil, rock, and debris that would fall into the feather river could be very large, depending on the depth of erosion. there could be damages to downstream structures." they also worried that if the spillway itself wasn't improved, managers might eventually lose control of it.despite these concerns, neither the ferc, the army corp of engineers or the california department of water resources made any of the suggested upgrades among other reasons for not making the changes, officials pointed to federal regulations which allow emergency spillways to be built to lower standards. the federal guidelines for dam safety states that "emergency spillways may be used to obtain a high degree of hydrologic safety with minimal additional cost. because of their infrequent use, it is acceptable for them to sustain significant damage when used and they may be designed with lower structural standards than those used for auxiliary spillways."in a press conference on monday,

california department of water resources acting director bill croyle, who joined the department in 2007, said he was unaware of the concerns raised more than a decade ago. soti'm not aware of the findings or what that was based on so i can't respond to that. with the evacuations in place... there's not many people left in oroville. this has led to some people taking advantage of the situation. doug johnson has more from downtown oroville where police are on patrol. the evacuation orders for nearly 200,000 people over the threat of flooding will stay in place until further notice, and the sheriff of butte county has a message for those who might want to take advantage of the situation.

18 wheeler came to drop off food for the hundreds of people staying at this evacuation center. family pets are being taken care of at the shelter, and seniors in need of care have been placed in a separate area. and at the evacuation center, hundreds of children are embracing the experience. food, games. and many of the people at the evacuation center have not been able to return to work because the businesses are closed in their hometowns. and that is causing concern for a number of people who tell kron 4 that no work means no pay. and nearly 600 inmates have been evacuated from oroville and taken to alameda county this morning. it is the first time there has been an evacuation order at the butte county jail. the

yoli cal trans says it has a plan to prevent flooding on highway 37. the highway has been closed near atherton avenue because of flooding from last week's storms. but now crews are planning a project that will raise the level of the roadway. this will hopefully prevent flooding from shutting down the roadway in the future. right now... all the entrances to the road off highway 101 have been closed and east bound traffic has to use atherton to detour around the flooded section. caltrans is running pumps in an attempt to divert the water off the busy route but they are struggling to get rid of all the water. there is no word on when the highway might reopen. thanks yoli. we will check back with you through out the morning.

our top story this morning... mandatory evacutions remain in place for nearly 200-thousand people near the oroville dam. crews are racing to lower the water level at the lake and shore up the dam's emergency spillway before more rain arrives later this week. james fletcher is here now with the latest on the repair efforts this morning. james. helicopters are carrying

in bags of dirt to help strengthen the dam's emergency spillway which has been compromised by recent erosion. crews are also using the main spillway to try and lower the level of the lake to make it easier to repair the emergency spillway but the main spillway was damaged during the storms last week. a massive hole opened up in the spillway last tuesday so crews will also have to repair that hole. right now they are hoping to let out enough water to lower the lake about 50 feet before the next round of rain arrives on thursday.

police in south san francisco are looking for this car after they say it hit a 70-year-old woman over the weekend and then took off. that woman is still in critical condition this morning. it happened around 1:00 sunday after noon on memorial drive. police say the car was last seen turning into the mayfair village neighborhood and may have damage to the front end. they are hoping somebody will recognize the car and come forward. in the east bay - crews are working to fill potholes in danville. we're told dozens of potholes were filled

today across the city. large stretches of some roads started to cave in after water seeped under the area near a "park-and-ride" during the heavy rain last week. and it wasn't just pot holes that wasn't just pot and it and it wasn't just pot holes that crews are trying to get fixed before the next round of rain... here off of diablo road - crews are working to cleanup landslides and repair roads so the next storms don't make things worse. and soquel- san jose road is now closed indefinitely ... between amaya ridge and olsen road. crews say the road there is starting to sink. county officials say, there are no detours available around the area. drivers are being advised to use state highways 17, 92 or 129.

happening now.... a flash flood warning is in effect for tyler island in sacramento county because of a crumbling levee. county officials issued a voluntary evacuation for people in the area.. part of the levee gave way yesterday morning. that levee protects homes in tyler island and walnut grove. levee.' while families moved away from the potential breach, crews worked yesterday to stabilize the levee. civil engineers are still investigating what caused the damage to the levee, but they do know the recent storms haven't helped. several cars caught fire in the main parking structure at disneyland, and about a half-dozen people had to be treated for smoke inhalation. anaheim police say that the fires broke out at the mickey & friends parking structure. the fires were put out quickly but crews were on

one of the largest evacuation centers is in chico... which is about 20- miles from oroville. about 15-hundred evacuees spent the night at the silver dollar fairgrounds last night. the chico state men's soccer team stopped by to help kids who are staying there burn some energy. and people have been donating plenty of food for the animals who have also been evacuated. right now, one of the fair buildings is being used as a kennel. the red cross says they will keep the center running for as long as the county deems necessary. this is not the first time engineers have raised concerns with the structure of the oroville dam. in fact, they say there have been red flags for more than a decade. the oroville dam was built back in the 1960's. in 2005, several environmental groups filed a request for the spillway to get an upgrade. they said the hillside is on unprotected soil...and that water released over the spillway could do significant damage.

police in hayward released new sketches of two men wanted for shooting and killing a 17-year-old boy last august. police describe one of the men as in his early 20's, around five foot ten with a heavy build. the other is described in his early 20's , standing around five foot four. police have also released a picture of an early 2000's white isuzu axiom suv. police say this was used as the get-away car after the shooting. coming up... flu cases are up across the country and doctors are saying it could get worse. hear the latest warning from doctors tracking the rain expected to soon hit the bay area... i'll have your

we're coming up on 5:45... here's a quick look at the top stories we're following this morning... evacuations are still in place for nearly 200-thousand people near the oroville dam this morning. crews are trying to lower the water level and shore up the dam's emergency spillway before more rain returns later this week. but there is still concern that the emergency spillway could collapse and send a wall of water flooding down the to the towns below. cal trans says it has a plan to prevent flooding on highway 37. the highway has been closed near atherton avenue because of flooding from last week's storms. but now crews are planning a project that will raise the level of the roadway. right now... all the entrances to the road off highway 101 have been closed and east bound traffic has to use atherton to detour around the flooded section. caltrans also is working to clear a landslide that shutdown parts of highway 17 in the santa cruz mountains.

than 20 min from the toll to 101 in the east bay - crews are working to fill potholes in danville. we're told dozens of potholes were filled today across the city. large stretches of some roads started to cave in after water seeped under the area near a "park-and-ride" during the heavy rain last and it wasn't just pot and it and it wasn't just pot holes that crews are trying to get fixed before the next round of rain... here off of diablo road - crews are working to cleanup landslides and repair roads so the next storms don't make things worse.
