this morning on the kron 4 morning news... after being asked to evacuate earlier this week, people in the oroville area may be asked to leave again today. the likelyhood of that happening and how much water officials have been able to drain from and... highway 37 remains closed this morning because of flooding and damaged caused by recent major storms. but more rain is on its way today. how the highway is expected to hold up. also... evacuations have been lifted after a two-thousand pound concrete slab and a big pump were leaning at the top of a 30-story building that's under construction in san francisco. what is being done to make sure that area is now safe. the kron 4 morning news starts right now.

another big story we are following this morning.. heavy rain is expected today in the area of the oroville dam. raising fears of another evacuation for the nearly 200-thousand people who just returend home. however, officials are downplaying that possibility. but they still say people living downstream from the reservoir should keep their bags packed. the situation

seems to be slowly improving. state workers are working around the clock to shore up an emergency spillyway next to the main spillway already in use. butte county's sheriff says 150-national guard troops are coming to help with the crisis. and while people were evacuated, there were reports of looting taking place. officials say those reports were exaggerated. trt:11/ "all the time" the sheriff didn't have any figures. but did say patrols have been increased, and they managed to catch some people burglarizing. highway 37 is closed this morning between highway 101 and atherton avenue. crews spent the day yesterday building a retaining wall along one side of the road. they hope that wall will keep the flood waters off of the road. crews are also

installing larger culverts and train pipes to improve water flow through the area. there is also a plan to raise the road to help keep it out of the water. but work on that part of the project has not yet started. also happening now.... crews are back on highway 17 in the santa cruz mountains where a massive mudslide continue's to frustrate commuters. debris from the mudslide is still blocking the northbound lanes between the silicon valley and santa cruz. crews are building an eight-foot berm along the entire length of the slide. the idea is passing traffic in the southbound lanes will be protected should the slide get worse during today's wet weather. and remember you can track the storm from the palm of you hand... just download the free kron 4 mobile app and have live radar right on your phone. a big story we are

following this morning... evacuations have been lifted after a two-thousand pound concrete slab and a big pump were leaning at the top of a 30-story building that's under construction in san francisco. kron4's j-r stone has the details on what happened. the problems are inside this building that is under construction. you can't see them. we've learned that an interior crane isn't at risk of falling. in fact crews are now saying the crane has nothing to do with what happened. so all sorts of information has changed in this story. they say a strut holding up a platform gave way. that platform then leaned at a 15 degree angle. there is a 30 ton concrete pump on top of that platform so when what it sits on is leaning at an angle. even a 15 degree angle..it's a big dea.the assistant fire chief talked about what's next. back out here live you can see the streets that are closed this evening. fire crews say some of these streets will open back up in the next couple of hours. live in san francisco j.r. stone kron 4 news.

immigration policies. the movement is called "a day without immigrants." it is meant to show how critical immigrants are to the u-s economy and the country's way of life. it comes as president trump pledged to increase deportation of immigrants living in the country illegally, build a wall along the mexican border and ban people from certain majority-muslim countries from coming into the u-s. restaurant owners say they are closing their businesses to get the president's attention. in san francisco... there is set to be a rally today at justin herman plaza at 11:00. then at noon there is a march on market street to civic center plaza. and at 2:00 this afternoon there is a rally at the civic center plaza. recently, drivers along i- 6-80 and highway 24 have

reported scary experiences and damage to their cars. this after they thought rocks were being thrown at their cars or they were being shot at while driving down the road. but kron 4's dan kerman learned, police don't believe any crimes have actually taken place. it was this past sunday when a softball size piece of cement flew through alex green's windshield as he drove along highway 24. earlier this month sereta churchill told kron4 news something came crashing through her sunroof in the same location.sotand there have been another 50 complaints in the same area. standup dan kerman/walnut creek 26-36churchill and green aren't necessarily buying that explanation, but caltrans confirms that since december they've known of a problem near that interchange.sot rocquel johnson/caltrans 50-59 caltrans has put in an emergency request to authorize a repair project on 24 between plesant hill and 680 and on 680 between rutgear and monumentsot 122/is picked up

swirling around the white house and ties to russia... it comes on a day when president donald trump welcomed the israeli prime minister. and on a day when the adminstration lost a major cabinet confirmation battle. reporter kristen homles is tracking developments in washington d.c. the trump administration delivered yet another blow wednesday...labor secretary nominee andrew puzder withdrawing from consideration after gop senate leaders urged the white house to nix his nomination over lack of votes. capping off a day president trump had hoped would be focused on diplomatic relations. israeli prime minister benjamin netanyahu: "let us seek new avenues of peace and let us bring the remarkable alliance between israel and the united states to even greater heights. " meeting with israeli prime minister benjamin netanyahu at the white housepresident donald trump: "i'm looking at two-state, one-state, and i like the one that both parties like." but the focus quickly shifted to new questions swirling around the administration after recent reports that high level aides to president trump were in constant communication with

water officials say the largest reservoir in santa clara county is one the verge spilling over . but unlike the oroville dam, the anderson reservoir is not at risk of failure or causing major flooding. this is video of it that was shot after the last storm. you can see water being let out the spillway. at ninety nine point three percent full, officials have tried to drain as much water as they could before today's storms. officials say they haven't seen the reservoir this full since 2006. here's a live look at our kron 4 radar. we are seeing heavy rain throughout the bay area.

received tickets on the penninsula. specifically foster city and san mateo. it was part of the monthly crackdown. and stanley roberts was there and shows us on this edition of people behaving badley. a driver in a volvo rolls a stop sign in foster city and is immediately pulled over just a few blocks away by officer ortiz from the hillsborough police department. the reason why i stopped you

is because you didn't come to a complete stop the town hillsborough police department was one of more than a dozen traffic officers from all around san mateo county which participated in step or saturation traffic enforcement program almost all were on motorcycles; they hit the streets of foster city and san mateo looking for drivers behaving badly behind the wheel i was in a car because let's face it, there are no sidesaddles, but i digress the driver of this white lexus ran a stop sign in san mateo any reason for not coming to a complete stop the driver wasn't sure which intersection she missed ok im sorry oh i'm not with the police im with channel 4 i know im sorry for everybody were you on the phone yea i was on the phone so you were a little bit distracted i think so i thins that was the reason i was on the phone with bluetooth but your still distracted i know not good maybe the law should be changed no talking on the phone even thought its blue tooth she was kidding .she was issued a ticket for running a stop sign i will pay more attention next time this driver was stopped because he was weaving on the road officer ortiz thought it might be a n impared driver i'll tell you the reason why i stopped you, your swerving a bit oh are you ok what kind of dog is ithe was sent on his way to find his dog the rideshare driver was following all the rules by have his phone mounted but there was one problem your gps it's blocking, you have so many things up in your window it's blocking your view the gps in his window was 7 inches and get this it was screwed into the dashboad so he was issues

4 morning news. here is a look at the major headlines before you head out the door this morning.... buildings in the south of market neighborhood had to be evacuated in san francisco. this after officials say a crane and concrete slab on a high-rise construction project were unstable and considered at risk of falling. the building is at 543 howard st.

earlier than normal this morning to give yourself extra time to get you to where you need to go. high wind advisories issued on all bridges around the bay area by the chp. january was the third warmest january across the world in more than a century. this according to data collected by nasa, last month's high temperature was cooler than 20-16, which was the hottest on record. but it was still higher than the average. nasa started collecting the data in 1880 because previous studies didn't cover the entire planet. in bay area news... a gunman opened fire on a muni train injuring a man in san francsico. now police say they've caught the suspect. police say 29-year-old anthony ray was arrested wednesday at a home in vallejo.

he's been booked on suspicion of attempted murder, and aggravated assault on a passenger of a street-car. the shooting happened febuary 9th on a muni train near the intersection of third and 22nd streets. officers found a 22-year-old man suffering from bullet wounds. that victim was taken to the hospital where he is still recovering from his injuries.. a family is searching for answers after their loved one was killed by a man outside a gas station. the family says they don't believe antioch police's version of the story. and now, a wrongful death lawsuit has been filed. the brother of the man killed tells kron4's haaziq madyun police have video of the shooting and the family wants to see "this is my brother right here laying on his back, this is the shooter, this is the officer"derrick child's is showing me cellphone video of the aftermath of a shooting involving his younger brother demarco childs and another man that occurred feburary 13th 2016 at this cheveron gas

station on delta fair blvd in antioch. his brother died at the scene"i believe my brother was murdered, i believe he went to the gas station, i believe he was followed, i believe when he was coming out of the gas station he was attacked and murdered"he says that however is not the story antioch police told the childs family"the police is saying my brother brandished a firearm and it was taken from him and he was shot with it and each shot was justified"he says an independent forenzic analysis shows that his brother was shot 5-times"this gentleman stood over my brother and fired unprovoked shots at him and i just don't believe their story about the whole thing being caught on camera"in fact he says investigators classified the shooting as self defense based upon viewing the gas station's surveillance cameras...the problem for childs...he has not seen that surveillance footage"i haven't seen that video, my family haven't seen that video, the chief refuses to show us that video, they're basically telling us we can't see the video"so this week on behalf of his family, derrick childs filed a civil worngful death law suit against the city of antioch, the chief of police and the shooter. he anticipates the video will be forthcoming "i will start subpoenas and get down to what happened to my brother, he was a local barber and he was the father of three has been extremely hard for all of us and we just want some answers" the antioch office about the law suit. i was told they do not comment on pending litigation. antioch police

of the slide. they are trying to protect the drivers in the southbound lanes incase the slides get any worse during the next round of storms. this morning evacuations have been lifted in san francisco's soma neighborhood after a two-thousand pound concrete slab and a 30-ton crane became unstable and were at risk of falling. it happened in a building that is under construction in the city's south of market neighborhood. this is video from our helicopter partnership with a-b-c seven news. evacuations were in place in the area around the high-rise at 41 tehama street. the project developer says a system used to form concrete walls was being raised when it failed. that platform then leaned at at 15-degree angle with the two-thousand pound concrete slab, and a 30-ton concrete pump on top. the construction company says they have successfully shored up the wall and platform... and there is no threat to the neighborhood. they are now working on a permanent fix.

the project at 41 tehama street is a 37-story, 403-unit luxury residential tower near the transbay transit site. people will be able to return to work today after several office buildings were evacuated because of the danger. workers had to wait several hours to get the "all clear" to go back inside their buildings. kron four spoke with several people who had stepped out of their offices... and when they came back they weren't able inside. there were firefighters in the lobby and they wouldn't let us back in. .. thankfully i had some friends in the area. and i do have my house keys and my phone on me so i can just borrow some money and get we're allowed to go back in. again, city officials say there is no longer any danger and workers are able to return to work this morning. i live more still ahead ... an undocumented immigrant mother who is being forced to leave the country is taking her

happening now... police are looking for this man after they say he and after they say for this man are looking now... police happening happening now... police are looking for this man after they say he and another man assaulted a woman in novato. police just released this surveillance image taken from lucky's supermarket on grant avenue. the attack happened sometime sunday night or early monday morning. police have not released details about the attack they say both of the attackers are 5 foot 5, clean shaven with a darker complexion.

they are hoping somebody will recognize the man and come forward. there is a rise in the number of people reporting damage to their cars while driving on interstate 6-80 and highway 24. that is according to c-h-p. a woman sent this picture to kron four... she was driving on highway 24 when a softball size piece of cement flew through her windshield. c-h-p confirmed that there is no criminal activity going on here, they say it is just a bad road way and that debris is what is hitting those cars. caltrans says they have known about the problem near that interchange since december. caltrans put in an emergency request to authorize a repair project for parts of interstate 6-80 and highway 24. c-h-p has received about 50 complaints from drivers in that area. a man is suing the city

of antioch because he believes his brother was murdered in a shooting last year. derick childs says his brother demarcus was followed to a gas station on delta fair boulevard when he was attacked and killed. but the police have a different story. they say that childs pulled out a gun and someone took it from him. that gun was used to shoot and kill childs. police are calling the case self-defense but his family doesn't believe the story. kron4 has contacted the city attorney's office about the lawsuit. we were told they don't comment about impending

also happening now.... crews are back on highway 17 in the santa cruz mountainswh ere a massive mudslide continue's to cause headaches for the morning commute. debris from the mudslide is still blocking part of the northbound lanes. crews are building an eight-foot berm along the entire length of the slide. they are trying to protect the drivers in the southbound lanes incase the slides get any worse during the next round of storms. more rain at the oroville dam today has people concerned there may be another evacuation. officials say people who live downstream from the lake need to keep a bag packed just in case. state officials say the water level is going down but they

would like to see it drop another 25 feet. they don't expect the water level to rise during today's storm. at the same time... crews are working around the clock to shore up the emergency spillway which began eroding as the level in the lake started to rise over the weekend. thousands of pounds of rocks and cement are arriving each hour and being out in place by helicopters and trucks. 150 members of the national guard have been called in to help. this morning evacuations have been lifted in san francisco's soma neighborhood after a two-thousand pound concrete slab became unstable and was at risk of falling. it happened in a building that is under construction in the city's south of market neighborhood. this is video from our helicopter partnership with a-b-c seven news. evacuations were in place in the area around the high-rise at 41 tehama street. the project developer says a system used to form concrete walls was being raised when it failed. that platform then leaned at

at 15-degree angle with the two-thousand pound concrete slab, and a 30-ton concrete pump on top. the construction company says they have successfully shored up the wall and platform... and there is no threat to the neighborhood. they are now working on a permanent fix. the project at 41 tehama street is a 37-story, 403-unit luxury residential tower near the transbay transit site. people will be able to return to work today after several office buildings were evacuated because of the danger. workers had to wait several hours to get the "all clear" to go back inside their buildings. kron four spoke with several people who had stepped out of their offices... and when they came back they weren't able to get back inside. there were firefighters in the lobby and they wouldn't let us back in. .. thankfully i had some friends in the area. and i do have my house keys and my phone on me so i can just borrow some money and get home until we're allowed to go back in. again, city officials say there is no longer any danger and workers are able to return

the murder trial of antolin garcia-torres cotinues this morning. he is the man accused of killing morgan hill teenager sierra lamar. sierra's notebook was the focus of several witness examinations yesterday. it was found after a student turned in the notebook to a high school administrator shortly after sierra's disappeppearance in 20-12. the prosecutor dismissed the note as a cruel prank. a handwriting analyst testified that the 15-year-old probably did not write the note, but he did not eliminate the possibility altogether. antolin garcia-torres faces the death penalty if convicted of sierra's murder. a high-end restaurant in morgan hill is paying 120- thousand dollars in fines for scamming customers. the restaurant, "odeum" was caught serving people cheap fish while advertising and charging for a pricier one. it advertised petrale sole on their menu, but instead served people tilapia from october 20-14 to march 20-16. petrale sole is a type of flounder and a more expensive cut of fish than tilapia. odeum is offering 30-dollar

a new security warning for people who use yahoo. people are being notified that a hacker may have accessed their account without using a password. it is unclear how many people were affected by the hack. the company says hackers infiltrated peoples' accounts using "forged cookies." those are strings of data which can be used to allow people to access accounts without re- entering passwords. the hackings occured between 20-15 and 20-16. and it's the latest develpoment in yahoo's investigation of a mega-breach that exposed one billion users' data several years ago. i will have a look at your forecast coming up.

happening now... police are looking for this man after they say he and another man assaulted a woman in novato creek. police just released this surveillance image taken from lucky's supermarket on grant avenue in novato. the attack happened sometime sunday night or early monday morning. police have not released details about the attack they say both of the attackers are 5 foot 5, clean shaven with a darker complexion. they are hoping somebody will recognize the man and come forward. coming up... there is a spike in cars being damaged by debris while driving on insterstate 6-80 and highway 24.... hear what caltrans is doing to fix the problem. tracking the rain hitting the bay area...

heavy rain moves through the area during the early morning hours, primarily impacting commuters between 3am and 6am. after that, rain should become lighter and more scattered. this will be the first of several storm system to impact us over the next 7 days. the next round of rain starts friday morning with showers lingering into saturday. then, a brief dry spell through sunday. next front arrives sunday night into monday with rain lasting through wednesday. we can expect anywhere from 3 to 4 inches of rain between now and next wednesday. highs today will reach the low 60s

there is a flash flood watch in effect until noon tomorrow for the sacramento delta. flood fight activities on the north fork mokelumne river levee of tyler island have improved the condition of the levee. however, the threat of levee failure remains. if levee conditions deteriorate into a failure it could lead to flash flooding within the area protected by the levee. in your extended forecast, the next storm arrives friday with the heaviest rain south of the golden gate but at least light rain for all locations. lingering showers

there is a rise in complaints of people reporting damage to their cars while driving on interstate 6-80 and highway 24. that is according to c-h-p. a woman sent this picture to kron four... she was driving on highway 24 when a softball size piece of cement flew through her windshield. c-h-p confirmed that there is no criminal activity going on here, they say it is just a bad road way that debris is hitting cars. caltrans says they have known about the problem near that interchange since december.

caltrans put in an emergency request to authorize a repair project for parts of interstate 6-80 and highway 24. c-h-p has received about 50 complaints from drivers in that area. warriors star draymond green has some very strong opinions on the controversy between charles oakley and the new york knicks. oakley was escorted out of madison square garden and arrested after getting into a scuffle with security last week. the drama escalated when team owner james dolan banned oakley from the arena. he also accused him of having a drinking problem. in his weekly podcast with 'uninterrupted-dot-com,' green ripped dolan for his handling of the situation... "if it wasn't a problem then when he were doing it for yall, why is it all of a sudden a problem now when he speak out on something he don't like and now you wanna disown him from your entire organization. that's a slave mentality. you doing it for me, it's all good. but now you doing it against me, not necessarily against me, speaking out against my organization, that's not good
