kerman is live in oakland tonight.. where we are hearing this all could have been averted when the same man was reportedly firing his rifle earlier that week. dan... it was last friday the 17th when this man, seen here with a rifle in his hands, opened fire on his east oakland neighborhood eventually the suspect, identified as jesse enjaian was shot and killed by oakland police following a standoff. but now additional allegations that the same man opened fire in the neighbhood two times earlier in the week and police made no attempt to do anything about it.sot john burris/attorneyattorney john burris represents patrick reddic, a homeless man who sleeps in his car in the same neighborhood. he says he was victimized by the same man on the february 14th.sot patrick reddic/attacked by sniperthese are shots of reddic's car. he says the suspect admitted he shot at him, but when he and other neighbors told police

we are sad to report...the alameda county sheriff deputy who was hit by a bus at the santa rita county jail yesterday... has passed away.. deputy michael foley served the bay area for nearly 40 years.. the 60-year-old began his career

with concord police where he served for 29 years...and has been working with the alameda county sheriff's department for the past eight years. co-workers descirbe foley as one of the hardest working deputies in the agency....and extremely kind man who was loved by everyone. the accident was early yesterday morning, it was dark and the deputy who was driving the bus...which was going about 15 milers per hour...did not see deputy foley. another tragic loss for law enforcement .. this time in south sacramento. a bell ringing ceremony was held today honoring fallen chp officer lucas chellew.. chellew died last night after being injured in a crash while chasing a suspect in south sacramento. the 31-year old officer had been with the department for 8 years. he comes from a law enforcement

headache for families in san jose still waiting for flood waters to recede so they can return to their homes. some have been allowed to go home...but thousands have not. today, kron four's phiippe djegal met with flood victim's struggling to find the strength to get through this. it will be quite some time before things get back to normal in san jose's rock springs neighborhood... tomas hernandez lives here and says his life has been turned upside down.sot- "it's hard -- it's hard to explain." his wife is keeping him strong... but this is what they're dealing with... photos hernandez snapped of the flood damage inside his apartment

off nordale avenue. clothes in the closet soiled in filthy water... the bathroom the same.... the back patio a muddy migraine... sot- "the only clothes, what i'm wearing right now, it's the only that i have -- because that morning, i went to work and i didn't know that's going to happen."bridge hernandez is at a loss right now... he says financially, he has no idea how his family is going to recover from this.sot- "i'm not working right now, because i need to get some stuff from my house, and tomorrow, i have to work hard, you know, to surivive, because my family, they have to eat, i have to eat -- everybody has to eat. so, i need to make some money to survive." a construction worker... hernandez listened closely to the news conference held by city leaders, updating the current conditions. and, sees hope with the water receeding and public works getting a handle on the damaged sewer pump station. sot- "it's pretty important,

by the time people want to start coming back into the houses -- we need to have somewhere for the sewer to go." at this point its a waiting game... and, hernandez is bracing for a long road to recovery.sot- "i have to put it on god's hands and see what's going to happen." in san jose, philippe djegal, kron four news. the overnight shelters operated by the american red cross and san jose's department of parks, recreation and neighborhood services will be moving this weekend. they are changing locations because students will be back in school on monday. early this morning 144 people were being housed at james lick high school and 10 people at evergreen valley high school. city officials say they will announce the location of the new shelters well before monday. as soon as they release the new evacuation locations we will post that information on our website. many people who were evacuated from their homes were not allowed to bring their pets along with them... so that's when the volunteers from the san jose animal service center stepped in to help. they're able to house the pets... give them

food and a good warm place to sleep.. right now they have about 12 animals... 10 dogs and two cats. most all of them are from people who are at the evacuation centers... volunteers were expecting a lot more animals but they think evacuees found better and more comfortable options... right now volunteers say they don't expected to be getting anymore people bringing in their pets.. but if they do... they say they will gladly take them in. and house them as long as necessary.... take a look at this... we're getting a space age view of how recent heavy rains have affected california. these are satellite photos from nasa's earth observatory. if you look close enough, you can see that parts of the

good news for drivers in the north bay - highway 37 has finally reopened. the section of highway between atherton avenue and highway 101 has been shut down several times this winter - due to heavy flooding. crews have spent nearly a month raising the roadway a bit... and replacing the drainage system with larger pipes. caltrans officials say .. these improvements will not completely prevent future flooding. but they say the upgrades will help crews get the flooding cleaned up faster the next time it happens. still ahead - santa cruz police putting homeland security on blast tonight. why the police chief says homeland security misled his

a bay area community activist... who fought against street violence after his son was murdered in 2004... has been killed in an altercation. vallejo police say landrin ray kelly was killed on february 13th from injuries he sustained after an altercation two days before. a 49-year-old man has just been arrested this week in connection with his death. kelly was known for his work to protect children from violence. he founded the terrance kelly youth foundation after his son died of street violence when he was 18-years-old. tonight... a candel light vigil is being held for the man who was shot and killed in san francisco while playing pokemon go... friends and family are gathering in san mateo to mark the 6th month

anniversary of calvin riley's life being taken too soon. the vigil is at central park in san mateo..starting at 5-30. calvin was killed back in august while playing pokemon go near ghiradelli square. police have ánotá yet identified a suspect in the shooting. the anaheim police chief says videos are being reviewed - after a confrontationbetween an off- duty police officer and some teenagers.. catherine heenan has the latest on the incident....whic h has triggered angry protests in southern california.. a video posted on you-tube shows part of the angry struggle between the officerand a 13-year-old boy... police say this began over an ongoing problem with the teenager walking acrossthe man's lawn... things erupted tuesday when the boy returned with other teens....it somehow turned into a struggle during

which the officer fired his gun near the group... there have been angry protests since then.....including one last night and again this evening... there's been damage to various homes and cars in the area.. the teenager - who has not been publicly identified - talked to reporters.. the teenager was initially arrested after allegedly threatening the officer....telling himhe'd kill him. the boy denies that..and has since been released to his parents. the union representing the officer says that cell phone video shows the officer was repeatedlyassaulted by more than one of the teenagers... the union says an officer has the right to self-defense - no matter the age of the offender. grant and vicki?. "deceived" and "outraged"... that is what the santa cruz police department and santa cruz city officials are feeling tonight about the department of homeland security. the head of the santa cruz police is saying his department was misled by ice officials about a gang raid last week... they took part in... the operation was to dismantle the local presence of a big el salvador-based gang... and not arrest or detain the gang members based on their immigration status... but they were wrong.... even after they were assured by senior officials that the operation ádid not depend on status.

chief vogel is now saying they cannot átrustá the homeland security department anymore -- and they will ááno longer work with it... since santa cruz is a sanctuary city. vogel says the department is revising their policy on immigration actions and will present that policy to the city council on tuesday. they're rough and they're tough but they're not tough like our people, so we're getting them out."president trump, talking about his plans to rid the country of undocumented immigrants who commit criminal acts. he used two words that set off alarm bells on both sides of the border. catherine heenan is here to tell us about them. those two words are "military operation." here's how the president used them in describing the new effort to round up illegal

georgia authorities believe they've solved a missing person's case that had them stumped for over a decade. officials say they found the person responsible for killing 30- year-old tara grinstead...a local beauty contest winner and teacher in southern georgia. grinstead vanished from her home located in a small farm town 11-years ago. her cellphone and car were found at her house...but her keys and purse were gone. authorities are optimistic that the case will be closed...and have a suspect in custody in connection to grinstead's disappearance. massachusetts investigators say they now have a d-n-a profile of the

person they suspect killed a woman jogging near her mother's home last summer. authorities are releasing new information on what they believe the person who killed 27-year-old vanessa marcotte looks like. investigators say the suspect of interest is hispanic or latino...around 30-years-old...and has an athletic build. they also believe the person was driving a dark-colored s-u-v. district attorney joe early says marcotte likely tried to fight off her attacker. the d-a the d-a added that officials are looking for the public's help in finding the person that matches thier description. d-n-a evidence has been sent to the state police crime lab in massachusetts for testing. still ahead... a close call for one family in san diego. a car careens into home - crashing into a bedroom where two children were sleeping. this story - after the break. then,

after being dragged by a taxi cab. it happened in san diego and the whole thing was caught on camera. you can see the orange cab dragging the guard and then the driver throwing him into the street before driving away. police were able to find the driver shortly after the incident and arrested him. the 49-year-old security guard has some scrapes and bruises but is expected to make a full recovery. here's another very scary incident caught on camera. a car came crashing into a home in l-a county early yesterday morning while two boys were sleeping. it happened in the city of la-puente. the crash was caught on home surveillance video. the car slammed right into the kid's bedroom. the driver left the scene shortly after the crash and has not been found. the 11 and 14-year-old boys had only minor injuries. a man accused of murder and on the run for 12 years--- has been arrested in shasta county. ricardo puentas is

accused of shooting and killing a man in santa rosa back in 2005. santa rosa police say in the past 12 years they have pursued hundreds of leads regarding his whereabouts. yesterday evening, santa rose police, f-b-i agents and shasta county sheriff's deputies surrounded a home he was in. at one point, puentas refused to come out and picked up an infant child while barricading himself inside. he later came outside and was arrested without a struggle. as investors continue to run away from the raiders-las vegas deal, does that mean oakland's fight to keep the team is gaining momentum? a longtime city leader gives his thoughts on why staying put is a no-brainer for the silver and black. my hygienist told me to try...

critical time in the fight to keep the silver and black in oakland. team owner mark davis has repeatedly insisted he's committed to las vegas, but as he keeps losing investors, he may be forced to make it work here in the bay area. that's where we bring in mark carpenter... who spoke to someone who has seen the raiders in this position before. mark? today i spoke with ignacio de la fuente... he was the former president of the oakland city council in the 1990s when the raiders moved back from los angeles. he currently sits on the joint powers authority.. and says in a way, this situation is easier than 1995 because the team is áalready in oakland. the challenge is just convincing mark davis that he has a solid option in the bay area. "how do you make people feel comfortable that whatever

information, that whatever deal is put together actually, the city and the county and the jpa can deliver that deal." as mark davis continues to lose investors in las vegas, ignacio de la fuente sees an opportunity for oakland to swoop in. it's not yet known if davis is warming up to the idea of sitting at the negotiating table with ronnie lott's investment group, but seeing as the coliseum site is more than just an illusion on the strip, the raiders don't need to look far for a viable option. happens when you combine ferocious siberian tigers with modern technolology? take a look at this drone video which helps gives us a better understanding... the tigers - from northeast china - can be seen meandering around until they spot the drone buzzing around. it then becomes a game of cat and mouse.... and we all know how those tend to go - eventually a tiger swipes the drone - causing it to crash. the group then proceeds to tear the drone apart - with one literally chewing on the gadget as if it was a bird of prey. but unlike a bird - the drone starts to give off smoke - which scared off the tigers. however, there is no word if the drone survived the attack. still ahead... jimmy kimmel gearing up to host the oscars this weekend. the

green... show where people are allowed to return to their homes. the areas shaded in orange... are locations where residents have to say away. the city says, that amounts to about a thousand households still evacuated tonight. this is a close -up view of the rock springs neighborhood... it has particulary hit hard. again, anything you seen in orange... is under an evacuation order tonight. and this is a close up of the oakland road evacuation area in san jose. there are mobile homes here .... and areas shown in orange... indicate that people are under a mandatory order to stay out because of the flooding. just a few hours ago... san jose mayor sam liccardo viewed some of the flood damage for himself. a kron four crew caught up with him as he went door to door and visited with homeowers who had returned to their houses. the mayor passed out flyers... informing of them what services the city is going to offer those affected by the flooding. we ased him what
