predicament? i was totally shocked, um, you know, of course the shock of hearing, you know, a 16-year-old is gone, but also the shock that she was even apart of that." the hayward police department is handling the shooting investigation. sergeant ryan cantrell says tuesday night fremont police detectives found a stolen car possibly involved in recent armed robberies parked in an apartment complex on carlos bee boulevard. when they tried to make a stop, cantrell says the driver rammed into the detective's car, injuriing the two. the detectives opened fire, hitting elena, one of three passengers in the car. cantrell says the detective's may have missed their intended target.sergeant ryan cantrell/hayward police dept. "i mean, that's always possible. that's always possible." the car later crashed. miguel minjares says the driver ran off and still has not been found.

elena died at a hospital. her cousin was also in the car, but was not injured -- she was detained, then released. a man was taken into custody in connection with the robberies. miguel says the driver and elena were in a relationship and believes he forced elena to tag along. miguel minjares/victim's uncle- "if you get pulled over, you're supposed to stop and comply, whether you're in the wrong or the right and for my niece, and like i said somebody's older sister, my baby sister's daughter to be gone because somebody didn't want to comply is heartbreaking. its, its just, for a lack of a better term, its not fair. it's just not fair."stand-up close hayward police say whoever is determined to have been the driver who tried to ram over the detectives... could face assault with a deadly weapon charges or attempted murder on a peace officer. in haward, philippe djegal, kron four news. (vicki) breaking news just into the kron four news room... a federal judge in hawaii has put president trump's árevised travel ban - on hold. today's ruling prevents the executive order from going into effect tomorrow. more than half a dozen states are trying to stop the ban... courts in maryland, washington state and hawaii heard arguments today about whether it should be put into practice. hawaii argued the ban discriminates on the basis of nationality... the state also says the ban would harm its tourism industry and the ability to recruit foreign students and workers. (grant) in the east bay...a murder victim has been identified. 41-year- old don castillo was murdered in a brawl that turned deadly monday afternoon. this was in a home on selborne drive, near 580 in unincorporated san landro. the suspect in the killing...has not been caught...but police say the

two knew each other. when officers got there, they noticed a blood trail leading to a home. they went insiden and found castillo suffering from significant injuries. he died at the scene. investigators believe that a gun and a knife may have been used during the crime. the motive for the incident...remains unclear tonight. mary mccord: "that we will not allow individuals, groups, nation states or a combination of them to compromise the privacy of our citizens, the economic interests of our companies, or the security of our country."(vicki) the department of justice announcing today that four people -- including two officers of the russian federal security service -- have been indicted in connection to a massive hack of yahoo information... at least 500 million yahoo accounts are affected. one person is in custody, three are thought to be in russia hiding out. (vicki) and as kron four's terisa estacio reports, the issue now ...figuring out whether the russian government was involved.

john bennet, special agent in charge fbi san francisco. this is unprecedented, this is the first time, the fbi has arrested fsb agents, we take this seriously, and they better take it seriously. track: the fbi wednesday announcing how they tracked down 2 russian spies and two international cyber criminals, indicting them in the 2014 massive yahoo hacking case. 23 bennet, fbi. 500 million users were compromised. they had unauthorized access and maintained unauthorized access to 2016. track: the fbi declining to comment on the amount of damage down to the millions of people whose private financial information was breached. only of the four indcited is in custody. the others are thought to be in russia. a big question - whether the hackers were working directly for the russian government. bennett. it is unclear. i do not have information one way or another on that. special fbi agent bennet said the investigation was complex taking many agents and 2 years to piece together - 1:23 terisa estacio, reporting san francisco. as far as what comes next, fbi matter of fact, saying they will go after them. bennet. we have the long arm of the law. and this is not the only hacking case facing yahoo -

guilty last september ... for abducting denise huskins from her boyfriend's vallejo home in march of 2015. huskins is now suing the vallejo police department for intially calling her story a hoax. but in a bizare twist of events.. authorities discovered evidence that tied muller to huskins'' disappearance... muller was demanding money for her return. prosecutors are asking the judge to sentence him to 40 years... but he could be sentenced to life in prison. (grant) tomorrow also marks the five year anniversary since sierra lamar's disappearance. lamar, who is from morgan hill, was last seen on her way to school back on march 16, 2012. 25-year-old antolin garcia-torres has been charged with her kidnapping and murder. this after investigators say they found lamar's dna in his car. he is currently on trial - which is expected to continue tomorrow.

(vicki) a stomach flu outbreak sickens dozens of kids at one east bay elementary. kron4's maureen kelly was at the school today where classrooms were still being deep cleaned. this started on friday when a bunch of 5th graders here at dublin elementary started getting sick at school.then monday 70 kids were absent...about half of those reporting symptoms of the stomach flu...the district says they've had one case confirmed to be norovirus. a troop of custodial workers cleaned every surface in the school over the weekend.....the department of health has been here checking on their progress...and today more desks were being sprayed with a bleach solution and wiped down.....and the carpets deep cleaned.....and then dried with fans....nora virus is a more severe version of stomach flu symptoms they can last longer be a little bit rougher and it's very contagious obviouslyif your child is showing symptoms of stomach virus please keep them home and were asking from the direct county health to have

(grant) oakland's embattled fire chief teresa deloach- reed is retiring. oakland's first african- american female fire chief signed her retirement papers yesterday. reed began her career as a firefighter with the city of san jose back in 19-86. she was promoted to fire chief in oakland in 2012.... but came under fire after the deadly ghost- ship warehouse fire...her department was criticized for a lack of inspections at that warehouse.. reed will now earn more than $160,000 a year in retirement.. from her pensions from san jose and oakland. she is set to retire in may. has gone viral over what some see as excessive use of force. he's spencer bottomley, a former marine, who joined the police force in 2015, according to the city of vallejo's website. the video was captured on friday as bottomley was taking suspect dejuan hall into custody. hall has been charged with resisting an officer and battery on an officer. now kron 4 has learned this is not the first time bottomley has been accused crossing the line with a suspect. sotthis is the wife of derrick shields.. she preferred not to show her face in october her husband filed this lawsuit against the city of vallejo alleging bottomley and 4 other officers used excessive force against him on april 11th of last year. sotamong the allegations in the lawsuit , "defendant spencer bottomley struck plaintiff with his flashlight all over plaintiff's body" that is similar to what you see in the video of hall's arrest friday. shields wife is glad it has become public.sot143/just getting

kron4news (grant) the barrage of winter storms in recent months. has caused nearly $10 million dollars of damage in marin county. of the county's 24 roads and properties that were significantly damaged... eight locations sustained damage of more than half- a-million-bucks. now the county is seeking state and feferal reimbursement for storm damage repairsbut that could take years. in the meantime marin county residents may be eligible for tax relief... if they sustained 10 thousand or more in storm damage. big cool down across the bay area due to onshore flow, cloud cover and a weak system moving through norcal. the biggest temperature drops were across the north bay and monterey peninsula. napa airport had a 24 hour change of 14 degrees colder today and salinas airport was 15 degrees colder. in addition, radar imagery continues to show returns over the north bay, but still struggling to find some ground truth. did find two coop sites that tipped a 0.01" and 0.02". we also had one report via social media that a brief shower occurred near santa rosa. a few showers will lingering across the north bay this afternoon and into early this evening.

(grant) happening now in vacaville. a sea lion dubbed "mr.leisure" is making his way out of a canal and back toward the sacramento river. marine mammal experts were working to rescue the young sea lion from the canal...but say he may free

himself. the male sea lion was first spotted swimming near the irrigation canal yesterday morning. crews believe the mammal traveled up the sacramento river, took a wrong turn and followed a series of waterways to reach the canal. they are now monitoring the sea lion's progress. officials say "mr leisure" is in good health, and appears to be enjoying his adventure. a local 14 year old boy helped with the naming...he said he saw the mammal appearing to enjoy a leisurely stroll down the creek...stopping to sun bathe at times. the se lion was also found near leisure town road. (vicki) crews continue to repair damage in the eroded spillway of oroville dam... but now the people affected by the evacuations are speaking out about the dam emergency. last month more than 180-thousand people were forced from their homes after the spillway was threatening to fail and cause massive flooding,. and

although it did not fail.. neighbors say there were big holes in the evacuation plan. last night at a community meeting, they voiced their concerns... one woman says she was stuck inside her home because the evacuation centers did not have equipment for her disability. (vicki) some evacuees say it's time to put more pressure on the department of water resources, local leaders, and state representatives. state water officials warned six years ago, that if the nation's tallest dam were to fail.. communities down river would not receive enough warning time to evacuate. (grant) the city of vacaville is being hit with a lawsuit over contaminated water. an environmental group filed the federal lawsuit on monday at the u-s district court in sacramento. in the lawsuit the group called, "california river watch", sued the city of vacaville over the amount of a naturally occurring toxic chemicals in the groundwater...

santiago attended a hearing today.he is accused in the january 6th shooting. . . that killed five people and wounded six.the rampage happened at the fort lauderdale airport. officials say the death penalty decision process has just begun.the defense team says santiago suffers from mental disorders.he pleaded not guilty to a 22-count indictment.santiago's trial is set for october. (grant) an update to a story we first brought to you yesterday on kron four news at five... officers say they've arrested the woman who abandoned her two-year-old daughter at a store in riverside. the 31-year-old was taken into custody at a bank... after a teller recognized her from news

reports. she was caught on surveillance caught on she was caught on surveillance video leaving her daughter at a "food for less" over the weekend. police say she was recently kicked out of her home because she had problems with drugs a alcohol abuse, as well as mental issues. she could face multiple charges including child endangerment and child abandonment. (vicki) a creepy holdup inside a dollar general in fresno county. and the incident...was caught on store surveillance cameras. take a look. you can see an armed man walk in and hide in the back storage room until the store closes for the night. he comes out of hiding and when one of the two workers passes by while cleaning up, he points a gun at her. he orders her to fill a bag with cash from the register and safe -- and takes off with it. neither

worker was hurt. police are offering a thousand dollar reward for information leading to an arrest and prosecution. (grant) authorities in phoenix say a murder suspect is dead following a police chase officers say the suspect stole this bright yellow corvette at gunpoint...and lead police on a pursuit across town. you can see him speeding through the streets... running red lights and at one point even driving the wrong way. the pursuit ended when a police vehicle crashed into the sports car...which slammed into a traffic pole. police say shots were fired and the suspect was killed. no officers were hurt. (grant) a mcdonald's employee in florida is being called a hero tonight... after he helped save an off-duty officer - who was having a medical emergency. and it is all caught on camera. it happened earlier this week. the 22-year-old was working the drive-through when the woman drove up with her kids. another camera shows the officer's car rolling forward. she was having some kind of health problem... and the worker did not hesitate. he hopped right out of the window and ran to her car.
