deadly officer involved shooting case out of hayward... today, hayward police announced the man wanted in connection with ramming two fremont police detectives tuesday... which led to the shooting death of a 16- year-old girl... has been arrested. and we have also just learned - that that teen was pregnant. yesterday, we shared our exclusive interview with the shooting victim's uncle... and tonight, kron four's philippe djegal spoke with him again for reaction to these latest developments. (philippe) 16-year-old elena mondragon's uncle miguel minjares says he learned in the afternoon about the arrest. hayward police say the man who they believe rammed into two fremont police detectives tuesday, causing them to open fire, hitting elena, while investigating a stolen car possibly involved with armed robberies in their city... was arrested wednesday night in san francisco. he was booked on an outstanding warrant for multiple robbery charges. the hayward police department says its confident now that all suspects involved in the officer involved shooting are either in custody or have been released to their parents. miguel minjares/victim's

(vicki) the family of a hayward teen believed to be killed in a drive-by shooting...is asking for the public's help. they are offering a reward for information leading to an arrest of their son's killer. lamar murphy was shot and killed on the corner of princeton street and smalley avenue in late january. investigators say they believe 16-year-old was visiting a house there and was shot in a drive-by shooting. deputies with the alameda county sheriff's office are turning to the public...asking anyone with information to come forward. (grant)the pentagon is the big winner in president trump's new budget proposal...officially out today.the environmental protection agency and state department are among the agencies facing deep cuts.

(grant) if congress approves, and that's far from a given, the federal workforce is facing the widest reduction since the cutbacks after world war two.(vicki) catherine heenan has been going through the numbers.she is here to tells us about them. (catherine) the proposal concerns only the 27 percent of the budget known as 'discretionary spending': not medicare, social security or paying interest on the national debt. what it would do is take a significant slice of non=military money ... and give it to the pentagon. natthe new f-35 joint strike fighters cost 100=million dollars each.under the president's plan, they'll come off the assembly lines faster. the pentagon is in line to receive an extra 54 billion dollars, to buy more planes, more warships and increase the size of the army and marine corps.sfxthe departments of defense and homeland security, and the veterans

oroville...have discovered naturally occurring asbestos there. air-quality officials making the announcement today... after crews found the asbestos in some of the rocks near the site. work crews currently are removing tons of rocks, dirt and other debris that washed to the base of the spillway last month. asbestos can cause cancer and it is common for rocks to contain natural asbestos in california foothills and mountains. state water officials are working with air-quality officials to reduce dust at the site.

trump, you are actually a disgusting excuse of a president and we would love to have barack obama back. also you have tiny hands". the tweet was quickly deleted. and in a statement, mcdonald's says it was told by twitter that its account was compromised. the fast-food giant says it is investigating what happened. several high profile twitter accounts have reported hacking this week. including b-b-c news, amnesty international, and the european parliament. it's not clear who is behind these hacks. (vicki) marine experts have suspended their effort to rescue a wayward sea lion named - "mr. leisure" - from a vacaville farmland canal. (grant) they say the mammal is no longer in need of help - because he's headed home, the 400-pound sea lion made his way into the canal tuesday and started swimming back toward the delta of the sacramento river yesterday. crews believe he traveled up the river, took

(vicki) carpooling is up and congestion is down along the 580 corridor in the tri valley area.(grant) that's according to a new report card for the 580 express toll lanes that opened up last february. kron4's maureen kelly reports that the new tolling system is also causing a drop in the number of carpool lane cheaters.

the new 580 express lanes run between the foot of the altamont pass in livermore pass to the 680 interchange. the project added lanes in both directions....and established the tolling system which charges money to those people who aren't carpooling but use the diamond lanes.... from 5am to 8pm during the work week.money is charged at several different locations on the stretch.....so solo drivers can use them to get around congestion if they don't mind paying the fare....the highest possible toll is 13 dollars westbound, 9 dollars eastbound...although the average toll paid was closer to 2 dollars....so far there have been more than 7 and a half million trips logged on these lanes...alameda county supervisor scott haggerty says they're helping lightening the load in the other lanes.i can tell you that i've driven this most of my adult life this used to be a pretty horrific it used to take a tremendous amount of time it's really got to the point where it's bearable. since they've gone in there has been a 20% drop in carpool lane violations in the average

two federal judges have now temporarily blocked president trump's revised travel ban. (grant) the ban was supposed to go into effect today and restrict travel from 6 muslim-majority countries. (vicki) but federal judges in hawaii and maryland have ruled that people from those countries can continue to come to the u-s. kron 4's averi harper reports now from s-f-o... and got a mixed reaction to today's ruling. the ban which would have blocked people from 6 muslim- majority countries from entering the us. the first ban prioritized religious minorities like christians for entry into the us.... the second doesn't include that clause. this ban also provided protections for green card holders. although the president called this ban a "watered down version" of the first when he spoke to a crowd in nashville.at least 2 federal judges still think it's unconstitutional. ... the judge in hawaii used president trumps words from the campaign trail... saying that the intent of this order was to ban muslims from entry. we've

subject of surveillance before or after the 20-16 election. president trump made the accusation and has asked the congressional committees investigating russia's potential election interference to look into that claim as well. (vicki) the republican proposal to repeal and replace obamacare cleared a key hurdle today. members of the house budget committee voted in favor of the measure supported by president trump and the g-o-p leadership. three conservative republicans, mark sanford of south carolina, dave brat of virginia and gary palmer of alabama voted against the measure. all 14 democrats also voted against it. that wasn't enough to top the 19 republicans who supported the bill. the legislation now moves to the house rules committee.

(grant) covering california police are on the hunt... for a man who shot a sheriff's deputy this morning at a gas station in san bernardino county. the deputy confronted a robbery suspect, who started shooting. the deputy managed to return fire and briefly chased the suspect. the officer was taken to an area hospital with what are being described as non-life-threatening injuries. authorities say the deputy was wearing a

bulletproof vest that saved his life. the gunman still on the loose is a white man in his 40's. (vicki) the former mayor of stockton is now out of jail after being taken into custody at s-f-o. anthony silva was released from the san joaquin valley jail yesterday. he was behind bars for 10 days on charges of grand theft, embezzlement and money laundering. the charges stem from his job at the "stockton boys and girls club." after being released, silva did not talk about the pending investigation, but he did comment on his role in the "boys and girls club." (vicki) silva said he is not guilty of the charges he is now facing. now that he is out of jail...silva says he will do everything he can to clear his name. napa man has been arrested for sexually assaulting a woman... the crime allegedly happened at her home... after reportedly pushing his way into her house. muller. kron 4's dan kerman was in the courtroom as she testified and has reaction. it was in march of 2015 that matthew muller broke into the mare island home of aaron quinn, drugged and tied up quinn and then kidnapped his girlfriend denise huskins , raping her twice before releasing her days later. during a sentencing hearing thursday huskins gave a tearful accounting of her ordeal to a federal judge saying she still has nightmares and keeps a hammer by the bed.sot marianne quinn/aaron quinn's mother 26-37i didn't know it was that awful for her, i didn't know of the violence , i didn't know she didn't talk about it much it upsets her to talk about stuff too much.huskins boyfriend aaron quinn told the judge, muller had chosen a path of torture rape and terror and should be sentenced to life in prison. but muller's attorney argued his suffers from mental illness and the sentence should be 30 years. ultimately a federal judge followed the recommendation of prosecutors and sentenced muller to 40 years in federal prison for

someone slammed a stolen car into their house, starting a fire... and then took off. if happened at about 2 a-m in oakley. police say, the car crashed into a home on las dunas avenue... breaking a gas line. it then sparked a small fire... the residents managed to douse the flames before fire crews arrived. whoever was behind the wheel of the car ... was gone by the time police showed up. investigators ran the car's plate and learned it had been reported stolen in antioch. p-g-and-e crews came out and took care of the broken pipe. (grant) it's been one year since tolls have been collected for solo drivers who want to use the express lanes on 580 along the tri valley corridor. the agency overseeing the project says more than 7.5 million trips have been taken in those lanes. (pam) kron4's maureen kelly takes a look at where those toll dollars are going. in alameda county it's been one year since the new 580 express lanes opened up on this 14 miles stretch between livermore and dublin. the

project added lanes in both directions....and established the tolling system which charges money to those people who aren't carpooling but use the diamond lanes....from 5am to 8pm during the work week. money is charged at several different locations on the stretch.....so solo drivers can use them to get around congestion if they don't mind paying the fare....the highest possible toll is 13 dollars westbound, 9 dollars eastbound...although the average toll paid was closer to 2 dollars....so far 9 and half million dollars have been raised in tolls this year....alameda county supervisor scott haggerty says that money is going back into the upkeep of the express lanes first.. we do have a high-level what of what we want to see in maintenance of this facilitybecause we want to make sure these lanes are free of potholes we want to make sure they're lanes is that people want to ride in. so we want to make sure they have a high-quality of maintenance free of debris we want people happy when they're in these lanesthe alameda county transporation system says the project has raised enough to cover it's operating costs.any money outside of that is go to fund other transit projects in this corridor.more express lanes are expected to open along 680 between walnut creek and san ramon this summermaureen kelly kron4 news
