weather this morning... .a weather system moving across the region this morning will result in numerous showers and isolated thunderstorms through midday. drying conditions develop in wake of this system and continue through thursday ahead of our next storm system projected to impact the region late week. widespread rainfall and stronger winds return to the northern portion of the region late thursday and will spread southward during the day friday. dry conditions

( james ) let's talk more about the stormy weather. we talked to some viewers who say they're taking precautions to stay safe. others say they are simply sick of the rain. kron four's alecia reid shows us exactly how people are coping with the wet weather. there's one common theme in downtownthere are sandbags everywhere.pkgsot - i think we'll be okdon and martha payne take a nightime stroll with their umbrellas, just in case. the stores downtown are mostly shut down for the night, but storm prep was a given. but it's not just businesses.sot - our house we have it readythis area is a known flood zone. with all the rain pounding the bay area, they've been on edge all winter. and now into the spring.don payne - enough rain for the year. the horn's been blowing for the last 2 months cars have been driving on slick roads, and it'll go on through the night. martha doesn't mind all the wet weather.martha payne sot - oh

i feel so good. i like rain. i like sunny days tooshe might embrace it all, but her husband is ready for some dry days.sot - yea enough rain he'll just have to wait a bit longer. the morning commute is expected to be pretty nasty. so be prepared with your umbrellas, rainboots, raincoats, and everything you'll need to get through it. standupthere's still more rain..and we're going to be throughout reporting live anselmo ( james ) the return of the rain has road crews keeping an eye on active slide areas and other trouble spots. especially in the santa cruz mountains where mudslides have been a continuous problem all winter. the rain has made one of the two mudslides on summit road even worse this morning. highway-17 also continues to be a hazard. the mountains are still wet and could send unexpected debris into the roadway. officials are warning drivers to be cautious. ( james ) breaking news....north korea test fired another missile this morning. u-s officials say it exploded within seconds of the launch. this is video that was released just days after north korean leader kim jong-un threatened to attack the u-s if provoked. neither the u-s nor south korea have released information on what type of missile was fired, or why it failed. this isn't the north korea's first launch this month -- the country fired four ballistic missiles on march 6, which fell into waters off japan. the white house has not commented on this latest missle test. ( james ) a domestic violence dispute takes a deadly turn outside a business in redwood city. it started when a man confronted his ex-wife with a gun outside her work. kron four's charles clifford shows us what happened next. according to redwood city police, around 2:15 tuesday afternoon a 43-year-old man confronted his 44-year-old ex-wife in the parking lot of

her employer here along penobscot drive. the woman apparently had a restrain order against her ex-husband and refused to talk to him. according to police, the man retrieved a handgun from his truck and chased his ex-wife across the parking lot. they also believe that during the pursuit he fired at least one shot. the woman managed to call 9-1-1 on her cell phone and then hid. when police arrived on scene, they confronted the man and tried to get him to lower his weapon. sot< deputy police chief gary kirby says they started to talk to him as he stopped for a short period of time. they tried to negotiate his surrender. unfortunately, there was an exchange of gunfire. one of our officers fired one round and we believe that he discharged around at himself, into his face.> redwood city police also confirmed that they have had previous encounters with the man. in just the last month, they had confronted him

multiple times in connection to domestic violence issues with his ex-wife. the woman had also been granted an emergency restaining order against him which prompted police to seized several weaponssot< deputy police chief gary kirby says they seized several weapon in the home that were registered to him>as of tuesday evening, the identity of the man had not been released ( james ) happening now. police are investigating a second robbery at a bank in san ramon. this happened at the u-s bank located on crow canyon road. police say this same bank was robbed a month ago. and they beleive the theif is the same in both cases. they say no one was injured in this robbery. we will continue to follow this story on the kron four mroning news. it certainly is. even while i was standing on the street one man walked up to me with a metal rod another yelled from a distance with a wood plank.a building full of businesses on one side of the road tents of homeless people on the other side.it feels like a third world country here in america those who live and work in this area near 16th and potrero say the homeless population in these tents continues to rise. here on 15th and san bruno tent dwellers have set up shop outside businesses after being moved recently from across the street. an area that is now blocked by barricades. being a young woman and commuting and taking bart and being dropped off in the area yeah it is unsafe. i haven't had a problem but yeah some of my coworkers yeah they are scared to walk especially when it's around evening and it gets dark.we were emailed this video of a man defecating in the middle of the daytime and behind the new barricades. the employee who recorded this said it is nothing new. while in the area on tuesday we

didn't have to go far to find syringes just laying around. some businesses have gone so far as to move out of the area. others hoping the city finds a solution. the thing is i feel really bad for these people but it gets worse every day. they keep blocking the sidewalks but then they move to some other sidewalks. seeing the needles on the street and having to deal with feces on the street it's more than just unsafe a lot of it is hazardous.a hazardous situation equipted with generators that doesn't appear to be going away anytime soon. the city has taken down tents in some of these areas but often times those living there just set up across the street. most agree that this is just part of what is a major citywide problem. ( james ) the criminal trial begins for three jail guards charged with murdering

an inmate at the santa clara county jail. this started yesterday. sheriffs deputies jereh lubrin, rafael rodriguez and matthew farris have pleaded not guilty to charges of murdering 31-year old michael tyree in august of 2015. authorities say he was beaten to death. the jail guards are also accused of assaulting another inmate as well. new ban on certain electronics onboard u-s bound flights from some airports in the middle east and north africa. the ban involves some of the widest-ranging security measures since the september 11th terror attacks. reid binion reports. marc garneau / canadian transport minister: "there is not a specific timeline but, but, but we are acting expeditiously."canada's transport minister... ...commenting on the ban imposed by the u-s and u-k on certain electronics on flights from parts of the middle east and africa.the united states -- prohibiting devices larger than a cellphone......on u-s bound flights from 10 airports in eight majority muslim countries.the ban requires that those devices be carried in the cargo hold.the order -- affecting more than 50 flights a day.terrorism analyst paul cruickshank -- telling c-n-n that the ban indicates a lack of faith on the part of officials as far as security at the affected airports.paul cruickshank / cnn terrorism analyst: "its clear that with these new restrictions the united states is essentially saying they do not have full confidence in these airports in these various countries." while there's no specific plot the ban - according to a u-s

( james ) one bay area family is already feeling the impact of the return of the rain after a tree slams into their home. we first brought you this story yesterday on the kron four morning news. the family was inside and sleeping when the oak tree crashed into their vallejo home. this happened just after 2:00

yesterday morning. it damaged power lines, but no one inside the home was hurt. an arborist says the tree was rotting from its roots... and because of the strong winds and saturated soils, it came down. ( james ) the family later decided against having the tree removed because it cost nearly 500 dollars. however, they might be responsible now for the cost of repairs pending a city inspection. ( james ) federal help is coming to those affected by last month's severe flooding. this is video of the flooding in san jose from our helicopter partnership with abc 7 news. the united states small busniess administration is offering low interest loans to people affected by last month's

( james ) police are trying to identify 2 people they say stole a diamond from a jewelry store at the valley fair mall in san jose. these are survailence pictures from the robbery. a man and a woman entered the store the man asked to see merchandise and when thestore clerk showed him the diamond,

he took it and ran. crimestoppers is offering a reward for information leading to an arrest. ( james ) the brother of a tennessee teenager who investigators believe was kidnapped by one of her teachers, now says she may have hinted that she was in trouble. the 15-year-old was last seen 8 days ago about 50-miles south of nashville when her friend dropped her off at a restaurant. the teen allegedly told her family to call police if she was not home by 6:00. weeks befoe that, a student reported seeing elizabeth and her teacher, tad cummins kissing. the school investigated cummins, but he denied any relationship. investigators are now looking into the whereabouts of cummins during the time elizabeth went missing. from her north hollywood school is nearly abducted when a man comes up and bear hugs her from behind. the girl gets away. and it's all caught on a neighbor's home surveillance camera. the teen is followed on her walk home by a man in a silver b-m-w. he then gets out

and grabs her, but she is able to break free and run away. the man gives up and drives off. police say they are using the footage this morning to try and identify the man. ( james ) in the oakland hills... potholes have become such a problem that one woman decided to take matters into her own hands. kron four's spencer blake reports. (looklive)"just look how big these potholes are that linda foust was up against. she has, however, noticed that the markings she made around them have already started to make a difference."(pkg)what starts as a crackcan easily turn into a hole on any street, especially during a very rainy winter.and on thornhill road in the oakland hills, there are plenty of potholes."we live with the potholes up here on thornhill. it's insane." linda foust tries to avoid them on when she drives the mile-long stretch between highway 13 and her home on heather ridge."the thing that finally got my attention was 'the big one' right after

( james ) tourists will be able to dive down and explore the wreckage site of the titanic starting next year. the first voyage is already fully booked, despite the fact the experience cost more than 100- thousand dollars per person. the eight-day journey sets off from newfoundland, canada and will transport visitors in a luxury submarine to the ship's final resting place... which is more than two miles below the surface of the atlantic. this could be one of the last opportunities to visit the titanic. scientists say bacteria could eat away what's left of the wreckage within the next 15 or 20 years. morgan hill as the next round of rain moves through. it was just last month that all the rain caused the reservoir to overflow and close into coyote creek... that lead to flooding in parts of san jose and hundreds of people being evacuated from their homes. right now the reservoir is at about 86% capacity. the santa clara valley water district needs to get the level down to 68-percent of capacity ... that will allow the agency to do a seismic upgrade to the reservoir. ( darya ) in the east bay. a robber goes to a home then threatens to beat a man and his wife. that's according to police. he then they say he steals a shotgun from the house and forces the man who lives there to get in his car.. all so he could drive to a bank and withdraw some money. this happened in lafayette yesterday afternoon on sweet drive. they end up about two miles away at the chase bank, near the safeway and whole foods. the suspect stays in the car with the shotgun. the victim goes into the bank and tells employees what's happening. police show up minutes later and arrest the suspepct. they says he's 26-year-old manuel bustos. he is charged with kidnapping and ( mark ) a domestic violence dispute takes a

wife and seized several weapons from ( mark ) police in san ramon are searching for a bank robber who has hit the same bank twice in one month. both happened at the u-s bank on crow canyon road. one of them was on february 6th. no one was injured. the man is seen in surveillance video released by police wearing a dark green jacket over a gray hooded sweatshirt. ( mark ) making international headlines this morning... the associated press is reporting that president trump's former campaign chairman, paul manafort, secretly worked for a russian billionaire to advance the interests of russian president vladimir putin. manafort wrote a 2005 strategy plan that he could greatly benefit the putin government. at the time, u.s.-russia relations under president george w. bush were growing worse. manafort's arrangement was with a close putin ally. manafort signed a 10 million dollar annual contract beginning in 2006 and maintained a business relationship until at least 2009. there has been no comment yet from the white house. ( mark ) people living in the sierra say they are happy the spring is here. they are hoping some of the warmer weather will hep melt some of the snow and make it easier for people to get in and out of their homes. this is in soda springs. the doors and walkways of several vacation homes are buried under feet of snow. there are also several cars and buses that are still buried this morning. at last check... the water content in the sierra was 185% of normal.

( mark ) one bay area family is already feeling the impact of the return of the rain after a tree slams into their home. we first brought you this story yesterday on the kron four morning news. the family was inside the home and sleeping when the oak tree crashed into their home. this happened just after 2:00 yesterday morning. it damaged power lines, but no one inside the home was hurt. an arborist says the tree was rotting from its roots... and because of the strong winds and saturated soils, it came down. ( mark ) the family later decided against having the tree removed because it cost nearly 500 dollars. however, they might be responsible now for the cost to repair any public property that was damaged. ( darya ) three homes are damaged in stanislaus county after lightning hit a tree. it happened yesterday in the city of oakdale. a

( mark @ land ) the return of the rain has road crews keeping an eye on active slide areas and other trouble spots. especially in the santa cruz mountains where mudslides have been a continuous problem all winter. the rain has made one of the two mudslides on summit road even worse this morning. highway-17 also

continues to be a hazard. the mountains are still wet and could send unexpected debris into the roadway. officials are warning drivers to be cautious. ( mark @ land ) and this morning we are keeping an eye on the anderson reservoir in morgan hill as the next round of rain moves through. it was just last month that all the rain caused the reservoir to overflow and close into coyote creek... that lead to flooding in parts of san jose and hundreds of people being evacuated from their homes. right now the reservoir is at about 86% capacity. the santa clara valley water district needs to get the level down to 68-percent of capacity ... that will allow the agency to do a seismic upgrade to the reservoir. 90-year old woman then goes on a shopping spree and did it while dressed up as the victim. that's according to police. the san mateo county sheriff's department released 2 pictures of the thief. authorities say the victim was out picking up groceries in portola valley... and at some point after paying, the thief was able to lift the woman's wallet. after that, authorities say she attempted to use the card at neiman marcus store at the stanford shopping center. police are still looking for the woman this morning. ( darya ) a big bust in sonoma county. detectives recovered 60-grams of methamphetamine after serving a search warrant. sonoma county sheriff's say they found the stash of drugs after pulling over albert basso in his car on monday. a later search of basso's home uncovered another pound of the same drug, numerous packages for sales, and 36-hundred dollars in cash. basso has been arrested for drug sales violations multiple times dating back to 19-79. since monday's arrest he has been released after posting dollars bond.
