(james) this morning on the kron 4 morning news... we're following breaking news from overnight... several arrests made in the attack on britain's parliament. we'll have the latest. (james) and police are searching for a man who tried to kidnap a young girl in san francisco... and shove her into the trunk of his car. details on who police are looking for. and now we are hearing from the angry mother of one of the students referenced in the posts. kron4's alecia reid has her reaction. the principal learned about this on monday and started an investigation right away. police also has also been involved and are conducting their own investigationi talked to a mother of one of the students being harrassed online...and as you can imagine, she is ánot happypkg an instagram account with racist statements, and photos, was circulating ... targeting minority students, and a basketball coach from albany high.sot - coach and a student with nooses around their neck we've blurred the photos due to their graphic nature. some were too explicit to show. sot - i'm disgusted by it. i think it's completely unacceptable the mother of one of the students being targeted says a fake instagram account was created by a number of juniors at the school. sot - my daughter didn't even know

these peopleshe is emotionally hurt, but they have a good support systemsot - we're dealing with it the best we can. we have the right support in place. this is not something you expect your child would have to deal with sarah francis says the school district is taking this very seriously, but she believes there needs to be severe consequences. sot - i want them to hold the students and their parents accountable for their behavior and to show that this is a no tolerant zone.sot - students should come into school feeling safe and welcomed and acceptedin a statement the school district says :"albany unified is committed to providing a safe learning environment for all of our students, and any racially offensive or other hurtful behavior will not be tolerated at ahs or in any of our albany schools."sot -it's a bigger issue. this isn't the first time this has happened at the school with cyber bullying.tagcounselors are being provided for student support. we did try to talk to students to get their take on what's happening right now.

they were told by the school not to talk to the media. reporting in albany (james) happening now... police in san francisco are looking for a man who tried to kidnap a young girl... and throw her into the trunk of his car. it happened at around 5:00 yesterday in the city's west portal neighborhood near the intersection of taraval street and forest side avenue. that is just blocks from herbert hoover middle school. neighbors say they heard the screaming and went to help the girl. kron four spoke with an 11-year-old boy who lives in the area... he explains what police told him and his family about what happened.

everyone is safe.">(james) the girl was taken to the hospital but police say she is okay. right now police only have a vague description of the man they are looking for... they say he is white and in his 20s. (james) breaking news from overnight... severn people have been arrested after multiple raids in connection with yesterday's attack outside britain's parliament. british police believe the attacker acted alone and was inspired by international terrorism. three people are dead as well as the attacker and dozens are injured. rylee carlson has the latest in the investigation. mark rowley/acting deputy commissioner and head of counter terrorism: "we are absolutely certain parliament will be able to do it's normal business today as they've insisted they must do//white flash//it's business as normal in london."despite a deadly attack outside parliament wednesday... londoners are

determined to carry on. parliament will be in session adrian bailey/member of the labour party: every time we walk into parliament, there are screens telling us about the risk level that day and i think members become immune when it says "dangerous" and so on. it's something that you live with and don't really think about."police have not identified the man who carried out the attack.he mowed over pedestrians in front of parliament before crashing into a gate the driver stabbled and killed an unarmed officer - 48-year-old keith palmer - before being shot and killed by police.witnesses described the scene.bobby nagi/witness: we saw a black vehicle, at full speed, and uh it ran over a few people walking on the road. //you could see people flying on the uh sky with the impact of the vehicle,angie moore/witness:i looked over, and there were 2 or 3 people lying on the sidewalk. so i was a bit concerned with that. but then, there was another group 2-3 people in the same condition. and car parts on the road.

(james) that was rylee carlson reporting. and president trump is responding to the attack in london. he tweeted yesterday saying he spoke with prime minister theresa may to offer condolences. he says she is strong and doing very well. in a statement from the white house they say president trump has pledged full cooperation and support of the u-s government in responding to the attack. (james) happening today... the house is scheduled to vote on the republican plan to replace the obama heath care law. this is a big test for president trump as at least 26 republicans have said they oppose the g-o-p health bill. and there could be enough votes to defeat the measure today. but president trump and vice president mike pence have been holding meetings with lawmakers... hoping to win over more of the g-o-p. we will monitor the vote as it happens today and bring you any updates as they come into the newsroom. (james) happening now... people along the coyote creek in san jose are still recovering from recent floods... and they are preparing as more rain is headed to the bay area tomorrow. kron four's lydia pantazes has a look at the recovery efforts still underway. "bunch of stuff to do still..." ruben lechuga is just getting to the point where he can start rebuilding..."it tore me up actually, because i lost everything."he was one of the people rescued when coyote creek flooded his rock spring neighborhood."within 45- minutes it was already waist high, inside my house and it just got up higher to the chest and we had to get boated out."but lechuga says despite weather predictions... he's

the oroville dam this morning. a team of experts is warning of a "very significant risk" if the main spillway is not up and running again by the next rainy season. as for what exactly the risk is... the report did not speculate. authorities evacuated nearly 200-thousand people last month after huge holes appeared in the main and emergency spillways. governor brown has asked for federal assistance in dealing with the repairs. it could cost as much as 200-million dollars. (james) take a look at this. the final piece of big sur's pfeiffer canyone bridge on highway-1 came down today. heavy rain in january and february damaged the bridge beyond repair. a big crack forced crews to close it indefinitely.... stranding over 400 residents on one side. a new bridge will be built within six to nine months. for now people have to take alternate routes to get around town.

(james) the owner of a vintage store in san francisco makes her first court appearance... and she is accused of selling endangers animal fur and body parts. cicely hansen owns "decades of fashion" in the haight-ashbury neighborhood. she faces nine misdemeanors after investigators seized 150- items from the store that contained skins and body parts from a jaguar, leopard, snow leopard, an endangered sea turtle... and more. investigators say hansen operated a normal shop in front selling vintage clothing... but would sell illegal items to more discrete clients. hansen is set to be arraigned on april 17th. (james) the woman who was poisoned by an herbal tea she bought in san francisco's chinatown neighborhood has been identified. 56-year-old yu ping xie died on saturday. she was hospitalized on friday after drinking a tea she bought from the sun-win trading company. this picture was posted on a go-fund-me account that has been set up to help with funeral costs. at last

(james) if you or your child attend a california state university... get ready to pay a little more... the c-s-u board of directors approved a 270 -dollar tuition increase. the price hike affects all 23 schools. an undergraduate tuition for the 2017-18 school year ... will now cost nearly 55- hundred- dollars. school officials say extra funding is needed to hire more faculty and add classes ... to accommodate the growing enrollment. this is the first increase in six years. (james) happening now... thousands of a-t-and-t workers in california and nevada have gone on strike. we are told the workers install cable and phone service for customers. they also work in call centers and handle questions and problems. the union says

one of issues is the job demands being made by the company. they are also locked in a contract negotiation. a-t-and-t has not commented on the strike. it is not clear just yet exactly how this is affecting service in the bay area. (james) it's the final countdown to the n-f-l owners taking a vote on whether or not to approve the oakland raiders relocation to las vegas. the city of oakland could find out in just a few days whether the majority of n-f-l owners agree that the silver and black should become sin city's official football team. a vote is tentatively scheduled for monday. oakland officials and fans say the majority of the leagues shared revenue comes from national television agreements. they say since oakland is in a much bigger media market... it has a better advantage over las vegas.

(james) a story you'll only see on kron 4. an elderly woman on a bart train is viciously attacked. police believe the crime was a random act of violence. the victim is 73-years old and works as a stock broker in san francisco. she boarded bart at the fremont station just after 4:00 yesterday morning. she says she was reading a magazine...when she says she saw an agitated man walk by her. and then she was suddenly and randomly attacked. she says she didn't remember what happened and blacked out. bart

police say the victim was kicked by the man, and then he slammed her into the side of the train. she had to get six stitches in her head. some bart riders say more security is needed.

bart tells us property crimes are significantly down at stations.but crime against people is up slightly.. the limit into san francisco. traffic on wb 580 is smooth (james) there are reports that a group of hackers are threatening to wipe the data from over two hundred million iphones and ipads... unless apple pays them. the news site mother-board reported they obtained emails between a hacker group called "the turkish crime family" and apple. those emails show they are demanding $75,000 dollars to be paid to them by april 7th. kron 4's tech reporter gabe slate talked to cyber security experts who says you need to act now to protect yourself. sot - david baker vp -

providing a safe learning environment for all students and the account will not be tolerated. counselors are being provided for student support. police are also conducting their own ( mark ) happening today... one of the three people arrested after a deadly shooting on an eastbay freeway will appear in court. 24-year-old elliot johnson is one of the accused shooters on interstate 80 in richmond earlier this month. two 17-year olds were also arrested in connection with the shooting. 24-year-old demarcus doss was killed and another woman was injured. there have been close to 80 shootings on bay area freeways since 2015 ( mark ) a teenager is arrested and accused of two separate cases of indecent exposure in daly city. 19-year-old juan castaneda was arrested yesterday. police say in both cases he approached women in an apartment building on mission street in daly city. they say he then began touching himself inappropriately. police say they are investigating if there are more victims that have not come forward. ( darya ) people in san jose are still struggling this morning to clean up after the coyote creek flooded their neighborhoods last month. kron4 caught up with people living in the rock-spring neighborhood. they are now working to fix their homes before tomorrow's expected rainstorm. some say they do not believe coyote creek will flood as bad as it did while others are not so sure. one man says he is not worried about major flooding but will remian cautious:

( mark ) new information on the oroville dam this morning. a team of experts are warning of a "very significant risk" if the main spillway is not up and running again by the next rainy season. as for what exactly the risk is... the report did not speculate. authorities evacuated nearly 200-thousand people last month after huge holes appeared in the main and emergency spillways. governor brown has asked for federal assistance in dealing with the repairs. it could cost as much as 200-million dollars. ( mark ) take a look at this. the final piece of big sur's pfeiffer canyone bridge on highway-1 came down today. heavy rain in january and february damaged the bridge beyond repair. a big crack forced crews to close it indefinitely.... stranding over 400 residents

( mark ) breaking overnight... we are learning new information about the deadly terrorist attack outside britain's parliament. british police arrested eight people after multiple raids in connection with yesterday's attack. police believe the attacker acted alone and was inspired by international terrorism. officials just revealed that the attacker was born in brtiain and was once investigated for extremism. four people were killed including the attacker and dozens of others were injured. a man in an s-u-v mowed over pedestrians on a bridge, before crashing into a gate outside of the houses of parliament. the driver then jumped from his car and stabbed and killed an unarmed officer, before being shot and killed by police. witnesses describe the car

woman now has her wallet back after it was stolen eight years ago. courtney connolly had it stolen while she was a interning at a theater company in the summer of 2009. someone found the wallet on monday and gave it to police. officers returned it to courtney and everything was still inside. her credit cards, social security card, driver's license and even her 141 dollars in cash were all still there.
