prison population by nearly 10 thousand inmates over the next 4 years. the new regulations will reduce sentences up to six months for earning a college degree or receiving drug counseling. the changes eventually lower the prison population by about 7 percent. the change comes after several federal lawsuits targeting prison overcrowding and inadequate healthcare for inmates. (grant) two little boys have been found safe after they were taken in a stolen car last night near palm springs. two-year-old carlos cortez and one-year-old jayden cortez were in their carseats when the car they were in was stolen. the boys' baby sitter says she briefly stepped away from the car... when some one jumped in and took off. an amber alert was issued. this morning the two were found unharmed... and still in the car just miles away. no one has been arrested. no suspects have been identified. (grant) sacramento police have identified the quadruple-homicide suspect who was taken into custody yesterday in san francisco.

56-year-old salvador vasquez-oliva was arrested after four bodies were found in a home in sacramento. the victims were discovered after a family member in san francisco... called police in sacramento... asking for a welfare check on their family. police say the four victims include two children. neighbors say vasquez-oliva is the father and husband of those killed. people who live in the area say they did ánot hear any fighting or gunshots before the bodies were discovered. salvador vasquez-oliva has been booked into the sacramento county jail. (vicki) police have arrested a woman who they say intentionally hit several pedestrians with her car at a union city wal-mart parking lot. here's the video of what happened. this was on sunday. police say the woman had just left the store agitated after she wasn't able to return some batteries. in the video you can see a silver honda accord backing up right into five people. the driver stops and then

keeps going. a toddler was treated for some minor scrapes. today officers arrested 23-year-old hayward resident jessica malicoat at her home. she was arrested on suspicion of assault with a deadly weapon. (vicki) police believe the armed man who robbed a bank in san ramon this week... is the same man who hit the bank a month ago. police just released this photo of the suspect. he came to the u-s bank on crow canyon road tuesday afternoon with a gun...approached tellers...and demanded they give him large bills. police think he's also responsible for robbing the same bank on february 9th. anyone with information on this suspect should call the san ramon police. (grant) on monday n-f-l owners are likely to vote on whether to allow the raiders to move to las vegas. 24 of the league's 32 owners must vote in favor of the move for it to happen but the city of oakland is not going down without a fight the city is now making the specifics of its plan public, which it says is better than the one on the

(grant) as work crews hustle to repair the oroville dam spillways... analysts are trying to figure out the best way to make it happen quickly - and safely. (vicki) catherine heenan is here with details on what's being said about the recent report which warns that they don't have much time.. (catherine) a panel of engineering experts has pointed out that everything at the oroville damneeds to be working really well -- before the next rainy season hits in november. the panel identified faulty piping, concrete that's been eaten away...andcracks that have probably weakened the spillway foundation. one possible solution -- building an angled 'flip' -- that would shoot water up and over the collapse site... it's been done at other dams....but would be the first attempt to jump a holeat the oroville spillway. an engineering professor at u- c davis has been analyzing the report..

civil engineering professor they point out that there is potential for additional things to go wrong.i think it's one of the most urgent infrastructure things you could imagine.it's a minor miracle that it's working pretty well - given its state. a spokesman with the department of water resources says they're in the process of analyzing different repair plans -- both temporary and permanent. but anything they do will still lead to a complete re-build of the main spillway in the future.grant? (grant) imagine skiing in july... mammoth mountain resort says its plans to keep lifts open until july 4th because of the amount of snow we've had this winter. mammoth lakes in the eastern sierra was hit with 40 feet of snow in the past few months.. the town had to declare a state of emergency and call in the national guard to help with removal.. the guard sent in 10 trucks and 17

troops who hauled away four thousand tons of snow.. such a way is truly shocking." a day after their city was attacked, londoners gathered to mourn, and pledge not to live in fear."terrorism is about trying to scare us through an act to put great fear in us. i think we need to respond with a greater act of solidarity."on wednesday, british police say 52-year-old khaled masood used his car to plow through crowds of people on the westminster bridge before ramming into the gates of parliament, and stabbing a police officer to death. masood -- was killed by police -- now, investigators want to know if he had help. mark rowley/uk acting deputy commissioner and head of counter terrorism: "we remain keen to hear from anyone who knew khalid masood well." masood is a possible convert to islam, and was born adrian russel ajao.police have seized personal items and a massive trove of computer data from properties in london and birmingham -- where he most recently lived in a flat above

(grant) penn state's former president - has been found guilty on one misdemeanor count of child endangerment - for his role in

the jerry sandusky child sex scandal. jurors acquitted graham spanier of the áotherá two counts he faced. today's verdict comes more than five years after sandusky was first charged with sexually abusing children. two of spanier's former lieutenants who also dealt with complaints about sandusky - pleaded guilty to a misdemeanor charge and testified against spanier. (grant) meanwhile - jerry sandusky was also back in court this morning - asking for a new trial. the former penn state assistant football coach is appealing his 20-12 conviction for sexually abusing 10 boys. the 73-year old is serving what amounts to a life sentence after his conviction. sandusky seemed to be in good spirits as he walked into court. when asked how he was doing, sandusky said -- "i have a pulse." (grant) kron4's jeff pierce reports. dawn fergosa hauls computers around in her car to teach struggling students.they are all rebuilt and ready to go. they were stored temporarily in this pod but when her husband found the lock missing he feared the worst.somehow in

the middle of the night they cut the lock.we opened it up and everything was gone.we had traveling cases that were right here and they moved those out.those laptops were intregral for teaching students who have limited access to computers. dawn is an instructor for the non profit network for teaching entrepreneurship.it was devastating because the kids who use them really value them. the san leandro police were equally outragedit's really really troublesome to hear that these computers were there for a non profit organization to help kids prepare for life.when they walk into a program and there's laptops for every student it just changes how they're valued.but the neighbors, the police department and sponsors quickly rallied to make sure the mission could go on. immediantly people where, "i have an old laptop, i've got a laptop we haven't uses in a couple of years." and we started having neighbors show up in their pajamas with old laptops.with community, sap, and green citizens we're at thirty six working computers so we are just short of replacing what we had.san leandro police still hope for justice.we're not asking you to help the police solve the crime, we're asking you to come forward, to do the right

(grant) an apartment fire in southern california had a happy ending thanks to one fire fighter... who made an extroidinary save.(vicki) andrew klein with the santa monica fire department is being hailed a hero tonight for saving a four-legged victim. (vicki) when fire crews pulled nalu out of the apartment building he wasn't breathing and had no pulse.. that's when klein began c-p-r and used an oxygen mask made for animals in an attempt to revive him.. after 20 minutes of c-p-r nalu began breathing on his own..

(dan kerman) the city of oakland is laying it all out and sending this letter to the nfl with more specifics about what their plan is and why it far exceeds the one in las vegas with the game clock litterly down to seconds, the city of oakland has sent this letter to the nfl laying out more specifics of their plans to build the raiders a new stadium at the coliseum site. sot libby schaaf/oakland mayor we are doing everyitng we can to say we are serious, this deal is done , this is where the raiders should stay, we will be reaching out and trying to plead our case until the last moment.that last moment could be monday when raider owner mark davis and the other nfl owners meet to vote on plan to relocate the team to las vegas.councilman larry reid says there is a key difference to the two plans.

moving to the south bay where police say they busted a hash oil operation. but that's only part of the story. this is mark villarreal. santa clara police say they were checking on him as part of his parole. investigators say they found drugs in his bedroom and the hash oil operation a garage. then they searched his cell phone... which is legal under the conditions of his parole. they found numerous text messages that suggested villarreal was selling drugs. (grant) police in berkeley are asking for help identifying a man suspected of trying to break into cars..

police say the man in these pictures was caught on serveillance video attempting to open car doors along spruce street near michigan avenue.. and seen hiding as other cars pass by. officers say he also entered someone's backyard but there was no indication that he stole anything or entered the home.. berkely police say he was last seen wearing a dark zip-up jacket...a black hat with a blue or purple bill and blue jeans. (pam) in the east bay - a big celebration for bart. after delays, and other challenges, the brand new warm springs station ... is set to open. (take vo) today, there was a special public ceremony to talk about the new station and to celebrate. back in 2009, bart broke ground on the new 5-point-4 mile extension from fremont.. and the original opening date was delayed. but, on this friday, it was all smiles about the present, and applause for the many features of the new station...

plus, a big achievement.. the project is coming in under budget by 100 -million dollars... now - there are plans to build a transit village that will bring jobs and housing. ( pam ) after a ribbon cutting it was up to the station.... one of the new trains was on display. the new station officially opens for operation on saturday at 6a-m. (grant ) big oak flat road is one of the

busiest roads in yosemite national park, connecting highway- 120 to yosemite valley. and it's a road which has been closed since february.(pam) it could be a while before all the necessary repairs are done. john shrable shows us the damage from the wet winter... at the famous park. the quiet serenity of yosemite national park...broken by the sound of heavy equiptment working to repair this portion of big oak flat road.scott gediman/ yosemite national park: "back in mid-february we noticed a road crack and that crack just got bigger and biggerand the road has just slid down basically due to unstable soil udnerneath."big oak flat road is not the only road in the park experiencing damage this season. highway 41 from fresno was also closed earlier in the year... but the slide causing this closure is extensive, with no date of completion in sight just yet. michael pieper/ civil enginer ynp: "next week we might run into a gusher, it might deluge the whole sight, i mean that's the thing we don't know at

this point."the slide began back on february 21st, since that point, this route which normally transports over a million visitors into the park each year has been replaced with a gaping hole.michael pieper/ civil enginer ynp: "we are working 24 hours a day 7 days a week."park officials discussed building a bridge due to the scope of the slide, but opted to rebuild the hillside, a long process that will be the most significant reconstruction along the road in it's 83 years.scott gediman/ yosemite national park: "it's not as simple as just putting the road back, because if we did that the road would just slide again." visitors entering the park via highway 120 can still acess merced grove as well as tioga pass, but not the valley. (pam) sacramento police have identified the suspect in a quadruple- homicide .. he was taken into custody yesterday in san francisco. 56-year-old salvador vasquez- oliva was arrested.. after four bodies were found in a home in sacramento. the victims were discovered after a family member in san francisco... called police in sacramento... asking for a welfare check on their family. police say, the four victims include two children. neighbors say, vasquez- oliva is the father and husband of some of those killed. "he should have done something else. i wont say what that is but the answer is never to kill your family.""this is a big call for love that if you had to do this you are in so much pain to have to take your

family out like that" people who live in the area say... they did ánot hear any fighting or gunshots before the bodies were discovered. salvador vasquez- oliva has now been booked into the sacramento county jail. (grant) an amber alert has been canceled after two little boys have been found safe in southern california. this morning two-year-old carlos cortez and one-year-old jayden cortez were found in the car that was stolen last night near palm springs. their babysitter says she stepped away from the car breifly...but some one was able jump in and steal it with the toddlers inside. the boys were found safe inside the car not far away. no one has been arrested. no suspects have been identified.
