it's a three story building on san pablo in west oakland. we first broke this story yesterday on the kron four morning news. families displaced by the fire spent the day with the red cross, as they try to figure out what to do next. kron four's alecia reid reports. while investigators continue to work at this hour, people that lived in that building are dealing with a lot of anxiety tonight.pkgnatsot - it's sad.physically and emotionally drained families were agitated while waiting to find out where they'd be spending the night.sot - we need blankets, food, clothes, i mean these people lost everythinga number of children were victims of the fire parents concerned for their safety and wellbeing.eliza anderson - sot - i got 3 kids. all my kids have asthma. i got 3 little cousins, and 2 little girl cousins. they all have asthma and use nebulizers. they said our medicine was supposed to come but aint nothing came.all of the displaced families were initially taken to first presbyterian church, where they spent the majority of the day ... an a-c transit bus transported them to the west oakland youth center which is

now a temporary shelter.sot - i was just made assured that the shelter in place tonight. they will be fed 3 meals and there will be help as far as financial assistance.because a number of buildings had to be evacuated, red cross tells me there's anywhere from 70 - 120 people that they're helping tonight. they're still trying to verify who the actual tenants of the buildings are. they believe some people may have been squatters.ed silva / red cross sot - a lot of these people could be people telling us they live in the building and we haven't been able to verify for many reasons. a - they don't have id. b - they cant get to their id because they lost it or it's in the building and they can't get to it. so it's a tough situation. although on edge, these tenants are grateful to have made it out alive, as the death toll currently stands at 3.irene randall - sot - there's no elevator, just a bunch of stairs, one way in one way out. no fire extinguisher, no smoke alarms, no sprinklers, nothing.

( james ) the owner of the building that burned down was already facing controversey from people who lived there. people claim they were living in deplorable conditions all while simultaneously fighting to stave off eviction. kron four's spencer blake breaks down some of the back-and- forth from the newsroom. an attorney for the building's master tenant sent me these documents and several more. they include a restraining order against one of the owner's employees who allegedly tried to get residents to leave, a cease and desist letter stemming from thatand finally, a 30- day notice to vacate from the owner.and the attorney says conditions in the building were so bad.he intends to file a wrongful death suit on behalf of the fire victims killed.the ghost ship fire was

the catalyst that originally had keith kim - the owner of this building on san pablo avenue - trying to remove the master tenant from the first and second floors.urojas community services provides transitional housing for the homeless and those who have been in prison.but this building had people living in horrible conditions."really bad disrepair. lotta repairs needed.""the building is inadequate. there's an electrical problem, plumbing problem."attorney james cook, who represents the organization, has been trying negotiate a way for the tenants to stay, or at least get more time to move out."it turns out they filed a 30-day notice to quit. that's how you start an unlawful detain or eviction case."that happened march 17th.before that, kim and urojas had even gotten city councilor lynette gibson mcelhaney involved to try to resolve the tenancy dispute.it appeared kim had been willing to forgive past debts if the urojas residents would vacate the place by april first.but cook made his intentions clear last week, that he intended to fight the upcoming evictiothen the fire happened monday

( james @ bam ) for the second time in team history, the raiders are saying goodbye to oakland. all but one of the n-f-l owners approves the teams move to las vegas. the decision sparks both disappointment and anger from both fans and city leaders. kron four's mark carpenter is in phoenix where the vote went down. he has the latest. mark davis/raiders owner: "my father used to say that the greatness of the raiders is in its future and the opportunity to build a world class stadium in the entertainment capital of the world is one opportunity that will give us the ability to achieve that greatness." ultimately, the league's top executives

could not walk away from 750- million dollars of nevada public money... and as far as oakland is concerned, commissioner roger confirmed there was never a workable solution presented to him. roger goodell- nfl commissioner:"we need certainty on a viable plan that will work for the community and the team long term. it had to be actionable. we understand the contingencies sometimes occur, but major contingencies that put the entire project into doubt are just unreasonable in a case like this.' in the meantime, awkward times await oakland's raider nation contingent. the team will stay in the coliseum for at least the next two seasons...while their 1.9- billion dollar stadium is built. davis hopes to maintain a strong relationship with the bay area fanbase. mark davis says: "i wouldn't use the term lame duck. we are still the oakland raiders and we are the raiders and we represent the raider nation. as i said earlier, there's gonna be some disappointed fans and angry fans and it's gonna be up to me to talk to them and let them know why, how and what has happened and hopefully we can work this out and work together for the future."

at least 15 people are pepper-sprayed at a mall in san francisco. it happened just after 8:00 last night at stonestown mall on 20th avenue. police say multiple people reported pepper spray or some other chemical being released inside the mall. the mall was not evacuated, but a few stores were closed down. one person was taken to the hospital. that's lead defense attorney al lopez on the right. on the left is defense team investigatordavid jaquez. the first witness called by the defense on monday, jaquez testified about his analysis of surveillance video made by deputies who had been trailing defendant antolin garcia torres prior to his arrest and about video from a vta bus in the area on the morning sierra lamar disappeared. the jury saw evidence of rain, which the defense claims could have tainted evidence found later but the prosecution seemed to score points by pointing out that the bus video did not show a vehicle an earlier witness said might have been garcia torres' red volkswagon jetta. among those watching the case closely is sierra search volunteer emma spencer. emma spencer/search team volunte,er

"i panicked i had my husband run out to check our horses were okay." when she learned they weren't hers she jumped into action to help wrangle the animals. "i quickly grabbed a bucket of grain, a halter and lead line and jumped in the car but i didn't see them."newlin says it's unusual for a horse to run toward commotion like a freeway."if they're extremely scared they run and they try to get away from fear so obviously they were frightened."she added there aren't as many horse owners as there once were in alamo. and so far the mystery of where the two escaped from remains. ( james ) meanwhile, the commute was miserable for several bart riders because a powerline fell across the tracks near west oakland. robin wintson was tracking this yesterday on the kron four morning news around 8:00. the problem stopped service between san francisco and the east bay for about an hour while p-g-and-e removed the downed line. this is video from our helicopter partnership with abc7 news. riders had to get off trains and find alternate means of transportation... according to posts on social media, at one point uber prices surged as much as 700 percent. ( james ) in national headlines. a cincinnati nightclub is surrendering its liquor license after a shooting left one dead and 17 wounded. the shooting happened sunday morning. city officials say the cameo

( james @ bam ) our big story this morning... the raiders are headed to las vegas. all but one n-f-l owner approved the vote to send the silver and black to sin city the raiders are expected to still play here in the bay area, at least for the next two seasons.. this morning, at least one group of raiders faithful is still holding out hope that the team will somehow stay put. kron four's charles clifford has the story. for raiders fans, monday's decision by nfl owners to allow the team to relocate to las vegas is another blow to their hopes of keeping the raiders in oakland. but no one can say they didn't see it coming.sot john lupo is with stay in oakland. a group dedicated to keeping pro sports within the

( james ) raiders quarterback derek carr took to twitter to address the fans after the vote: he tweeted in part: "while i am from california and would have loved playing in oakland my whole career, i understand the business side of the n-f-l. oakland, our team, my family and i all love you." we first told you about the raiders vote - through a push alert. it went out to phones around 11:15 yesterday morning. be the first to know about breaking news through the kron four mobile app. ( james ) the coast guard has ended its search for a man who was swept into the ocean near baker beach. when crews arrived at the beach they rescued a 22-year-old man who said he was trying to help another man who was stuck below the cliff. this is video of that rescue. crews were able to see the second man who they say

appeared to be unconscious and not breathing. but strong surf and undertow conditions prevented rescue boats and swimmers from reaching the man... and crews eventually lost sight of him. we called the coast guard this morning and they told us they have suspended their search for the man. ( james ) san francisco police are now searching for a man who stabbed a 15-year-old boy in the mission district and left him with life-threatning injuries. (ááátriggerááá) it happened friday night on the corner of 16th street and potrero avenue. the man who stabbed the boy left in a pick-up truck before officers arrived. the two got into a physical fight before the stabbing happened. there is no clear description of the man police are looking for.

(james) welcome back to the kron 4 morning news. here is a look at the major headlines before you head out the door this morning.... the murder trial for morgan hill teenager sierra lamar continues this morning. yesterday jurors were shown surveillance video of antolin garcia torres before he was arrested. garcia-torres is charged with her murder even though sierra's body has never been found. the trial is expected to last until the middle of next month.

a cincinnati nightclub is surrendering its liquor license after a shooting left one dead and 17 wounded. the shooting happened sunday morning. the club will remain closed until the police investigation is complete. police are still searching for the shooter áorá shooters. in about an hour, crews will begin removing the final steel truss of the old bay bridge. the nearly two- million pound, 300- foot long section will be lowered onto barges. it will then be floated to the port of oakland -- where it will be broken down. the demolition process expected to completed by the end of 20-18. ( james ) the search continues this morning for missing tennessee teen elizabeth thomas. meantime, a district attorney says the man believed to have kidnapped her could walk away with only a misdemeanor. investigators say it does not matter if thomas willingly left with her 50-year-old teacher tad cummins. but under tennessee law, that is not the case. in the state, teens as young as 13 can legally decide to leave their family. that means if thomas returns and says cummins did not touch her or force her to leave, it will be difficult to charge him. a district attorney is trying to change that law, making it a crime for an adult to remove a child with or without that

( james ) flash mobs are where people come together and dance or enjoy some other form of entertainment.. however, another type of flash mob is making it's rounds in the bay area, acting violently. kron four's stanley roberts show s us one that was all caught on security camera in this morning's people behaing badly. this is the shampoo isle at the king street safeway in san francisco and what you are witnessing is a flash mob, no they are not dancing type this group is basically stripping the shelves of its product this group of about 7 is filling backpacks and large bags with the high end shampoos and anything else they can grab.one man was carrying tide pod laundry container, he sits them on the ground and begins to grab other items off the shelves and places them in a bag just as quickly as they arrive they bolt form the store it lasted about 56 seconds but wait there's more here is video of an attack. the man in the glasses is a manager at the same safeway and he is attempting to stop a group of people from doing the

same thing ..as more people approach he extends his arms out to keep them for going any further, however the man in the backpack motions more people to get involved and then they begin to attack the manager it's a full on attack until a bystander the man in the blue jacket gets involved to help the store manager it also appears that a security guard also got involved to help fend off the attack according to workers at this safeway the two videos i just showed you is an everyday occurrence. no one at the store willing to go on camera for fear of getting fired but i found a witness who has seen similar events just some kid walked in the door went into the toothpaste isle and must have loaded 20 - thirty tubes of toothpaste into his backpack i reached out to safeway's cooperate offices and they sent me this response (safeway is taking this matter seriously. the safety and security of our customers and employees is a matter of great concern to safeway we employ a number of security measures at our stores, including visible deterrents and others that are not immediately apparent. we are conducting a thorough investigation of the incident that occurred involving a safeway employee.

in the meantime, we can say the employee involved in the incident is okay.)however, people who work at this safeway say they are working in fear every day because if they attempt to confront the crowd they become violent and as you can see in one of the video's they attack the workers witnesses say it's the same group every day and they take tide soap packets , toothpaste, alcohol and coffee often clearing the shelves in fact while i was there, employees recovered baby formula, from these two shown here leaving the store with empty bags . i'm reading comments that these types of flash mobs are happening all around the bay since it happens so quickly by the time the police can respond the group is gone and split up so basically, every day you as a customer are paying for thefts with higher prices. in san francisco stanley roberts kron 4 news ( james ) a bill that would allow bars in california to stay open later is expected to head to committee this week. the proposal from scott wiener would extend hours until 4:00 in the morning.

right now california law cuts off alcohol service at 2:00. if it passed, the decision would ultimately be up to local governments on determining closing time. the bill is identical to one pitched in 20-13, but it never made it out committee. it met resistance from law enfocement and other groups concerned about public safety. the scene later this morning to continue cleanup efforts. building inspectors found multiple fire code violations at a northern california building just three days before a blaze erupted, killing three. during a friday inspection, officials found the building lacked fire extinguishers, smoke detectors in every apartment and a working fire sprinkler system, among other violations, documents released by the city of oakland show. ( mark ) the owner of the building that burned down was already facing controversey from people who lived there. the owner, keith kim, tried to remove people living in the "urojas community center," shortly after the ghost ship fire. that is according to an attorney for the community

center, which occupies the first two floors of the building. that organization provides transitional housing for the homeless and those who have been in prison. there was a 30-day notice to vacate from the owner on march 17th, forcing people to leave on april first. the attorney says he made his intentions clear last week that he intended to fight the upcoming eviction. he says the timing of the fire is suspicious. ( darya ) the red cross says there is anywhere from 70 to 120 people they are helping right now. they are still trying to verify who the actual tenants of the building are. they believe some people may have been squatters. (anny) those two police officers are in stable condition this morning. the two undercover officers were shot late last night in miami. investigators say six gunmen opened fire on the officers. this is video from the scene. multiple agencies responded to the shooting. miami-dade police took the injured officers to the hospital in a pickup truck. they were able to walk into the hospital for treatment. we do not know how seriously they were injured but the two officers are expected to survive. police say multiple people reported pepper spray or some other chemical being released inside the mall. the mall was not evacuated, but a few stores were closed down. one person was taken to the hospital. ( mark ) the coast guard has ended its search for a man who was swept into the ocean near baker beach. when crews arrived at the beach they rescued a 22-year-old man who said he was trying to help another man who was stuck below the cliff. this is video of that rescue. crews were able to see the second man who they say appeared to be unconscious and not breathing. but strong surf and undertow conditions prevented rescue boats and swimmers from reaching the man... and crews eventually lost sight of him. we called the coast guard this morning and they told us they have suspended their search for the man. on the kron four morning news. the horses were seen running in lanes of interstate-680 in walnut creek just before 8-am. commuters say they were scared for the horses... and also scared that they would hit their cars. one woman who lives nearby says she has horses... so she jumped into action to try to help wrangle the animals when she heard what was going on.

fast lane on eastbound state highway four, east of mcewen road. about twenty minutes later a car hit the cow, killing the animal. there was a second crash involving five cars, and three people had to be taken to the hospital. they are all expected to be okay. it is unclear where the cow came from or how it got on the highway. ( mark ) two horses cause commotion on an east bay freeway... and this morning we are hearing from commuters who were stuck in the mess. we first told you about this story yesterday on the kron four morning news. the horses were seen running in lanes of interstate-680 in walnut creek just before 8-am. commuters say they were scared for the horses... and also scared that they would hit their cars. one woman who lives nearby says she has horses... so she jumped into action to try to help wrangle the animals when she heard what was going on.

animal control was called in and they were able to safely rescue the horses. they say they believe the horses broke through a fence about a mile away. ( darya @ land ) uber is resuming its self-driving car program in san francisco after it was suspended because of a crash. the incident happened in arizona on friday night. there were no serious injuries. the self- driving uber s-u-v was hit by someone who sped through an intersection. police say the self-driving car was obeying the law. the company said it paused the program over the weekend so it could better understand what happened in arizona. the program is also resuming in arizona and pittsburg. ( darya @ land ) commuters in the bay area are upset with uber and lyft this morning. they claim the the companies raised their prices after power lines fell on the tracks at the west oakland bart station and caused major delays. this happened around 8:00 yesterday morning. this is video of the work

on the track. some people reported that during the delay the cost to take uber or lyft across the bridge jumped to between $60 and $110. people took to twitter to complain saying it is only a 15 to 20 minute ride across the bridge that usually only costs about $20. a spokesman for lyft says it was demand pricing. ( mark ) attorney general jeff sessions is threatening to take away federal money from "sanctuary cities"... like san francisco, and several others in the bay area - if they do not comply with federal immigration laws. this sets up a conflict with the hardline stance of the new administration. attorney general jeff sessions urged states and cities to carefully consider the harm they are doing to their citizens by opting to be sanctuary

immigration agents because of a d-u-i arrest in december of 20-16. family members say the agents did not have a warrant. dominguez is a mexican native who came to the u-s when he was five. the a-c-l-u says he is part of the "deferred action for cihldhood arrivals," or daca policy. it grants two years of permission to work and protection from deportation to certain undocumented immigrants who came to the u.s. as children. dominguez was released on bond yesterday. ( mark ) president trump's son-in-law, jared kushner may be questioned as part of the probe into ties between russia and the president's associates. the white house says kushner has volunteered to speak with the senate intelligence committee. the committee wants to question kushner about meetings he arranged with russia's ambassador to the u-s. those meetings included one with the head of russia's state-owned development bank. the white house has confirmed kushner met with the ambassador in early december. the past. sheldon adelson withdrew his 650-million dollar pledge... and goldman sachs also backed out of the deal. for now, now bank of america is on board to help finance the stadium. ( mark ) happening today... president trump will use an executive order to roll back former president obama's climate-change policies. the president is expected to sign the sweeping order today at the environmental protection agency. a white house official briefed on the plan says it will rescind at least six obama-era executive orders aimed at curbing climate change and regulating carbon emissions. ( darya ) according to the white house... it will take one billion dollars to build just 62 miles of the president's proposed southern border wall. according to the department of homeland security... the money will pay for 48 miles of new wall and the replacement of other fencing. the president previously said that mexico would pay for the wall. some estimates for the cost of the entire wall are as high as

( darya ) president trump's approval rating has hit a new low. according to the latest "gallup poll," his approval rating fell to 36-percent. this comes following republican house leaders' failing to pass a new healthcare bill. president trump's rating last week was at 41-percent. ( mark ) the murder trial for the man accused of killing morgan hill teenager sierra lamar continues this morning. yesterday jurors were shown surveillance video of antolin garcia torres before he was arrested. the video was from the morning sierra disappeared more than 5 years ago. garcia-torres is charged with her murder even though sierra's body has never been found. the trial is expected to last until the middle of next month. ( darya ) police are searching for a hit and run driver who killed a pedestrian in east oakland.(ááátriggerááá) it happened sunday afternoon on 85th avenue. the victim died at the scene. right now police do not have any description of the car or the driver.

( mark ) going live to fresno... take a look at this massive hay fire that broke out just before midnight. no word on what started the fire. the hay is burning inside what once was a big shed. firefighters are on hand to make sure the flames do not spread. no one was hurt in the fire. ( mark ) the man accused of killing his wife, two children and niece in sacramento made his first court appearance. this is a story we first told you about last week. salvador vasquez oliva was arrested in san francisco after four people were found dead in a home in sacramento. oliva is charged with 4 counts of murder. he did

not enter a plea yesterday and his arraignment will continue next month. both he and his wife... who he is accused of murdering worked for the california employment development department. the department issued a statement yesterday saying they are grieving for the woman and her family. a memorial has been set up where at the crime scene. ( darya ) in national news... an 18-year-old girl planning to attack her high school. this happened in maryland. police say the girl was collecting a gun, ammunition and bomb making materials. police say the girl had been planning her attack for months... even studying the school's emergency plans. she was going to carry out the attack next week. police were able to stop her after her father called the school to say he had suspicions that his daughter might be planning an attack. investigators say that the father probably saved lives. police say the girl was struggling with mental health issues. she is now in a hospital for a psychiatric evaluation.

( mark ) president trump is once again turing his attention to former secretary of state hillary clinton. in a series of tweets last night... the president asked why the house intelligence committee isn't looking into quote: " the bill and hillary deal that allowed big uranium to go to russia." the president seemed to be referencing an argument that he used on the campaign trail that clinton gave up 20% of america's uranium to russia. there is no evidence to support that claim. the president also saying that the

( mark ) new this morning... democratic lawmakers are working on bills to protect birth control access and planned parenthood funding to protect people against some proposed g-o-p actions. republican leaders withdrew a bill last week that would have made it harder for many low-income women to obtain affordable birth control. it also would have cut federal money to planned parenthood. despite the setback for the g-o-p, some republicans say congress might revisit health care. democrats say they want to be prepared in case of future republican efforts to limit women's health services. ( darya ) a bill that would allow bars in california to stay open later is expected to head to committee this week. the proposal from scott wiener would extend hours until 4:00 in the morning. right now california law cuts off alcohol service at 2:00. if it passed, the decision
