in the east bay today... promoting his proposed gas tax and car registration hike to fund a 52-billion dollar plan to hep fix california's roads and bridges. kron4's terisa estacio is in concord... she explains what governor brown says his plan can do for you. jerry brown - "when you get older, you deteriorate more - did you know that?" track, reporter, terisa estacio california governor jerry brown cracking a joke to lighten the mood on a somber subject concerning the states's roads. jerry brown. this is pay now, or pay more later. anthony rendon, assembly speaker. our roads suck, there is no way else to say it. here's the problem close up - the rains a blessing to end the drought , but in response california's roads suffered, big time. crews have patched up what they can, but state officials say much more needs to be done to shore up the state's infrastructure. the proposal, a tax - 12 cents per gallon at the pump,- the first increase in 23 years, and an average vehicle registration fee hike by about 51 dollars. rich carlson, walnut creek mayor. it is cheaper than paying for a pothole. the collected taxes would be spread out to fix local streets and transportation infrastructure. besides benefiting local communities, officials say the 5 billion

like californians should brace for even higher gas prices... what do we pay in gas taxes 'now?'(grant) catherine heenan is here with the breakdown... (catherine) california drivers already pay some of the highest gas taxes in the nation...only a few states are higher - including pennsylvania, washington and hawaii. here's the breakdown....californians already pay more than 38 cents a gallon in state taxes.. add federal taxes - for another 18-point-4 cents.... the total -- just under 59 cents a gallon... and again -- this is 'before' the proposed 12 cents a gallon hike...which would happen over 10 years.
5:08 pm
republicans are arguing that the proposed hike is just too much....it would amount to the largest increase in state history. and plenty of average citizens aren't happy to hear about it either.. driver we're already pay enough in taxes. i've been to florida. i know they pay tolls but i've never seen such immaculate highways. such clean highways. over here we're paying so much in taxes. people throw garbage. the highways are terrible. given the terrible state of california roads and highways right now.....others say they'dprobably be resigned to paying more taxes. department has released body camera video of a deadly police shooting that happened earlier this year. 26-year-old arties manning was shot and killed by a new orleans police officer in january. but some say the release of the video only leads to more questions.... from our partners at c-n-n reporter travers mackel has explains. natsmanning was shot and killed last january as nopd officers were conducting a sweep looking for an armed robbery suspects at a new orleans east apartment complex. this is video taken from an officer's body camera, and wednesday morning the nopd released it to the media, after showing it to manning's family.it doesn't catch the actual shooting, but ....supt. michael harrison, new orleans police department:there is supplemental footage leading up to the shooting and the initial aftermath in the video you see an nopd officer in tactical gear - black police shirt and cap - both with the nopd logo in plain view.that officer tried to detain manning, who you can see turn and run away from the officer.
5:20 pm
the officer gives chase - and the nopd says when manning turns back you can see what they say is a hand gun in his hand.the chase continues across a yard and again, police say this is a gun in manning's hand.manning then flees behind what appears to be a shed - that's where a plain clothes officer - not seen in this video - shoots and kills him.police say a hand gun was found at the scene near manning's body, and they're awaiting dna test they feel will match it to manning's hand.deputy supt. arlinda westbrook, new orleans police department:we've interviewed all officers so at this point we're just waiting for some of the evidence to come back to make a determination on what our next steps will be. but manning's family has cried foul since the shooting, claiming police were excessive.in a written statement, their lawyer says, in part: "a critical question remains whether the officer who shot arties was in fear for his safety. the video doesn't show that part of the interaction. the family continues to have many

( steve ) there is so much snow in the sierra this year, there is concern it could cause flooding when it all starts to melt. the monthly snowpack measurement came in today at a whopping 183-percent of normal. that is the best reading since 2011... right before california went into a severe drought. the snowpack makes up about a third of the state's water supply so the excess could be a good thing. but state officials say if another round of storms blasts through and causes the snow to melt.. we could see lots of problems. ( pam ) the possibility of flooding .... because of the eventual snow melt could have a wide reaching effect.( steve ) in fact, we have already seen some areas get hit because of what is happening in the sierra. grant lodes has some of the places that have
6:02 pm
already flooded. grant. ( grant ) we did not have to look hard to find flooding in the sierra. in december, soda springs got hit hard after a warm storm moved through. the snow melted... and coupled with more rain, caused flooding in an area that hadn't been swamped in years. water went rushing through the streets and some homeowners got trapped and had to be rescued. one home even looked like it was in the middle of a river. we can move up the mountains and go to reno where the truckee river was roaring in january. reno saw flooding after the river went four feet above flood stage. they actually deployed bulldozers to try to pluck some of the trees out of the water to minimize the damage. and of course there is the oroville dam. we saw problems along the feather river after water rushed down the spillway, ripping open a massive hole. runoff from the sierra flows
6:03 pm
into the lake behind the dam... so any sort of deluge could be cause for concern. crews are rushing to repair the spillway... and a report says if they do not get it fixed in a matter of months... there could be some big problems later this year. so while we have more than enough snow and rain to effectively put an end to the drought... it could turnout to be too much of a good thing. pam and steve.
