right now for 43-year-old lawyer dushan mcbride of san pablo. richmond police say mcbride was in a domestic relationship with the victim 29-year-old rashanda franklin, who was shot to death while driving her children to daycare a disturbing crime caught on video. two cars pull up to the stop sign, the car on the left cutting off the vehicle on the right. that is when it happens. sotlt. felix tan/ richmond police department: "the suspect walked up and shot the victim and inside the vehicle, the driver's seat, was a woman" it happened tuesday at around 8:45am here at the corner of rheem avenue and 29th street in richmond. lt. felix tan says the woman, who the alameda county coroner has identified as 29-year-old rashanda franklin of richmond, appeared to have been driving her two small children to school when the shooting occurredlt. felix tan/

studio (grant) happening tomorrow - a shelther housing victims of a fire that destroyed a west oakland apartment building - is shutting down - leaving some people without a place to go. this is video of that last monday - at a building on san pablo ave. four people were killed - and around 100 people had to be evacuated. those people had been setup at a temporary west oakland shelter - but its set to close tomorrow. the city of oakland is still working to find 11 people in that shelter a place to stay. (grant) a fund raising effort has aslo been set up by the oakland warehouse coalition. so far the group has raised more than 24- thousand dollars but says that's just short of its 50- thousand dollar goal. last week investigators said a burning candle started the

(vicki) the city of oakland is taking action - in order to prevent another deadly fire like the 1991 oakland hills fire that claimed the lives of 25 people. this is video from that fire - which destroyed nearly 3-thousand homes. now - oakland firefighters and inspectors will begin inspecting homes in that area for defensible space around the homes. beginning may 15, every home in the oakland hills area will get a visit from cal fire. cal fire has deemed the area to be a 'very high fire severity zone'. homeowners are being asked to remove weeds, tall grass, brush and tree limbs that pose a fire hazard within 30 feet of their home - if not you could face a fine. the department will be holding two workshops this month to educate homeowners. we have posted that information on website - kron four dot com. around 9 last night. police say the thieves entered the store - and then took off with three mac books and 18 i- phones. no one was injured - and police have yet to release suspect descriptions. (vicki) a san francisco police officer has been fired after inapproriate anti-muslim text messages were found in the text messages on his or her phone. the name of that officer is not being released. reports say the officer was fired after racist text messages were found during the investigation of a sexual assault involving other collegues in the police station. several san francisco police officers have been found to have exchanged racist, homophobic, and derogatory messages in recent years. the police commission has confirmed an officer was - in fact- fired in february for bias. (vicki) the man accused of kidnapping, drugging and sexually assaulting a 13 year old girl in the north bay - is set to be arraigned today. timothy marble was schedule to appear in court this afternoon - but was unable to make it due to medical reasons. however, the district attorney's office says it will finalize its complaint against

him and he will be arraigned in jail sometime this evening. police say the 50 year-old picked up the young victim at a gas station in napa after she ran away from home. he faces several charges including child abuse, kidnappng, and nearly two dozen other felonies. (grant) happening now... san francisco police are stepping up patrols looking for a man who's been allegedly groping women on muni. kron4's maureen kelly talked to a victim who was able to snap a picture of her alleged assailant. (maureen)the woman says the attack happened while she was riding the n judah home after the evening commute last thursday....after the streetcar entered the tunnel here near duboce park.here's a picture she snapped of the man she says rubbed his crotch up against her shoulder repeatedly as she was riding the train. she believes he waited to strike at that moment because the ride gets bumpy in the tunnel....which is why at first she didn't realize she was being targetted....but once she became aware of what was going on he sat down at another part

of the train. the victim says she believes she saw the same man committing the same act on another woman....about two weeks eariler..on the same train. she says she felt compelled to make her story public so this man is caught before anything worse happens. (victim) my big fear is that he will follow someone off the train and do something more violent, rape somebody, god knows what could really happen. i want to make sure there is awareness out there with this guyshe says called police after she got home to report what happened..she's since posted the man's picture on social media and says since she's gone public other people are coming forward saying they are victims as well..one person claiming to have seen the man riding the l taravel in the morning. police say they've blasted out a picture of the suspect to their officers and are investigating this crime they are calling sexual battery.special victims unit detectives are reaching out to those who's posted about their experiences and they've boosted the number of muni division officers riding the n from downtown to the avenues looking for the suspect. maureen kelly kron4 news.

(vicki) happening tomorrow... a busy road in alameda county will be shut down for nearly a month - as crews work to stabilize a nearby hillside that's at risk of collapsing. palomares road will be closed between palo verde road in the unincorporated community of castro valley and niles canyon road in fremont. crews will be removing loose dirt, rocks and debris from the hillside. once the debris is removed, safety measures will be installed to prevent further movement. recent storms caused a mudslide there earlier this year plus several boulders to tumble down the hillside. the road is set to reopen may 5th. fishing boat capsized in tomales bay yesterday has been identified at 47-year-old brian phidat ho... of san jose. ho and another man were fishing when the 13-foot boston whaler went head-on into a wave...tossing it end over end. this is video of the area from our helicopter partners with a-b-c news. the other man who was also tossed out into the water... was able to get back into the boat. two dogs on board swam to shore and survived. ( grant ) the pedestrian hit and killed by a car last night in san jose has been identified as wilbert delcomb jr. delcomb is 71 and lived in san jose. he was killed as he was crossing monterey road near roeder road. police say the driver hit delcomb.. and then slammed into a tree. the driver stayed on scene and is cooperating with the investigation. this is the 12th fatal collision so far this year...on san jose city streets. messy problem on their hands. to help clean up the trash and debris littering the streets in the mission district...the department of public works is adding almost 40-trash cans to the area. today mayor ed lee was in the mission to help introduce the new and improved "yes we can" pilot program. several years ago the d-p-w believed trash cans were a magnet for dumping...so they removed trash cans from city streets. but the problem only got worse. now trash cans will return to bus stops, schools and other gathering places. ( grant ) californian's are still doing their part to reduce how much water to use. although most of the state had near-record rainfall this winter...it remains under a drought emergency. but figures released today show water use in february was down just over 25-percent compared to february 20-13. recent rain has helped ease mandatory conservation orders and is helping to drive down demand for water. we called the governor's office and we were told governor brown may make an annoucement on the drought emergency declaration before the end of the week. (vicki) the city of san jose is asking for your help - to help those who lost everything during the february floods. mayor sam liccardo introduced a car replacement program - that would provide a car to those who lost theirs during the floods. mayor liccardo is asking the community to donate a used vehicle - in exchange for tax deductions. the silicon valley care dealership

(vicki) a week has passed since the raiders received the green light to move to las vegas... and the pain is still very raw for fans in the bay area.(grant) now that the move is essentially a done deal-- many are still left wondering what went wrong in working out a deal in oakland? and today-- raiders owner mark davis provided some further insight into how it all fell apart between the team and the city.(vicki) mark carpenter joins us with the details mark? more and more details will come out from both sides over the next several weeks. in a radio interview with 95-point-7 the game, mark davis revealed a number of details on how this process unfolded... and contrary to popular belief, he says he tried to make it work. months before vegas was even in the picture, he said he met with then-a's owner lew wolff... to propose a plan that calls for two stadiums on the coliseum site and he even offered to sell part of the team. "we offered them the opportunity to purchase 20 percent of the raiders and to do what i said about building two stadiums on that site. and the message from them was, and this is after they did the 10 year lease, was they did not want to remain on that site, especially if we were to build there, but they would love to buy 20 percent of the raiders and that was really the last time we talked with the a's about it." mark

davis...documenting one of the many pitfalls that led to the team's exit from the bay area. yet-- apparently...ne gotiations weren't always bitter. he says the raiders came close to a stadium deal in the summer of 2013, but---that crumbled when the a's signed a 10-year lease at the coliseum. davis reinforced that before he started exploring options in southern california and las vegas, oakland had every opportunity to be a serious suitor. "the only people oakland was in competition with was themselves and if they could have come up with a deal that would have given us the land. either leased it or gave it to us at reasonable terms and gave us the infrastructure and we had the ability to go out and find a developer or someone that would be able to fill that funding gap. we may have been able to do something on that site." despite immediate backlash from oakland's raider nation, davis re-iterated he'd like to stay in the coliseum for at least two more seasons...and possibly a third in 2019. although he'll soon be moving into a near 2-billion dollar stadium in
