a neighbor says she heard the loud crash and came out in time to see the homeowners climbing out from under the branches. "she was...he was fine other than covered in the insulation and stuff. but she had a cut on her head and she was scared and stuff. she was keeping something on top of her head. they had barely squeezed through that tree to get out." years. governor jerry brown announced today the end of the 20-14 drought-emergency following the state's driest four year period on record. massive storm systems that dumped rain on us in the bay area brought record snowpack to the sierra...replenishing a key water source and filling reservoirs. the drought did have at least one positive outcome... it led the state's first water conservation rules focusing on turning off sprinklers and removing thirsty lawns. (grant) now to a story we've been covering for more than a week now. people in california will soon have to pay more at the pump. last night state lawmakers voted in favor of governor brown's gas tax proposal - to raise money to fix california roads. gov. jerry brown: "that so many people that represent the most number of poor people said we're voting for this because of the jobs, because it helps build prosperity and a few other people who shed crocodile tears for poor people but they voted no for prosperity."(vicki) the tax is expected to

generate roughly 52- billion dollars over 10- years. it raises the price of gas by 12 cents a gallon and diesel will go up by 20cents a gallon. there is also an increase in vehicle registration fees. the money will be used to repair roads and bridges that have been deteriorating for decades and were further hurt by this winter's storms. the gas tax increase will go into effect on november 1st. and the increase to registration fess will go into effect on january first. (vicki) san bruno police have arrested a man for murder after discovering a dismembered body in his home... that home is just down the street from where police are searching for a missing man. and now it appears the two cases are connected. kron 4's dan kerman is live in san bruno with details

night in lafayette... off hunsaker canyon road. the u-p-s truck was there, but police and fire crews were unable to locate the driver - dennis salazar. after a long six-hour search for him - salazar was eventually located at a home in concord. police say since the collision did not involve another vehicle - and drugs or alcohol were not a factor - so they will not be filing charges. (grant) the 49ers have cut ties with yet another player, arrested for a violent felony. defensive back tramaine brock is no longer on the team, after police arrested him for domestic violence overnight. kron four's spencer blake is live at levi's stadium with the details. spencer - sadly, this is something the 49ers have dealt with before. tramaine brock is far from the first player to get in legal trouble, and he's not even the first one in the last couple of years who was arrested on

suspicion of assault-related crimes. (vo)thursday night santa clara police looked into a call about domestic violence, and found a woman with visible injuries.that woman was in a dating relationship with brock. he's now booked in the santa clara county jail on suspicion of felony domestic violence. then, at about 3:00 this afternoon, the 49ers released a statement - it's so short i'll read you the whole thing: "the san francisco 49ers today announced they have released c-b tramaine brock." (vo)looking back at other former 49ers in similar boats, there was ray mcdonald, who had domestic violence charges against him in 2015 that were later dropped.a grand jury also indicted him on charges in a sex assault case, to which he later pleaded not guilty. then there is bruce miller, who is still facing felony charges in that case where police say he attacked an elderly man and his adult son at a fisherman's wharf hotel.

(grant) a candle is being blamed for starting a massive fire in san francisco's richmond district. the three-alarm fire broke out around 2 a-m on 23rd avenue. it left one firefighter and three tenants injured. you can see how high those flames reached above the victorian home. two of those tenants are in the hopsital tonight in critical condition from burns and smoke inhalation. one man who lives there says he is lucky someone woke him up right away so he could escape. "i definitely was in a panic and ran out without my shoes. by the time the fire department showed up the flames were billowing, so i'm sure if nobody said something i'm sure it would have been a lot scarier."(grant) 25- residents have been

displaced from their homes when the two buildings on either side were damaged as well. firefighters say it was likely a candle that started the fire..but are still investigating. seas are believed to be the reason a barge with a crane on top capsized into the bay early this morning.(grant) kron4's maureen kelly reports that the accident has mobilized the coast guard and california fish and game... to try and cleanup fuel leaking from the vessel. (coast guard)the wind was blowing about 40 miles an hour right through here, see conditions were probably 6 feet or so estimated so was very very choppy very windy gail force winds through the eveningthe coast guard believes it was those conditions that caused the 115 foot crane barge called the vengeance to capsize at just after midnight. no one was aboard at the time of the incident.here's a photo of what the mostly submerged vessel looked like after daybreak. located in the waters between the coast guard station on yerba buena island and the oakland dockscoasties and a california fish and game

oil spill response team were out on boats monitoring the situation friday.it's believed the vessel is leaking diesel.....which is why a boom was put around the visable sheen on the bay which you can see in this aerial video from our helicopter partnership with abc7 news,(fish and game) our concern here is the petroleum product the diesel that's on board and the potential for toil birds and other wildlife. at this time we haven't seen any impact to the shoreline or the wildlife. so will continue to monitor the situation.(coast guard)the vessel has a potential capacity for 4000 gallons with an estimated on board of 3000 gallons. right now were working with the responsible party to coordinate a response effort to minimize the impact to the environment this afternoon divers hired by the barge owner will be sent down to assess the damage to the vessel and what it will take to salvage it.the barge owner is under contracted by bart to do routine maintence to prevent corrosion to the transbay tube.....which runs under this part of the bay. bart says that major transit artery was inspected and checked out fine. bart service was not affected.

boom was put down around the area where the 115 foot vessel went down just after midnight. it's believed that last night's gale force winds and choppy seas swamped the crane barge. no one was on board. you can see the sheen on the water in this video from our helicopter partnership with abc7 news. the barge's tanks have capacity for 4-thousand gallons of fuel.. there was also several hundred gallons of hydraulic oil onboard. the coast guard and the california department of fish and wildlife's oil spill response team have been out monitoring the situation since dawn. " historically spills we've had in the past exxon valdez costco busan those type of incidents the concern is for the wildlife. and if there should be any oil and wildlife reported we're covered that's one of the reasons that were here for we do our best to minimize that impact."(grant) the barge owners have a

(pam) governor jerry brown has made it official... california's drought emergency is over. monster storms this winter helped the replenish state water resources following the driest five - year period in california history. the sierra snow pack is denser than ever ... and reservoirs have returned to normal levels. but the move does not end the push for water conservation in california. the long drought led to the state's first conservation rules .... focusing on turning off sprinklers and replacing lawns with drought resistant greenery. (philippe) imagine john furlough's surprise... waking up to a neighbor pounding on his door... alerting him about the potentially dangerous spectacle on his lawn.john furlough/homeowner- "he says, you see over my shoulder? haha, cuz i got the last window down there. i said, oh, i didn't know it was down." john says the wind was howling overnight and believes the 40-year-old tree came down sometime in the early morning. it took some powerlines to the ground with it... some san lorenzo neighbors on via catherine lost power, but not john.john furlough/homeowner- "i've kind of been expecting that tree to come down for quite a while." especially after the sewage line that ran underneath the tree broke a few years ago.john

(grant) reaction continues to a sweeping 52- billion dollar transportation plan thatwill raise california gas taxes...(pam) catherine heenan is here to say .. the fact it was passed late last nighthas not changed the arguments -- pro and con. it's a done deal......but that doesn't make critics any happier.the bill passed after deals were struck with wavering lawmakers last night.. the legislature got the bare minimum two-thirds margins required fora tax increase. it will mean the gas tax will go up 12 cents a gallon.....for diesel -- it will be 20 cents. the gas tax takes effect november first. there are

(pam) a candle is likely the blame for a three- alarm fire that broke out in san francisco's richmond district early this morning. the fire started at the victorian apartment complex.. on 23rd avenue around 2 - in the morning. three tenants and a firefighter suffered injuries. two of the tenants remain in the hospital tonight. the buildings on either side were also damaged by the flames. 25- residents have been displaced. invesitgators are trying to confirm whether in fact, it was a candle that started the fire. giving the lethal shot to forrest hayes on his yacht in the santa cruz harbor... earning her the nickname the "harbor hooker." surveillance video showed her panicking and trying to revive hayes. she then stepped over his body... finished a glass of wine... lowered the blinds on the yacht and left. tichelman who has u-s and canadian citizenship, was deported because she committed a felony. immigration officials have not clarified why someone with u-s citizenship has been deported.
