a neighbor says she heard the loud crash and came out in time to see the homeowners climbing out from under the branches. "she was...he was fine other than covered in the insulation and stuff. but she had a cut on her head and she was scared and stuff. she was keeping something on top of her head. they had barely squeezed through that tree to get out." (grant) there is extensive damage to the roof and inside the home. at least three other trees fell in benicia overnight. years. governor jerry brown announced today the end of the 20-14 drought-emergency following the state's driest four year period on record. massive storm systems that dumped rain on us in the bay area brought record snowpack to the sierra...replenishing a key water source and filling reservoirs. the drought did have at least one positive outcome... it led the state's first water conservation rules focusing on turning off sprinklers and removing thirsty lawns. (grant) now to a story we've been covering for more than a week now. people in california will soon have to pay more at the pump. last night state lawmakers voted in favor of governor brown's gas tax proposal - to raise money to fix california roads. gov. jerry brown: "that so many people that represent the most number of poor people said we're voting for this because of the jobs, because it helps build prosperity and a few other people who shed crocodile tears for poor people but they voted no for prosperity."(vicki) the tax is expected to

generate roughly 52- billion dollars over 10- years. it raises the price of gas by 12 cents a gallon and diesel will go up by 20cents a gallon. there is also an increase in vehicle registration fees. the money will be used to repair roads and bridges that have been deteriorating for decades and were further hurt by this winter's storms. the gas tax increase will go into effect on november 1st. and the increase to registration fess will go into effect on january first. (vicki) san bruno police have arrested a man for murder after discovering a dismembered body in his home... that home is just down the street from where police are searching for a missing man. and now it appears the two cases are connected. kron 4's dan kerman is live in san bruno with details

(dan kerman)pkgcrime scene technicians, one carrying a shovel were back at this san bruno home friday where a dismembered body was discovered on thursday.sot ed barberini/san bruno police chiefa portion of it was outdoors and a portion of it was inside the structurepolice discovered the remains after making contact with this man, david stubblefield, who lives in the house. he has now been arrested on a variety of chargessotmurder robbery burglary, unlawful possession and use of tear gas and being a felon in possession of a firearm.neighbors say just recently stubblefield put up a blue tarp in front of his car port but didn't know why.sot loida magat/suspect's neighbor we've been here over 40 years and nothing like this ever happened herepolice made contact with stubblefield while searching for a missing man who lives down the street in this home. neighbors say they saw stubblefield at the

missing man's home and spoke with him sot jose aguirre/neighbor of missing man he said his name was david and he said he i live up there but didn't say where, he said i'm taking care of ben's business. police have not said how the suspect knew the missing man and if he really was taking care of his business (grant) the u-p-s driver who walked away after crashing his van down an embankment - will not be charged with a crime. this was wednesday

night in lafayette... off hunsaker canyon road. the u-p-s truck was there, but police and fire crews were unable to locate the driver - dennis salazar. after a long six-hour search for him - salazar was eventually located at a home in concord. police say since the collision did not involve another vehicle - and drugs or alcohol were not a factor - so they will not be filing charges. (grant) the 49ers have cut ties with yet another player, arrested for a violent felony. defensive back tramaine brock is no longer on the team, after police arrested him for domestic violence overnight. kron four's spencer blake is live at levi's stadium with the details. spencer - sadly, this is something the 49ers have dealt with before. tramaine brock is far from the first player to get in legal trouble, and he's not even the first one in the last couple of years who was arrested on

suspicion of assault-related crimes. (vo)thursday night santa clara police looked into a call about domestic violence, and found a woman with visible injuries.that woman was in a dating relationship with brock. he's now booked in the santa clara county jail on suspicion of felony domestic violence. then, at about 3:00 this afternoon, the 49ers released a statement - it's so short i'll read you the whole thing: "the san francisco 49ers today announced they have released c-b tramaine brock." (vo)looking back at other former 49ers in similar boats, there was ray mcdonald, who had domestic violence charges against him in 2015 that were later dropped.a grand jury also indicted him on charges in a sex assault case, to which he later pleaded not guilty. then there is bruce miller, who is still facing felony charges in that case where police say he attacked an elderly man and his adult son at a fisherman's wharf hotel.

(grant)a democratic fillibuster was not enough to keep neil gorsuch from the supreme court. today the senate forced a historic rule change... making a majority vote all gorsuch needed to gain the seat. the vote was 54-45, largely along partisan lines. the supreme court seat has been vacant since justice antonin scalia died in february of last year. gorsuch will be sworn in monday morning as the 101st supreme court justice. another round of fresh snow and there's more on the way. a look at the conditions near lake tahoe. (grant) but first, a massive fire breaks out overnight in san francisco - leaving several people without a home. we now know what sparked the fire.

(grant) a candle is being blamed for starting a massive fire in san francisco's richmond district. the three-alarm fire broke out around 2 a-m on 23rd avenue. it left one firefighter and three tenants injured. you can see how high those flames reached above the victorian home. two of those tenants are in the hopsital tonight in critical condition from burns and smoke inhalation. one man who lives there says he is lucky someone woke him up right away so he could escape. "i definitely was in a panic and ran out without my shoes. by the time the fire department showed up the flames were billowing, so i'm sure if nobody said something i'm sure it would have been a lot scarier."(grant) 25- residents have been

displaced from their homes when the two buildings on either side were damaged as well. firefighters say it was likely a candle that started the fire..but are still investigating. (vicki) and a major bart closure to tell you about this weekend. bart will be closed between the lake merritt and fruitvale stations all day saturday and sunday. crews will be making improvements to the tracks that should make your ride smoother and quieter. there are more closures happening on four other weekends between april and early july. you can expect major delays to oakland international airport. bart is providing a free shuttle bus from the frutivale station to the 19th street station for passengers. (grant) we are following a major story from overseas - where a truck has crashed into a department store leaving several people dead. what we know about the situation - happening out of sweden. (vicki) plus, the return of kevin durant. the warriors star expected to return to the basketball

court tomorrow night... for the first time since suffering a knee injury last mouth. hear from him - coming up later in the show. (grant) but first, an unknown amount of fuel is leaking into the san francisco bay - after a boat capsizes. a look at the clean up - next. (vicki) high winds and choppy

seas are believed to be the reason a barge with a crane on top capsized into the bay early this morning.(grant) kron4's maureen kelly reports that the accident has mobilized the coast guard and california fish and game... to try and cleanup fuel leaking from the vessel. (coast guard)the wind was blowing about 40 miles an hour right through here, see conditions were probably 6 feet or so estimated so was very very choppy very windy gail force winds through the eveningthe coast guard believes it was those conditions that caused the 115 foot crane barge called the vengeance to capsize at just after midnight. no one was aboard at the time of the incident.here's a photo of what the mostly submerged vessel looked like after daybreak. located in the waters between the coast guard station on yerba buena island and the oakland dockscoasties and a california fish and game

oil spill response team were out on boats monitoring the situation friday.it's believed the vessel is leaking diesel.....which is why a boom was put around the visable sheen on the bay which you can see in this aerial video from our helicopter partnership with abc7 news,(fish and game) our concern here is the petroleum product the diesel that's on board and the potential for toil birds and other wildlife. at this time we haven't seen any impact to the shoreline or the wildlife. so will continue to monitor the situation.(coast guard)the vessel has a potential capacity for 4000 gallons with an estimated on board of 3000 gallons. right now were working with the responsible party to coordinate a response effort to minimize the impact to the environment this afternoon divers hired by the barge owner will be sent down to assess the damage to the vessel and what it will take to salvage it.the barge owner is under contracted by bart to do routine maintence to prevent corrosion to the transbay tube.....which runs under this part of the bay. bart says that major transit artery was inspected and checked out fine. bart service was not affected.

been in ten years.. last month the national unemployment rate dropped to four-point-five percent. also...wages were two- point-seven percent higher in march than they were a year ago. close to 98 thousand jobs were added last month which is a relatively low number..but analysts say snow storms could have been a factor keeping that number down. (grant) but first, a deadly truck attack - in sweden. police investigating after a truck plows into a department store in sweden - leaving 4 people dead - and several others injured. taking this video knew something bad had just happened.... police say a masked man stole a beer truck - and rammed it into crowdsoutside stockholm's biggest shopping center. the man went on the run after a shootout...and there are reports tonightthat he's been arrested after getting off a train in a northern suburb. at least two other people have been detained but it's not clear yet if they're suspects.. one of sweden's former prime ministers told a television news station that he agreesthis was an act of terror... sweden's current prime minister has laid a bouquet of red roses and a

candlenear the scene of the attack. he called this a day of mourning for the country. he says the attack targeted people at their most vulnerable -- when they're "going about their daily lives." grant and vicki? (vicki) a fifth victim from last month's terror attack in london has died. scotland yard confirmed the woman who fell from the westminster bridge was unable to recover from her injuries. the 31-year-old woman from romania, was taken off life support yesterday. she fell into the river from the westminster bridge when she was on a trip with her boyfriend. he planned on proposing to her later in the day. her family plans to donate to charity the money raised to help her since the march 22nd attack. ( pam ) less than 24 hours after a storm slams the bay area toppling trees and knocking out a power... more rain is on the way tonight. good evening i'm pam moore.( grant ) and i'm grant lodes... steve is off tonight. (grant) let's take a live look outside right now... (pam) let's get our first look at the weather tonight with meteorologist lawrence karnow.

lawrence karnow: it has been an incredible rain season and it's still going. one of the strongest april storms in recent memory moved through last night with heavy rain and winds gusting over 50 mph. we've head showers throughout the day but another storm is about to move on shore. you can see the rain on our doppler radar. there are a few shower that moved through today. showers continue now but are more scattered. there's another storm just off shore that is headed our way. we'll have details coming up in a few minutes (pam) p-g- and- e crews have been scrambling for much of the day ... to deal with some widely scattered power outages across the south bay ... and up in the (pam) p-g- and- e crews

have been scrambling for much of the day ... to deal with some widely scattered power outages across the south bay ... and up in the santa cruz mountains.(grant) kron four's rob fladeboe reports from scotts valley where crews are standing by for more of the same tonight and tomorrow. david navarro/worried about treesdavid navarro was fast asleep when he and his neighbors heard what sounded like gunshots here on lockhart gulch road where p.g. e. crews are working to restore power to about 70 customers after a tree came down on the main power (grant) a cleanup effort is underway in the san francisco bay... after a barge carrying thousands of gallons of diesel capsizes in the bay. a

boom was put down around the area where the 115 foot vessel went down just after midnight. it's believed that last night's gale force winds and choppy seas swamped the crane barge. no one was on board. you can see the sheen on the water in this video from our helicopter partnership with abc7 news. the barge's tanks have capacity for 4-thousand gallons of fuel.. there was also several hundred gallons of hydraulic oil onboard. the coast guard and the california department of fish and wildlife's oil spill response team have been out monitoring the situation since dawn. " historically spills we've had in the past exxon valdez costco busan those type of incidents the concern is for the wildlife. and if there should be any oil and wildlife reported we're covered that's one of the reasons that were here for we do our best to minimize that impact."(grant) the barge owners have a

contract with bart to conduct routine maintenance to the transbay tube which runs under that part of the bay where the barge went down. bart says the tube was inspected this morning and checked out okay. train service was not impacted. (grant)three homes have been red tagged due to damage from a major mudslide in the oakland hills(pam) the slide also affected an east- bay-mud service line. right now, there are 23- residents without water this is the area where the mudlside occurred during thursday night's storm... kron4's haaziq madyun gives you a close look at a road that is now closed because of the slide. follow this crack in the road and it reveals a huge chunk of aitken drive that is no longer theresotnelsy rodriguez/ebmud

spokesperson: "within minutes of my arrival a large section of aitken drive collapsed down onto banning drive"nats/haaziq that had to be kind of scarysot nelsy rodriguez/ebmud spokesperson: "it really was!" it was even more frieghtening for residents living in the path of the mudslide thursday here on banning drive in the oakland hillssotdavitt moroney/home threatened by sliding hill: "we heard a strange noise. it was like a pile of bricks tumbling down the hill and we thought is that a house that is gone or is that a wall"that sound was the hill above sliding during the rain and slamming on top of his next door neighbors home...literally on top. this is the view from the roof, as you can see this rear section is covered in mud. diane henderson has owned the home for the past 30-yearssotdiane henderson/mudslide victim: "there is about two feet of mud that is being stopped by a sliding glass door in my dining room. the other part of the house, the mud is coming through the wall back there"

her home is one of three properties red tagged on this block. an ebmud crew is working to restore water service that was disrupted during the mudslidesotnelsy rodriguez/ebmud spokesperson: "there is rain in the forecast for this evening and again next week. we do work in the rain it doesn't stop us. we can't leave a site until people have water"ebmud officials estimate water service will be restored friday evening. at this time there is no estimate on when it the red tags will be removed so residents can safely return to their homes...in oakland haaziq madyun kron4news (pam) kron four got exclusive access to one of the homes affected by that overnight mudslide in the oakland hills....( grant ) catherine heenan is here with the inside look - and reaction from the man who lived there.. (catherine) our will tran was allowed into a home that's been hit hard by the mud....it's inches thick - covering floors and hallways. it's in the bedrooms..

the pressure of the mud coming off the hill has smashed against doors and windows...and in this case, moisture is still seeping inside. the backyard patio area is a mess....with an upturned barbecue...and a view of how high the mud is against the side of the home and its windows.. at least one of the doors has been pushed in and broken. . the tenant says he wasn't allowed to see the house last night....so he gothis first look early this morning. he told will that he didn't know what to expect... homeowneri was hoping the home wouldn't look like this when i arrived. stayed at a friend's house. came here. was shocked when i saw it. reporter - were you taken aback?homeowneri was taken aback when i walked up the stairs and my worst fears were realized. i knew this was the home that had been ransacked by the mud. no one was hurt. the man says that it's fortunate

that his family - including a daughter - wasn't herewhen the slide happened. he's not even going to try to stay in the home until things get cleaned up... like a lot of the neighbors - the owner is now trying to figure out the extent of the damage. grant and pam? ( grant ) investigators still have not identified a body that was found dismembered inside and outside a san bruno home. (pam) kron 4's dan kerman is there tonight... and dan we understand there are ties to a missing persons case.. (dan kerman)it's here at this home in san bruno home where

police found a dismembered body thursday some of it inside and some in the backyard. the man who lives here david stubblefield has now been arrested on a variety of charges including murder.sot it is so shockingneighbors say in the last few weeks the suspect put up a blue tarp in front of the car part, but they couldn't explain why now they are confronted with what's happened to their once peaceful neighborhoodsot loida magat/suspect's neighbor no fear whatsoever, but now we are afraid of what's going on. police initially made contact with stubblefield as part of a missing persons investigation. neighbors say the man who lives down the street in this home has not been seen for several weeks but they have seen stubblefield outside the home, and driving the missing man's truck sot jose aguirre/neighbor of missing man he told me he was taking care of ben's business because ben was in santa cruz taking care of a sick friend.police have

not confirmed stubbfield knew the missing man or was taking care of his business. they simply say the missing man is still missing.sotmy daughter is very scared and so my wife and i too because it's a neighbor and we knew him for a long time (pam) another 49er is in trouble with the law... and the team has already parted ways with him. tramaine

brock has been arrested for domestic violence.. this afternoon he was released. ( pam ) brock is the latest in a series of 49er players over the past several years ... who have run into trouble.( grant ) and like the rest of them... he lost his job. kron 4's spencer blake is outside levi's stadium in santa clara tonight... he has reaction to the latest black eye for the team. defensive back tramaine brock is not a high-profile player, per se, but he's the latest in a string of players accused of violent crimes in the past few years. thursday night santa clara police looked into a call about domestic violence, and found a woman with visible injuries.that woman was in a dating relationship with brock.

he's now booked in the santa clara county jail on suspicion of felony domestic violence. then, at about 3:00 this afternoon, the 49ers officially released brock from the team.one fan i talked to was glad they did it quickly. "what it is, it's like, 'another one?!' i thought this was over. it's been a common theme with ray mcdonald and bruce..bruce miller. i dunno - a few. it seems like the bad boys just can't get it right." (vo)that fan has a good memory. bruce miller is ástill facing several felony charges i nthe case from last year.he's accused of beating up an elderly man and his adult son at a san francisco hotel.he's out on bail, and pleaded not guilty to those charges. and then there was aldon smith. while his charges were different, he was arrested multiple times as a 49er. charges against him in the

crashed on top of this kfc caving in the roof. tony kope, newark resident it was serious it was such a sight, that eveyone who drove by stopped to take a snapshot. ben thai, newark resident definitely, instagram worthy. the tree so big it went from one side of the building to the other. the fast food stop in newark, red tagged. it really is something. the winds so fearce thursday night, branches were snapped practically everywhere you looked. here at this church and at this apartment complex in san leandro. mike james, insurance estimator i am seeing them everywhere. mike james is with an insurance estimator. i am sure i will be very busy todaythe power is out for most of us up here in the berkeley - oakland hills powerful winds snapped off branches that tore down power lines. crews frantically tried to tackle this - knowing that there were many other problem spots to get to. in the east bay, terisa estacio

(pam) governor jerry brown has made it official... california's drought emergency is over. monster storms this winter helped the replenish state water resources following the driest five - year period in california history. the sierra snow pack is denser than ever ... and reservoirs have returned to normal levels. but the move does not end the push for water conservation in california. the long drought led to the state's first conservation rules .... focusing on turning off sprinklers and replacing lawns with drought resistant greenery. ( pam ) one look at the updated drought map... and you can see the difference a year makes. on the left.. shows california right now... only the southern part of the state could use some more rain. the right side of the screen is the drought map ... from one year ago at this time..

(philippe) imagine john furlough's surprise... waking up to a neighbor pounding on his door... alerting him about the potentially dangerous spectacle on his lawn.john furlough/homeowner- "he says, you see over my shoulder? haha, cuz i got the last window down there. i said, oh, i didn't know it was down." john says the wind was howling overnight and believes the 40-year-old tree came down sometime in the early morning. it took some powerlines to the ground with it... some san lorenzo neighbors on via catherine lost power, but not john.john furlough/homeowner- "i've kind of been expecting that tree to come down for quite a while." especially after the sewage line that ran underneath the tree broke a few years ago.john

furlough/homeowner- "it was just pumping sewer for years, we found out, under that tree and it was beautiful. it had leaves and everything on it. and, now, it killed it out, even the roots are dead now. (philippe) well, literally a crappy way to go? (john) haha, yea, yea. that isn't the word i was using, but yeah, but crappy is right, haha." the alameda county fire department eventually showed up... and, marked the downed powerlines so that people were aware of the situation... but the fire fighters tell me that there's no danger to the public because the lines are actually deenergized.john furlough/home owner- "well, you have a nice view now. (john) haha, yeah. i get to see their house, haha." a tree limb also broke off down the street at del rey park... it's taped off so little kids don't get hurt. as for john, the retired says he probably won't have to call a tree company... his neighbors will likely help in san philippe djegal, kron four news. night. heavy snow continues in the sierra with another 2 to 3 feet possible above 6,000 feet. winter storm warnings are in effect until 6 pm saturday night. we will continue to see more rain here. you can see it on our computer model moving in tonight. we could see another half and inch of rain in the wettest spots. highs tomorrow will be unseasonably cool and mainly in the mid 50s to low 60s. on the 7 day forecast showers continue on saturday. it will be dry on sunday and monday. but then the weather becomes unsettled again with more rain possible late on tuesday.

( grant ) the gas tax hike has been approved. we know tonight when it will start and how much it is expected to cost the average driver in california each month.( pam ) she earned the dubious nickname of the "harbor hooker." the fate of a woman facing deportation following the death of tech executive.

(grant) reaction continues to a sweeping 52- billion dollar transportation plan thatwill raise california gas taxes...(pam) catherine heenan is here to say .. the fact it was passed late last nighthas not changed the arguments -- pro and con. it's a done deal......but that doesn't make critics any happier.the bill passed after deals were struck with wavering lawmakers last night.. the legislature got the bare minimum two-thirds margins required fora tax increase. it will mean the gas tax will go up 12 cents a gallon.....for diesel -- it will be 20 cents. the gas tax takes effect november first. there are

also other higher fees... kicking in later. the governor has insisted the state needed to make this happen - in order to payfor fixing badly damaged roads and highways. republicans argue the deal puts a burden on ordinary californians. and spending should have been managed better in the first place. gov. jerry brown that so many people that represent the most number of poor people said we're voting for this because of the jobs, because it helps build prosperity and a few other people who shed crocodile tears for poor people but they voted no for prosperitychad mayes/(r) assembly minority leader the tears we were shedding were not crocodile. we know that our constituents all over california, both republicans and democrats a like, do not like this proposal, this bill this evening. they do not want their gas taxes to be increased. the arguments got heated before the vote was finally taken... one republican lawmaker argued you had to be "drunk" to support the measure....which makes it even harder to live in the state. it's been

estimated the bill will increase costs for the average driver by about 10 dollars a month. grant and pam? (pam) a candle is likely the blame for a three- alarm fire that broke out in san francisco's richmond district early this morning. the fire started at the victorian apartment complex.. on 23rd avenue around 2 - in the morning. three tenants and a firefighter suffered injuries. two of the tenants remain in the hospital tonight. the buildings on either side were also damaged by the flames. 25- residents have been displaced. invesitgators are trying to confirm whether in fact, it was a candle that started the fire. ( grant ) a prostitute who gave a google executive a fatal dose of heroin has been deported to canada. alix tichelman just completed her sentence in santa cruz county for involuntary manslaughter. she pleaded guilty to

giving the lethal shot to forrest hayes on his yacht in the santa cruz harbor... earning her the nickname the "harbor hooker." surveillance video showed her panicking and trying to revive hayes. she then stepped over his body... finished a glass of wine... lowered the blinds on the yacht and left. tichelman who has u-s and canadian citizenship, was deported because she committed a felony. immigration officials have not clarified why someone with u-s citizenship has been deported. (pam) the senate has confirmed neil gorsuch to the u.s. supreme court --- filling the seat vacated by the late justice antonin scalia. vice president mike pence was there for the vote -- but did not need to participate, since gorsuch had a enough votes to be confirmed under the new senate rules where all that is needed is a simple majority. the final vote was 54- to- 45.. the supreme court seat has been vacant since

scalia died in february of last year. gorsuch will be sworn in monday morning. ( grant ) the world is reacting today to the u.s. strike in syria - a move by president trump that will have major global implications in the war-torn region and beyond.
