flames in the middle of san francisco's financial district. the fire started just before 9:00 last night on clay street. the area has reopened this morning after firefighters checked for hotspots. the 3 story building houses several commercial businesses and a residential hotel. all were affected. there were no injuries and everyone was able to return home this morning. ( james ) in the east bay. there are serious concerns about a growing crime problem in fremont. kron four's j-r stone shows us what was talked about at a community meeting. t was actually a community group that organized this meeting because they are concerned about their neighborhood. some here believe the homeless in the area are the ones committing the crimes. sot we've had homeless people walking around our neighborhood every night. does that make you mad? it sure does we either need to either move them out or find a way to do something to take

care of these people.police told us tonight that general crimes are down in this area but they were here to listen and have a conversation with those who live nearby. those that i talked with said they've seen a number of package theft cases, cars broken into, and home burglaries. the man you heard from there said he found several of the stolen packages empty and left on the side of the road nearby. that is why he believes the homeless are to blame. we talked with officers tonight as well.some of the citizens expressed some concerns about being assaulted by members of the homeless populations. so we really want to dig deeper to see if there's a way we can provide services to members of that community.this meeting was held in what appears to be a pretty quiet section of fremonthowever the alameda creek quarries regional park is nearby and some of the people living in the homes near that creek are the ones voicing their complaints. officers who were here say they will take some of the community input back with them to see if they can work at

officials said a 9-year-old classmate who was also shot is stable and expected to recover. according to friends the man who shot his estranged wife in her elementary school classroom had threatened her after she moved out. officers say cedric anderson had accused karen smith of infidelity in a letter found inside his home. smith's loved ones told investigators that she had voiced concerned about her husband's odd behavior. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family. over the past few months his office has been flooded with calls and email from people saying that their power bills have risen dramatically. hill's office looked into it and found several reasons for the increases.sotone is that the price of gas has gone up, it was a colder winter and what we found is that people have jumped into the second teir of gas consumption quicker than they should have. what he's referring to there, are rate changes that p-g and e has been phasing in over the past several years. this is a little hard to explain, but basically, p g and e has reduced the number of power consumption tiers from 4 in 2015 to 2 starting in 2017. customers are now jumping from the cheaper tier one to the more expensive tier 2 faster than they did in years past. part of the reason is that the new tiers are based on the average power usage of customers over several months. in an attempt to give customers some relief, senator hill has introduced legislation that would do several things. first, it would require pg e to base the tiers on a month by month basis rather than a seasonal

monument ( james ) police in the east bay are dealing with repeated robberies at a victoria's secret store. the crimes all happening at a mall in newark. kron four's specner blake has details on just how frequently lingerie is being targeted by grab and dash thieves. the colorful underwear at the world's most well-known chains has been catching the eyes of

robbers in the new park mall. this one location got robbed áfour timesá just over the weekend. "suspects come in and enter he store, pay no regard to any of the staff, and load up shopping bags or trash bags with lingerie or other clothing items and leave very quickly after that."on saturday, the bags full of pilfered panties and bras tallied up to about 46-hundred dollars worth of merchandise. as we looked through police reports, we noticed the thong thievery has become somewhat of a trend, with similar cases happening in october, november, january, and march - six other times in all."up to this weekend they've been more sporadic, with no trend or real pattern, as far as time, to be able to pinpoint that. but this last weekend was obviously more compacted in a shorter amount of time."each time, it's hundreds or thousands of dollars lost from victoria's secret's inventory. in one heist the usurped undies were worth about six grand.perhaps there's a reason the lingerie doesn't linger on store shelves."they're very

( james ) police in san francisco arrest a dirt bike rider for reckless driving. this comes as bay area cities are seeing an increase in incidents involving dirt bikes on the highways. 18-year-old ronet sanidad has been arrested for reckless driving on a stolen motorcycle. he was in a group of dirt bikers that were reportedly driving dangerously through san francisco streets. the group was tracked using high powered cameras in a c-h-p plane. now investigators are looking at this footage..to see if

sanidad was involved in a violent confrontation on highway 101 back in march. the c-h-p is hoping to make more arrests for illegal dirt bike sideshows. ( james ) two dog owners are sending out a warining to other pet owners after thier dogs became extremely ill following a walk in a san francisco park. owners say they finished their walk in precita park and soon after their dogs started were vomitting and foaming at the mouth. some people wanted to blame lawn fertilizer. but the city's rec and park's department confirmed there have been no fertilizers with chemicals used in over a year. rec and parks is sending officials to search the precita park and the surrounding areas for potential hazards. a local vet says, the illness could be caused by many things. they are seeing an increase in mushroom poisoning and intesitnal parasites with all the recent rain. buster posey was placed on the 7-day disabled list yesterday. much of this is for precationary purposes as posey reportedly was suffering from light concussion symptoms. last year the giants lost joe panik to concussion-like symtoms after he had shown no initial symtoms for days so the g-men are being extra careful with posey they have 2 games at kansas city in 7 days in which posey could d- h for and not have to play in the field at all. ( james ) a tennessee mother is angry this morning after her 12-year-old special needs daughter was attacked at school by her classmates. the disturbing incident was caught on video and then posted on social media. it is unclear why the school faculty didn't step in to stop the violence. the case is now going to memphis juvenile court. the mother plans to transfer her daughter to a different middle school. ( james ) once pardoned from a death sentence by maine's governor, a dog is set

to be put down after a judge overrulled him. it all started last year when a husky mix named dakota got out and killed a neighbor's dog. a judge then ordered the dog be fenced in, kept on a leash and muzzled on walks. but dakota got out again. and attacked the same family's ánewá dog. that's when the judge ordered dakota be put down. maine's governor paul le-page pardoned the dog... but the judge says her order stands despite what the governor says. and cited a state law requiring dogs be put down if they are repeat offenders ( james ) a group of suspected car thiefs were held at gunpoint by a orange county homeowner after the stolen car they were in smashed through the wall of his home. before the crash police tried to pull the car over but the driver fled. the car ended up crashing into a home after speeding through a busy intersection. the homeowner says he grabbed his gun after hearing the crash then held the four people at gunpoint until police arrived. all of them were arrested and police found three weapons in the stolen vehicle. no one was seriously injured. news anchor bill o'reilly announced he is going on vacation. he told viewers that "everyone needs a little 'r&r.'" o'reilly's announcement on his show yesterday came amid sexual harassment allegations made against him. several advertaizers have already pulled ads from his show. o'reilly said he usually takes a break this time and that his travel plans were made last year. he recommended that everyone take two trips a year, saying everyone deserves a break. ( james ) take a look at this... a cat wandered into the field at marlins park during the atlanta braves- miami marlins game last night. the cat crawled along the bottom of the outfield wall ran off when a player and a field attendant walked over to try and open the outfield fence to let it out then the cat climbed a scoreboard and got stuck for a few seconds and finally found its way onto the marlins homerun display piece... and just relaxed there for a little bit. ( james ) california high school graduation rates reached a new high last year. 83-percent of students in the 20-16 class graduated on time from public high schools. that's up about one- percent from last year... the rate has now gone up 7 years in a row. . numbers show more african-american, latino, and english learners are graduating that ever before. smaller class

( james ) police in san francisco arrest a dirt bike rider for reckless driving. this comes as bay area cities are seeing an increase in incidents involving dirt bikes on the highways. 18-year-old ronet sanidad (row-net sawn-ee-dad) has been arrested for reckless driving on a stolen motorcycle. he was in a group of dirt bikers that were reportedly driving dangerously through san francisco streets. the group was tracked using high powered cameras in a c-h-p plane. now investigators are looking at this footage..to see if sanidad was involved in a violent confrontation on highway 101 back in march. the c-h-p is hoping to make more arrests for illegal dirt bike sideshows.

( mark ) we're learning new details about the officer involved shooting that happened over the weekend in fremont. police say the suspect - 24-year-old roger perez of orinda - died after shooting himself in the head. it happened sunday night around 11:30... when an east bay regional park district officer stopped a car near the 7-eleven store on fremont boulevard. police say perez ran from the car with a gun - and went into an alley. police say he fired the gun at police - and that's when they returned fire. the alameda county coroner has ruled his death a suicide. ( mark ) people who live in the east bay say there is a growing crime problem in their neighborhood... and this morning they are asking police for help. several people who live in fremont near the alameda creek quarries regional park held a meeting with police last night. they say they have recently seen a number of package thefts, cars broken into, and home burglaries. neighbors say they believe homeless in to blame.

across california saw their p-g-and-e bill go up dramatically this past winter. now...state senator jerry hill has proposed a bill to help bring some relief. hill is asking the state legislature to have p-g-and-e slightly change its power consumption tiers. the proposal also asks the utility to give customers a prediction of what next month's bill will look like. this is all so people are not caught off guard the next time they get their bill. hill's office found out several reasons why people's power bills have gone up so much. ( james ) hill introduced the proposal last week. pg and e says it is now reviewing the proposal. ( mark ) a warning for dog owners this morning after two dogs get sick after walking in a san francisco park.( james ) now the owners are worried about the type of fertilizer being used on the grass

( mark ) new details about the child killed in a shooting at a southern california elementary school. the 8-year-old boy was shot along with his teacher at a san bernardino school. we now know he was born with a genetic condition and had survived heart surgery.

jonathan martinez had williams syndrome. it's a rare disorder characterized by learning delays and heart problems. his teachers said jonathan was a happy child. the boy died at a hospital after being shot monday by the estranged husband of his teacher, karen smith, who was also killed. officials said a 9-year-old classmate who was also shot is in stable condition and expected to recover. according to friends the shooter had threatened his estranged wife after she moved out. officers say cedric anderson had accused karen smith of infidelity in a letter found inside his home. smith's family told investigators that she had voiced concernes about her husband's odd behavior. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family. ( james ) a man pulls off a robbery in the east bay and he is still on the loose this morning. antioch police released these surveillance pictures of the thief. you can clearly see him riding a bike in the first picture in a

parking lot. police say this man robbed the antioch community federal credit union, on friday afternoon. there is no clear description of the man this morning. they are hoping somebody will recognize the person in the pictures. ( james ) police in the east bay area dealing with repeated robberies at a victoria's secret store... and this morning we are learning that this is not a new trend. the crimes are happening at the new park mall in newark. they were robbed four times just last weekend. police say the robbers stole 46-hundred dollars worth of stuff. they say there are several police reports from six other robberies at the same store dating back to october. ( james ) each time hundreds or thousands of dollars worth of merchandise was stolen. police say it appears to be different robbers each time the store has been hit.

( james ) many people across california saw their p-g-and-e bill go up dramatically this past winter. now...state senator jerry hill has proposed a bill to help bring some relief. hill is asking the state legislature to have p-g-and-e slightly change its power consumption tiers. the proposal also asks the utility to give customers a prediction of what next month's bill will look like. this is all so people are not caught off guard the next time they get their bill. hill's office found out several reasons why people's power bills have gone up so much. he's meeting with russian officials about ending syria's civil war. the meeting comes after a chemical attack in syria killed at least 86 people inculding 27 children. in response to the chemical attack, president trump ordered a missile strike against a syrian air base. officials say russian president vladimir putin may be open to a deal. president putin says russia will appeal to the united nations to investigate the chemical attack. yesterday, tillerson said russia has to choose between aligning itself with the u.s. and other western nations or with the president of syria. ( mark ) a warning for dog owners this morning after two dogs get sick after walking in a san francisco park.( james ) this is happening at precita park in the city's bernal heights neighborhood. now the owners want answers as to what's causing the problem.( mark ) kron 4's maureen kelly has the details. a spokesperson with the rec and park department says they haven't used fertilizer on this park in more than a year. and their use of herbicides or pesticides are minimal and no toxics chemicals are allowed.i talked to one dogwalker who backs up that position.they dump fish in emulsion as an alternative to chemical fertilizers. and you can get all the herbicide and pesticide information online at department a park and rec. i mean they have use the least amount of chemicals then any other park department i know of.the city says the will be inspecting the park for potenial hazards that might have made two dogs foam at the

( mark ) new details about the child killed in a shooting at a southern california elementary school. the 8-year-old boy was shot along with his teacher at a san bernardino school. we now know he was born with a genetic condition and had survived heart surgery. jonathan martinez had williams syndrome. it's a rare disorder characterized by learning delays and heart problems. his teachers said jonathan was a happy child. the boy died at a hospital after being shot monday by the estranged husband of his teacher, karen smith, who was also killed. officials said a 9-year-old classmate who was also shot is in stable condition and expected to recover. according to friends the shooter had threatened his estranged wife after she moved out. officers say cedric anderson had accused karen smith of infidelity in a letter found inside his home.

smith's family told investigators that she had voiced concernes about her husband's odd behavior. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family. ( mark ) a man pulls off a robbery in the east bay and he is still on the loose this morning. antioch police released these surveillance pictures of the thief. you can clearly see him riding a bike in the first picture in a parking lot. police say this man robbed the antioch community federal credit union, on friday afternoon. there is no clear description of the man this morning. they are hoping somebody will recognize the person in the pictures. ( james ) even after all the rain this winter one bay area county is considering raising water rates. the marin municipal water district serves most of marin county. and it is considering hiking rates this july - and again in 2018. the average increase would be 35 dollars this year and then about 50 dollars next year. the district says it needs the money to pay for millions of dollars in

( james ) and take a look at this... a fireball caught on camera streaking across the sky in southern california. dale demi was livestreaming video from her home monday night when a mysterious fireball appeared in the sky behind her. the american meteor society recieved over 260 reports of similar sightings from across the southwest. it was also reported in nevada and arizona. the national weather services says it was probably just a meteor. ( mark ) the car that crashed into a pool in santa clara is now out of the water. here is video of the car being removed. we first broke this story yesterday on the kron 4 morning news. police say a teenage driver fell asleep at the wheel. this happened on on warburton avenue and calabazas boulevard. the driver was able to get out of the car without any injuries. nobody was home at the time of the accident. the c-h-p arrests a taxi driver accused of sexually assaulting a passenger while taking her home from graton casino. police posted this photo of the suspect - 42- year-old mehari tekle - being taken into custody yesterday morning in santa rosa. investigators say the passenger was drunk at the time of the assault - which happened back in december. they used video evidence as well as d-n-a to build their case against the driver. korean leader kim jong un is warning america after the u-s deployed a u-s aircraft carrier to the korean peninsula. north korea called it an act of aggression and said they are ready to respond. a u-s defense official says the carrier was deployed because of the recent missile tests conducted by kim jong un. the pentagon has not siad how the carrier will respond if the country launches more missile tests.
