(vicki) now to a big story we've been following all week... united airlines says it is making changes after a passenger was forcefully removed from a flight over the weekend. united airlines ceo-- oscar munoz-- says he is "ashamed" after seeing the video of a bloody passenger dragged off the plane. doctor david dao was removed from a flight out of chicago... to fit more crew on board. dao was later hospitalized. munoz initially said he was sorry for quote "re-accommodating these customers." then in a letter to employees he blamed dao for being belligerent. finally yesterday he issued a formal apology to dao, saying united takes full responsibility and would make things right. this morning the ceo explained the full apology took so long oscar munoz/united ceo: "i think my first reaction to most issues is to get the facts and circumstances. and my initial words fell short of truly expressing what we were feeling." butted to "he was a

installation of new surveillance cameras... part of an effort to crack down on crime. (philippe)nats- "right and then on the overhang." lori ogorchock and tony tiscareno grew up in antioch. they have known each other since graduating from antioch high school in the 70s. both still live in antioch and also serve the city as council members. for them, safety is a pressing issue...lori ogorchock/nats- "i understand, this is where the cameras are going to go, on this intersection this year." on tuesday night... they along with their colleagues on the council voted unanimously to approve the purchase and installation of three surveillance cameras and six license plate readers at the intersection of east 18th street and cavallo road.tony tiscareno/council member- "we've been successful in the sycamore area and this is our next target." last november... the city installed surveillance cameras and license plate readers on the crime-riddled sycamore drive corridor... and, ogorchock says that's led to a reduction in crime in that area.lori ogorchock/council member- "we want to give our police officers the tools in

their tool belts that they need and this is just adding to that tool belt." the city will pay for the cameras with the more than 170-thousand dollars collected from measure-c... a special tax approved by voters in 20-14. there are two liqour stores at east 18th and cavallo... as well as a motel that neighbors say attract criminal activity. the council members say the police department will manage and monitor the cameras...tony tiscareno/council member- "we've had success stories, uh, where if there's an issue occuring, its caught on camera. uh, the police has been able to capture that and find culprits." ogorchock says she hopes the cameras will be up and running by or before june. in antioch, philippe djegal, kron four news. (grant) a new legislation could give san francisco tourists a little more security. san francisco supervisor norman yee has introduced legislation that would prohibit rental car agencies from placing visible barcodes and advertisements on their vehicles. yee says the law would protect rental

car customers from break-ins because the advertisements draw attention to the vehicles. auto burglaries in san francisco have been on the rise... averaging 70 per-day in 20-15. despite new law enforcement strategies... fisherman's wharf and alamo square remain hotspots for auto burglaries. (vicki) a frustrated placerville resident made a creative attempt to draw attention to potholes. residents along woodridge court woke up to obscene images spray painted on the roadway. the asphalt is crumbling with potholes everywhere... and residents have wanted the road fixed for a long time. so one resident took the matter into his own hands to draw attention to the problem. the artist painted phallic symbols and a note saying "what are taxes for?" on the road way. resident geof peabody said he knows the guy who did it. (geof peabody, resident): "watched the kid who lives

(catherine) they're back in the bay area.......but it's been a miserable time for ben manilla andeliza lape.. they became sick with what's known as "rat lungworm disease." a parasitic worm is carried by rats - then spread through snails or slugs that crawl

onto fruits or vegetables. hawaiian authorities are investigating the rising number of cases. 9 cases have been confirmed --- 6 in maui and three more on the big island....in the last 12 weeks. the california couple had spent two weeks honeymooning in maui. the husband - ben manilla - teaches at u-c berkeley -- and is still undergoing intensive rehab. hawaiian health workers don't know why this is suddenly a big problem....and for now, can onlyremind people to thoroughly wash their produce. the health department in hawaii says it's also looking into whether the lack of pesticides in organic fruits and vegetables could be the reason more snails and slugs are getting into crops. at this point - no

deaths have been reported from 'rat lungworm' disease. vicki and grant? (grant ) a santa rosa taxi driver has been arrested for sexually assaulting one of his passengers.(vicki) kron4's maureen kelly talked to the suspect's neighbor who says she's shocked by this allegation. this is video showing 42 year old mehari tekle taken into custody by the chp on tuesday. investigators say dna and video evidence are what identified him as the taxi driver who allegedly picked up an intoxicated woman from the graton casino back on december 18th. the sexual assault happening six miles to the north near the 101 and hwy 12 interchange.tekle lives at this apartment complex in santa rosa....a neighbor says tekle is a married father of

young children who has been living there a long time...working for himself as the sole driver for an outfit called hope taxi. (neighbor) i'm shocked he doesn't seem like the type. he's really friendly always waves hello. he gives good rates, this is a low income complex and he's always giving tenants rides all the time. it's shocking, it's hard to believe.tekle has been booked into the sonoma county jail on one count of sexual penetration when the victim is prevented from resisting by intoxication. he's being held on 100- thousand dollars bail and is set to be arraigned thursday afternoon.maureen kelly kron4 news. (vicki) police have arrested a man who they say exposed himself to (vicki) police have arrested a man who they say exposed himself to women in mountain view. now...they are asking for more victims to come forward. 18-year-old thomas serna was arrested monday - after a woman reported to police that a man

exposed himself to her in the parking lot of grant park plaza. the woman described the suspect's car - and a short time later police received a report about another indecent exposure incident at castro and mercy streets. the suspect and vehicle descriptions matched those from the earlier case. officers eventually were able to locate serna whose now been booked into the santa clara county jail. (grant) the sacramento man forcibly taken-down by police officers is speaking out. nandi cain junior was allegedly jaywalking when police ordered to him to stop. cain refused....his girlfriend took this cell phone video. after a verbal confrontation... the officer throws cain to the ground. you can see the officer then punch him several times. cain says he was only walking home from work and did nothing wrong... but police say he became combative... challenging the officer to fight. (nandi cain, jr./jaywalking suspect): "i thought i was going to be the next trayvon martin." butted to "putting my arms in different positions i felt like they were going to draw a gun out and shoot me in

my back."(grant) the altercation continued into the patrol car. you can see cain kicking the backseat. and at one point he had to be restrained. the officer has since been put on administrative leave. now the question is...the officer used excessive force. that's being investigated. "fearless girl" was installed by a financial firm to call for more women to be placed on corporate boards. the city has decided the fearless girl sculpture can stay where it is until february 2018.

(grant) the city of saint louis is suing the n-f-l over the rams' relocation to los angeles. the suit claims the rams failed to meet league's re-location rules when they left for los angeles before last season....the city says that move voilated a clause in a contract the team has with the saint louis. it also indicates... saint louis has lost more than 100-million dollars because of this. the nfl responded with saying there is "no legitimate basis" for such a lawsuit. (vicki)walmart. . .introducing a new way for customers to get their items quicker!the retail giant calls it a "pick-up discount" and it's the latest weapon in the fight against e- commerce competition from rivals like amazon.now shoppers who order online. . . can save money by picking those items up at their nearest store.the pick-up discount slashes the price of many products . . . often the cost of transportation to stores is cheaper than sending directly to customers.the size of the discounts offered depends on how difficult the items are to transport.

(grant) in san francisco... a 9-1-1 dispatcher was honored for helping an injured police officer... janet atchan was selected as the 20-16 dispatcher of the year for coordinating multiple emergency responders.. last october... atchan was the person who sent an emergency response to a shoot-out at a big five sporting good's store on sloat boulevard... four officers were involved in the shooting... and one of them... officer kevin downs was shot in the head by the suspect and was left partially paralyzed... the san francisco board of supervisors honored atchan for her work in the city's dispatch operations center. francisco police officers will not be charged in a deadly shooting.( catherine ) it happened in february of 2015.... and activists along with family of the man who was killed have been demanding that the d-a's office take action. kron 4's alecia reid is in san francisco tonight... with how the d-a came to his decision. the district attorney says in order for them to have charged the 2 officers involved in this deadly shooting, they would've had to prove beyond a reasonable doubt that the officers did not act in self defense or in the defense or others.so although amilcar perez lopez was shot in the back, the district attorney says it was lawfully done.the d-a's offfice recreated the scene in a presentation this afternoon.plain clothes officers craig tiffe and eric reboli responded to a 9-11 call, after an argument between perez lopez and his roommate abraham pete escalated.the d-a says perez lopez ran inside the house for a knife then started chasing his roommate down the street.

the officers intervened, and told perez lopez to drop the knife.according to witness accounts, he started waving the knife.perez lopez was shot half a dozen times .. mostly in the back.the district attorney says the 21 year old was intoxicated and was in the process of waving the knife when he was shot.he says the officers badges were visible - one on his hip, the other around his neckand even if there was a language barrier the badges were visible and there were a number of warnings before the guns were discharged.this two year long investigation included the medical examiners report, a toxicology report, reports from an independent examiner, and witness accounts.district attorney gascon explains the exchange between officer tiffe and perez lopez right before perez lopez was shot.sot - george gascon / sf district attorneyrivoli fired the initial shot after thinking his partner had been stabbed. those officers have returned to duty since.they've now been

david dao was asked to give up his seat. he never raised his voice -- but you can hear him forcefully insisting that he's not going... passenger: no - i'm not going. i'm not going! united ceo: it was a system failure. one of the words that probably comes to mind is ashamed. he was a paying customer, sitting in his seat. no one should be treated that way. period. my initial words did not truly express what we were feeling. (catherine) some say that apology from the united ceo came too late... today we learned that two 'more' of the airport police officers involved in the incident have been put on leave.. and all passengers on that flight will get compensation equal to the price of their tickets. also today -- attorneys for dao took a step toward legal action. they filed court papers asking that reports and

other material in the case - be preserved. ( steve ) catherine hit on some of the developments today... and there is another one we can tell you about. the passenger, david dao, is suppose to make his first public statement on what happened tomorrow morning. thus far he has only spoken briefly to a television station in kentucky and that was on monday. he told them he was still in the hospital and when asked what his injuries were dao said "everything." ( catherine ) during his interview this morning --- united's ceo also said that the airline will never again use police officers to remove booked passengers already in their seats. (steve) kron4's maureen kelly talked to the suspect's neighbor. 42 year old mehari tekle was arrested by the chp on tuesday . here's video showing him in handcuffs escorted by an officer on his way to the county jail. he's been booked one count of sexual penetration when the victim is prevented from resisting by intoxication. he's being held on 100- thousand dollars bail and is set to be arraigned thursday afternoon. investigators say dna and video evidence are what identified him as the taxi driver who allegedly picked up an intoxicated woman from the graton casino back on december 18th. the sexual assault happening six miles to the north near the 101 and hwy 12 interchange.you're intoxicated supposed to get a cab you're supposed to get a cab to get a cabin that supposed to be your safe space safeway home that you're safe way home that's not supposed to be but supposedly a place that you get violated i'm comforted that he was arrested tekle lives at this apartment complex in santa rosa....a neighbor says tekle is a married father of young children who has been living there a long time...working for himself as the sole driver

( grant ) this was something to watch. the driver was pretty skilled for a time... weaving through traffic...110 miles per hour! we pick it up in the city of cerritos. by this time he already had hit a c-h-p car. the s-u-v was zipping along and then the driver made the snap decision to try to get off the freeway. oops. he spun out when hit the off ramp but that wasn't the end of it. the driver made a brief run for it... but with

all the police on his tail... he did not get far and was arrested. we later saw him get put into an ambulance... although he did not appear to be injured. we now know he was wanted for a road rage incident with a member of the l-a-p-d. that person called 9-1-1... and when officers showed up... the chase began. if's unclear if he was impaired. catherine. . (catherine) the a-c-l-u is upping the pressure on its resistance to president trump'stravel ban... it's now filing more than a dozen lawsuits nationwide - demanding government documents relatedto the ban. it wants documents showing how bans were carried out at airports....and the lawsuits cover a string of cities - including san francisco. other cities include san diego, seattle, miami, portland and tucson. the revised ban would temporarily suspend visas from 6 countries - and halts the u.s. refugee program. two judges have blocked the ban.
