effected many neighborhoods thru much of the city.from here in the western addition , to the financial district, chinatownand all the way out to the richmond and the sunset. and that big outtage all started because of an equiptment failure at the larkin street substation. thin wispy smoke could be seen pouring out the substation just after 9am this morning. pge working inside had to evacuate as fire crews convereged around it.a nearby resident calling 9-11 reporting an explosion.people in the area had to cover their faces because of the nasty chemical smell it caused.some fire crews coming out of the building could be seen covered in dry chemicalsusing that rather than water to try and put the fire.there wasn't a lot of smoke but the hot

eletrical equiptment was making it hard to put out so they brought in a carbon dioxide truck.it suffocates the fire and removes the oxygen and cools it downafter several hours the fire was finally put out and pge could tell us the cause of both that.and the massive power outage that effected such a large swath of the city.we had a circuit breaker fail it created a fire around the breaker the insulation around the breaker burned and that's what created the situationpge says exactly why the breaker failed is still being looked into.but it's age relatedit's simply old equiptment . they are in the process of spending 100 million dollars to upgrade that substation..which is scheduled to be done at the sometime next year.

(john) uh, yea, it's a little anoying." bart and muni riders put in a bind... turned away from the underground montgomery station... which for several hours remained dark. joe hickey/sfmta/nats- "but if you go to embarcadero or powell -- the trains are running there." while bart and the san francisco municipal transportation agency worked on the pitch black platform to figure things out... street level crews installed a generator to eventually repower the station... during the outage -- bart and muni trains still passed through montgomery station -- just without stopping. commuters were asked to jump on buses until the power issue was fixed.aldo gomez/bart rider- 'or, i might walk home." some stores stayed open through the outage... but dozens of businesses along and off market street had to close for the day... ana lia is a customer care specialist for an insurance company.ana lia/bart rider- "i think its going to cost a lot of money for our company." traffic

(vicki) president donald trump is sticking to his word...and his administration is cracking down on so-called sanctuary cities that refuse to cooperate with federal immigration authorities. now grant money for nine sanctuary cities is at risk... the justice department is asking those cities to prove they are complying with an immigration law to continue receiving money... the

department sent letters earlier today to cities in california, chicago, new york and philadelphia... places inspectors say previously had limited rules. the letter did not specify which cities in these states are under scrutiny. (grant) the fight over free speech on the u.c. berkeley campus is far from over. the controversial visit of a conservative commentator...is now taking on a legal twsit. kron 4's spencer black is live on the cal campus... to explain why the planned event with ann coulter could be heading to court. the berkeley college republicans invited coulter to speak here on campus on the 27th, which is next thursday. earlier this week, the school canceled the speech because of specific threats of violence at the event.

berkeley's no stranger - violence in february surrounding milo yiannopolous's planned speech. 7 school backtracked offered may 2nd as an alternative date. 7 sounded okay, until students pointed out that students won't be on campus.7 no class because they're studying for final exams.7 attorney representing the group, harmeet dhillon, says the offer is far different from what they make available for similar speeches from other people, and is threatening to sue if the school doesn't change course. (vicki)a suspect reportedly carrying a knife was injured after being shot by police in san jose this afternoon. officers say it happened in the area of lewis road and senter road. it all started when police were called to reports of a man with a knife. police arrived and at some point the suspect was shot. he was sent to a hospital and treated for his injuries. officials say the officer will be placed on paid administrative leave. (grant) the smoke has lifted in golden gate park in san francisco... where some 15- thousand marijuana smoking enthusisasts celebrated 4/20 yesterday. they jammed hippie hill... and had fun. we sent kron 4's dan kerman back to the park today... to see what was left behind.

disabled list for the first time in his career.. the dirt bike accident was on one of the team's off-days this week in colorado .. he has bruised ribs but more importantly for the team and fans...a sprained joint in his pitching shoulder. as of now he is out for ten days.. and will get checked out again next week...but some insiders are saying he could be out for more than a month. bum...one of the best playoff pitchers in baseball history, is out of the hospital...and beginning his recovery. (vicki) nearly one-million east bay water customers are once again drinking water from fresh snow pack from the sierra nevada mountains. it's the result of a months-long project costing 22- million-dollars to upgrade a treatment plant that is almost complete. but already... water from the mokelumme river is pouring out of taps west of the oakland hills. those customers were drinking water from local sources during the upgrade. now they are back to enjoying water from

the sierra...where there is finally plenty of snow and water once again. (grant) we know the big one is coming but of course we don't know when or where it might strike. if an earthquake were to occur on the calaveras fault near morgan hill, the dam at anderson reservoir could fail. which is why water from this year's heavy rains... is still being released from the reservoir out of an abundance of caution. kron four's rob fladeboe has the latest on that effort now live from morgan hill. rob? (rob live) i'm here just below the dam where water continues to gush from a release valve into coyote creek . it's hard to believe this has been going on now for a couple of months. the bad news is that most of this water is headed for the bay and can't be captured or stored anywhere. but the

good news is that the potential for a disaster resulting from an earthquake is less and less as the water level in the reservoir continues to fall. in 2009, the santa clara valley water district was ordered by the federal energy regulatory commission to keep the level in anderson reservoir at or below 68- percent. today it is 64 percent full but the releases are to continue until the level reaches 58 percent out of an abundance of caution. marty grimes/santa clara valley water dist." for those same reasons we're adding another level of safety between the 68 percent and the 58 percent, basically we're adding another 9 feet of safety..."the reason for that is that anderson's earthen dam could theoretically fail in a magnitude 7.25 earthquake, potentially flooding much of morgan hill and far south san jose. the lower the water level the lower the risk." over the years we've learned

more about the dam, we've learned about the faults that run under the dam and we've begun the design process so we're now doing a larger project than we thought was necessary..." 7 news anderson was 106 percent full and spilling over back in february, as we see in this video from kron4's helicopter partnership with abc7. a breach in a side channel that flooded highway 101 and the flood along coyote creek in san jose are nothing compared to the nightmare scenario of what could happen if the dam were to fail when the reservoir is full.marty grimes/santa clara valley water dist." the chances of it failing are are extremely remote but it's certainly not an acceptable chance to live with that in the long term because someday that fault could have a major earthquake...."once the level in anderson gets to 58 percent, water will be released from coyote reservoir upstream, near gilroy, because it's dam too was built near a fault and could fail in a big earthquake.

(vicki) all power is back on after a fire broke out at a p-g-&-e substation...(grant) it caused a massive power outage in san francisco.... here is what we know tonight... (vicki) the outage started shortly after nine this morning and about 88- thousand p-g-&-e customers were affected. the san francisco fire department scrambled to keep up with more than 100 calls for service in about two hours... they also had to rescue 20 people from different elevator. bart was shut down until about noon... and traffic lights and signals were affected and caused major gridlock across city streets until early this evening.... san francisco schools remained open during the outage and they restored power at all locations about an hour ago... p-g-e doesn't know exactly what the

cause is... but that something went wrong with a circuit breaker that made it explode. the power substation that failed had been set to be part of a 100-million-dollar upgrade. "i was like that's the guy. so we ended up calling the police." (vicki) tonight new details about the arrest of the tennessee school teacher at a remote cabin in siskiyou county. (vicki) tad cummins is now in federal custody for abducting 15 year old elizabeth thomas.(grant) she is back home in columbia tennessee. her family says she suffered severe emotional trauma, and is only beginning what figures to be a long recovery. catherine heenan is here with what we have learned today about their six weeks on the run. (catherine) this federal criminal complaint reveals that cummins really prepared for the

abduction: taking out a 45=hundred dollar loan and stocking up on the erectile dysfunction medication see- alice. his 39 days on the road ended when he turned to a good samaritan for help. "he said he he was from colorado and he said he had a house fire and he got fired from his job and he had his last 10 dollars or whatever. so i gave him 40 bucks and put gas in his tank and what not."griffin barry says he allowed the couple to stay in a twelve=by=twelve foot cabin in the tiny town of cecilville.. about 20 miles south of the oregon border. cummins told barry he was 44 and that thomas, who called herself joanna, was 22. "she spoke very few words and he would try and like talk for her a lot. he was like clearly keeping her separate." cecilville is about as far off the grid as you can get.the nearest sheriff's office is two hours away.there is no cell phone service for a 30 mile radius.but the mismatched couple in a car with no license plates eventually aroused suspicions" i was like that girl wont look at me or whatever and we are so far out here and someone showed me a picture and i was like that is definitely the guy."after

his arrest by a special team of sheriff's deputies, cummins was handed over to federal officials. "he's been taken into custody by the sacramento office of the fbi and so we expect that he will be arraigned on monday morning in federal district court in sacramento."thomas's father says he believes cummins brainwashed his daughter. we're going to have to figure out what kind of state of mind she's in and probably get her some help... ""we have mental health people that are engaged actively in this case that are going to be working with her for her best interest. we're following their recommendations completely and so we're waiting on further instructions from them. they'll be secluded today, probably be secluded for the next several days. she definitely will be secluded for a long time now." cummins is facing a federal charge of taking a minor across state lines for sex.. the charge carries a minimum of 10 years in prison.grant and vicki? (grant) united airlines missed a senate deadline for

explaining why a passenger was violently dragged off an overbooked flight in chicago last week. this is video of that incident... a bipartisan group of senators seeking answers in the incident was "disappointed" that the chicago department of aviation and united airlines failed to respond to its requests. after missing the deadline, the city of chicago promised to provide answers by april 26th. united airlines say they will do so by april 27th - claiming they need more time to review what happened. the department of transportation is also reviewing the incident. (vicki) u-s defense officials say a russian military aircraft was spotted today flying off the coast of alaska...and it's the fourth time in four days the sightings have happened. the russian aircraft did not enter u-s airspace and it is not known if the u-s air force sent out planes in response. officials say the sightings do not pose much threat...but they are taking notice of how often these sightings are

occurring. moscow says it regularly carries out patrol missions in the area. the u-s does as well with similar flights along the chinese and russian coasts. (grant) president donald trump says businesses and individuals will receive a "massive tax cut" under a tax reform package he plans to unveil next week. trump would not provide details of the plan, saying only that the tax cuts will be "bigger- i believe- than any tax cut ever." the president says the package will be released on "wednesday or shortly thereafter." treasury secretary steven mnuchin says the administration hopes to get a tax bill passed well before the end of the year. (vicki) bart has hired a new police chief. santa ana police chief carlos rojas will soon be in charge of the bart police force. rojas is expected to begin working in late may or early june. he will replace former chief kenton rainey, who retired at the end of last year after seven years as chief. rojas has 27 of experience in

(grant) we're learning more about the death of ex-n-f- l star aaron hernandez. this morning his fiancee has indicated in court papers that she may sue the state of massachusettes over his prison suicide. shayanna- jenkins hernandez filed papers saying she was contemplating the lawsuit over the supervision...her fiancee had while in his cell. questions have been raised over whether guards carried out the proper hourly cellblock checks. authorities say hernandez was locked in his cell about 8 p-m wednesday and no one entered again until a guard saw him just after 3 a-m. as people were leaving flowers at the scene of the shooting today....france's leaders were telling citizens to go about their normal routines... most are hoping it does 'not' affect sunday's big presidential election...as for the shooter - who was killed by police - it was confirmed that karim cheurfiis a french national with a long and violent criminal record. and authorities clarified that he was 'not' under official surveillance by french intelligence agencies, as initially claimed. one police officer died after the attacker jumped out of a car thursday and opened fire with a machine gun. and today while on a visit to indonesia -- vice president mike pence talked about what happened.. vice president mike pence: as president trump said yesterday in the face of all evil, and i quote, 'we have to be strong and we have to be vigilant'. today the people of paris have our condolences and our prayers, and the people of france are on our hearts today. this is just the latest reminder that terrorism can strike anywhere at anytime, something that the people of indonesia and the united states know all too well.

(grant) diet sodas are being blamed for a higher risk of stroke and dementia. in a new study...researchers found that people who drank one diet drink a day were almost three times as likely to have a stroke or be diagnosed with dementia. scientists say they are not sure exactly what it is... in the diet soda.... that can cause the stroke or dementia. but the american beverage association says that low- calorie sweeteners found in the diet sodas have been proven safe by worldwide government safety authorities. heart of san francisco... knocks out electricity to tens of thousands of people. and adding to the mess: it leaves a bart and a muni station in the dark ... in the middle of the morning commute. the culprit... a p-g-and-e substation where we saw smoke spewing out of the building. ( grant ) and this is where that substation with the fire is... as well as the montgomery bart station. as you can see from this map... they are only a few blocks apart. the substation itself is at eddy and larkin streets. ( grant ) within last hour we have learned all the customers who lost their power have it back.( pam ) p-g-and-e has also provided some clues as to what went wrong at the substation

besides the circuit breaker failing and causing a fire. kron 4's charles clifford is in san francisco tonight with the explanation coming from the utility. charles? well, the lastest update we have from pg&e is that ?? customers are still without power and they are hoping to have service fully restored this evening. for the most part, city officials are telling us that even though this was a wide spread power outage, for the most part the city actually ran smoothly today. no major injuries were reported and no major accidents reported. let's go ahead and walk you through what happened today. around 919 this morning there was a catastrophic failure of a circuit breaker at the larken street substation. that failure triggered a fire that knocked out power to 88 thousand customer in the north and central parts of the city. 21 schools lost power, 300 traffic signals were dark. . that's < of the city's lights . . muni and bart experienced power outages at the

montgomery station. several bus lines were disrupted. the city's emergency operations center was opened up this afternoon, when it became obvious this was a city wide problem. police, fire, and transportation officials have been here all day coordinating their reponse. pg&e has also been working all day to get service back up, again they are saying that only ?? remain with out power at this point. they were also asked today why the circuit breaker failed at the substation.

how widespread the power problem was for san franicisco today. this is a map from p-g-and-e ... downloaded just before noon. as you can see... just about every neighborhood was affected... from the western edition .... to the richmond ... to the financial district. and it was all triggered by the fire at the p-g-and-e substation on larkin street in the tenderloin. ( pam ) on the peninsula... another story involving p-g- and-e .. the utility has settled a lawsuit tied to the deadly san bruno explosion. the announcement came today. shareholders sued the utility over the company's management team ... that led to the 2010 blast. the lawsuit blamed executives for ignoring safety rules. the settlement is for 90- million - dollars. it is not clear where the money will come from. the pipeline explosion in san bruno killed eight people ... and destroyed 38 homes. (grant) the fight over free speech on the u-c berkeley campus is now taking on a legal twist... a conservative youth organization is threatening to sue the university after postponing a visit by political commentator ann coulter. the original plan to have the conservative republican speak on april 27th was postponed by administrators worried about safety. past

controversial speakers have led to violent protests on campus. the school has offered to hold the coulter event a week later... but the attorney for the berkeley college republicans says if the school does not allow the speech as scheduled, they will file a civil rights lawsuit.
