dublin/pleasanton-bound train... robbing at least seven people and punching at least two others... bart officials were able to identify some of the suspects thanks to video surveillance footage from inside the bart train. bart police say they have also stepped up their presence in and around the oakland colseium bart station... (catherine) that disturbing weekend incidence of mob violence on a bart train is causing another victim to come forward -- who says she was also attacked on a train. kron 4's maureen kelly talked to the young woman - who says bart police didn't take her assault seriously enough and she wants answers. there were a group of teenagers kind of messing around on the train, hanging off the bars being loud but in general i wasn't paying much attention to them because they're teenagers why would i ever be afraid of them. tess pawlisch says she was sitting on a bart train while travelling thru oakland...looki ng at her phone on the train when she was attacked.all of a sudden i felt a huge punched

my head she was diagnosed with post concussion syndrome after suffering multiple blows to the head while riding on a bart train in oakland back in february. her attacker, a teen girl, ran off the train along....and witnesses contacted the train operator to let them know that the assailant could still be caught....apparently the train operator seemed a little impatient and just wanted to get going.the train pulled away from the station and tess ended up reporting the crime the next day...meeting an officer at the station. pawlisch says she was in shock after the attack and didn't find out about the response until reading this email the witness wrote to bart pd.but reading about this violent attack that happened to me and how how the response immediately afterwards was so terrible and they could've done so much more was really upsetting.not only that....a month after the incident she reached out to bart pd to get an update on the investigation. not getting a

response she reached out to a bart board member.she asked him twice for an update on my case and they never responded to her. even to the bart board member? even to the bart board member.she has text messages from her witnesses....one whom a month later says she had not been contacted by police....another saying she was called by police on april 6th. tess says bart pd dropped the ball.....and if they hadn't... they could've maybe got these people, maybe if they realize this was a string and a lot of events that were happening on bart something like what happened over the weekend may not have happened.in this emailed response to one of the witnesses a bart police lieutenant agrees that the train operator should have immediately reported the attack to bart pd. and today the acting deputy chief says he was made away of the delay in contacting the witnesses in this case two weeks ago. he calls it unacceptable and says he's put protocols in place to address it. pawlisch says she hopes bart pd has truly learned from this incident and is trying to improve...and isn't just saying that to deflect media scrutiny.maureen kelly kron4 news (grant) another big story we're tracking tonight... it appears that conservative

(catherine) some of the survivors of the fire that tore through a halfway house in west oakland last month - are now suing 15 former tenants claim the building on san pablo avenue had "slum conditions'... they're accusing the building's owners and managers of ignoring a stringof fire code violations. the march 27th fire killed four people - injured 6 others - and displaced about 100 people who lived in the building. the tenants who are suing claim the building didn't have smoke detectors and fire extinguishers....and also say the exits were blocked. the attorney representing them held a news conference today.... ken greenstein/attorney: if the fire system had been functioning properly this fire would never have spread. nobody would have lost their lives. nobody would have been injured. it would have been a minor fire. eliza anderson/tenant who escaped fire:i didn't hear no alarms. all i heard was people banging

(grant) the man charged with seven counts of murder for a school shooting in oakland appeared in court today but his plea entry was delayed until next tueday. 48-year-old "one goh", was recently deemed mentally competent to stand trial. the former nursing student is charged with killing seven people and injuring three others during a 20-12 shooting at "oikos university." prosecutors say goh dropped out of oikos several months before the shooting and wanted his tuition refunded...initi ally targeting an administrator. a car spray painted and set on fire in vacaville and now it is being investigated as a hate crime. police are still looking for the person who set the car on fire. investigators say k-k-k was spray painted on the car before it was lit on fire. it happened monday night on william street. police say the owner of the car does not know why he was targeted.

rescued a 30-year-old woman - from a hole in her neighbor's backyard shed. they discovered the woman after a nearby resident reported hearing cries coming from the shed in the middle of the night. officers found the woman trapped in a hole only 24 inches wide and 40 inches deep. the small pit was covered with wood and heavy objects to prevent her escape. her mother had also reported her missing two hours before she was found. police arrested donald dunn, who lives in the home, and charged him with kidnapping. the kidnapped woman was taken to the hospital and has been released. (hermela aregawi) both the berkeley college of republicans and uc officials had press conferences today. the student group reiterated what is in the lawsuit -- that university administrators and police failed to do their jobs by not ensuring coulter's safety tomorrow. (vo)they say by doing that the university is trying to restrict conservative speech. the university on the other hand says, they actually went above and beyond the normal protocol to make this appearance happen because they didn't want the student group to think this was a political decision.

( pam ) another big story tonight... president trump's tax reform plan. among other things.. it would reduce the number of personal income tax brackets from seven to three. the new rates would be 10- percent, 25 -percent and 35- percent. the proposal would also double the standard deduction for married couples to 24- thousand dollars. the corporate tax rate would drop significantly from 35- percent to 15 -percent. that would be the biggest tax cut in history .... according to treasury secretary steve mnuchin. ( pam ) tonight the trump administration is facing questions over how it will pay for its proposed tax cuts. because she believes bart police dropped the ball in her investigation.(steve)kron4's maureen kelly talked to the woman and was able to get answers from bart police. i didn't know what was going on i know when i originally reported to police i thought multiple people were hitting me newly arrived college grad tess pawlisch just learned a hard lesson about riding public transit in the bay area. febuary, the same month she moved here for a job in politics, the 22 year old says she was sitting on a bart train while travelling thru oakland...looking at her phone on the train when she was attacked. it turned out it was just one teen girl who ran off the train when it stopped at the west oakland station. despite witnesses alerting the train operator for help...the train left the station and bart pd wasn't alerted until the next day when the victim reported it. she was diagnosed with post concussion syndrome and had to miss a lot of days at her new job. but there are other lingering effects of this attack.i'm scared to take public transportation and i think that's so unfortunate

because we are so lucky to live in a city that has an incredible public transportation system. not every city in the country has that but it needs to be safe people need to be able to use it and not be fearful to write it.a month after the incident she emailed and called bart pd to get an update on the investigation.and then reached to her witnesses.... she has text messages from her witnesses....one whom a month later says she had not been contacted by police....another saying she was called by police on april 6th.i feel like bart dropped the ball the acting deputy chief agrees with that assesement."a delay of a month is unacceptable, that is not a competent level for any type of investigation. i became aware of that delay approximately two weeks ago, that situation was addressed. i really want to apologize personally to that victim. it is completely unacceptable. my job is to make sure that it doesn't happen again. i've also put in protocols in my unit, the investigative unit to try and mitigate to make sure that doesn't happen again. but that is not a common practice. and it is unacceptable." pawlisch says she hopes bart pd has truly learned from this incident and is trying to improve...and isn't just saying that to deflect media scrutiny. after this experience she is considering the possibility of running for the next open bart board seat. maureen kelly kron4 news
