( james ) our top story this monring... a couple murdered inside their own home in the south bay. and it was done by their daughter's ex -boyfriend. that man was then shot and killed by police after an intense standoff. we now know his identity... police say he was 24-year-old mirza tatlic . kron4's lydia pantazes has more information on what happened and what we're learning about the victims. and killed in their willow glenn home on wednesday night. naren and raynha prabhu... the accused shooter their daughters ex boyfriend.... 24- year old mirza tatlic.the shooting happened on this private road on the 1000 block of laura ville lane at around 9pm.the ex girlfriend was not at home at the time but her two brothers ages 20 and 13 were...the 20-year old managed to escape and the 13-year old was eventually released.police ended up shooting the suspect when he pointed his handgun at them neighbors say the gunshots could be heard throughout the area."i had my kids were very little in the room with me my home we had locked everything down we closed all the blinds."we know that naren prabhu was an employee at juniper networks in sunnyvale.employees would speak with us on camera but off camera told us they are saddened by the death of the couple.in a statement to kron4 news, a spokesperson for juniper networks said: juniper networks is deeply saddened by the recent loss of a long time employee we are focused on supporting our employees and

their families through this difficult time."thev last known address for the suspect is here in campbell with his mother...family would not speak with us on camera but could be seen visibly upset outside the home.but neighbors say they frequently saw ratliff sitting outside his home...."we look at him from a distance but he never looks at anyone, he just minds his own business."but neighbors did say police were frequently at the home."i would say police often but never knew for what but always in the same area." police did say tatlic had a history of domestic violence and an active criminal restraining order filed against him by his ex girlfriend and a history of mental illness. ( james ) that deadly police shooting is the second in san jose in a 24- hour span. on wednesday night, police

were called to a home in east san jose over a family dispute. when officers arrived they say a man now identified as joseph tourino charged them while holding a kitchen knife. a police officer fired one shot killing him. ( james @ landing ) another big story we are following this morning... republican's taking the first steps in delivering their pledge to repeal and replace obamacare. the house narrowly passed the health care bill with out a single vote from democrats. there are several unknowns. some of which include how many people would lose obamacare coverage and what would the new plan cost people. we do know is this bill would provide refundable tax credits based mainly on age. it will also revamp medicaid funding. as well as reduce federal support by capping funding.. it will also weaken guaranteed protections for people with pre-existing conditions.

( james ) back here in the bay area, a health care rally was held in the downtown san francisco outside the office of senator diane feinstein. it happened around 12- noon and it was organized by progressive activists at move -on-dot-org. about 50- people showed up. some holding signs saying don't take away my obamacare . others voiced their concerns about the future of affordable health care in america...

putting 24-million people out of medical insurance">( james ) the group says, it wants to encourage senator feinstein to do everything she can to put a stop to the partisan health care legislation. ( james ) the fate of the man accused of murdering sierra lamar is now in the hands of a jury. the defense and prosecution have now rested their cases. but not before a last word from the prosecution. since the body of sierra lamar has never been found, the prosecution's case against antolin garcia- torres is centered primarily on d-n-a evidence. in their rebuttal to the defense's closing arguments, the district attorney told the jury there is no explanation for the d-n-a other than - garcia torres is the killer.

deliberating today. they can acquit garcia - torres or find him guilty of either second or first degree murder. a first- degree murder conviction carries a special circumstance allegation. and that would make garcia - torres eligible for the death penalty. ( james ) now to the dubs... they were at oracle taking on the utah jazz for game two of their best of 7 series. and the warriors came out on fire. steph curry in the lineup after tweeking his ankle in game two. klay thompson got it started with a corner three. draymond green was unstoppable from three point land. he made five triples in the game. warriors were up by 20 in the first quarter. in the third utah rallied from behind. rodney hood cut the warriors lead to six to start the third quarter but the warriors defense with another great performance stopped the comback. there was a scary

( james ) a big story we are following this morning... the california senate has voted to move up the state's presidential primary to the third tuesday in march instead of the current june primary. the legislation says june's primary is too late to give state voters a say in selecting the republican and democratic nominees for president. they also say an early primary would make candidates more likely to address issues important to californians. the bill is now headed to the assembly. ( james ) the albany high students disciplined in connection with racists posts on instagram are now suing the

school. the group claims their first ammendment rights were violated. and as kron4's charles clifford reports, they want their records wiped clean. well, here at albany high school a group of students are pushing back against the administration saying they were wrongly disciplined and their rights were violated.earlier this year, racist images appeared on an albany high school student's instagram account. some of the images targeted other students at the school and at least one member of the faculty. the school eventually disciplined more than a dozen kids including several who only liked or commented on the images. sot this is really an issue of protected speech.attorney darryl yorkey reprensents four of the disciplined students. he says three were suspended and one is facing expulsion. in a lawsuit filed against the school, the students are claiming their first amendments rights were violated because instagram isn't owned or operated by the school, therefore the school doesn't have the right to punish them for something posted on that service.sotit doesn't matter what they said. it was on a platform that was outside the school. the school has essentially over reached their bounds. they are trying

to regulate whats happening in the home.in response, the albany school district released a statement thursday saying that "the district is currently reviewing the lawsuit and will take appropriate action in responding to it."sotit's unnaccepatble. it shouldn't be tolerated. zero tolerance means just that.lerond mallard is the father of one of the students who was targeted by the instagram images. he feels that because pictures his daughter and other kids were posted on instagram, it was appropriate for the school district to cast a wide net in disciplining those involved.sot these kids were going around taking photos, posting them and making these disparaging remarks. i would expect that my daughter would be in a learning environment that's free from that.to try to spin this some other way is misguided, wrong headed and it's not the lessons and the values that you want to be giving to young children. now, this lawsuit only involved the instgram images. it does not involve some of the alleged racist gestures and statements made on campus earlier this year. thursday afternoon, the school district issues a statement in response to the lawsuit. the statement reads, "the district is currently reviewing the lawsuit and will take appropriate action in responding to it." in albany, charles clifford kron 4 news. ( james @ landing ) on the peninsusla... parents in south san francisco are pulling out all the stops to get their kids a spot in before and after school

programs.. kron 4's ella sogomonians spoke to parents who camped out to make sure their kids get in. sot: eugene melamoud, parent// "i got a tent i got a chair, sleeping bag. and i'm proud. i'm ready to go."eugene melamoud is camping out at south san francisco's joseph a. fernekes recreation building but it's not for fun. he is one of dozens of parents who are waiting in line for the chance to sign up their kids for child care once school starts back up in august. "it's absolutely insane we are in a place with some of the best companies in the world this should not be happening in silicon valley." parks and recreation run the before and after school programs at 6 campuses across the district.director sharon ranals says about 600 students in the district use the service but there are less than 40 spots left. sot: sharon ranals, director of parks and recreation south san francisco//"all three of my kids went to before and after school care. i was a single mom for most of those years i wouldn't have made it without it. so i'm very sympathetic with these families."ranals

says the high demand is most likely because of a low unemployement rate and a need for both parents in each household to work.returning students enrolled last year have priority so it's incoming kids whose parents are concerned if they'll get in. so much so some hired people like coleen charles through the app task grab it to sit in line for them.sot: coleen charles, hired to sit in line// "i'm sitting here in line for like 27 hours so they can go to work."the program it isn't free. before and after care five days a week costs $399 every month.this coming year the cost could go up by 5 % to $416 if a child care vote is passed in june.parks and rec work with families around their pay periods, set up installments, and help find scholarships to cover the expenses. in south san francisco ella sogomonian, kron4 news... we're following this morning... first united, then american, now delta airlines having to apologize and explain what went wrong on one of its planes. this latest video involves a family trying to fly back to southern california after vacationing in hawaii. the incident happened late last month. here is what happened. the parents in the video sent their 18 year old home on an earlier flight so their one year old could sleep on the red-eye in a carseat in the seat initially purchased for the 18-year old. the flight crew tried to make the parents hold that one year old on their lap instead. saying federal law requires kids under two be on a parent's lap. however, delta's website recommends for safety that kids under two ride in a carseat positioned

on a plane seat. it's uncelar if the parents transferred the ticket from the 18 year old to the one year old. ( james ) we now know the name of the suspect shot and killed by san francisco police on market street. it happened while police say, he was attacking a store employee. police say

26-year-old nicholas flusche was gunned down when he was reportedly attacking a subway sandwich store employee with a knife. officers say flusche refused to stand down and was killed on the scene. the store employee is in the hospital. he is expected to survive his injuries. this marks the first fatal officer- involved shooting to occur this year since the city's new police chief bill scott was sworn in. ( james ) police looking for the criminal who ransacked a daycare in san jose. and now families now forced to find somone to care for their children until the business can reopen. kron4's hermala aregawi spoke to the owner of the facility. this was the scene joyce brown walked into at 6 this morning. broken windows.shattered glass. office trashed.and toys and diapers senselessly thrown all over the place.joyce brown/owner and director, tomorrow montessori: it's really overwhelming. i have a wonderful community of families and parents here. we've been here for 16 years. and to just have it maliciously destroyed. it's

( james ) a new research study shows a concerning connection between screen time and speech development in babies. and it may make parents think twice about handing their children a mobile device. the study looked at kids age six months to 24-months and found that every 30-minutes in daily screen time is linked to a 49-precent increased risk of what researchers call a speech delay. they say it affects their use of sounds and words. the study did not find any connection between handheld devices and other areas of communitcation though like gestures body

broadway and davis the read side window had been shattered and unknown contents were removed nats: i would love for them to just show up that because the items that were not stolen were sitting in plain view for easy pickings. so now officers need to enter the suv so they can secure the items that were not stolen nats: auto alarm items which included a gun safe, some electronic items, a digital camera and a pouch containing social security numbers there was still two hours left on the meter which means all their belongings would be exposed for more thieves if action were not taken nats: would you do me a favor could you run a texas plate to see if you can find a phone number officers scramble to try and locate the registered owner of the suv or else they would have to tow it to avoid more problems(for the record if towed it would not cost the victim any money) finally the family was located at pier 41 so what was stolen my daughter lost her laptop her whole backpack which she is heading to a month in florida and he flight leaves in a couple hours and now she has nothing it's tourist season in san francisco but not in a good way that's why all

sierra lamar is now in the hands of a jury. the defense and prosecution have now rested their cases against antolin garcia torres. since sierra's body has never been found, the prosecution's case against torres is centered primarily on d-n-a evidence. in their rebuttal to the defense's closing arguments, the district attorney told the jury the only explanation for the d-n-a found in torres' car... is that he must have killed her.

old son managed to escape and the 13-year-old son was eventually released by the gunman. police ended up shooting 24-year-old mirza (merza) tatlic after he pointed a gun at police. tatlic lived at his mother's home in campbell. his neighbors say they frequently saw police outside the ( rebecca ) police say tatlic had a history of domestic violence and an active restraining order filed against him by his ex-girlfriend. police say he also had a history of mental illness. back to you. ( mark ) that deadly police shooting was the second in san jose in a 24- hour period. and we now know then name of the man who was killed by police on tuesday night. investigators say police were called to a home in east san jose -- over a family dispute. when officers arrived they say joseph tourino charged at them while holding two kitchen knives. officers then opened fire killing tourino. students at albany high school are suing the school after they were disciplined over racist posts on instagram. earlier this year...one student posted the racist pictures on his instagram account. some posts targeted other students and one faculty member. more than a dozen students were disciplined including several who liked or commented on them. the students now claim the school violated their first amendment rights. they say the school has no right to punish them because it doesn't own or operate instagram. ( darya ) the albany school district says it stands by its disciplinary action and would not comment on the lawsuit. ( darya ) the u-s house of representatives has passed a bill to repeal and replace the affordable care act.( mark ) now the bill goes to the senate where there could be an even harder fight for

dealing with historic flooding. ( darya ) rebecca strom is here with a look at the damage. rebecca. ( rebecca ) deadly flooding is devastating parts of arkansas and missouri. at least a dozen people have died in the flood waters. rushing waters submerged homes -- forcing the people inside to flee. rivers are swollen -- streets flooded -- and bridges wiped out. and as some of the flood waters starts to recede people are seeing just how massive the damage is ( rebecca ) the missouri state highway patrol says flooding has closed nearly 300 roads and highways and the devastation is widespread. the national guard has been called in to help with some of the relief efforts. back to you. ( mark ) california's new gas tax has not gone into effect yet and there is already an effort to repeal it. an orange county

assemblyman is pushing an initiative that would reverse the tax. the gas tax was passed last month. it adds a 12 cent tax per gallon of gas and increases vehicle registration fees. the hike in gas prices is supposed to kick in this november and the new registration fees in january. the tax would raise 52-billion dollars over ten years to help repair california's roads and bridges. the repeal needs more than 350-thousand signatures to qualify for the ballot. ( darya ) some of the healthiest eaters in the country live in the north bay. santa rosa was ranked number six on a new list of cleanest eaters in the country. more than 72 percent of people surveyed in santa rosa say they eat healthy almost everyday. santa cruz also made the top ten coming in at number three. in fact california had more healthy cities than any other state in the country. the study also found that the people who claimed to eat healthy also reported lower levels of stress. naples, florida was the healthiest city on the list. celebration goes horribly wrong in wisconsin. one student showed up to school yesterday in his fan gear to celebrate star wars day. when other kids saw him dressed as a strom trooper they thought he might be a threat. some even called police. officers say his costume looked like it had a bullet proof vest over it. officials evacuated everyone from the school. ( mark )an airport official says a cargo plane contracted by ups has gone off the runway and over a hillside at a west virginia airport.yeager airport spokesman mike plante said the plane went off the runway friday morning.new outlets report emergencies crews are at the scene. it wasn't immediately clear whether injuries have been reported.plante says the plane flew from louisville, kentucky, and was trying to

land when it went off the runway.charleston airport officials have proposed spending $290 million to rebuild and extend the runway after a landslide in 2015 took out a church and an unoccupied house. the lengthening the runway from about 6,800 feet to 8,000 feet. ( mark ) berkeley police are looking for three men who are wanted for assault. the assaults happened during a violent protest in berkeley last month but police are just releasing these pictures. the protests happened on april 15th at civic center plaza. groups opposing and supporting president trump started fighting. 20 people were arrested. this morning police released these pictures of three men who are wanted in connection with assaults that happened during the protests. ( rebecca @ land ) usa today is reporting that the department of justice is looking into uber's ghost-app program called greyball. greyball allowed uber

engineers to take over a user's app and send them a map that did not accurately reflect which drivers were in the area. uber has admitted that greyball was used in part to track and avoid regulators who might be hailing rides to scrutinize the company's business practices and evade law enforcement agencies that were cracking down on the ride sharing service. uber says it discontinued the practice five days after the new york times report exposed the program in march. according to reports, uber received a subpoena from a northern california jury wanting documents on when greyball was first used and where. uber is not commenting on the reported investigation. the department of justice is also not talking about the nature of their investigation or whether any employees will be facing criminal charges. right now uber is also under fire for other of its business practices including sexual harssment claims made by a former employee. ( darya ) we now know the name of the man shot and killed by san francisco police

wednesday on market street. police say 26-year-old nicholas flusche was gunned down when he was stabbing a subway sandwich store employee with a knife. officers say flusche refused to stop attacking the man and that's when officers opened fire. the store employee is still recovering in the hospital. this was the first deadly officer- involved shooting in san francisco this year. ( mark ) a city-regulated homeless camp in oakland where a fire burned 12 tents and a sanitation station will be decommissioned today. the fire broke out monday night in the area of 35th and peralta streets under interstate 580. the city says the decommissioning of the camp had been planned long before the fire. the camp's residents will now be referred to local shelters. ( mark ) former state senator mark leno is running for san francisco mayor. the mayor's election isn't until 20-19 but leno says he needed to file early to start

( darya ) this morning delta airlines is offering a refund and an apology to a california family that was kicked off a plane and threatened with jail time for not giving up one of their seats. the incident was caught on camera: (brain schear/ kicked off flight): "right, i bought him a ticket on another flight so that my son would have a seat and your saying that you're going to just give that away to someone else when i paid for that seat. no you need to do what right, i bought the seat... and you need to leave us alone."( darya ) the video of the april 23rd incident was uploaded to facebook earlier this week. brian and brittany schear were heading back to

huntington beach from hawaii with their two toddlers. in the video brian explains that he wants to put one of the toddlers in a seat... which was originally purchased for their 18-year-old son.... who booked a different flight. detla's 's website even reccommends buying a seat for children under 2. but officials on the flight told the family they had to get off... saying the parents could go to jail for a federal offense if they didn't abide. ultimatley the schear's decided to get off the flight to avoid further conflict. they had to pay another 2- thousand dollars for another flight home. yesterday delta released an apology to the family saying the incident was mishandled. now suing facebook...google and twitter.. in the lawsuit, the families accused the companies of providing platforms to aid terroritsts.. they say the social media sites allow terrorist groups to spread propaganda, recruit followers and raise money. similar lawsuits have been filed by relatives of victims from the pulse night club attack in orlando. some of those have been dismissed because federal law says users are held responsible for the content they post...not the companies. ( darya ) two former deputies in bakersfield are accused of selling pot while they were on the force. logan august and derrick penney now face up to five years in prison. between march and december of 2014...august is accused of taking pot plants and processing it from raids in order to sell it. court documents say he made 15 thousand dollars from the sale. penney is accused of breaking into the department's pot storage unit. august and penney both left the department in 2014. senate has voted to move up the state's presidential primary to the third tuesday in march instead of the current june primary. the legislation says june's primary is too late to give state voters a say in selecting the republican and democratic nominees for president. lawmakers say an early primary would make candidates more likely to address issues important to californians. the bill is now headed to the full assembly for approval. hands of a jury. the defense and prosecution have now rested their cases against antolin garcia torres. since sierra's body has never been found, the prosecution's case against torres is centered primarily on d-n-a evidence. in their rebuttal to the defense's closing arguments, the district attorney told the jury the only explanation for the d-n-a found in torres' car... is that he must have killed her.

he was later shot and killed by police. naren and raynha (rain-ah) prabhu (prah-boo) were shot and killed at ther home on wednesday night. their daughter was not there at the time, but their two sons were. the 20-year-old son managed to escape and the 13-year-old son was eventually released by the gunman. police ended up shooting 24- year-old mirza (merza) tatlic after he pointed a gun at police. tatlic lived at his mother's home in campbell. his neighbors say they frequently saw police outside the home. ( mark ) police say tatlic had a history of domestic violence and an active restraining order filed against him by his ex-girlfriend. police say he also had a history of mental illness. ( mark ) that deadly police shooting was the second in san jose in a 24- hour period. and we now know then name of the man who was killed by police on tuesday night. investigators say police were called to a home in east san jose -- over a family dispute. when

officers arrived they say joseph tourino charged at them while holding two kitchen knives. officers then opened fire killing tourino. ( darya ) a group of students at albany high school are suing the school after they were disciplined over racist posts on instagram.( mark ) rebecca strom is here with the rebecca? ( rebecca @ land ) earlier this year...one student posted the racist pictures on his instagram account. some posts targeted other students and one faculty member. more than a dozen students were disciplined including several who liked or commented on them. the students now claim the school violated their first amendment rights. they say the school has no right to punish them because it doesn't own or operate instagram. ( rebecca @ land ) the albany school district says it stands by its disciplinary action and would not comment on the lawsuit.

day-care is working to repair thousands of dollars worth of damage after someone ransacked the school in san jose.( darya ) rebecca strom takes a closer look at the damage. rebecca? ( darya ) happening today... mexican drug lord joaquin "el chapo" guzman returns to court. guzman's lawyers are fighting to relieve his restrictive jail conditions. the 59-year- old escaped twice from prison in mexico. a federal judge rejected his bid to be allowed in the general inmate population and receive visitors. the judge will allow guzman to communicate with his wife through letters. guzman was brought to the u-s in january to face charges that he oversaw a multi-billion dollar drug trafficing operation. ( mark ) we are learning new information into the suicide of ex-n-f-l player aaron hernandez. investigators say he did not have drugs in his system when he was found dead in his jail cell on april 19th. the new report confirms he wrote a reference to a biblical passage on his forehead and on the wall of his cell using blood. hernandez was serving a life sentence for murdering his friend odin lloyd in 20-13. his suicide came just five days after he was found not guilty

( mark ) u-s immigration agents can't effectively track foreigners who overstay their visas. that is according to a new government report. homeland security officials say agents need better computer systems to check visitors' immigration status. the report also says the u- s needs to roll out a system to screen foreign visitors when they leave the u-s. more than 50-thousand people overstayed their visas during a one-year peroid ending in september of 20-15. in south san francisco are camping out to make sure their kids can get into an after school program.( darya ) will tran is live at orange memorial park. will. ( will )eugene melamoud is camping out at south san francisco's joseph a. fernekes recreation building but it's not for fun. he is one of dozens of parents who are waiting in line for the chance to sign up their kids for child care once school starts back up in august. parks and recreation run the before and after school programs at 6 campuses across the district. director sharon ranals says about 600 students in the district use the service but there are less than 40 spots left. ranals says the high demand is most likely because

( rebecca @ land ) usa today is reporting that the department of justice is looking into uber's ghost-app program called greyball. greyball allowed uber engineers to take over a user's app and send them a map that did not accurately reflect which drivers were in the area. uber has

admitted that greyball was used in part to track and avoid regulators who might be hailing rides to scrutinize the company's business practices and evade law enforcement agencies that were cracking down on the ride sharing service. uber says it discontinued the practice five days after the new york times report exposed the program in march. according to reports, uber received a subpoena from a northern california jury wanting documents on when greyball was first used and where. uber is not commenting on the reported investigation. the department of justice is also not talking about the nature of their investigation or whether any employees will be facing criminal charges. right now uber is also under fire for other of its business practices including sexual harssment claims made by a former employee. ( mark ) a city-regulated homeless camp in oakland where a fire burned 12 tents and a sanitation station will be decommissioned today. the fire broke out monday night in the area of 35th and peralta streets under interstate 580. the city says the decommissioning of the camp had been planned long before the fire. the camp's residents will now be referred to local shelters. here's a quick look at the top stories we're following this morning... the case against antolin garcia-torres is now in the hands of a jury. he's the man accused of killing teenager sierra lamar.. since the body of lamar has never been found, the prosecution's case against garcia-torres is centered primarily on d-n-a evidence.( darya ) san jose police fatally shot the man who they say killed his estranged girlfriend's parents in their willow glen home wednesday night. police say 24- year-old mirza tatlic shot and killed naren and raynha prabhu after going to their home looking for his ex-girlfriend. the estranged girlfriend had an active criminal restraining order against him. as we celebrate cinco de mayo. let's check the view outside with our 4-zone camera network. the marine layer back again this morning with fog at the coast. morning temperatures are on the cool side with mostly 50s and a few 40s. by mid morning inland temps will hit the low 60, then warm to the upper 60s and a few low 70s by the afternoon. everyone will see partly cloudy skies. expect stronger winds from the ocean later this evening and lasting into saturday. looking forward, temps will continue to cool saturday. clouds will also build. we're still tracking a slight chance of rain sunday. stay with kron4 and we'll keep you updated.

airlines is offering a refund and an apology to a california family that was kicked off a plane and threatened with jail time for not giving up one of their seats. the incident was caught on camera: (brain schear/ kicked off flight): "right, i bought him a ticket on another flight so that my son would have a seat and your saying that you're going to just give that away to someone else when i paid for that seat. no you need to do what right, i bought the seat... and you need to leave us alone."( darya ) the video of the april 23rd incident was uploaded to facebook earlier this week. brian and brittany schear were heading back to huntington beach from hawaii with their two toddlers.

in the video brian explains that he wants to put one of the toddlers in a seat... which was originally purchased for their 18-year-old son.... who booked a different flight. detla's 's website even reccommends buying a seat for children under 2. but officials on the flight told the family they had to get off... saying the parents could go to jail for a federal offense if they didn't abide. ultimatley the schear's decided to get off the flight to avoid further conflict. they had to pay another 2- thousand dollars for another flight home. yesterday delta released an apology to the family saying the incident was mishandled.

( mark ) take a look at this... a head on crash caught on camera by a school bus dashcam. this happened in oklahoma just over a week ago, but the video is just being released now. a pickup truck crossed the center line, slamming into an oncoming car. the bus driver kept the children calm as bystanders rushed to help. three people were taken to the hospital, but everyone is expected to be okay. no one on the bus was ( mark ) two former deputies in bakersfield are accused of selling pot while they were on the force. logan august and derrick penney now face up to five years in prison. between march and december of 2014...august is accused of taking pot plants and processing it from raids in order to sell it. court documents say he made 15 thousand dollars from the sale. penney is accused of breaking into the department's pot storage unit. august and penney both left the department in 2014. ( darya ) the california senate has voted to move up

the state's presidential primary to the third tuesday in march instead of the current june primary. the legislation says june's primary is too late to give state voters a say in selecting the republican and democratic nominees for president. they also say an early primary would make candidates more likely to address issues important to californians. the bill is now headed to the full assembly for approval. ( darya ) letting babies and toddlers use tablets could be causing serious damage to your children. doctors have found a connection between screen time and speech development in babies. pediatricians looked at kids age six months to 24-months and found that every 30- minutes in daily screen time is linked to an increased risk of what researchers call a speech delay. they say it affects children's use of sounds and words.
