undercover sheriff deputies on the alameda county safe task force as we head to check up on a sex offender who is not on the megan's law website. 48:00 his offense was sexual battery. i don't know what he did, that's what he pled guilty to.tens of thousands of californians convicted of sex crimes are excluded from the website that allows the public to see where certain sex offenders live.in addition to sexual battery, other crimes that aren't tracked by megan's law include.misdemeanor child molestation where the victim is a close relative of the offenderand felony child pornography if the victim is 16 or olderindecent exposure and human trafficking.20:40 they are only visable to law enforcement. the problem with that system, it does not take into consideration their risk profile. it's unfortunate because there are high risk offenders out there who really should be visable to the community and aren'táááthe man who's being checked on today has a solid history of annually updating his registration...until this year, which is what brings them to this oakland house. 2:33 i bet that's him right there, it looks like him instead it turns out to be the sex offender's brother.3:47 what registration anyway. his sex offender registration. oh. wooo. you going to jail today uh. could be. but we are just trying to check on him. part of what we do is make sure he lives where he says he lives. well, he's here, but he's in and out. ok. but he is here. he does live here.ok, where else does he
5:30 pm
live.right there. (points) oh in that. camper. yeah.the deputies check the camper and the basement just in case...and get more information from the brother 54:28 they have a plausible story, grandmother is 105 years old, both older brothers are here trying to take care of grandma, it's possible this guy, this guy has a pretty solid history of registration so we may deal with this with just a warning and get him back down town to register (brother)im going to make sure that he gets the message today when i see him when he gets in from work because i don't need this, my grandmother don't need this he ended up getting the man on the phone....who says he just forgot.54:52 we are not all about just throwing people in jail every single chance we get, the most important thing is to keep them from reoffending now we are in hayward...as the deputies for richard coulouris. he is on the sex registry list because he was convicted of sexual battery....but his criminal record shows that he was originally charged with multiple counts including rape and sodomy.49:50 what i would like to see, people who do pose a risk and people should be placed on megan's list based on what it was that they did what it was that there were charged with, not what it was that they pled to, maybe that's pie in the sky, maybe that's idealistic but really that's the best way in my opinion we would be able to keep track of peoplecoulouris is registered at a church that
5:31 pm
offers services for the homeless....because he's a transient he's required to renew his registration every 30 days....but he stopped a year ago....he also has an outstanding arrest warrant for auto theft.(ralph) (deputy) 6:03 he's wanted for a couple things, he's a sex offender who hasn't registered,(ralph) ah geez we got kids for food here (ralph) 08:00 this is their job and it's helping us. again if you were here in another hour we'd probably have 50 families for food and at least half bring at least one child with them, we don't need thatthey direct the deputies to the park across the street....where he's known to hang out.11:37 obviously we don't want sex offenders hanging out in parksáááwhile they are looking....a package arrives at the church for coulouris. and that turns out to be important....because several hours later....the deputies get a call....that coulouris returned for that package.37:08 see bam, it's
5:32 pm
not what you know it's who you know....hahahathe staff at the church was able to stall the suspect until hayward pd arrived to make the arrest. another reason why today was successful, it's successful when we go out and look for these guys and we let people know where are at here looking for them and to let them know that we are out here looking for them so hopefully it keeps them in line.coulouris has been charged with auto theft and failing to register as a sex offender. but that's not enough to put him on the megan's law website when he's released from custody. his history as a sex offender will stay hidden from the general public. one of the roughly 25% of sex offenders in california who's crimes have not been deemed serious enough to warrant that kind of exposure. maureen kelly kron4 news.

(harper matheson - owner city counter) city counter is a modern luncheonette inspired by the classic department store counters. harper matheson is a millennial with a love of vintage lunch counters. the former dancer just launched city counter in downtown san francisco. a place to sit and dine on deviled eggs and ruben sandwiches...(harper matheson - owner city counter) i want to make you feel the way you did when your dad made time between calls to take you to lunch just the two of you.(vicki liviakis) as a kid my dad used to take me too - every thursday - for a tuna melt at woolworth's five and dime. so yeah, there's a soft spot for luncheonettes. only difference is - this luncheonette is for grown-ups. along with tempting tidbits - you might toss back a glass of rose or chardonnay.(harper matheson - owner city counter) it's a luncheonette for today! harper called up her architect pal nicole huang to design a special counter to accommodate the crowds.(harper and nicole) we're doing that quick satisfying escape from that daily hustle bustle
