the scene. it happened just before 6 on the 2100 block of lemontree way. responding officers found a shooting victim fleeing form the scene in a car that crashed with several other occupied cars. police made contact with the victim was a short distance away on "l" street near the highway 4 overpass. they were then taken to the hospital where he would die from his injuries. during the investigation, a gunman was identified and found at a residence in the 2100 block of lemontree way. after a short stand-off the gunman exited and was peacefully taken into custody. the investigation is on-going. ( james ) also breaking news this morning... a man who was wanted by vallejo police is found overnight and shot and injured by police. and a vallejo officer was also injured in the shooting. it started on may 25th when police say 20 year old kevin decarlo was being pursued by officers for driving recklessly in vallejo.

officers then ended that pursit but got a warrant for decarlo's arrest. then, 2 days later officers found dcarlo in vallejo. he fled from officers on foot after officers say he crashed his car into a patrol car. then last night, officers found decarlo in martinez on the 4000 block of ellis road. they say he tried to escape them again by ramming a car into an officers car. this time police opened fire hitting decarlo multiple times. he is in the hospital with serious injuries. a vallejo officer had minor injuries related to the shooting. he was treated and released from the hospital. kron 4's lydia pantazas is heading to the scene and will have a live report at 5 a.m. ( james ) a horric crash rocks an east bay community. and now, loved ones are gathering to remember the victims. a candlelight vigil was held in alameda where the two teens lost their lives. kron4's alecia reid spoke with family and friends who knew the high school seniors best. emotions were on high tonight as friends and tonight as on

jasmine abuslin have agreed to a nearly one- million dollar settlement. abuslin formerly known as celeste guap was the central figure in the bay area wide police sex scandal. yesterday with her attorney john burris, abuslin held a press conference announcing a settlement of 989-thousand- dollars in the civil claim against the city of oakland. abuslin told kron4's haaziq madyun, who broke this story last year that she worked as a call girl and had sex with dozens of police officers. some of those encounters happeneing when she was a minor. abuslin will now move forward with civil claims agaisnt richmond, san francisco, livermore, contra costa county and alameda county. prosecutors have charged six current and retired officers for their alleged involvement with abuslin. ( james @ landing ) happening today president trump says he will announce a

decision on whether the u-s will stay in or pull out of the landmark paris climate agreement. many now fear if the u-s pulls out of the climate agreement others will do the same. kron 4's grant lodes has the details. natsthe president is expected to withdraw from the landmark paris climate agreement... sources tell cnn... as trump teases a formal announcement coming soon - president donald trump:"i'm hearing from a lot of people. both ways."the monumental move would fulfill one of his core campaign promises -president donald trump:"we're going to cancel the paris climate agreement and stop all payments of u.s. tax dollars to u.n. global warming programs."but it would also isolate america from nearly every other nation on the globe - after 195-nations pledged in 2015 to take action to curb global warming. every nation signed on but two: war-torn syria and nicaragua,

spray painted on the gate to his home in brentwood... in southern california. police are investigating the incident as an act of vandalism and possible hate crime. james bought the home in 2015 as a second home. james has spoken out about the matter. saying he does not have the energy he normally does after hearing the news.

( james ) police have released dashcam video showing how golfer tiger woods was acting the moments before police arrested him for suspicion of d-u-i. take a look( james ) police in jupiter, florida said they found the legendary golfer asleep at the wheel monday at 3 a- m. with his mercedes-benz running. you can hear in the video woods' speech is slow and slurred. woods tells the officer he had taken medication. police took him into custody for suspicion of driving under the influence. he was cited for d-u-i

( james ) happening today. the jury in the sierra lamar murder trial will continue to deliberate the fate of the man convicted of killing the 15-year-old girl. the future of antolin garcia -torres lies in their hands as they decide whether or not he should be executed for the crime. yesterday was the second day of deliberations in the penalty phase of the case . prosecutors painted a picture of a cold- blooded killer while the defense argued garcia -torres had a broken childhood. ( james ) some dramatic moments on the bay bridge as a man climbed up the center anchorage creating a huge traffic mess. this all

went on for about three hours on the western span's upper deck. kron 4 reporter was on the scene when the man scaled the center anchorage. officials were able to talk him back down to safety. we have exclusive video of the man who the chp says was distraught.. san francisco police crisis negotiators were able to talk the man down by phone. the chp says this all started at around 10-am yesterday morning when the man's truck was found stopped. < one our bridge tow truck drivers just came on the scene and he was driving westbound just have to see a red pick up truck broken down in the far left lane when he pulled in behind the motorist just climbed out of this truck jumped over the railing and i climbed up to the center anchorage. he tried to make contact with him but the man up top didn't want anything to do with him>( james ) the unidentified man was taken into custody at around 1 p-m. he is to undergo a psychiatric

( james ) in san ramon... two children escaped a rollover crash unhurt. the two were strapped in their car seats when the crash happened at around 8-a-m yesterday morning. you can see in the photo here. the vehicle completely overturned. it happened on san ramon valley boulevard near bollinger canyon road. no word yet on what caused the crash. ...( james ) a restaurant in concord was shut down because of a rat infestation. lin's buffet on willow pass road is known for selling chinese food, sushi, and seafood including oysters and clams. the contra costa health department reports that this restaurant had 15 -code violations since march eigth. and 12 since last december. some of those violations include food not being maintained in proper temperatures. as well as employees not properly washing and cleaning hands or wearing gloves. no word yet on when this restaurant

( james ) a deadly start to the muslim holy month of ramadan. a massive explosion in the heart of afghanistan's capital has killed at least 90 people and injured hundreds more. according to the state department eleven americans were hurt in the explosion. catherine heenan has the details. natit was just before eight=thirty in the morning, the streets were crowded with people heading to work.inside kabul's green zone, the most heavily secured part of the capital, the suicide bombers were stopped at a checkpoint. nat pop"i heard a very loud bang," this man says, "and then i don't remember what happened next. the waves of the explosion were so powerful."the blast destroyed a local television station é. this man suffered a head injury and went outside to document the carnage.nat pophe says, "we have come here to help, but there is no one else even not police."nat poptaxis

got the call at about 5:45 wednesday evening. they responded to reports of shots fired on the 2100 block of lemontree way. when they got there evidence led them to the victim who hit several cars trying to flee the scene of the shooting. they found the victim on l street near the highway 4 overpass. the victim in this case died from his injuries after being transported to a local hospital.the suspect in the shooting was found inside a home near the scene of the shooting. police say the suspected shooter initially refused to cooperate, barricading himself inside the home- causing a standoff.the unidentified man eventually exited the house and police took him into custody without incident.no word on if there could be anyone else involved in the incident. i'll be here throughout the morning gathering details. ( rebecca ) the president is expected to announce his decision from the rose garden of the white house around noon. there are reports out this morning that the president will ditch the paris climate deal. nearly 200 nations signed the 20-15 paris climate accord. the landmark deal aims to curb the rise of global temperatures... requiring that countries submit to emissions assessments. trump promised on the campaign trail that he would pull out of the deal. but polls show that most americans support the agreement. the president's advisers and cabinet appear divided on the issue. chief strategist steve bannon and environmental protection agency administrator scott pruitt have lobbied for leaving the climate agreement. but ivanka trump, energy secretary rick perry and secretary of state rex tillerson have pressed the

( darya ) a five-year-old sacrament boy saved his family from drowning in a lake.( mark ) joshua serna is now being called a hero. it happened on monday at lake camache when an inner tube that joshua's mom and two other children were in started to go flat. his mom wasn't wearing a life jacket, so his dad got off a sea-doo and gave his lifejacket to her. after he did that...he started going under water. joshua was still on the sea-doo when his family started screaming for help. he was able to turn the sea-doo around and save them.

through out the morning. ( mark ) one person is dead after a shooting in antioch. and now the the suspected killer is under arrest after an overnight stand-off. ( darya ) kron 4's averi harper is live at the antioch police department with the details. averi. ( averi )police in antioch have a homicide investigation on their hands after a shooting and crash wednesday night. take a look at some video from the scene.police got the call at about 5:45 wednesday evening. they responded to reports of shots fired on the 2100 block of lemontree way. when they got there evidence led them to the victim who hit several cars trying to flee the scene of the shooting. they found the victim on l street near the highway 4 overpass. the victim in this case died from his injuries after being transported to a local hospital.the suspect in the

( rebecca ) this is cellphone video showing the moment before the deadly shootout between bounty hunters and a fugitive inside the dealership on tuesday. police say the two bounty hunters went to nissan of greenville to apprehend another man. police say the bounty hunters approached the man with their guns drawn and gave the man orders. that is when he pulled out his own gun and started shooting. we want to warn you -- some viewers may find this video distrubing.

( rebecca ) thirty-three- year-old giovanny alvarez was found stabbed to death on sunday. san francisco police officers held a community meeting last night, assuring the public to stay calm and that the park is safe. people living near the park say they find alcohol bottles, graffiti and hear partying late into the night. in response to the murder, police have increased patrols. officers are not saying where alvarez was killed, but they believe he was targeted.

( darya ) a five-year-old sacrament boy saved his family from drowning in a lake.( mark ) joshua serna is now being called a hero. it happened on monday at lake camache when an inner tube that joshua's mom and two other children were in started to go flat. his mom wasn't wearing a life jacket, so his dad got off a sea-doo and gave his lifejacket to her. after he did that...he started going under water. joshua was still on the sea-doo when his family started screaming for help. he was able to turn the sea-doo around and save them.

( mark ) a state sales and business tax hike could raise enough money for a government- funded health care for

everyone in california. that is according to a new report from a california nursing union. the report claims the tax hike would raise over 100-billion dollars a year. this comes as the state senate must vote on the bill by tomorrow. it would eliminate health insurance companies and provide government funded health care. openents of the bill say the report relies on shaky assumptions, including the trump adminstration would go along with the state's tax plans. ( mark ) state senators passed a bill to add a third gender option on stae i-d's for people who do not identify as either male of female. the bill now goes to the assembly. it would add another gender option for driver's licenses, birth certificates, identity cards and gender change court orders. supporters of the bill say it would simplify the process for changing one's gender on those documents. it also allows minors to apply for gender change on their birth certificate with permission from a parent or guardian. ( darya ) police have identified the man who was shot and killed by officers in vacaville. the man is 20-year-old joseph godinez.

police say it started early monday morning when an officer was driving behind a honda civic that was stolen from davis. police tried to pull the car over but it took off. the chase began on interstate-80 and ended at the retail outlets. police tried forcing godinez to stop by ramming him. that's when police say godinez stepped on the gas pedal and crashed into a police car, sending it off the road. officers say they were forced to shoot him because he was threatening them with his vehicle. ...( mark ) a restaurant in concord was shut down because of a rat infestation. lin's buffet on willow pass road is known for selling chinese food, sushi, and seafood. the contra costa health department reports that this restaurant had 15 -code violations since march 8th... and 12 since last december. some of those violations include food not being maintained in proper temperatures as well as employees not properly washing and cleaning hands or wearing gloves. no word yet on when the restaurant will reopen.
