the alta waverly project, the 196 apartment homes and retail space under construction in oakland - now a heap of scrap metal and burned wood. an atf spokesperson says - their work is only at the beginning stages. they are teamed up with oakland fire inspectors and the almeda county fire investigative task force. one major challenge right now - fire experts tell kron four news - the area is quite unstable - take a look right here - this building is down the street on 180 grand avenue. on sunday evening - two days after the fire, the windows started popping out - sending glass shards cascading down. mark roach works inside 180 grand. the building has been shut down and workers are not certain when they will be able to return. mark roach, community bank of the bay. yeah, that caught us off guard. someone sent some photos on sunday of the windows popping out. i don't think we expected that. at the height of the fire on friday morning, around 700 people were forced to evacuate. jonathan ader was one of those people. jonathan ader, oakland resident. i felt homless for awhile. ader says he has watched the building go up -

and now worries that what we are seeing is act of arson. residents have their suspicions. ader. i would probably bet yeah, definitely absolutely. they had round the clock security., so i don't know what else it could have been. (back to estacio, live)

(grant) that fire on friday comes on the heels of three other construction fires in the same general area... in less than a year. and now more than 100-thousand dollars is now being offered... for information leading to an arrest in those fires. in october, an apartment complex under renovation near lake merritt.. was burned in a massive fire. and then a

building on the oakland emeryville boarder was burned... not once but twice in less than a year. the a-t-f released this new surveillance video showing a man in a black hoodie... riding a bicycle near the scene of the emeryville fire that happened back in may. the a-t-f believes this person may be responsible for all three fires. and while the cause of friday's fire is still undetermined... oakland's mayor libby schaaf says the loss of the properties makes the city's housing crisis even worse. (grant) and take a look at this... a large bathroom sink was thrown through the rear window of a san francisco police patrol car at the scene of this morning's homicide. we have reached out to police and are waiting to hear exactly what happened and if anyone was arrested for that. (vicki) two people have been arrested for the murder of a 17-year-old boy from morgan hill last week. (vicki) 25-year-old giovanny ortiz and 18-year-old eric carter were arrested last friday at a modesto motel. the pair shot alexis cardenas gutierrez in his car near brookdale and bing drives in santa clara last wednesday. when officers found the teenager, he crashed his car and was in grave condition. he later died at a hospital. officers say both ortiz and

carter are at santa clara county jail and are scheduled to appear in court this wednesday. (grant) a federal judge called oakland's mayor and police chief into court today... after the judge's investigator concluded that the oakland police department botched the investigation into allegations of sexual misconduct by its officers. kron 4's dan kerman is live at the federal courthouse in san francisco with details. a federal judge who oversees the oakland police department said the opd "severely mishandled" the investigation into allegations police officers were having sex with this woman, jasmine abuslin, who was an underage prostitute at the time.the

(grant) three lanes of southbound interstate 680 in fremont... have reopened following a fire that burned a big-rig carrying frozen cheese. the fire was reported around 11:30 this morning... on 680 near the off-ramp to highway 262. chp shutdown five of the six lanes... as fire crews worked to put out the fire... which was extinguished about an hour later. two lanes remain closed at this time... as crews continue to clean up the

(catherine) thousands of homes threatened. thousands of families evacuated. tens of thousands of acres burning. tonight will be an anxious one for families in butte county. natthe fire in butte county broke out friday.flames just shooting out all over the place.natsixteen hundred firefighters have been carving out firebreaks.natnine helicopters have been air- dropping water.so far, it's been a losing battle."it's crazy but the wind was shifting bad last night says for firefighters you know how their hands full.""they came driving by the mobile home park last night on the bullhorn telling everybody it was mandatory to leave. so we left." the wall fire has spread to 56=hundred acres and is just 35 percent contained. 54=hundred homes are threatened seventeen have been destroyed.farther south near santa maria the alamo fire is nearing 29=thousand acres with only fifteen percent

containment.the smoke plume is so huge it's visible from space.it triggered air quality alerts... and mandatory evacuations.it's overwhelming. sometimes you cry but you'll never forget and in santa barbara county, the whittier fire is spreading south of lake cachuma.the fire is burning in an area that hasn't burned in prbably 60 years highway 154 was closed after flamesspread to both sides of the road.lots of horse ranches in the area/the local humane society called for volunteers to evacuate them.wild animals had to fend for themselves,oh baby deerthe fire has spread to nearly 11=thousand acres and is just five percent contained.no homes are currently threatened ... but the fire is threatening high tension power likes,"on the east side we are looking at 220 thousand volt sce distribution lines, so we would like to get in there and stop it before we get into that area." (catherine) triple digit temperatures in much of the state over the weekend helped to get the fire season off to a scorching start.

in the last week more than 6=hundred wildfires broke out in california. vicki? happening now, repairs are finally starting on the massive sinkhole in moraga. this is video of the sinkhole when it opened in march of last year. crews are now working to fix the 96- inch sinkhole on rheem boulevard near center street. repairs are expected to last until october. during this time, the two-lane section of rheem boulevard near moraga road, will be closed to all traffic. a detour has been set up if you are trying to travel through that area. (grant) in san francisco the u-s coast guard is partnering with several agencies working to remove the sunken barge... south of the bay bridge. global diving and salvage has cut the barge into two pieces. tomorrow at noon crews are expected to use a crane two lift both pieces. about 27-hundred gallons of petroleum has been revomed from the barge...which went down in april. and this past weekend -- the coast guard was successful in

turning it upright. are still on the loose after stealing a man's car saturday morning.(vicki) police say the carjacking took place around 6 a-m on treasure island. the 27-year-old victim was sitting in his car when one suspect armed with a gun approached and demanded the victim to get out. the other suspect entered on the passenger side and the two fled towards the bay bridge. police said one of the suspects are described as a man in his late teens or early twenties. no arrest have been made. (grant) a maryland man is under arrest after police say he killed his stepdad...then tweeted pictures of himself... next to the body. the man has been charged with first and second degree murder. police say the victim died due to asphyxiation. the suspect allegedly tried to get away in his van but was caught. second day of a preliminary hearing in the case of the penn state fraternity and 18 members... charged in connection with the hazing death of a pledge..(grant) catherine heenan is here with details of the hearing...which will determine whether the case will be sent to trial.. (catherine) the case centers on 19-year-old tim piazza...who diedafter a night of heavy drinking at a party at a penn state fraternity house... investigators say that even after he fell down a flight of stairs - twice - and was clearlyseverely injured -- no one helped him. the students face charges ranging from involuntary manslaughter to aggravated assault. investigators say nearly 12 hours went by before anyone called 9-1-1. these are some of the students at an earlier hearing. today prosecutors showed some of their worried texts from that night...including the house pledge master who texted "it's over" -- and how he "didn't want to go to jail" for it. another said piazza looked 'dead'...although there

was still no immediate call for help. there was also surveillance video - showing piazza in obvious agony. the hearing is expected to continue tomorrow. vicki? (vicki) in ohio police are searching for two suspects who opened fire at a baby shower party. frantic 9-1-1 calls come in on saturday night one after another. woman:"somebody just ran in and shot at everybody in the house. there is kids." man:"we were all there watching tv. they ran in here and started shooting at everybody." eight people were injured -- one dead. the first medic unit was on scene around eleven-thirty p-m colerain township police chief says the two shooters were able to get into the home through the front door.. and open fire. the suspects were able to run away from the home. they are unsure if the home was targeted police say it's unclear whether the suspects forced their way into the home or not. hasn't been contaminated. they say the tank should be empty by midnight. ( catherine ) a couple of days earlier, two people made their way into the novato unified school district's bus yard and siphoned off 15-hundred gallons of gas from storage tanks. the gas is used to fill school buses. witnesses say they saw a van leaving the scene... with a man and woman inside. no word tonight on whether the two cases are connected. night there was group of four teenagers who was following one of our passengers through the bart system. that person exited at berkeley and was later robbed some distance away from our station">bart officials say their new surveillance video cameras will play a key role in trying to identify the four teenage suspectsstill some bart passengers feel concerned for their safety uc berkeley police have limited descriptions of the teenage robbery suspects in this case...in berkeley haaziq madyun kron4news ( steve ) there have been two high-profile robberies in recent months on bart trains. the most recent coming at the end of june when a group

of teens tried to grab a woman's cell phone at the oakland coliseum station. an off-duty security guard chased down the group at the got phone back... but the teens attacked him in the process. ( steve ) the most notorious robbery went down in april. that's when a gorup of up to 60 teens swarmed the coliseum station... robbing and attacking several passengers. police did make a couple of arrests in the case... but with that many suspects... there are more out there. (catherine) crews in san francisco are getting ready to remove the final pieces of the sunken barge called the 'vengeance.'(catherine) crews from the coast guard, department of fish and wildlife and san emergency management department are working together. the barge sunk back in april - just south of the bay bridge. it carried at least 27- hundred gallons of petroleum - which was safely removed. workers cut the barge into two pieces, and will use a crane to lift them. the removal will happen tomorrow afternoon. ( steve ) in northern

california they're racing tonight to repair the badly damaged spillways at the oroville dam.( catherine ) the state has been documenting the work... and it's really something to see. keep in mind... they only have a few months to finish it. grant lodes is here with a look at the construction. grant? ( grant ) steve and catherine, i checked out this new video before the newscast, and it really is something to see. if the spillways at the oroville dam were a house... this would be best described as a total gut job. the department of water resources has been posting videos about once a week showing the progress they're making... this one came out over the weekend. from a drone's eye view, you can see the scope of the project. the main spillway is gone and they are pouring some concrete now... as part of the rebuild. but you have to wonder right now, just how fragile the original was...given the crumbling we saw in february. scientists have already come out and said the previous design and construction were not up to par. you can really can

see how much work needs to be done, and the clock is ticking. the deadline is november to finish the work... that is when the rainy season typically begins. the price tag being put on all this work right now? about 300-million dollars. steve and catherine? (steve) on sunday night a man drowned at steelhand beach on the russian river. the 21-year-old was with friends and family on a sandbar about 300 yards of forestville. the oakland man disappeared around four-thirty nearly thirty minutes later... a crew pulled him out of the water. police say alcohol does not appear to be a factor in drowning. (catherine) wildfires sweeping across the west coast are causing significant damage..with fire season in full swing in california... the whittier fire in southern santa barbara county has been burning since saturday...it's now grown to more than 10-thousand acres and has forced at least 35-hundred

people to evacuate. it's destroyed roughly 20 buildings along highway 154....and has burned a school to the ground. as of this morning, it's only 5 percent contained. a little bit of good news....the once explosive wildfire has slowed down in some areas. the wall fire is 60 miles north of sacramento and has burned more than 56-hundred acresand forced 4-thousand evacuations. thousands more have been 'advised' to leave. the wall fire has destroyed at least 10 houses east of oroville... four injuries have been reported and sunday governor brown issued a state of emergency for butte county. winds were whipping up the fire yesterday....and crews are worried about that happening again... cal fire spokesman - after we have all that solar heating fuel - all those fuels are pre- heated to make the fire active again. unidentified resident - they came driving by the mobile park with a bullhorn - telling everybody it was mandatory to leave. that man was one of

many wondering where he'd spend the night.these are new aerial views of the wall fire....showing one of the places where buildings have burned. and then there's the alamo fire....which is the largest active wildfire in the state. it started thursday in san luis obispo county and moved into santa barbara county. it's burned roughly 29-thousand acres and is only 15 percent contained. at least 200 residents have been evacuated. smoke from the alamo fire can be seen from space... there are now 18 wildfires burning in california... millions of fake accounts. back in september, the san francisco based bank acknowledged the creation of 2 million potentially unauthorized checking and credit card accounts. the banking giant said unrealistic sales goals were to blame. the scandal led to the restructuring of those goals, and the ouster of the company's c-e-o. a hearing for final approval of the national class action settlement is set for early january. ( catherine ) at first glance - this next story might seem like a bit of a head- scratcher. moraga declared a fiscal emergency at the end of june. it gives the city the power to push forward with new fees to increase revenue. it's also a step that california cities can take before declaring bankruptcy. moraga would be a surprise because it's fairly affluent... the average home costs more than a million dollars. the problem is two-fold. bloomberg is reporting that a lack of retail business is hurting.. also - property-tax limits from prop 13 have hurt
