"...right now we have homeless people riding through here on their bikes, scoping out the neighborhood, i have caught them breaking into cars at night. the last thing we want is a pod community right across from our park..."san jose is hoping to locate emergency bridge housing communities, like this one in eugene, oregon, which would house up to 25 people in 2o pod-like units, on city-owned land. a parcel across from thousand oaks park is under consideration, along with as many as a hundred other sites across town. the shelters would be temporary. homeless people in transition to permanent housing would be given priority. but park neighbors are worried about crime, litter and the potential impact on property values. cynthia holmes/park neighbor"....they say its for families transitioning but there is no guarantee that we'll see drug addicts and alcoholics and people who are more dangerous..."peter

( steve ) kron 4 called other water districts today to see about rate hikes, here is what we found. the santa clara valley water district says its hike went into effect at the beginning of the month. depending upon where customers live, rates could go up as much as 10-percent. the san francisco public utilities commission says a mandatory hike approved three years ago also kicked in july 1st. it says the average bill will rise by about 10- dollars a month. the marin municipal water district also bumped rates up on july 1st. its customers can expect to

( steve ) a shark attack has shut down a popular santa cruz surfing spot tonight. ( catherine ) the attack was reported this morning...and the victim is a kayaker. grant lodes is here with a picture and some details on where this happened. ( grant ) the spot is called steamer lane... we'll get that in moment. the santa cruz police department posted a picture after the kayaker was pulled out of the water. here it is... the victim... he is in the middle. we are told he is perfectly fine... but his kayak... not so much. the shark did extensive damage... you can see some of the cracks in the kayak. we are told it was a great white shark that attacked. in response... santa cruz is shutting down several beaches

(catherine) republican lawmakers will be getting a shortened summer break this year... senate majority leader mitch mcconnell is pushing the august recess to the third week of that month. this comes as the senate republicans struggle to repeal and replace obama-care....an effortthat has partly stalled. although mcconnell now says he plans to unveil a revised health care bill on thursday - with a vote on moving the measure ahead next week. sen. mitch mcconnellmajority leader the news of the day is that as you think you already know we'll be on healthcare next week; we'll be laying out a revised version of the repeal and replace effort, the text of that on thursday morning. we hope to have a cbo score by the beginning of the week and a motion to proceed to that bill next week. republicans remain

fire. terisa estacio - it was a very busy day out here at the fire zone - as federal agents and local officials are working towards figuring out what happened out here and how to make sure another scene like this never happens again. crews removed that large crane tuesday afternoon crushed lying on top of what remains of the alta waverly apartment complex which went up in flames last friday. you may recall, during the fire, the crane spun out of control causing serious safety concern for residents prompting the evacuation of nearly 700 people in nearby buildings. now, officials need it out of the way, as the 22 members of the alcohol tobacco firearms and explosives bureau entered the fire zone for the first time. watch as they brought equipment inside looking for critical clues in hopes of uncovering whether this fire was a case of arson. mayor libby schaff, oakland mayor. we are going to find out what happened out there. i tracked down mayor libby schaff tuesday about the fire. she told me that a special meeting

has been set wednesday between city officials and developers to work toward new plan to ensure protection of the cities important construction sites. schaff. we are going to have a major conference of all major projects that are under construction this week and will be talking about how we can better coordinate public and private resources to tremendously increase safety at construction sites. the valdez fire is just one of a string of fires recently at construction sites in the area - the atf has deemed 3 as arson, releasing video of a person wanted in connection with the fires. kron four news has learned the complex at 2302 valdez - the site of the most recent fire had a large security presence with guards 24 hours a day and surveillance cameras around the site. video has been given to the atf for review. an atf spokesperson says they are just in the beggingin stages of their ivnestigation and it will be awhile before they have anyting to report. terisa estacio kron four news.

humpback whale....spotted off the coast of australia... and it's become something of a celebrity.( steve ) we're use to seeing them around the bay area... but nothing quite like this creature. from a distance, it might not seem all that unusual... but this a white humpack. this is off the coast of australia where the whale is making his annual migration. it's the first known white humpback....and was first spotted back in 1991. he's now famous with locals...and has required escorts in the past. it's named migaloo... an indigenous australian word for "white person."
