( james ) our top story this morning.... there is heightened security at a popular san francisco tourist spot after a man is shot and killed. the killers are still on the loose this morning.( tiffany ) this happened at twin peaks on sunday. kron four's ella sogomonian reports from san francisco with more on the victim this morning.

twin peaks attracts tourists and locals alike for its specatular view of san francisco.sot: dennis alberti, photographer// "this place is very good and the view is amazing."but visitors are becoming increasingly vulnerable to violent theives at the iconic site. sot: dennis alberti, photographer// "now i am scared because my camera is very expensive so i don't know what to do."the latest victim 71-year-old edward french was on his usual run up the peak less than half a mile from his home.when he got to the top french was robbed of his camera then shot and killed around 8 sunday morning.sot: omar assef, photographer// "something needs to be down about that. it's sad that we've come down to this that there are criminal activities in these kind of beautiful areas."the last homicide at twin peaks this year happened on valentines day's when two santa rosa residents were

killed and one seriously hurt after they were also shot. 28-year-old richard contreras remains in custody facing felony charges for the double murder.not to mention the burglaries in between.sot: officer robert rueca, san francisco police department// "we have had a number of car break-ins in the area we've done operations in the area that have slowed that down."in response to the lastest homicide - police will now patrol the look out 24 hours a day seven days a week until further notice. sot: dennis alberti, photographer// "it looks safe because i see a lot of police cars everywhere so the story that i hear about yesterday is crazy."police are looking for two suspects responsible for french's death although no surveillence video has been released.a black man described to be between 20 and 25 years old with shoulder length dreadlocks. ( james ) some other instances of crime that you may remember at popular san francisco tourist destinations. in 20-15 a tourist was shot and robbed a block from the popular windy portion of lombard street in russian hill. the tourist had his camera stolen, chased after the robbers, and was then shot in the shoulder. and in november of 20-16... eight people held up a man at gun-point at coit tower in the

city. the group took two cell phones before they ran away from the scene. police were able to track down and arrest one of the robbers. ( tiffany ) new this morning... a father is dead after rescuing his two children and four other kids from the coyote creek in san jose. 35-year-old saul garcia drowned on sunday. several children were playing in the creek when they got swept up from the fast moving waters. garcia and another adult jumped in the water to help them, but garcia did not make it out. police say the area where the kids were playing is shallow near the shore and then makes a sudden drop. a go-fund-me page has been set up for the family. that's on our website at kron four dot com. ( tiffany ) in the east bay... a teenager is arrested and accused of shooting and killing a 20- year-old woman in richmond. allie sweitzer was killed back in may. she was at a park when she got into an argument with a teenager, who later shot her. a 15-year- old boy from el cerrito was

arrested yesterday for that shooting. police have not yet released any information on the teenager. ( tiffany ) another set back for republicans trying to repeal and replace the affordable care act.( james ) the plan has once again stalled after two more republican senators came out and opposed the bill. john lawrence has the latest. trumpcare's pulse has flat- lined.senate majority leader mitch mcconnell issued a statement saying the republicans' plan to repeal and replace the affordable care act will not succeed. david gergen/former presidential adviser"we've never seen a president put forward a major legislative piece in his early days and have it greeted with such derision and such fear."the defection of g-o-p senators, jerry moran of kansas and mike lee of utah, slammed the brakes on one of president trump's top goals."we must repeal job-killing obamacare, we have to do that."but that isn't going to happen, at least not for a while. mcconnell says the senate will soon vote on a bill that will delay the repeal of the

from back in april when tiffany li posted a record- breaking bail amount of 35- million dollars. her family came up with the money, and she is free from jail pending trial. li pleaded not guilty to murder and directing her boyfriend and another man to kill keith green. prosecutors say she feared losing custody of her children. a judge set a new trial date for january 16th to allow more time for both the prosecution and defense. ( james ) in the east bay... the berkeley police chief hosted a community forum and addressed the concerns of people living in the area. the chief says he has seen a slight uptick in crime in berkeley. he said officers are investigating several leads in some of the high profile crimes, including several incidents that took place near the u.c. berkeley campus.

city council and in september we will report to the council. we are seeing a rise in reported rapes and a slight rise in robberies..>( james ) the chief says the department finished an investigation and made several arrests in a series of commercial burglaries. chief greenwood says he is focused on getting the department up to a full staffing level as soon as possible. ( tiffany ) state lawmakers vote to extend the state's landmark law to combat climate change. california's cap-and-trade program will survive through 2030. the program caps carbon emissions and requires polluters to obtain permits for each ton of carbon they release. california's program is the only one of its kind in the united states. support for the system comes as president trump is pulling the country out of the paris climate agreement. governor jerry brown says the program is essential for the survival of civilization. woman who was shot and killed by a police officer is making a desparate plea for information about what led up to that shooting. justine damond called 9-1-1 to report a possible sexual assault near her home in minneapolis on saturday. moments after police arrived she was shot and killed. family members say they have been given almost no additional information from police.

burning near a popular south bay winery and concert venue.( james ) it's happening near the mountain winery in saratoga. the fire is now 75-percent contained and have burned about 10-thousand acres. ( tiffany ) kron four's charles clifford reports no homes are in danger. around 330 monday afternoon, fire crews from santa clara county responded to reports of a wildfire spreading near the mt winery. the flames were burning in heavy brush and timber along a ridge near the winery. temperatures were in the 90s monday , but fortunately there was very little wind and the flames spread slowly. while there are many homes in the area, none were seriosly threatened by the the fire. mt winery also appears to be safe. residents along mt eden road were asked to shelter in place, but mainly to keep the roadway clear so fire crews could move heavy equipment into the area. sotto close for comfort.bruce thibault works at nearby garrod farms. he says he heard the sirens and saw fire trucks around 4 oclock. he's not worried about his safety, but is concerned the flames could spread quickly through the dry

( tiffany @ land ) this morning at least at least 16 fires are burning in the state... one of the most alarming is a huge fire in mariposa county just west of yosemite. this is near near lake mcclure in the sierra foothills...and people are being forced to evacuate

their homes. 300 homes are threatened this morning. it has burned over 11 thousand acres and is only five-precent contained. the detwiller fire-- has destroeyed one structure....damaged another. nearly 800 fire personnell are dealing with heavy brush. the rapidly growing fire has forced this woman and her two pets out their home. ( tiffany ) no injuries have been reported. the cause of the fire is being investigated. ( tiffany @ land ) in santa barbara county... the whittier fire has burned more than 18-thousand acres. the fire has destroyed 46 structures... including 16 homes. the fire is now 49- percent contained. it started over a week ago. more than two thousand firefighters are still working

( james ) police arrested the woman they say ripped off high school band members at a bake sale last week. this is video of the woman walking around the store before going outside to the bake sale. police say michelle marie kruse used a fake 100 dollar bill to buy baked treats. the students then gave her 80 dollars in change. authorities say when the students discovered the bill was fake they tried to confront her but she left. police arrested kruse at her rohnert park home on sunday. she is facing multiple charges including counterfeit money offenses and drug possession charges. ( james ) the man police say kidnapped a baby boy in monterey county is in custody this morning. the boy is safe after being found in san jose. in this motorhome first encountered the stolen child and became suspicious. she then communicated her suspicions to another neighbor who confronted the alleged kidnapper, whom he suspected was under the influence of drugs..."lcolin blevin/rescued baby".....i could tell right away the guy was hopped up...." when colin blevin arrived for work here at ciarra construction near taylor and walnut, there was an unfamliar car blocking the gate and he noticed there was a baby in the back seat.colin blevin/rescued baby".....i put my man voice on and i said, hey, what's going on here, what's up with this baby, you know, because it was going to be a hot day and there was this homeless woman and she had this look in here eye as if to say, help me...."the woman, who lives in this r-v, says the kidnapper had arrived moments earlier and wanted her to take the baby, whom she later learned was 8 month old emeliano salinas, who was the object of an amber alert after being kidnapped in soledad. mama ramirez/kidnapper asked her to take baby"....he knocked on the door and woke us up and said come and take this baby, i took this car and theres a baby in it...."next, as the suspected kidnapper was breaking into a nearby car, colin blevin decided it was time to act.colin blevin

his underwearthe man who was in a panic pacing by his front hedge.sot he told her he had been robbed at gunpoint and he was forced to open his safe and she gave him his cell phone so he could call police that man keith says is the victim. who police say lives on the 2800 block on oak grove. the he along , his wife and their child all home .. when the two male suspects came in through an unlocked gate. police say the suspects were holding guns.. and stole cash and personal property from the family. then ran away south on cedro lane.keith graven/ neighborsot the police took their dog down the circle courtanother homes surveillance camera recorded the suspects running down the street holding a white bag. the homeowner shared it with police. but declined an interview with kron 4 news. police are investigating if the family was targeted. sot we think of it as a quiet

neighborhood but it is certainly concerning ( james ) happening today... the co-pilot of an air canada plane that almost landed on a crowded taxiway at s-f-o is set to be interviewed by transportation officials. the n-t-s-b has already spoken to the pilot about the incident on july 7th. it expects to wrap up interviews with the air traffic controllers by tomorrow. the n-t-s-b said they will soon release surveillance video of the near disaster. officals want to figure out how the air canada plane carrying 140 people ended up nearly landing on the taxiway instead of a runway. four other planes were lining up to take off. the air canada plane came within less than 100 feet of at least one other jet before aborting its landing. ( tiffany ) a parole board in nevada will soon decide whether o-j simpson should be set free. he's been in prison for the last nine years. ( james ) kron four's spencer blake spoke with a local attorney who shared his thoughts on how things might play out.

"we the jury in the above entitled case find the defendant, orenthal james simpson, as follows: count one - conspiracy to commit a crime - guilty. count 2 - conspiracy to commit kidnapping - guilty." those verdicts came in 2008, the year after o-j simpson got involved with a sports memorabilia heist in las vegas. he and four other men broke into a hotel room to get the memorabilia, which simpson says belonged to him.he is now the last of the group left in prison.one of them served just over two years before getting released.the others made plea deals and only ever had parole. "by the time a person is seriously given consideration by a parole board, the crime that is the reason why they're in prison is no longer particularly relevant."san francisco attorney charles carbone has lots of opinions on the upcoming parole hearing. he's been involved in thousands like it, though perhaps none this famous. carbone says the chances of simpson getting released are exceptional, and adds that that is the general consensus among respected attorneys and judges."they realize that oj's gonna get out. if he doesn't get it this turn, he's certainly gonna get it the next, but i think all

indicators point that he's coming home."but he would still have to wait until october first at the earliest. the parole board's biggest considerations will deal with o-j's current behavior in prison."is he getting rules violations? is he committing mini felonies or mini misdemeanors? can he socialize well with others?" the fact that "the juice" is already 70 will play into the decision, as well.carbone says someone that age is ámuch less likely to commit any crimes again.(looklive tag)about 83- hundred nevada inmates appear before parole commissioners each year.over the last four years, 82 percent of them who had hearings as they approached their minimum sentence - just like simpson - ended up getting parole.in san francisco, spencer blake, kron four news. ( will ) there is heightened security at a popular tourist spot in san francisco after a man is shot and killed. and the killer is still on the loose this morning. it happened on twin peaks on sunday morning. 71-year-old edward french was running up the peak, less than a half a mile from his home. when he got to the top he was robbed of his camera, and then shot and killed. this is the third homicide on twin peaks this year. on valentine's day, two people from santa rosa were shot and killed. people who visit the iconic spot say they wouldn't expect these crimes to happen there.

( tiffany ) a grass fire that started near a popular winery and concert venue in saratoga is now 40 percent contained. the fire started yesterday afternoon spreading along a ridge near the mountain winery. it has burned 10 acres. people living on mount eden road were told to shelter in place, so firefighters could bring in heavy equipment. the mountain winery and other structures are not threatened by the fire. no one has been injured. ( tiffany ) this morning at least 16 fires are burning in the state... one of the most alarming is a huge fire in mariposa county just west of yosemite. this is near near lake mcclure in the sierra foothills...and people are being forced to evacuate their homes. 300 homes are threatened this morning. it has burned over 11 thousand acres and is only five-precent contained. the detwiller fire-- has destroyed one structure....damaged another. almost 800 firefighters are there fighting the fire. on highway 101 in south san francisco. we first broke this story yesterday on the kron 4 morning news. it happened yesterday morning near grand avenue. police say the driver tried to speed off after the crash but was caught and arrested for felony hit and run. officers spent the day interviewing family members of the victim to figure out why they were on the highway. ( tiffany ) in the north bay... police arrested the woman they say ripped off high school band members at a bake sale last week. this is video of the woman walking around the store before going outside to the bake sale. police say michelle kruse used a fake 100 dollar bill to buy baked treats. the students then gave her 80 dollars in change. officers say when the students discovered the bill was fake they tried to confront her but she left. police arrested kruse at her rohnert park home. she is facing a string of charges including counterfeit money offenses and drug possession charges. ( darya ) happening today... the co-pilot of an air canada plane that almost landed on a crowded taxiway at s-f-o is set to be interviewed by transportation officials. the n-t-s-b has

( darya ) on thursday, a parole board in nevada will decide whether o-j simpson should be set free. he's been in prison for the last nine years.( tiffany ) kron four's spencer blake spoke with a local attorney who shared his thoughts on how things might play out. "we the jury in the above entitled case find the defendant, orenthal james simpson, as follows: count one - conspiracy to commit a crime - guilty. count 2 - conspiracy to commit kidnapping - guilty." those verdicts came in 2008, the year after o-j simpson got involved with a sports memorabilia heist in las vegas. he and four other men broke into a hotel room to get the memorabilia, which simpson says belonged to him.he is now the last of the group left in prison.one of them served just over two years before getting released.the others made plea deals and only ever had parole. "by the time a person is seriously given consideration by a parole board, the crime that is the reason why they're in prison is no longer particularly relevant."san francisco attorney charles carbone has lots of opinions on the upcoming parole hearing.

(darya) in the east bay... the berkeley police chief is addressing public concern about the rise in crime in the city. the chief says they have seen a uptick in crime in berkeley. he said officers are investigating several leads in some of the high profile crimes. those include several incidents that took place near the u-c berkeley (darya) the chief says the department finished an investigation and made several arrests in a series of commercial burglaries. chief greenwood says he is focused on getting the department up to a full staffing level as soon as possible. that started near a popular winery and concert venue in saratoga is now 40 percent contained. the fire started yesterday afternoon spreading along a ridge near the mountain winery. it has burned 10 acres. people living on mount eden road were told to shelter in place, so firefighters could bring in heavy equipment. the mountain winery and other structures are not threatened by the fire. no one has been injured. ( tiffany ) this morning at least 16 fires are burning in the state... one of the most alarming is a huge fire in mariposa county just west of yosemite. this is near near lake mcclure in the sierra foothills...and people are being forced to evacuate their homes. 300 homes are threatened this morning. it has burned over 11 thousand acres and is only five-precent contained. the detwiller fire-- has destroyed one structure....damaged another. almost 800 firefighters are there fighting the fire. police are now investigating after a family was robbed and held at gunpoint inside their own home. it happened yesterday morning on oak grove road. a husband, wife and their child were all held at gunpoint after two men came in through an unlocked gate. the men stole money and personal property from the family. a home surveillance camera caught the thieves running down the street holding a white bag. a woman was seen helping the man that was robbed shortly after it happened. he was seen wearing nothing but his underwear. january. this is video from april when tiffany li posted a record-breaking bail amount of 35-million dollars. her family came up with the money and she is free from jail pending trial. li pleaded not guilty to murder and directing her boyfriend and another man to kill keith green. prosecutors say she feared losing custody of her children. a judge set a new trial date for january 16th. (darya) one person has been arrested after a pedestrian was hit and killed on highway 101 in south san francisco. we first broke this story yesterday on the kron 4 morning news. it happened yesterday morning near grand avenue. police say the driver tried to speed off after the crash but was caught and arrested for felony hit and run. officers spent the day interviewing family members of the victim to figure out why they were on the highway. responsible for sea rise and flooding. marin and san mateo counties filed the complaints in a superior court yesterday. the claim names 37 companies that they say concealed the harm of fossil fuels to the atmosphere. officials in the beach-front communities say people who live there are experiencing flooding and higher tides from climate change and sea rise. the marin county lawsuit claims more than 12-thousand homes and businesses could be at risk from tides and flooding by the end of the century. (darya) in the north bay... police arrested the woman they say ripped off high school band members at a bake sale last week. this is video of the woman walking around the store before going outside to the bake sale. police say michelle kruse used a fake 100 dollar bill to buy baked treats. the students then gave her 80 dollars in change. officers say when the students

( tiffany ) the pennsylvania man accused of killing four men and dumping their bodies in a mass grave claims he has killed before. the new york times is reporting that cosmo dinardo has confessed to two other killings. he claims that he carried out the murders when he was just 15 years old. right now police are looking to see if his claims match any open cases. dinardo has already confessed to luring four men to his parents property and killing them. the bodies of those men were found in a grave on the property last week. figure out how the air canada plane carrying 140 people ended up nearly landing on the taxiway instead of a runway. four other planes were lining up to take off. the air canada plane came within less than 100 feet of at least one other jet before aborting its landing. (darya) you could soon be spending more money just to cross every major bridge in the bay area. a new proposal would raise the toll by three dollars. backers of the plan say the toll hike is designed to reduce traffic gridlock. the hike would do this by improving interchanges and adding express lanes. it would also help improve public transit. hundreds of bart cars would be added and ferry service would be expanded. (darya) the golden gate bridge is not affected by this proposal. right now the tolls for every bridge except the bay bridge are at five dollars. that means under the new proposal... if you cross a bridge every day you will be paying 40 dollars a week in bridge tolls. that comes to more than 2-thousand dollars a year. (darya) the bay bridge is a different story. the toll already varies depending upon the time of the day. if you drive at peak times... it is 6-dollars. so the toll could be 9-dollars. if you crossed it 5-days a week for an entire year... you're looking at over 23- hundred dollars in tolls. (tiffany) a warning as the city of san francisco collected more than 13-thousand used needles in just one month this year. (darya) that's compared to only 29-hundred during the same period in 2016. kron4's stanley roberts takes a closer look.

(tiffany) the family of a woman who was shot and killed by a police officer is making a desparate plea for information about what led up to that shooting. justine damond called 9-1-1 to report a possible sexual assault near her home in minneapolis on saturday. moments after police arrived she was shot and killed. family members say they have been given almost no additional information from police.
