( james ) happening now... c-h-p is searching for a shooter who opened fire on a bay area freeway.( tiffany ) it happened on sunday in concord. no one was hurt, but a bullet did shatter a car window.( james ) kron four's spencer blake reports on what we are learning about the shooter. this area of freeway in contra costa county has seen its share freeway shootings in the last year.the latest violencewas over the weekend. a man driving a prius on i-680 noticed a white mercedes speeding and zipping through traffic."this vehicle passes him and he decides, 'i'm gonna call 9-1-1 and give a

description of what this car looks like."so he followed carefully along, onto highway 242 northbound.it was there, just south of clayton road, that the mercedes abruptly stopped on the shoulder.the prius driver decided that was his best chance to see what the driver looks like, and to check out the license plate. "he slowly starts to pass it, and as he does, he hears a loud bang."that bang was the sound of a gunshot, and his rear window shattering.the mercedes took off, and the victim pulled off to safety at a gas station off of highway four."the victim in this case was unhurt. as chp looked into his car they were able to find one bullet that was lodged in the upholstery. they also went back to the highway to look for any signs of casings or glass, but weren't able to find anything."they also can't find the shooter.unfortunately this is an area that doesn't have any freeway surveillance cameras.but the victim thinks the mercedes may have gone down the concord avenue exit. "so there's other businesses in that area that may have captured it inadvertently and didn't even know it."while this may give you deja-vu from

other east bay freeway shootings, this one is different in a major way from several of the others."the high percentage of those have been affiliated with gangs or those are known parties to each other. this specific one and a few other ones are completely random."that white mercedes didn't have a license plate, and the victim thinks it was a white man in his 20s or 30s with brown hair who was driving it.in contra costa county, spencer blake, kron four news. ( james @ land ) there have been more than 100 freeway shootings in the bay area since 20-15. the majority of them happened on east bay freeways. at least eight people have been killed and dozens of others have been injured. one of the most high profile incidents happened last year, when a mother of four was shot and killed on highway four. 25-year-old shanique marie was killed in pittsburg. the california state transportation agency has agreed to build a surveillance network to help deter the violence. the network could have wireless cameras, license plate readers and shot spotters. meanwhile, the c-h-p is hoping the addition of more officers, more

patrols and zero tolerance gang enforcement operations will help turn the tide. ( tiffany ) a 16-day-old infant that was found abandoned in a suisun (sue- soon) city parking lot is in critical, but stable condition this monring. police arrested the baby's father, 18-year-old daniel mitchell. police say he went behind the sunset shopping center on sunset avenue, dropped the infant off and then drove away yesterday. mitchell is also accused of a hit and run crash in fairfield not long after dropping the baby off. a witness who saw the baby abandoned later called the police. ( tiffany ) the father is facing charges of child abandonment, committing a felony while on bail and misdemeanor possession of

suspected cocaine. the mother of the infant provided a statement to officers and is not considered a suspect at this time. ( james ) happening today... the woman facing charges in a d-u-i crash that killed a three-year-old boy is set to appear in court in martinez. yarenit malihan pleaded not guilty to her charges during her arraignment in may. the 41-year old is facing felony charges for the september crash that killed 3-year old elijah dunn on interstate 6-80 in san ramon authorities say in the past year yarenit has been arrested three times for being intoxicated... including the fatal d-u-i in september ( james ) happening now... police are looking for the attackers who beat up a man just a few feet away from the richmond bart station.( tiffany ) kron four's j-r stone reports it was the mayor of richmond himself who witnessed the attack and called 9-1-1. i'm not getting any information from bart and nobody else is. the rpd tells me the same thing.that bart is just almost impossible to deal with to try and

coordinate public safety. richmond mayor tom butt isn't holding back when it comes to working with bart after this man, landon simms, was attacked outside a bart station. saying the help his city has received in it's investigation of the violent attack outside the richmond bart station last week is almost non existent. sot i had a conversation with the bart general manager on friday and i had to say it didn't go well. it was pretty much denial of bart having any responsibility or any obligations at all.landon sims/victim sot no bart security no bart attendant there nobodythose at bart tell kron 4 news the attack happened in the city of richmond's jurisdictiondi rectly outside the bart station and the amtrak station. sot i don't see any lines drawn on the sidewalk saying this is where city property ends this is where

bart starts.there are multiple bart cameras outside the station but no video or pictures of the suspects have been released. bart officials tell us the suspects were not bart riders and were in front of this store before the attack. butt says the two departments need to work together on this but four days later and his detectives are still waiting.sot our pd is ready to sit down at any time but i haven't hear from anybody at bart yet.((j.r.)) mayor tom butt was the one who called 911 when he saw the end of this attack. his call was transferred from city dispatch to bart dispatch. he admits that that was his city's mistake but believes that bart richmond police need to come to the table and work together here to try attackers. j.r. news. ( tiffany ) happening today... jared kushner is set to face more questions about russia. this time from a house panel. president trump's son-in-law and senior adviser met with senators behind closed doors yesterday. it is part of an investigation into russian meddling in the 2016 election.

kushner also released a statement, denying any collusion with the russian government or knowing of anyone in the trump campaign who did. kushner said had four meetings with russians last year, but insists he discussed nothing improper. ( tiffany ) also happening today... the senate is set to vote on the g-o-p health care bill to repeal and replace the affordable care act. and senator john mccain is returning to the senate today for the voting. this comes after mccain was diagnosed with a brain tumor last week. it's a surprise to most republicans, who expected him to miss today's vote on health care legislation mccain's arrival back to the senate, however, doesn't guarantee leaders will have the votes they need to begin debate. with mccain's vote, senate majority leader mitch mcconnell can now afford to lose just two of his members to still advance the bill. (james) new this morning... we are hearing from the parents of a teen involved in a deadly crash in merced that was live streamed on instagram. ( tiffany ) one of their daughters is now charged with

killing their other daughter. sontaya rose reports on what the parents are saying about the crash. the parents of the suspect and victim of a deadly crash near los banos streamed live on instagram are talking about the tragedy, and they say it's ruined their lives.one of their daughters is now charged with killing the other, and 18-year-old obdulia sanchez remains in the merced county jail facing several criminal charges including dui."it's an accident," obdulia's father nicandro sanchez said. "it happened that way. who knows why?"nicandro and gloria sanchez are numb and don't know what to feel. they watched the live stream video of the crash and aftermath, and they have no explanation for how it happened. they believe their daughter obdulia, also known as lula, needs help."i think she doesn't know what happened," nicandro said. "what i think is she knows she's done something wrong. because she knows, and that's what i feel. she feels bad for herself, but

she killed her own sister." officers already have a lot of valuable evidence from the suspect's video. they know lula was the only one wearing a seatbelt during the deadly crash.jacquelin and 14-year-old manuela seja were ejected through the back window. manuela survived, and lula live streamed the horrifying moments before and after the crash - shocking and disturbing thousands who watched the now viral video. right now, officers aren't sure if lula did anything else to actually try to save her little sister after the crash. "did she ever call 911?" an action news reporter asked the california highway patrol."we are still looking into that," the officer replied.department of alcohol beverage control investigators were already picking up preliminary crash information monday. they want to track down where obdulia may have purchased or had someone buy her alcohol.her parents say she does drink but not around them. they don't know what she may have done or used before the deadly crash. "why or how she got something to drink?" nicandro said. "if she drinks."investigators rarely get insight like they have in this case, and they too are in disbelief."the video is very disturbing, both to us as people who do this for a living," a chp officer said. "it's very disturbing to us because of the callous nature of her actions, both leading up to this tragedy and in the immediate aftermath." instead of celebrating jacquelin's confirmation saturday at their church, the sanchez family is planning a

funeral. they say jaquelin wanted to be an actress or singer and was going into the ( tiffany ) that was sontaya rose reporting. the family has started a go-fund-me page to pay for their daughters funeral. ( james ) some other big stories we are following out of the south bay... dry conditions helped fuel a grass fire in san jose. this is video from that fire that broke out yesterday afternoon near the eastridge shopping mall. firefighters were able to quickly put out the flames. a total of 11 acres were burned. no one was hurt and no buildings were damaged. fire fighters say the threat of fires remains high -- and it could get even more dangerous as the week goes on. ( james ) and crews in mariposa county are making progress battling the detwiler fire. this fire is burning near yosemite national park. it is now 60 percent

contained. it has burned nearly 79-thousand acres. more than 60 homes have been destroyed along with nearly 70 other buildings. more than a dozen other homes have been damaged. some of the evacuation orders have been lifted but 15-hundred homes are still threatened this morning. ( tiffany ) happening now in the east bay... police are looking for the people behind dozens of car burglaries in brentwood and livermore.( james ) kron4's haaziq madyun has details on just how fast it all happened. 17-vehicles broken into in the town of brentwood, followed by 35-vehicles either vandalized or burglarized in the city of livermore, all reported within a hours timethe auto break-ins started in the hampton inn parking lot around 4am friday. this is where brentwood police say 17-autos were targeted and one vehicle a white 1999, 4-door, lexus was stolen. a half an hour later reports of 35-more auto

the one stolen from the hampton inn in brentwood...lic ense plate number 4jpx560. investigators in both towns say it appears the same suspects are linked to the 52-auto break-ins between the the two cities. in the livermore haaziq madyun kron4news ( tiffany ) construction will restart on an oakland housing project that was recently destroyed by a massive fire. the building's developer annoucned yesterday that crews will begin cleaning the "alta waverly housing project" on valdez street. debris on the street level has already been removed and the remainder of debris is expected to be removed over the next few months. valdez and 23rd streets are still closed due to falling glass from windows at 180 grand avenue. the massive fire on july- 7th forced about 700 nearby neighbors to evacuate. the cause of the construction fire is still under investigation. ( james ) bart gave a sneak peek into their new trains called the "fleet of the future." bart brought members of the media to take a test drive on a few of the new

cars yesterday. the cars have fewer seats, but extra capacity for standing room. there are also three doors per car instead of two making it easier for passengers to get on and off crowded trains quickly. the project manager for the new fleet expects that riders will be pleased with the changes they will experience. ( james ) if the continued testing goes as planned, 10 new cars will be in service in september, followed by another 25 by the end of the year.

(robin) welcome back to the kron four morning news. i'm tracking your entertainment headlines today... justin bieber has canceled the remaining concerts of his "purpose world tour." a statement on his official facebook page said it was -quote- "due to unforeseen circumstances." no further details were provided. they said all tickets will be refunded. he did not have any upcoming concerts in the bay area. bieber has been touring for his fourth album since march 2016-- according to industry tracker pollstar, the concerts grossed more than 163-million dollars last year. james bond is returning to the big screen. m-g-m and eon productions announced that the 25th bond film will arrive in theatres in november in 20-19. the studios' announcement did not include information about cast or a director. ( robin ) and... "wonder woman" is now the top grossing movie of the summer. it passed "guardians of the galaxy two" over the weekend. "wonder woman" has made 389- million dollars at the domestic box office so far. the movie also ranks as the second biggest movie of the year, behind "beauty and the beast." ( james ) we're coming up on 4-30... here are the big stories we're working on for you this morning... concord police are searching for the shooter who opened fire along a freeway. it happened sunday on highway 242. a man in a prius was following a white mercedes that he says was going in and out of traffic. the mercedes pulled to the side of the road. when the prius passed it, somebody inside the mercedes fired a shot at the back window of the prius. the mercedes then took off. no detailed description of that shooter is available.( tiffany ) a 16-day-old baby is in critical but stable condition after he was abandoned in a suisun city parking lot. police have arrested 18-year-old daniel mitchell who is the baby's father. police say mitchell abandoned the infant behind the sunset shopping center yesterday.( james ) the mayor of richmond is criticizing bart for its handling of an attack near the richmond station. he says bart is not helping richmond police find the people who attacked a man near the richmond bart station last

( james ) a berkeley babysitter was sentenced for violently mistreating a six-month-old baby last year. 44-year-old, ingrid perez was sentenced to five years probation and a year in jail

for violence against a baby. surveillance video caught the woman hitting, throwing, dragging and forcing the boy's head into a bed, causing the baby to cry uncontrollably. she had been working for the family for two months. other families she worked for are now being contacted. as part of her probation -- perez will not be allowed to take care of any minors or the elderly. ( tiffany ) the driver of a big rig full of undocumented immigrants could spend the rest of his life in jail.( james ) 10 of the people in that truck have died. john lawrence has the latest. james bradley, junior is charged with knowingly transporting undocumented immigrants.after eight people were found dead inside a tractor trailer in a sweltering san antonio parking lot.two others later passed away. dozens more were injured. bradley denies the allegations saying he didn't know there were people crowded in the back of his truck. the 60-year-old could face the death penalty or life behind bars, if convicted. a man who's done business with bradley for five years was shocked at the news.brian pyle/owner, pyle transportation

"honestly, he was a nice guy. i mean he seemed like a really nice guy but hindsight's 20/20." one person who survived the harrowing journey gave details to the police. people began hitting the trailer walls and making noise to get the drivers attention. the driver never stopped. as the air around them grew hotter, the migrants used a hole in the trailer wall for ventilation, taking turns breathing from the hole. mayor ron nirenberg/san antonio "well, the magnitude of human trafficking is growing every single day. we know it's one of the fastest-growing crimes not just in texas, but across the country." this isn't bradley's first run-in with the law....in 2004 he was arrested in florida for grand theft motor vehicle and being a fugitive from colorado. bradley junior will be appointed two attorneys and a preliminary and detention hearing is scheduled for thursday."never in my wildest dreams have i think anything like this would ever happen. and i feel sorry for all the victims involved, i really am and it's unreal."i'm john lorinc reporting. throat surgery at children's hospital oakland left her on life-support. she was declared officially brain dead. now, court documents have been filed...in which a retired neurologist says videos of mcmath the past few years show that she is still alive...and she is getting better. as part of a lawsuit, a judge must now decide whether to revoke her death certificate. doctor alan shewmon says that video shows that mc-math can move her feet and fingers when instructed. mcmath is curently at a hospital in new jersey. ( will ) a 16-day-old infant abandoned in a suisun city parking lot is in critical but stable condition this morning. police arrested the baby's father. he is 18-year-old daniel mitchell. police say he went behind the sunset shopping center yesterday, dropped the infant off and then drove away. this is surveillance video of the baby being abandoned. mitchell is also accused of a hit and run crash in fairfield not long after dropping the baby off. a witness who saw the baby abandoned called the police.

( mark ) a man is attacked by a group of people just a few feet away from the richmond bart station... and this morning the mayor is criticizing bart for their handling of the investigation. mayor tom butt witnessed landon sims being attacked on thursday and called 9-1-1. he says bart has not been helping the richmond police department catch the people who are responsible. bart is not releasing video of the suspects to the public, and they have not handed it over to richmond police yet. mayor butt says the two jurisdictions need to work together to catch the attackers.

( darya ) happening today... the woman facing charges in a d-u-i crash that killed a three-year-old boy is set to appear in a martinez courtroom. yarenit malihan pleaded not guilty to the charges during her arraignment in may. the 41-year old is facing felony charges for the september crash that killed 3-year old

( darya ) dry conditions helped fuel a grass fire in san jose that came dangerously close to a shopping mall. this is video from that fire that broke out yesterday afternoon near the eastridge shopping mall. firefighters were able to quickly put out the flames. a total of 11 acres were burned. no one was hurt. firefighters say the threat of fires remains extremely high. ( darya ) and crews in mariposa county are making progress battling the detwiler fire. this fire is burning near yosemite national park. it is now 60 percent contained. it has burned nearly 79-thousand acres. more than 60 homes have been destroyed along with nearly 70 other buildings. more than a dozen other homes have been damaged. some of the evacuation orders have been

( mark ) the driver of a big rig full of undocumented immigrants could spend the rest of his life in jail.( darya ) 10 people have died and dozens more are in serious condition. john lawrence has the latest. james bradley, junior is charged with knowingly transporting undocumented immigrants.after eight people were found dead inside a tractor trailer in a sweltering san antonio parking lot.two others later passed away. dozens more were injured. bradley denies the allegations saying he didn't know there were people crowded in the back of his truck. the 60-year-old could face the

( darya ) firefighters in oakland say they are dealing with a growing number of fires at homeless encampments. there have been two more fires in the last two days. fire officials believe the most recent one was caused by somebody cooking. this happened yesterday near the intersection of martin luther king junior way and west grand. there have been 60 encampment fires since the beginning of the year. now the city of oakland will spend hundreds of thousands of dollars to try and prevent these fires and keep the encampments cleaner.

( mark ) happening now... police are looking for the gunman who opened fire on an east bay freeway.( darya ) it happened on highway 242 in concord. kron 4's lydia pantazes is live at c-h-p this morning with the details. lydia. ( lydia ) this latest shooting happened saturday night shortly after 9pm on northbound 242 in concord. a man driving a prius on i-680 noticed a white mercedes speeding and zipping through traffic. the prius driver calls 9-1-1 and follows the mercedes onto highway 242 northbound. that's when the mercedes abruptly stopped. the prius driver decides to slow down and get the license plate of the car.

that's when police say the driver of the mercedes fired shots into the rear window of the prius. officers found the victim at a chevron gas station on willow pass road off of state highway 4 with his toyota prius. investigators say this case is different from other shootings we've seen on bay area freeways. a high percentage of past shootings have been affiliated with gangs or people who knew each other. this latest shooting was random. reporting live in martinez, lydia pantazes kron4 news. ( mark ) there have been more than 100 freeway shootings in the bay area since 20-15. the majority of them happened on east bay freeways. at least eight people have been killed and dozens of others have been injured. one of the most high profile incidents happened last year, when a mother of four was shot and killed on highway four. 25-year-old shanique marie was killed in pittsburg. the california state transportation agency has agreed to build a surveillance network to help deter the violence. the network could have wireless cameras, license plate readers and shot spotters. meanwhile, the c-h-p is hoping the addition of more officers, more patrols and zero tolerance gang enforcement operations

( darya ) warriors star draymond green is facing a lawsuit this morning over an alleged assault that happened in 2016. kron4's tiffany mcelroy is at the breaking news desk with the details. (tiffany) high profile california attorney lisa bloom says she is filing a lawsuit today against green that is related to allegations of assault and battery on a college football player and his girlfriend. the lawsuit likely stems from an incident in michigan last july where green allegedly slapped former michigan state football player jermaine edmondson following a fight outside a bar. green was arrested and charged but he later had his charges lowered to a noise infraction -- a 500-dollar fine. green told e-s-p-n that he is confident the matter will be resolved soon and didn't have anything else to say about the matter. bloom said in a statement overnight that the lawsuit will be filed aganst green for

( darya ) within a half hour of the 17 burglaries in brentwood, the city of livermore had 35 cars that

were either vandalized or broken-into. police in both cities suspect all 52 auto break-ins were likely committed by the same people. ( mark ) a berkeley babysitter is sentenced for violently mistreating a six-month-old baby last year. ingrid perez was sentenced to five years probation and a year in jail for violence against a baby. surveillance video caught the woman hitting, throwing, dragging and forcing the boy's head into a bed, causing the baby to cry uncontrollably. she had been working for the family for two months. other families she worked for are now being contacted. as part of her probation -- perez will not be allowed to take care of any minors or the elderly. ( darya ) a 13-year-old girl declared brain dead after a routine throat surgery in oakland may actually be getting better. that's the opinion of a retired neurologist who is now part of a new lawsuit. jahi mc-math was just 13 when her throat surgery at children's hospital oakland left her on life-support. doctors and judges have officially declaired her brain dead. now, new court documents have been filed...in which a retired neurologist says videos of mcmath over the past few years show that she is still alive...and she is getting better. as part of a lawsuit, a judge must now decide whether to revoke her death certificate. doctor alan shewmon says the videos show that mcmath can move her feet and fingers when instructed. mcmath is curently at a hospital in new jersey. "what i think is she knows she's done something wrong. because she knows, and that's what i feel. she feels bad for herself, but she killed her own sister." officers already have a lot of valuable evidence from the suspect's video. they know lula was the only one wearing a seatbelt during the deadly crash.jacquelin and 14-year-old manuela seja were ejected through the back window. manuela survived, and lula live streamed the horrifying moments before and after the crash - shocking and disturbing thousands who watched the now viral video. right now, officers aren't sure if lula did anything else to actually try to save her little sister after the crash. (darya) chevron says it will make 20- million dollars in upgrades to its richmond refinery as part of a setttlement with the state of california. the settlement is over a 20-12 refinery fire that injured three employees and sickened hundreds of people in richmond. those upgrades include replacing all carbon steel piping with more corrosion resistant piping and specialized training for fire department personnel working at the richmond refinery. infant abandoned in a suisun city parking lot is in critical but stable condition this morning. police arrested the baby's father. he is 18-year-old daniel mitchell. police say he went behind the sunset shopping center yesterday, dropped the infant off and then drove away. this is surveillance video of the baby being abandoned. mitchell is also accused of a hit and run crash in fairfield not long after dropping the baby off. a witness who saw the baby abandoned called the police.

(darya) breaking news from overnight... a carjacker is still on the loose this morning following a police chase through alameda county. the chase happened at around 10:30 last night after a carjacking was reported outside a bank in san leandro. it started at callan and bancroft avenues when police were trying to pull over the carjacker. he led police onto westbound 580 in oakland and other highways. the thief left the car he stole in a parking lot near webster street and buena vista avenue in alameda. officers searched an apartment complex nearby where the thief was last seen, but

(darya) a man accused of shooting and killing a man outside an ice cream store in pittsburg has now surrendered to police. 19-year-old larry daryl neal junior turned himself in on sunday. the deadly shooting happened on wednesday at the baskin robbins on century boulevard. police found a 43-year-old man with several gunshot wounds once they arrived on scene. the identity of the man killed has not been released. officers identified neal as the shooter after searching his home. the shooting remains under investigation. (mark) happening today... the woman facing charges in a d-u-i crash that killed a three-year-old boy is set to appear in a martinez courtroom. yarenit malihan pleaded not guilty to the charges during her arraignment in may. the 41-year old is facing felony charges for the september crash that killed 3-year old elijah dunn on interstate 6-80 in san ramon police say in the past year yarenit has been arrested three times for being intoxicated... including the fatal d-u-i in september.

(mark) in the south bay... police arrest a man accused of exposing himself to kids in santa clara. the incident happened near the c.w. haman elementary school. police say that wellington potter exposed himself to two girls who were walking by. potter is also suspected in seven indecent exposure incidents in the lake tahoe area. potter also drives a car similar to one that has been seen at several other indecent exposure incidents in the bay area. he has been booked into the santa clara county jail. (darya) police in the east bay are looking for two men who robbed four people at gun point near hercules high school. police say the victims were walking near the school's football field when two men came out of the bushes with guns. they hit the victims. three of them had to be taken to the hospital but are okay this morning. after the attack police searched the area but were unable to find the attackers. (darya) happening today... the u-s senate is moving one step closer to repealing the affordable care act.

(mark) a 13-year-old girl declared brain dead after a routine throat surgery in oakland may actually be getting better. that's the opinion of a retired neurologist who is now part of a new lawsuit. jahi mc-math was just 13 when her throat surgery at children's hospital oakland left her on life-support. doctors and judges have officially declaired her brain dead. now, new court documents have been filed...in which a retired neurologist says videos of mcmath over the past

(darya) the driver of a big rig full of undocumented immigrants could spend the rest of his life in jail.(mark) 10 people have died and dozens more are in serious condition. john lawrence has the latest. james bradley, junior is charged with knowingly transporting undocumented immigrants.after eight people were found dead inside a tractor trailer in a sweltering san antonio parking lot.two others later passed away. dozens more were injured. bradley denies the allegations saying he didn't know there were people crowded in the back of his truck. the 60-year-old could face the death penalty or life behind bars, if convicted. a man who's done business with bradley for five years was shocked at the news.brian

say they are dealing with a growing number of fires at homeless encampments. there have been two more fires in the last two days. fire officials believe the most recent one was caused by somebody cooking. this happened yesterday near the intersection of martin luther king junior way and west grand. there have been 60 encampment fires since the beginning of the year. now the city of oakland will spend hundreds of thousands of dollars to try and prevent these fires and keep the encampments cleaner.

( lydia ) this latest shooting happened saturday night shortly after 9pm on northbound 242 in concord. a man driving a prius on i-680 noticed a white mercedes speeding and zipping through traffic. the prius driver calls 9-1-1 and follows the mercedes onto highway 242 northbound. that's when the mercedes abruptly stopped. the prius driver decides to slow down and get the license plate of the car. that's when police say the driver of the mercedes fired shots into the rear window of the prius. officers found the victim at a chevron gas station on willow pass road off of state highway 4 with his toyota prius. investigators say this case is different from other shootings we've seen on bay area freeways. a high percentage of past shootings have been affiliated with gangs or people who knew each other. this latest shooting was random. reporting live in martinez, lydia pantazes kron4 news. ( mark ) there have been more than 100 freeway shootings in the bay area since 20-15. the majority of them happened on east bay freeways. at least eight people have been killed and dozens of others have been injured. one of the most high profile incidents happened last year, when a mother of four was shot and killed on highway four. 25-year-old shanique marie was killed in pittsburg. the california state transportation agency has agreed to build a surveillance network to help deter the violence. the network could have wireless cameras, license plate readers and shot spotters. meanwhile, the c-h-p is hoping the addition of more officers, more patrols and zero tolerance gang enforcement operations will help turn the tide. (mark) happening now in the east bay... police are looking for the people behind dozens of car burglaries. 52 cars were either vandalized or burglarized in two east bay cities. the smash and grab car burglaries began in brentwood friday morning in the parking lot of the hampton inn. police took reports of 17-cars that were broken into and one car that was reported stolen. within a half hour of the 17 burglaries in brentwood, the city of livermore had 35 cars that were either vandalized or broken-into. police in both cities suspect all 52 auto break-ins were likely committed by the same people. we are hearing from the parents of a teen involved in a deadly crash in merced that was live streamed on instagram. (mark) one of their daughters is now charged with killing their other daughter. sontaya rose has the story. the parents of the suspect and victim of a deadly crash near los banos streamed live on instagram are talking about the tragedy, and they say it's ruined their lives.one of their daughters is now charged with killing the other, and 18-year-old obdulia sanchez remains in the merced county jail facing several criminal charges including dui."it's an accident," obdulia's father nicandro sanchez said. "it happened that way. who knows why?"nicandro and gloria sanchez are numb and don't know what to feel. they watched the live stream video of the crash and aftermath, and they have no explanation for how it happened. they believe their daughter obdulia, also known as lula, needs help."i think she doesn't know what happened," nicandro said. "what i think is she knows she's done something wrong. because she knows, and that's what i feel. she feels bad for herself, but she killed her own sister." officers already have a lot of

valuable evidence from the suspect's video. they know lula was the only one wearing a seatbelt during the deadly crash.jacquelin and 14-year-old manuela seja were ejected through the back window. manuela survived, and lula live streamed the horrifying moments before and after the crash - shocking and disturbing thousands who watched the now viral video. right now, officers aren't sure if lula did anything else to actually try to save her little sister after the crash. "did she ever call 911?" an action news reporter asked the california highway patrol."we are still looking into that," the officer replied.department of alcohol beverage control investigators were already picking up preliminary crash information monday. they want to track down where obdulia may have purchased or had someone buy her alcohol.her parents say she does drink but not around them. they don't know what she may have done or used before the deadly crash. daniel lopez was refused a drink after last call at a bar on military way back in november of 2016. that's when he pulled out a gun and shot two people inside the bar. one of the victims was shot in the head, both survived. lopez also was convicted of several assault charges and illegal firearms charges. he faces life in prison with the possibility of parole. (mark) a federal judge gave the go-ahead for the trump administration to collect voter data information. a privacy group had sued to stop the election integrity commission from gathering voter data. numerous states declined to provide some or all of the records. privacy groups sued on constitutional grounds-- but justice department lawyers say there is no privacy threat because the information would be uploaded via a secure military website and then transferred to white house computers (mark) checking the markets this morning...
