(james)continued hot weather, that's today's forecast in a nutshell. we will see slight cooling, but it's still going to be hot in the east bay valleys. overnight, temperatures cooled nicely near the bay and on the valley floors, but it's still warm in the hills above 1,500 feet. morning clouds and fog at the

101. bay bridge wb 80 is less then 30 min from the maze to sf. (tiffany) breaking news from overnight... the senate has rejected a measure to repeal parts of former president barack obama's health law. (james) this deal is a serious blow to president donald trump and the gop agenda. unable to pass even a so-called "skinny repeal," it was unclear if senate republicans could advance any health bill. three republicans joined with all democrats to reject the amendment. it would have repealed mandates that most

individuals get health insurance and that large companies provide it to their employees. it also would have delayed a tax on medical devices. here's senate majority leader mitch mconnell speaking after the vote. (james) the congressional budget office issued a report last night saying had the bill passed, 16 million more people would have lost medical coverage by 2026. (tiffany) police are investigating a deadly stabbing in half moon bay... sheriff's deputies say it all started around seven last night. this is a picture from the scene. a fight broke out in front of a home on main street. two men were stabbed and one died at the scene. one person has been arrested. (tiffany) happening now... police are looking for the man who attacked a woman in oakland. it happened as the victim was walking in the city's fruitvale neighborhood. kron4's charles clifford has the details. this is surveillance video from july 20th recorded near 40th avenue and international boulevard in oakland. the victim in this incident can be seen coming around the corner. . . here. she then comes face to face with a man walking down the sidewalk. when she steps aside to let him pass, he elbows her in the face. . . she falls backward and strikes her head on the curb. he jogs away without even looking back.. . .the victim, who lives nearby,

declined to be interviewed for this story out of fear that this man might seek revenge on her for speaking out. sthe victim's sister, maria claros, says her sister is very upset. sot"maria claros says she's sad and scared."maria says they have never seen this man before and that her sister was simply walking to the store to buy groceries.sot"maria claros says she walked to go pick up food for the family."the oakland police department said on thursday that they are aware of the incident, that they have recovered this surveillance video and that they are conducting a follow up investigation. so far police have not identified the suspect.maria hopes they find this man soon before he attacks someone else.sot"maria claros says find the guy. because he could do it to more people. more ladies. he's very dangerous on the streets." morning... the deadly accident at the ohio state fair is triggering a shutdown of similar rides around the world... and in the bay area. (tiffany) andy rose has the latest on the ohio tragedy. one day after a ride at the ohio state fair turned deadly, the manufacturers behind the "fireball" have instructed all who operate the ride, to stop running it... pending an investigation.several fairs around the country, and in canada, had already announced they would close the ride, even before the advisory came out. barry schaible/ third party ca fair inspector: "not running and not going to run until we find out what happened in ohio and the factory tells us its ok to operate."on the ohio state fair's opening day wednesday, a piece of the 40-foot spinning structure broke off, hurling several riders through the air.18-year-old tyler jarrell was killed, and seven others were injured. two of them critically. jennifer body/ witness: "i heard a girl

scream 'help!' and i look over and i see someone fly out. and then i see it slap to the ground."the chief ride inspector for ohio said the ride raised no red flags during inspections. michael vartorella/ chief ride inspector for ohio's division of amusement ride safety: "everyday they're required to do pre-opening inspections...it's been looked at about three or four times over the course of two days." and although governor john kasich ordered all rides at the fair shut down for now, the fair, which drew almost one million visitors last year, was back open on thursday. gov. john kasich/ -r- ohio: "this is a place where we come, we smile, we laugh, we eat, we do just great things, we ride the rides, we do all the things that people do at a fair."i'm andy rose, reporting. (james) and california has a separate division which oversees the permits and inspections of amusement rides. agents with cal- osha were on scene at cal expo in sacramento yesterday going over every inch of the 'fire ball' ride there. inspectors are also going to take a look at the five other similar rides in california. a spokesperson says they have asked california amusement parks to

shutdown similar rides indefinitely. california amusement park rides receive annual inspections, as well as unannounced visits to ensure safety. (james) this was the scene in santa cruz - the fireball ride shut down there as well. a spokesperson for the santa cruz beach boardwalk says they are in talks with the manufacturer... and the ride will stay closed until the state gives them the all clear. (tiffany) a cal fire air tanker accidentally drops fire retardant over homes in windsor. kron4's hermela aregawi shows us the big mess. a messy surprise for this windsor neighborhood.just after noon, a cal fire helicopeter mistakenly poured bright pink fire retardant on more than a dozen vehicles. about nine homes and over bushes and sidewalksmatthew henry/witness; we looked outside and saw red drops. so we opened the door and it was amazing how much red was in the neighborhood. i mean our neighbors car which was is white was just drenched in pink and red. so the first thing was is it going to stain

our cars. is it going to stay on our buildings. we were immediately grabbing houses and trying to wash it off with whatever we can find. windsor city staff covered the storm drains to make sure the retardant didn't get in there. and fire officials showed up on scene to wash down houses and cars.neighbors who showed up in the aftermath initially though the worst had happened. richard daniel/witness oh my god i think there is a fire at the house because they were over here. parking in front of here. parked right in front of my house and so as i drove up a little closer they had the street blocked off and i just saw all the red fire retardant. people that live in the nieghborhood were concerned that the substance was unsafe for their children and pets. karen danie/witness because they're out bad during the day. and my concern was that it had come across and had gotten in our backyard. it didn't obviously hit them so they were fine. and actually the firefigher said if it did let us know. we'll make sure they're okay.a cal fire spokesman says the retardant is not toxic and there are no health concerns.(hermela aregawi)we know the calfire

tanker was making a landing at the nearby sonoma airport when it sent the fire retardant down.but why it happened is still under investigation. reporting in windsor, hermela aregawi, kron 4 news. (james) happening today... a san francisco police officer will appear in court. he is facing several child pornography charges. officer joshua enea was arrested on wednesday in san francisco. an investigation into enea was launched back in february. kron4 sources say multiple child pornography images were found on his computer at his antioch home. enea is a ten- year veteran of the force. he has been placed on leave without pay. (james) another chapter in the widespread sex scandal that has rocked bay area law enforcement agencies. a former contra costa county sheriff's deputy learned whether or not he will be put on trial.(tiffany) the woman at the center of the case testified once again . kron 4's haaziq madyun was in the courtroom and has the graphic details.

"i was 17." that text message from jasmine abuslin to ricardo perez was read as pretrial evidence in court here at the alameda east county superior court house in dublin. perez was a deputy in the contra costa county sheriff's office at the time he is alleged to have had sex with abuslin, formerley knownas celesete guap, who is now 19-years-old. perez has been charged with one felony count of oral compulation with a minor and two misdemeanor counts of committing a lewd act in publicabuslin told the court that she and perez met through facebook back in 2015 and that shortly after they began having consensual sex. she testified the two had sex six times while she was underagepretrial testimony focused primarily on sexually explicit text messages between absulin and perez. those text messages showed at one point a

rift occurred between the two when abuslin's cellphone was taken from her by an oakland police officer. she felt the oakland officer was sharing info found on her phone with perez. in a january 2016 text she wrote "i am going to snitch on you trick just like i did with brendan" brendan o'brian is the oakland police officer who committed suicide in connection to the police sex scandal. she continued refering to her age in a text when she wrote "you never suspected i was 17, meth addict hooker"? in once response wrote that she was 17...perez "ok"the defense attorney argued his (james) four people are now behind bars for breaking into more than 50 cars in the east bay. investigators say the crimes started monday in brentwood where the suspects broke into 17 carsand stole one. they then drove that stolen car to livermore and broke into another 36 vehicles . detectives say the suspects were looking for keys left inside cars so they could steal them. police arrested these men last night. they are identified as 20- year-old brian randolph and 20-year-old john robertson.

two other suspects are juveniles. .. (james) police have released a sketch of a person of interest in two oakland homicides from 20-13 and 2014. the suspect seen in this sketch is believed to be connected to the killing of three young men.. one just 13-years-old.. police say lee weathersby was shot by a suspect in december of 20-13... just one month later police say his brother lamar broussard and friend derrick harris were also shot and killed.. a picture of the suspects car has also been released...it is believed to be a silver dodge durango. there is now a 30-thousand dollar reward for information leading to the suspects arrest. (tiffany) police in vallejo are trying to find someone who is believed to have killed as many as a dozen dogs. and this morning the reward for information leading to an arrest is being increased. back in april a woman discovered the dismembered dogs left in bags off columbus parkway in vallejo. yesterday the jameson animal rescue ranch of

napa county increased the reward to 15-thousand dollars. so far, no one has claimed responsibility and exactly what happened to the dogs is still a mystery. (james) alpine lake in lake tahoe is getting warmer. that's according to a new annual report by the u-c davis. researchers say that the lake is warming up at 14 times the normal rate... which is half of a degree fahrenheit each year. they say the signs of climate change at lake tahoe, including a first spring snow melt at the lake... started 19 days earlier in march than it did back in 1961. researchers also say climate change is contributing to the growth of algae in the lake this summer, reducing the lake's famous clarity. (james) the long, unbelievable ski season at mammoth mountain is coming to an end. the last day the mountain will be open is next sunday august sixth. but you don't have to wait too long for the mountain to be

(robin) and speaking of seinfeld... forbes magazine has named jerry seinfeld the highest-paid comedian in the world. he earned 69-million dollars between june 2016 and june 2017. forbes credits seinfeld's success to continuing checks from his sitcom and some netflix specials. the next highest-paid comedians, in order, are: chris rock, louis c-k, dave chappelle, amy schumer, kevin hart and jim gaffigan. (tiffany) speeding and street racing. that's what those living in one san jose neighborhood say is an everyday occurrence. this is dramatic video of a crash at the corner of scott street and willard avenue. it knocked down a utility pole. one person who saw the crash says it was the result of a street race that went out of control. those who live in the area say this is a big issue that needs to stop.

(james) yellow jacket wasps are causing problems in some parts of the bay area. bee keepers say they are responding to more calls to remove nests than they did last year.(tiffany) kron four's philippe djegal reports from contra costa county where the problem keeps growing. (philippe) before the break of dawn...nats/david williams/bee keeper- "this nest was in a railroad tie in el cerrito." bee keeper and owner of b-z-z bee removal was digging through dirt, pulling out yellow jacket

wasps and their nests... before they cause any more harm to the neighbor who requested williams' services. david williams/bee keeper- "they had stung he and his wife and so we removed them. stung me too, but, uh, we got them outta there." unlike bees... wasps don't lose their stingers... so, they can sting you multiple times. they also release a pheromone when swatted at or killed, attracting other wasps... which is why williams' recommends calling a professional to treat the nests with insecticide, or remove them entirely... rather than doing so on your own.david williams/bee keeper- "in my experience, a couple times, people have gone into the backyard, tried to spray them and gotten stung up, gone to the hospital and have passed on." since the start of the year... the contra costa mosquito and vector control district... says it has been inundated by calls to remove yellow jackets... with the majority of requests coming from lafayette, orinda and walnut creek.deborah bass/ccmvcd- "we're getting 63- percent more calls now then we did at this time last year because we have so many yellow jackets that are just doing really well out there." deborah bass with vector control, says yellow jackets are thriving because we

say the thieves are back on the streets committing more crimes before a police report is even filed. (james) kron four's stanley roberts shows us ways to fight the problem in this morning's edition of people behaving badly. we were here visiting; we went to the ferry building and decided since i already fed the meter instead of driving to just walk nicely down the street to the penny arcade jennifer and family visiting from texas walked about a mile and a half walk along the embarcadero. however while they walked something bad happened nats: ambiance san francisco police responded to a report of suv being broken into at the intersection of broadway and davis the read side window had been shattered and unknown contents were removed nats: i would love for them to just show up that because the items that were not stolen were sitting in plain view for easy pickings. so now officers need to enter the suv so they can secure the items that were not stolen nats: auto alarm items which included a gun safe, some electronic items, a digital

camera and a pouch containing social security numbers there was still two hours left on the meter which means all their belongings would be exposed for more thieves if action were not taken nats: would you do me a favor could you run a texas plate to see if you can find a phone number officers scramble to try and locate the registered owner of the suv or else they would have to tow it to avoid more problems(for the record if towed it would not cost the victim any money) finally the family was located at pier 41 so what was stolen my daughter lost her laptop her whole backpack which she is heading to a month in florida and he flight leaves in a couple hours and now she has nothing it's tourist season in san francisco but not in a good way that's why all around the city which are hot spots for visitors like lombard street and the palace of fine of arts where there is evidence of auto burglaries you can see the shattered glass on the streets. there are signs telling everyone to hide remove your valuables near lombard street hand made signs reading don't leave any bags in your car and while it may too late for jennifer and her family we are temporary staying in reno so driving to reno with a broken window or

(tiffany) the bay area real estate market shows no sign of cooling off. according to a recent report... the median home price has hit a new record high. kron4's maureen kelly went to alameda county where prices have jumped up significantly. welcome to the treetop house here in montclairrealtor linnette edwards is showing me around a three bedroom two bath house in oakland's montclair area, asking just under 700 thousand.but the sellling price will likely be higher than that.the trend right now for homes that are

priced well markete welll show well with a better locations in schools 30% over the listing price here in alameda countyáaccording to corelogic , this june the bay area median home price was $735- thousand a new record high. just when you think the markets going to get hit a height it continues to go right now it's strong associate in the 15 years i've been in the industry is not stopping i'm probably thinking next couple quarters of it's still going to continue to be strongáalameda county saw the biggest gains from may to june, the median price jumping up 6-percent in that span to 770-thousand.edwards says some homes in desirable areas of alameda county are selling over $1000 per square footwe are edging into san francisco territoryand competition has been stiff for those homes. this house in oakland's crocker highland neighborhood was listed for just under $1.1 million, got 7 offers..and will close at $1.6550% over asking. ( mark ) cheers from protesters on capitol hill as the the senate votes against a partial repeal of obamacare. the bill would have repealed major portions of the affordable care act including the individual and employer mandates. ( mark ) oakland police say they have not identified a suspect. ( darya ) this morning we are learning more about the victim from wednesday's deadly state fair ride accident in ohio. 18-year-old tyrell jarrell died after being thrown off the ride. his

girlfirend was also on that ride. she was seriously injured. the accident also injured seven others. two people remain in critical condition this morning. jarrell was just out of high school and had enlisted in the marines a week ago.. the marines issued a statement calling him a brave young man who had stepped up to serve his country. ( darya ) california has a separate division that oversees the permits and inspection of amusement rides. agents with cal osha were on scene at cal expo in sacramento yesterday... going over every inch of the fire ball ride there. that is the same type of ride the malfunctioned in ohio. inspectors are also going to take a look at the five other similar rides in california. a spokesperson says they've asked california amusement parks to shutdown similar rides indefinately. over... with two people now in jail. it started yesterday afternoon with a shooting near davis street and douglas drive. two victims were shot but are expected to be okay. the shooters took off. there was a shelter in place issued for the area but with the help of a swat team, police were able to find and arrest the shooters. ( mark ) a big mess to clean-up after a cal fire air tanker somehow unloaded pink fire retardant on a windsor neighborhood. take a look at the scene yesterday afternoon. it caused a big mess... landing on more than a dozen cars, nine homes and all over sidewalks. crews covered storm drains to make sure the retardant didn't get in there. fire officials showed up to wash down houses and cars. neighbors who spoke to kron four initially thought the worst had happened. ( darya ) yellow jacket wasps are causing problems in some parts of the bay area. bee keepers say they are responding to more calls to remove nests than they did last year.( mark ) kron four's philippe djegal has the story. (philippe) before the break of dawn...nats/david williams/bee keeper- "this nest was in a railroad tie in el cerrito." bee keeper and owner of b-z-z bee removal was digging through dirt, pulling out yellow jacket wasps and their nests... before they cause any more harm to the neighbor who requested williams' services. david williams/bee keeper- "they had stung he and his wife and so we removed them. stung me too, but, uh, we got them outta there." unlike bees... wasps don't lose their stingers... so, they can sting you multiple times. they also release a pheromone when swatted at or killed, attracting other wasps... which is why williams' recommends calling a professional to treat the nests with insecticide, or remove them entirely... rather than doing so on your own.david williams/bee keeper- "in my experience, a couple

pornography charges. officer joshua enea was arrested on wednesday in san francisco. an investigation into enea was launched back in february. kron4 sources say multiple child pornography images were found on his computer at his antioch home. enea is a ten- year veteran of the force. he has been placed on leave without pay. ( darya ) people living in one san jose neighborhood say speeding and street racing is an everyday occurrence and it's getting out of control. this is video of a crash at the corner of scott street and willard avenue. it knocked down a utility pole. one person who saw the crash says it was the result of a street race that went out of control. those who live in the area say this is a big issue that needs to stop. ( darya ) people in that neighborhood also say that they are seeing an increase in abandoned cars taking up

( darya ) a rookie firefighter in miami jumps into the water to save an elderly dog trying that was struggling to swim.( mark ) emilio sanchez found the 12-year-old dog struggling to stay above the water. that's when he jumped in to help.( darya ) other firefighters lowered a backboard into the water so the dog could climb out. the whole thing was caught on camera and posted to social media.( mark ) the firefighter is receiving a lot of praise online but he says he was just doing his job.

( darya ) police have released a sketch of a person of interest in two oakland homicides from 20-13 and 2014. the suspect seen in this sketch is believed to be connected to the killing of three young men.. one just 13-years-old.. police say lee weathersby was shot by a suspect in december of 20-13... just one month later police say his brother lamar broussard and friend derrick harris were also shot and killed.. a picture of the suspects car has also been released...it is believed to be a silver dodge durango. there is now a 30-thousand dollar reward for information leading to an arrest. ( darya ) vallejo police are still trying to find the person who killed a dozen dogs earlier this year. and this morning the reward for information leading to an arrest is being increased. a woman discovered the dismembered dogs left in bags off columbus parkway in vallejo in april. yesterday the jameson animal

rescue ranch of napa county increased the reward to 15- thousand dollars for any information leading to an arrest. o'clock last night. one man was stabbed to death. a second man was arrested and charged with murder. (mark) police in the east bay are looking for the man who attacked a woman in oakland. this is surveillance video of the attack. you can see the woman walking in oakland's fruitvale neighborhood. when she turns the corner, a man walking the opposite way elbows her in the face.. she falls backwards hitting her head on the curb.. her family says she could lose sight in one of her eyes. (mark) oakland police say they have not identified a suspect. (darya) this morning we are learning more about the victim from wednesday's deadly state fair ride accident in ohio. 18-year-old tyrell jarrell died after being thrown off the ride. his girlfirend was also on that ride. she was seriously injured. the accident also injured seven others. two

people remain in critical condition this morning. jarrell was just out of high school and had enlisted in the marines a week ago.. the marines issued a statement calling him a brave young man who had stepped up to serve his country. (darya) california has a separate division that oversees the permits and inspection of amusement rides. agents with cal osha were on scene at cal expo in sacramento yesterday... going over every inch of the fire ball ride there. that is the same type of ride the malfunctioned in ohio. inspectors are also going to take a look at the five other similar rides in california. a spokesperson says they've asked california amusement parks to shutdown similar rides indefinately. (mark) an hours long standoff in san leandro is over... with two people now in jail. it started yesterday afternoon with a shooting near davis street and douglas drive. two victims were shot but are expected to be okay. the shooters took off. there was a shelter in place

(mark) happening today... a san francisco police officer will appear in court to face several child pornography charges. officer joshua enea was arrested on wednesday in san francisco. an investigation into enea was launched back in february. kron4 sources say multiple child pornography images were found on his computer at his antioch home. enea is a ten- year veteran of the force. he has been placed on leave without pay. ( darya ) people living in one san jose neighborhood say speeding and street racing is an everyday occurrence and it's getting out of control. this is video of a crash at the corner of scott street and willard avenue. it knocked down a utility pole. one person who saw the crash says it was the result of a street race that went out of control. those who live in the area say this is a big issue that needs to stop.

(mark) a big mess to clean-up after a cal fire air tanker somehow unloaded pink fire retardant on a windsor neighborhood. take a look at the scene yesterday afternoon. it caused a big mess... landing on more than a dozen cars, nine homes and all over sidewalks. crews covered storm drains to make sure the retardant didn't get in there. fire officials showed up to wash down houses and cars. neighbors who spoke to kron four initially thought the worst had happened.

(darya) happening now... government officials are expanding their investigation into complaints of exhaust fumes inside ford explorer s-u- v's. tiffany mcelroy is at the breaking news desk with the new models covered in the investigation. tiffany? (tiffany @ flash) new information from the national highway traffic safety administrationit just added two more model years and nearly 400-thousand cars to their carbon monoxide investigation. government officials say the investigation could affect more than a million ford explorer car owners with

models from 2011 to 2017 this comes after more than 27- hundred complaints about exhaust odors and fears of carbon monoxide in an investigation started last year. among the complaints there were three crashes and 41 injuries. most of those complaints came from police departments... according to cbs news, in 2016 forty-eight percent of law enforcement cars were ford explorers the nhtsa says it doesn't have proof that the injuries were caused by carbon monoxide, although the level of gas may be elevated in certain driving scenarios. ford says it is cooperating with the investigation.if you have concerns about your vehicle, go to kron4.com we have posted information on how to contact ford. earlier this month when she says seven police officers showed up to her apartment searching for someone on a felony charge. officers say a man matching the suspect's description went into her apartment, but it turned out not being the person they were looking for. she says the officers knocked her down when they searched her apartment and then left. (mark) opponents of california's high-speed rail project scored a legal victory that could help their effort to stop it from being built. the california supreme court says federal law does not
