thursday at hidden lakes park on the martinez-pleasant hill border. that's were where he allegedly arranged to meet the girl. toledo contacted an undercover police officer, who was posing as a child on the internet. officers say toledo tried to get the girl to send him nude images. police recovered electronic items from his car, condoms and candy he promised to bring the girl. toledo was booked into contra costa county jail with bail set at two and a half million dollars. arrest for secretly videotaping his roommates having sex and then trying to extort money from them to the tune of $5000sot det. michael gebhardt/fremont police 11-19police say back in march adama and his wife shared a bedroom with a younger couple in this pennsylvania avenue apartment complex in fremont. the younger couple moved out at the end of april and then in mid june began receiving anonymous emails from someone claiming they had video of the two having sex and would send it to family and post it on social media sites if the refused to pay him. police were contacted in july and determined adama was the one sending the emails.sotadama was arrested, laptops were seized and the video in question was found. adama has since moved to the apartment complex across the street and police are wondering if there

(grant) palo alto police have arrested a man who officers say set a series of fires early friday morning. 23-year-old terry lee hill jr. was arrested over the weekend. officers say he is responsible for four different fires all within a few blocks of each other.. the first, was a car fire at a caltrain station parking lot. a few hours later two more fires ...both in dumpsters. one on palo alto avenue, another in a parking garage on high street. and the fourth fire was set in some brush on a bike path near the homer avenue tunnel. no one was injured in the fires. (vicki) the war against illegal dumping is heating up amid a spike in the number of mattresses, furniture and other trash piling up on city streets in san jose. kron four's rob fladeboe is live now to tell us about a some new tools in the city's effort

clean up the mess. rob? (rob live) im here on senter road where it's hard to tell the difference sometimes between illegal dumping and the remnants of a former homeless camp. but the city is targeting messes like this with more boots on the ground and a new tool that will make it easier for residents to report illegal dumping. i caught up with the city's illegal dumping rapid response team off berryessa road. some of the furniture and trash had been set out for pickup by residents but some of the stuff had been illegally dumped. either way, calls for service have gone up in recent months from about 32 per day to 45 or 50 says team leader ed ramirez.ed ramirez/illegal dumping rapid response team ".....if there is just one item or one pile it will soon be bigger because it attracts others who are out looking for someplace to dump...."as of

today, the city has doubled the number of crews, from four to eight, that are visiting chronic dumping spots or responding to those calls for service. residents can now use a smart phone app to upload photos of illegal dumping and tagging the locations on a map to help city crews responding to the request.jenny loft/san jose environmental services".....at the end of the day we love it when residents step up to help us with this by sending in evidence of the illegal dumping...."it's hoped the extra manpower and reporting app will create more awareness about illegal dumping. the people doing the dumping look for out of the way places that are simply over looked or unknown to the clean up crews, until now possibly.ed ramirez "....if they aren't being reported, we don't know about them, so in order for us to respond, people need to tell us about it..."

to his attorney -- the former buckeye cooperated with the investigation and passed a lie detecting test. conley has claimed the encounter was consensual. he was never arrested. the raiders rookie signed a four-year contract with the team on friday and was at training camp today. (grant)a three-year-old boy has been hospitalized for e-coli after swimming in a northern california lake. the un-named toddler started suffering from severe intestinal symptoms after swimming at lake wildwood beach in nevada county. two other kids have been treated for ecoli as well after swimming in the lake. the health department closed down the beach after water was tested and had high levels of fecal bacteria. (vicki) experts question how a dead humpback whale washed ashore over the weekend near monterey.(vicki) this is video of that whale that washed up saturday morning along the coastline at pebble beach. experts say monterey bay has seen a large influx of whales in the area which may mean limited food supply. the total population of humpback whales in the area is around 25-hundred. a necropsy is scheduled to determine the exact cause of death. (vicki) tropical storm emily hit florida's gulf coast today...it's creating problems ranging from flooding to power outages. catherine heenan is here with the latest ... of the stranger sights include the catfish that was stranded after being blownout of the water during heavy storms in the fort meyers area. two fishermen were rescued tonight. they were found clinging to debris in tampa bayafter their boat sank. and a hotel in fort meyers lost part of its roof in the storm... the storm was last headed inland across west- central florida with forecasts of more heavy rain... it's expected to move out into the atlantic ocean off the east-central coast by tuesday morning. grant and vicki? required to review the sizes of seats and legroom on commercial airlines. an advocacy group is pushing for new rules regulating seat sizes. the group's petition to the f-a-a was turned down two years ago, so they went to the courts. the f-a-a is now under a federal court order to review the seat sizes. advocates argue small airline seats can put passengers' health at risk for conditions like blood clots in legs. and they say growing obesity rates aren't being recognized by airlines. they have evidence showing the average width of seats has been cut an inch and a half over the last decade. the f-a-a has not commented. (grant) bart is launching a program to help riders protect their electronic devices. this comes as the transit agency says its seeing an increase in cell phone thefts - at bart stations - all across the bay area. kron 4's lydia pantazes tells us what passengers need to know. police arrested a juvenile for stealing a cell phone from a passenger.police say the suspect just grabbed it out of the victims hands.(graphic) since 2014, we've seen an increase in cell phone thefts on bart trains...in 2014, there were 137, in 2015, 180 and then a sharp increase in 2016 at 274.through june of this year, we've already seen 225 cell phone thefts.(graphic) as we mentioned earlier bart launched a campaign to protect passengers from cell phone theft.here are some tips: -protect your phone especially when waiting near train doors or at platforms.-put it away or secure it when approaching s stop.-be aware of your surroundings at all times.we asked passengers if they were surprised about the recent thefts... (vicki) a congressman wants to drug test people applying for unemployment insurance. (grant) the bill would require substance abuse risk assessments in order to get benefits. supporters say it will cut down on tax abuse... but opponents say it would violate people's rights. (vicki) kron four's d.c. correspondent brie jackson talked with both sides - and brings us more. track: if you are applying for unemployment insurance, congressman buddy carter wants to ensure you're drug free. buddy carter: unemployment is not for people who are abusing drugs and using that money to buy drugs but instead to help them get back on their feet and we want to make sure that is what they are doing with. brie standup: under the proposed law states would be able to screen applicants to

see if they are at high risk for substance abuse. if so, that person would have to pass a drug test before receiving unemployment benefits. opponents call the plan unconstitutional track: george wentworth is with the national employment law project federal courts in michigan and florida that held the mere fact that you are applying for a public benefit is not constitutional grounds to require somebody to pass a drug test in order to qualify for that benefit track: wentworth says taking a risk assessment could unfairly target applicants with high-scores - forcing them to take a drug test. wentworth: rep. carter's goes on a bit of a fishing expedition to create reasonable suspicion. track: carter disagrees. he says, if passed, the plan would save taxdollars by preventing people from abusing government programs . carter: it is helping people. and that is what unemployment is for to help people track: in washington brie jackson (grant) 138 j-c penny locations

students will spend an average of 969-dollars. a few tips...go bargain hunting. ask for a price match... and for student discounts. shop the sales tax holidays offered in california...look for discounts when you buy online and pick up your order in the store. (grant) a new bill up for vote next month... could make california schools start later in the morning. under the new bill-- middle schools and high schools will not be allowed to start before 8-30. supporters of the bill say it will help get a better night's sleep and improve their school performance. but others say it will interfere with the family's schedule... some parents say they may not be able to drop their kid's off at school and still make it to work on time. the state bar of california is proposing lowering the minimum score on the licensing exam for attorneys.this is because of an alarming decline in law students that are

actually able to pass the test. the california state bar is considered one of the toughest in the country along with new york. the option of lowering the passing score mark was presented today to the committee of bar examiners. the proposal would lower the score needed only for the july exam from 144 to 141. the seemingly minor reduction could significantly boost the pass rate.only 43 percent of test takers actually passed the bar in 2016. (grant) in the state of washington... a 10-year- old boy says he's lucky to be alive, after getting hit by a car while riding his bike. (grant) meet zaiden cochran, and check out the helmet he credits for saving his life. he and his little brother were riding in their neighborhood saturday. all of a sudden a 21- year-old driver collides with zaiden causing him to be thrown up in the air. now the 10-year-old says he learned a valuable lesson about safety, and encourages others to do the same.

(vicki) happening today... the international olympic committee struck a deal with the city of los angeles making it the host for the 20-28 olympic games. the 20-28 summer games will be the first games hosted in the u-s since atlanta in 19-96. the deal will now make los angeles a three-time olympic city. the city hosted the games back in 19-32 and 19-84. (grant) sticking with sports-- an exciting day in major league baseball...

as we reached the trade deadline this afternoon.(vicki) and the oakland a's found themselves smack dab in the middle of a big transaction. mark carpenter joins us with the details... plus a wrap of some of the other notable deals. (mark) the a's are usually busy at the trade deadline... and this is year is no different. what was expected for quite some time, finally turned into a done deal.... as the team has traded ace pitcher sonny gray to the new york yankees. this puts an end to gray's six-year tenure in oakland. the a's took him in the first round in the 2011 draft... and he made his major league debut two seasons later. the 27-year-old racked up a 44-36 record with 3.42- career era. he now joins a yankees club that leads the a-l east...and the hope is he is a missing piece for a rotation that goes deep into the playoffs. in addition to gray, the a's also gave away 1-point-5 million dollars..but received several

(grant) a morgan hill man was in court today after police say he arranged to have sex with a girl under 13 years old. 42 year old jose francisco toledo was arrested thursday at hidden lakes park on the martinez-pleasant hill border. that's were where he allegedly arranged to meet the girl. toledo contacted an undercover police officer, who was posing as a child on the internet. officers say toledo tried to

regarding the tower.. it's still sinking.......it's still tilting... but when it comes to an earthquake scenario....the analysis is good. the independent study - by a three member expert panel - says that the 58-story downtown buildingcan withstand a magnitude 8-point-o quake. at this point - the effect of settling on the building is described as 'negligible.' it's good news for residents.......also the developer, who's insisted all alongthat the building is safe. san francisco made the results public on the city website today. the millennium tower opened in 2009. it's sunk 17 inches since then....and is tilting to the northwest. more monitoring later is suggested. in the meantime...millennium partners says it has an answer to the problem...whichinvolves drilling new piles down to the bedrock. experts

( grant ) visitors to niagara falls over the weekend got a lot more than they bargained for. tourists shot this video above the river... you can see the water turned black right near the "maid of the mist" attraction. those are the boats that give people an up close look at the falls. it alarmed visitors...who wondered if something was wrong... because it also gave off a foul smell. the niagara falls water board says it was part of routine maintenance at waste water treatment plant. officials say the black-colored water contained some accumulated solids and carbon residue. but, everything released was within permitted limits and smell is normal for a seweage release.
