(james)it's a warm start to this thursday morning with widespread readings in the upper 60s and low 70s. we'll have a few more clouds today, so temperatures will be cooler, but only by a few degrees. we're still looking at inland highs in the upper 90s, bay shoreline temperatures in the mid 80s and coastal highs in the mid 60s. monsoonal moisture is in the air, so the risk of a pop up thunderstorm is in the mix. it's not a huge risk, only 20%, but enough that we've put it in the forecast for today and tomorrow. a heat advisory is still in effect until 9:00 tonight, so be careful if you're outside for any

cliff. he has been taken to the hospital. right now 20 acres have burned and containment is at 20 percent but we are looking much better now than we were in comparison to just a couple of hours ago. as i pan off into the distance.ad libi do want to go to some of the video that was shot earlier today. this is what it looked like just after the fire started. you can see the helicopters dropping water from above. this fire started just after one this afternoon near tilden park and above uc berkeley. you can actually see memorial stadium from where these flames burned. no homes or structures burned during this fire. at one point this was what crews call a five alarm fire. at least 12 departments responded. it's always concerning when you have somethiing like this in the hills. half of this fire burned in oakland. the other in berkeley. the fire chief talked about the concerns and challenges earlier today.

( james ) and this fire burned in the same area that burned during the 1991 oakland hills fire. 25 people were killed and nearly four-thousand homes burned down. that fire took three days to contain and is still considered one of the worst fires in u-s history. (tiffany) another big story we are following this morning... a high speed chase ends when officers open fire killing an armed robbery suspect. it happened in richmond just before 5:30 last night. the chase started in vallejo. police say vallejo officers followed the suspect, who exited interstate- 80 at richmond parkway.

city of richmond and when the sole occupant of the vehicle stepped out of the car he was armed with a weapon and the officers that were involved in the pursuit engaged with the suspect and the shooting occured. .> (tiffany) the suspect was pronounced dead at the scene. his identity has not been released. the richmond police department and the contra costa district attorney's office are both investigating. ( james ) our top story this morning... one bart passenger takes matters into his own hands as he spreads the word about crimes on the transit system. after the latest wave of robberies the bay area man launched a website which he says will keep riders informed when a crime happens. kron4's hermela aregawai explains why the man felt compelled to take action. bart has said that it decides which crimes it reports to the public on a case by case basis.

something that the new chief has been critized for.the software enginerr i talked to says.. he rides the bart.. and he doesn't think it's a good to shelter people from the ifnromation. nearly every reported crime on bart is now logged on a new website created by ben friedland.he says he sees mostly thefts - cell phones, autos and bikes. ben friedland/creator of bartcrimes.comcertain station are hot spots for certain types of crimes. i've seen some stations that bike theft is rampant at and other stations where it never happens at all. so as a ride i might chose to bike to one station as opposed to another knowing that kind of thing friedland has a subscription to a daily police log of crimes that happen on bart. ben friedland/creator of bartcrimes.comi didn't think it was good to kind of shelter people from information. so when they send out daily emails, i subscribe to that list and i publish those emails publically. riders we talked to like that idea. carla duke/bart rideri think it's good that he has a website that other consumers of bart would be able to see where the high crimes areas are and they can either avoid that or maybe change their

route a little bit or always go with a buddy/ markus huber/bart rider: i'd be interested in that. i'd be interested in that because you don't know. you see characters hanging around stations. and if i knew there is a certain station where there's more of that going on, i'd be more aware. friedland and other riders we talked to say they still feel generally safe riding bart. markus huber/bart rider: i have to say i feel safe on it. i'm very aware of my surroundings all the time so i'm aware of what's going on and what can go on. but many would also like to see more police presence at stations.and they say until they see that.. the more crime information they can get their hands on, the better equipped they will feel to stay safe while riding. (hermela aregawi)according to the new site.. west oakland.. sees the most number of crimes.while fremont is one of the safest. reporting live in san francisco, hermela aregawi, kron 4 news. ( james ) we are now learning new details about that near collision at s-f-o last month.. that's when an air canada plane almost landed on a crowded taxiway instead of the runway where it was supposed to touchdown. new images show just how close that jet came to crashing into other planes. pilots in one of the planes on the ground alerted air traffic controllers saying the air canada plane appeared to be headed right towards them.

the tower told the incoming jet to go around and at the last second the air canada pilot pulled up and flew over the other planes just in time. (tiffany) the teen who jumped out of an airpane and onto the tarmac at s-f-o tuesday will ánotá face any criminal charges. this is video of the copa airlines plane ... you can see the emergency exit is open. people onboard say, the 17-year-old boy was fidgety and anxious during the seven - hour flight from panama city florida. passengers say, when the plane landed... he opened the emergency door and jumped out before many people even noticed. he is a u-s citizen and was traveling alone. .(tiffany) a new independent analysis addresses what went wrong during the flooding along coyote creek in san jose last winter. the city received criticism and reccomendations on how to improve preparations for future flooding. the february 21st flood caused at least 14-thousand evacuations and 100-million dollars in damage. the analysis

concluded that the city relied too heavily on flood projection data putting residents at risk. the report praised the city for its clean-up and recovery efforts. it recommends re- organizing the city's office of emergency services. ( james ) also a multi- million dollar lawsuit has been filed against the california department of water resources. the suit alleges the agency is responsible for damage to jem farms a farm located downstream from the oroville dam. the suit also claims that d-w-r acted recklessly and with intent by failing to fix known problems with the spillway. back in february the spillway crumbled. and the emergency spillway nearly failed resulting in the evacuation of nearly 200- thousand people. the d-w-r has not responded to the suit. (tiffany) a bay area art teacher has been arrested accused of attempting to make child porn. the san jose police department says the suspect hid a video camera in the restroom of the children's art studio where he worked in the al-um rock neighborhood. ( james ) kron4's charles clifford is tracking reaction. the san jose police department says that an anonymous tip kicked off an investigation by the department's internet crimes against children task force that resulted in the arrest of 34-year-old el verde nguyen of san jose on july 30th. ngyuen is now facing a felony charge for attempting to manufacture child pornography;. he's also accused of hidding a camera in a restroom.nguyen worked here at the enlightenment studio in the alum rock neighborhood. it's an art and music center for young children. the police department says that during a search of the center they found a small recording device in the bathroom. investigators says they also found an image

of a child under the age of 10. following his arrest, nguyen was booked into the santa clara county jail.on wednesday afternoon, a sign on the door of the center says they are closed temporarily and a note on the center's website says they are cooperating with police.sotyou hate to see this in your neighborhood. richard chavez lives nearby. he recognized nguyen and is stunned by the arrest. he's also concerned that young kids may have been victimized at a place where they're supposed to be safe.sot yeah. i mean it's not supposed to be like that. youre supposed to trust your kids with these guys to teach them lessons and music and stuff like that. then to take advantage of it. that aint right.despite nguyen's arrest, the police department says their investigation is still ongoing and that there could be additional victims. finally, the san francisco division of the fbi is also conducting an investigation into this case. in san jose, charles clifford kron 4 news. ( james ) happening now... a car theft warning in the east bay.. thieves may be targeting a specific type of vehicle. on wednesday night in newark thieves stole four- older model honda civics. one car was stolen from the parking lot at newpark mall. the others were taken from residential

neighborhoods. investigators say this is a trend throughout alameda county. the agency has dealt with 93- stolen honda civics since the beginning of the year. newark police are reviewing surveillance video and working with other agency's to coordinate efforts to find the thieves. (tiffany) also happening now .... an advisory was issued for residents and visitors planning to catch and eat fish from the lafayettte reservoir. the advisory was issued for people who want to eat rainbow trout, channel catfish, goldfish and black bass from the reservoir on mt. diablo blvd. officials say those four species of fish may contain mercury and poly- chlorinated biphenyls (pol7y7chlo7rin7at7ed bi7phen7yl or p-c-b's which can be harmful to people.

legal immigrants coming to the u-s to find work. the president called it a fulfillment of a campaign promise and the most significant immigration reform in half a century.( james ) but right now, the idea is not getting much support in congress. kron4's catherine heenan explains what the bill would do. "it has not been fair to our people, to our citizens, to our workers."the president threw his support behind a bill by republican senators tom cotton of arkansas and david perdue of georgia to upend current policy. "it's over a half century old. it is an obsolete disaster and it's time for it to change."their bill would cut the flow of legal immigrants by half... (sfx)end the preference for family members(sfx)replace that with a merit=based system favoring english-speakers and people with college degrees. (sfx)it would eliminate the visa lottery for areas in the world like africa that traditionally do not have as many immigrants to the united

"what we do is focus on bringing in people that can help protect american workers and grow the economy"the proposed legislation faces almost certain defeat in the senate, "we think it's a non-starter."the president may be more interested in winning back the base voters who elected him "as a candidate, i campaigned on a merit-based immigration system that protects u.s. workers and taxpayers and that is why we are here today. merit based."a new poll finds fewer and fewer americans finding much merit in president trump's handling of immigration.only 38 percent say he's doing a good job on that issue.the quinnipiac poll also found 62 percent believe he is not honestand 63 percent say he lacks leadership skills. (tiffany) walnut creek police are trying to track down the owner of a dog left in a hot car. the young schipperke (skip- per-key) was found dehydrated sitting in the back of a car, parked in a burger king parking lot, on north main street tuesday night. officers were able to force the window down far enough to get the dog out. investigators say, it was 96- degrees outside when the puppy was rescued. this was one of a half dozen calls received yesterday about pets left in hot cars. the owner could face a misdemeanor charge of animal cruelty. ( james ) an update now on a story that sparked outrage about a dangerous intersection.

a sister, brother and cousin were all in the crosswalk in the oakland's fruitvale district when they were hit by a car. all of them lived. but the youngest one, the boy is paralyzed. kron4's justine waldman has update on the changes made in that part of oakland. we want to warn you the videos you are about to see are graphic. nats i love youin the arms of his mother, 5 year old jonathan calmo is paralyzed from the waist down in a hospital bed.now he can push himself around in a wheelchair but he might never be able to walk again sot i told him we will see and he said no we will see i want to feel my legs and i want them to wake up weundy calmo is jonathan's big sister.she remembers vividly getting the call on july 5 that a car ran over her brother sister and cousin jonathan was pinned underneath the car his legs crushed.sot they are in so much pain and they tell me why did this happen to usnats carsat busy fruitvale and brookdale avenues where the family's lives changed forever. construction to repave the road started on wednesday.just

the first step in fixing what council member noel gallo calls a dangerous spot in his district.accidents happened here well before the calmo family's calamity.sot that is the sad thing sometimes on the streets of oakland it takes a trad or an accident for us to take actionnext, road repainting and installing a flashing crossing walk and new speed limit signs. it all should be done by next week. sot hopefully people will slow down because we are out of controlas for person behind the wheel, oakland police say the driver is cooperating with the investigation.weundy tells me, officers told her he will only get sited for not having a valid drivers license.as jonathan learns to read in his hospital bed, nat there is hope something this horrible will not happen here again.sot we are happy that there are steps to improve the streets but again we are hoping it doesn't take something like this to want to change and improve the streets of oakland

(tiffany) an update to a story we told you about tuesday. three men suspected of crashing a car into a fremont home following a string of burglaries are due in court today. this is the aftermath of the crash in fremont. the home ended up being red- tagged because of the extensive damage. investigators say the trio were trying to out- run police when they barreled into the house. the suspects have been identified as 25-year-old tyrell smith of oakland.

20-year-old delano dillard of richmond. and 23-year-old marshawn roland also of richmond. police say the investigation is ongoing there could be additional suspects involved. ( james ) more than two miles of market street in san francisco will soon be getting a makeover and it'll be even more bicycle and public transit friendly than it is now.(tiffany) but there will be restrictions. kron 4's stanely roberts shows us on this edition of people behaving badly.

(except for in these pull over spots) you can't drive on the street oh know i'm not aware of it at all oh and by the way that pull over spot she is referring to is a commercial loading zone for trucks with 6 or more wheels i don't know how you can restrict cars from the street but i digress so here is the issue, currently, market street between 3rd and 8 are restricted to only pedestrians bicyclist transit, commercial vehicles, and taxi's private cars are not permitted, it's been that way for years nats: ambiance lyft and uber drivers as much as they want to be called taxi's are considered private vehicles and therefore are not permitted at all.now, this is san francisco, and rules to people here are simply a suggestion, so the restricted roadway is full of uber and lyft drivers picking up and dropping off go figure.so are drivers even aware of the restrictions?no, i was not aware of that do you have a pin that drops you on this street here yea you know uber

and lyft aren't allowed on this street right oh i did not i have a pick up right here you got a pick up right here alright ..so according to the drivers uber and lyft have not notified thier drivers of the restrictions but listen to this passenger i have been in some that have warned me that hey the next time you call an uber make sure you call it on one of the side streetsthis is a complete contradiction to what the drivers are telling me which begs the question how will the city of san francisco enforce a 2 mile stretch of market street from private vehicles such as uber and lyft when currently it's a problem for a few blocks . because if you were market street on any given day you will see all types of private vehicles rolling up and down market as if no restrictions were ever in place nats: ambiance honestly, the city would have to have a traffic cop on every corner for 2 miles for any enforcement to be effective. then again there are other restrictions to enforce as well in san francisco stanley roberts kron 4 news

deadly accident at the ohio state fair. a malfunctioning ride called the fireball left one person dead and several others injured. the family of one of the victims is hoping and praying for her recovery. jennifer lambert and her boyfriend were riding the fire ball when it broke apart. a bystander video captured the chaos in the moments after and shows a young woman carrying jennifer from the ride. let's now hear from the woman who helped jennifer after the accident. (tiffany) hannah and her boyfriend were also on the fireball. she wasn't injured, but her boyfriend suffered fractures

in his neck. as for jennifer's boyfriend, he was released from the hospital. but jennifer remains in the hospital in critical condition. her mother says she has not awakened since the accident. ( james ) a kron4 investigation has revealed that cameras installed along highway four were being "under- utilizied by law enforcement. this all came to light after a road rage incident. the officer investigating the case didn't seem to know the suspect might have been captured on video. kron4's maureen kelly talked to the top brass at the contra costa county chp office and has the details. a broken car mirror ends up revealing a breakdown in communication.last week this antioch resident, who wants to remain anonymous called chp after a scary encounter wth a motorcycle rider as she drove thru pittsburg.he pulled up on the side of me again and then he had punched out here almost flipped me off and then took off about 100 in and out of traffic trying to get away because she had seen reports about the pittsburg police department's camera system set

up on that stretch of roadway she asked the chp officer who responded to her call about looking at that footage to try and catch the culpriut in her case. he told her the cameras were just liscense plate readers meant to alert them to stolen cars and they couldn't help in her case. she then turned to kron4 for answers. why can't there be justice? after seeing our report, a lieutenant at the contra costa office followed up with pittsburg pd and confirmed that they installed both license plate readers and cameras that record video. we apologize and we assure you we don't wanted to happen again and will take every effort to prevent it from happening again they say they will be reviewing the footage to try and find the person who hit the kron4 viewer's car. and they'll be spreading the word to their officers to make sure they are aware of this investigative tool available to them.the video recorded by pittsburg is kept only or 30 days. but while the lieutentant believes not all of his officers were in the dark about their neighboring agencies resource..it's possible there were missed opportunities with other cases over the past year those cameras have been rolling..we don't know i hope not i hope

( tiffany ) the fire burned 20 acres. we reached out to firefighters this morning they tell us that the fire is completely contained but firefighters are still on scene monitoring hot spots. this fire burned near girzzly peak boulevard. no homes were damaged but we have learned that one person was injured. an inmate firefighter was hurt after falling off part of a cliff while fighting the flames. he was taken to the hospital. this morning we are told that he is in stable condition. this fire started just after 1:00 yesterday afternoon near tilden park and above u-c berkeley. 100 kids had to be evacuated from a nearby camp. it started as 5 acres and quickly grew to 20 acres. 12 different agencies responded to the blaze. ( tiffany ) and this fire burned in the same area that burned during the 1991 oakland hills fire. 25 people were killed and nearly four-thousand homes burned

( mark ) in the east bay... a high speed chase ends when officers open fire killing an armed robbery suspect. it happened in richmond just before 5:30 last night. the chase actually started in vallejo. police say vallejo officers followed the suspect, who exited interstate- 80 at richmond parkway. ( mark ) the suspect was pronounced dead at the scene. his name has not been released. the richmond police department and the

contra costa county district attorney's office are investigating. ( mark ) happening today... three men suspected of crashing a car into a home after a string of burglaries in the east bay are due in court. we first brought you this story yesterday on the kron 4 morning news. this is the aftermath of the crash in fremont. the home ended up being red- tagged because of the damage. investigators say the men were trying to out- run police. that's when they went down a cul-de-sac and barreled into the house. the suspects have been identified as 25-year-old tyrell smith of oakland. 20-year-old delano dillard of richmond. and 23-year-old marshawn roland ... also of richmond. police say, the investigation is ongoing and there could be additional suspects involved. ( darya ) a bart passenger is trying to combat crime on trains and at stations. after the latest wave of robberies... ben friedland launched a website that he says will keep riders informed when a crime happens. bart says that it decides which crimes it reports to the public on a case by case basis. many people think that means they are being

( mark ) we are learning new details about a near collision at s-f-o last month.. that's when an air canada plane almost landed on a crowded taxiway instead of the runway where it was supposed to touchdown. new images show just how close that jet came to crashing into other planes. at one point...

the plane flew as low as 59 feet above the ground. the pilots in one of the planes on the ground alerted air traffic controllers... saying the air canada plane appeared to be headed right towards them. the tower told the incoming jet to go around and at the last second the air canada pilot pulled up and flew over the other planes just in time. ( mark ) the teen who jumped out of an airplane and onto the tarmac at s-f-o tuesday will ánotá face any criminal charges. this is video of the copa airlines plane right after the incident. you can see the emergency exit is open. people onboard say the 17-year- old boy was fidgety and anxious during the seven -hour flight from panama city florida. passengers say when the plane landed he opened the emergency door and jumped out before many people even noticed. construction crews on the runway detained the teen until officers arrived and arrested him. but police say they will not file charges against the teen. teacher is behind bars this morning... and accused of attempting to make child porn. the san jose police department says 34-year-old el verde nguyen hid a video camera in the restroom of the children's art studio where he worked. it happened at the "enlightenment studio" in the alum rock neighborhood. investigators say they also found an image of a child under the age of 10 in nguyen's possession. right now the art center is temporarily closed while they help police and the f-b-i with their investigation. ( darya ) a car theft warning in the east bay.. thieves may be targeting a specific type of car. in newark, thieves stole four- older model honda civics in one night. one car was stolen from the parking lot at newpark mall.. the others were taken from residential neighborhoods. investigators say this is a trend throughout alameda county. according to alameda county officials 93- honda civics have been stolen since the beginning of the year. newark police are reviewing surveillance video and working with other agency's to coordinate efforts to find the thieves.

according to the national insurance crime bureau, the honda civic is the second most stolen car in the nation. first is the honda accord. ( mark ) president trump is throwing his support behind a plan that will shake up america's legal immigration system. the proposal creates a point based system for green card applicants. for instance, english speakers or people with degrees earn more points. the more points, the better shot at citizenship. president trump says it's all about making sure immigrants don't drain u-s resources, even though they are legal. ( mark ) critics of bill believe the idea punishes companies who depend on immigrant labor. they also fear the bill hurts u-s citizens who are trying to reunite their families. ( mark ) california senator dianne feinstein was quick to speak out against the immigration proposal. she says it could cripple california's ag industry.

crosswalk. jonathan calmo is now paralyzed from the waist down, and may never be able to walk again. construction work to repave the busy intersection of fruitvale and brookdale avenues started yesterday. council member noel gallo says the intersection is a dangerous spot in his district. ( mark ) new this morning... a ride at a fair in southern california malfunctions, leaving one person hanging in the air for 40 minutes. this is video from the ventura county fair when the bungee ride malfunctioned. two other people were stuck in the steel cage hanging from a crane. they were stuck there for more than an hour. fire crews used a ladder truck and a rappel system to safely lower the riders. none of them were injured. police. sanchez served time for carjacking, as well as burglary and several other felonies. both of the deputies injured in the shooting are in stable condition and expected to recover. ( mark ) now to a story you will see only on kron 4... a road rage incident reveals the police may be under utilizing the new cameras installed along an east bay highway.( darya ) kron 4's maureen kelly talked to the c-h-p about changes they are going to make moving forward. a broken car mirror ends up revealing a breakdown in communication.last week this antioch resident, who wants to remain anonymous called chp after a scary encounter wth a motorcycle rider as she drove thru pittsburg.he pulled up on the side of me again and then he had punched out here almost flipped me off and then took off about 100 in and out of traffic trying to get away

because she had seen reports about the pittsburg police department's camera system set up on that stretch of roadway she asked the chp officer who responded to her call about looking at that footage to try and catch the culpriut in her case. he told her the cameras were just liscense plate readers meant to alert them to stolen cars and they couldn't help in her case. she then turned to kron4 for answers. why can't there be justice? after seeing our report, a lieutenant at the contra costa office followed up with pittsburg pd and confirmed that they installed both license plate readers and cameras that record video. we apologize and we assure you we don't wanted to happen again and will take every effort to prevent it from happening again they say they will be reviewing the footage to try and find the person who hit the kron4 viewer's car. and they'll be spreading the word to their officers to make sure they are aware of this investigative tool available to them.the video recorded by pittsburg is kept only or 30 days. but while the lieutentant believes not all of his officers were in the dark about their neighboring agencies resource..it's possible there were missed opportunities with other cases over the past year those cameras have been rolling..we don't know i hope not i hope this is something that's just an isolated incident and hope it doesn't happen againthe

trying to track down the owner of a dog left in a hot car. the young schipperke (skip-per-key) was found dehydrated sitting in the back of a car parked in the burger king parking lot on north main street. witnesses called 9-1-1... officers responded and were able to force the window down far enough to get the dog out. she was given water and taken to a vet. investigators say it was 96-degrees outside

( darya ) police say this was one of a half dozen calls it received this week about pets left in hot cars. in this case... the dog's owner could face a misdemeanor charge of animal cruelty. ( mark ) baltimore police officers are now under investigation after being accused of planting evidence. this is the second time in two weeks that officers have been accused of doing this. body camera footage shows officers searching a car for drugs and not being able to find anything. the officer then turned off his camera and turned it back on thirty minutes later. officers are then seen being able to find drugs in that same car. the police commissioner says it is too early to tell whether officers planted evidence. fire. we do know an inmate firefighter was hurt after falling from part of a cliff. he has been taken to the hospital. at one point this was what crews call a five alarm fire. at least 12 departments responded. (tiffany) it happened in richmond just before 5:30 last night. the chase actually started in vallejo. police say vallejo officers followed the suspect, who exited interstate- 80 at richmond parkway. the suspect was pronounced dead at the scene. his name has not been released. the richmond police department and the contra costa county district attorney's office are both investigating. ( mark ) happening today... three men suspected of crashing a car into a home after a string of burglaries

in the east bay are due in court. we first brought you this story yesterday on the kron 4 morning news. this is the aftermath of the crash in fremont. the home ended up being red- tagged because of the damage. investigators say the men were trying to out- run police. that's when they went down a cul-de-sac and barreled into the house. the suspects have been identified as 25-year-old tyrell smith of oakland. 20-year-old delano dillard of richmond. and 23-year-old marshawn roland ... also of richmond. police say, the investigation is ongoing and there could be additional suspects involved. ( darya ) a bart passenger is trying to combat crime on trains and at stations. after the latest wave of robberies... ben friedland launched a website that he says will keep riders informed when a crime happens. bart says that it decides which crimes it reports to the public on a case by case basis. many people think that means they are being sheltered from information. friedland has a subscription to a daily bart police log... and he posts every crime

( mark ) we are learning new details about a near collision at s-f-o last month.. that's when an air canada plane almost landed on a crowded taxiway instead of the runway where it was supposed to touchdown. new images show just how close that jet came to crashing into other planes. at one point... the plane flew as low as 59 feet above the ground. the pilots in one of the planes on the ground alerted air traffic

controllers... saying the air canada plane appeared to be headed right towards them. the tower told the incoming jet to go around and at the last second the air canada pilot pulled up and flew over the other planes just in time. ( mark ) the teen who jumped out of an airplane and onto the tarmac at s-f-o tuesday will ánotá face any criminal charges. this is video of the copa airlines plane right after the incident. you can see the emergency exit is open. people onboard say the 17-year- old boy was fidgety and anxious during the seven -hour flight from panama city. passengers say when the plane landed he opened the emergency door and jumped out before many people even noticed. construction crews on the runway detained the teen until officers arrived and arrested him. but police say they will not file charges against the teen. ( darya ) a bay area art teacher is behind bars this morning... and accused of attempting to make child porn. the san jose police

department says 34-year-old el verde nguyen hid a video camera in the restroom of the children's art studio where he worked. it happened at the "enlightenment studio" in the alum rock neighborhood. investigators say they also found an image of a child under the age of 10 in nguyen's possession. right now the art center is temporarily closed while they help police and the f-b-i with their investigation. ( darya ) a car theft warning in the east bay.. thieves may be targeting a specific type of car. in newark, thieves stole four- older model honda civics in one night. one car was stolen from the parking lot at newpark mall.. the others were taken from residential neighborhoods. investigators say this is a trend throughout alameda county. according to alameda county officials 93- honda civics have been stolen since the beginning of the year. newark police are reviewing surveillance video and working with other agency's to coordinate efforts to find the thieves. according to the national insurance crime bureau, the honda civic is the second most stolen car in the nation.

(mark) a five-year-old boy is now paralyzed after getting run over by a car in oakland. we first told you about this story last month on kron four. this is video from the incident in the city's fruitvale district on july fifth. the boy's sister and his cousin were also hit by the car at a crosswalk. jonathan calmo is now paralyzed from the waist down, and may never be able to walk again. construction work to repave the busy intersection of fruitvale and brookdale avenues started yesterday. council member noel gallo says the intersection is a dangerous spot in his district. (darya) happening today... a massachusetts woman who encouraged her boyfriend to kill himself through dozens of text messages is being sentenced.(mark) tiffany mcelroy has more on her punishment this morning. (tiffany) michelle carter was found guilty of involuntary manslaughter back in june. today, a judge will decide the punishment for a crime no one's been convicted of before. carter was thirty miles away when 18-year-old conrad roy filled his truck with toxic fumes in 20-14. carter was 17-years-old at the

time. roy's death originally ruled a suicide, until police discovered hundreds of texts between the two teenagers. many included carter pressuring him to committ suicide, including one where she said his family would accept him killing himself. evidence also revealed a final phone call... roy had gotten out of the truck at one point, but carter then encouraged him to get back inside. carter faces up to 20 years in prison. ( darya ) three police officers are hospitalized after their ford explorer s-u-v started leaking carbon monoxide. an officer in massachusetts passed out behind the wheel yesterday hitting another car. that officer and at least two others had exposure to carbon monoxde. departments around the country are taking some of their s-u-v's out of service while they test the cars for carbon monoxide. ford released a statement saying it found holes and unsealed spaces in the back of some of the police cars that

(darya) take a look at this... a two year-old boy was spotted walking around san diego all by himself. someone called police after seeing him near a liquor store early yesterday morning just wearing a diaper. two officers walked hand-in-hand with the toddler - searching for his home for about 30 minutes. he was eventually reunited with his family after his mother called 9-1-1 to report him missing. police said the mother had fallen asleep and he wandered off. he was not injured and no charges against the parents are expected.

( tiffany ) the governor's emergency declaration comes in response to several blazes burning throughout the modoc national forest. at least 2,000 firefighters are battling the wildfire which has destroyed over 60-thousand acres. it is 35 percent contained officials believe the fire was started by lightning on july 24 and quickly grew due to extremely dry vegetation, high temperatures and strong winds. the declaration allows the state to direct its resources to battle the blazes, which are expected to grow. record rain and snow this winter have caused grasses to grow thick, providing extra fuel for wildfires throughout the state. mandatory evacuations are in effect for people in the area. back to you guys. ( darya ) another body is pulled from the rubble of a collapsed school building in minnesota. this after two people were killed after a deadly gas explosion at the school. it happened

yesterday when contractors were working on a building. part of that building collapsed. nine other people were injured. a second body was recovered last night. one of the people killed was a longtime receptionist at the school. the school is on summer break, but summer programs are still going on. some students were on campus at the time it happened, but everyone has been accounted for. ( darya ) the explosion happened at the private christian school that serves students from pre-k through 12th grade. (mark) this morning we have learned that the gunman who shot two yuba county sheriff's deputies.... is from gilroy. we have a new photo of 33-year-old mark anthony sanchez. he was found dead inside a home following a shootout with police. sanchez served time for carjacking, as well

as burglary and several other felonies. both of the deputies injured in the shooting are in stable condition and expected to recover. .(mark) a new study takes a look at what went wrong during the flooding along coyote creek in san jose last winter. the city received criticism and recommendations on how to improve preparations for future flooding. the february 21st flood caused at least 14-thousand evacuations and 100-million dollars in damage. the study concluded that the city relied too heavily on flood projection data which put residents at risk. the report praised the city for its clean-up and recovery efforts. it recommends re- organizing the city's office of emergency services to deal with future flooding. (darya) a multi- million dollar lawsuit has been filed against the california department of water resources. the suit claims that the agency is responsible for damage to a farm located downstream from the oroville dam. the suit also claims that the department acted recklessly by failing to fix known problems with the dam's spillway. back in february

the primary and emergency spillways failed... resulting in the evacuation of nearly 200- thousand people. the department of water resources has not responded to the suit. (darya) take a look at this... an r-v gets trapped inside the toll plaza on the golden gate bridge. . these are pictures of that r-v. c-h-p says the incident happened before noon and two people were trapped inside. both people had minor injuries and were treated on scene. (mark) cars will eventually be banned on market street in san francisco. there is a new plan that calls for taking personal vehicles, as well as uber and lyft off of market street all together. delivery vehicles would have restricted hours. on the new market street... rapid express buses and the f line would go down the middle two lanes. and local buses and taxis would use the outside lanes.

(darya) a company working on a hyperloop says it had a succesful test just outside of las vegas.(mark) "hyperloop one" tested one of its pods at high speed, going 192 miles per hour on its half-a-mile test track. antioch resident, who wants to remain anonymous called chp after a scary encounter wth a motorcycle rider as she drove thru pittsburg.he pulled up on the side of me again and then he had punched out here almost flipped me off and then took off about 100 in and out of traffic trying to get away because she had seen reports about the pittsburg police department's camera system set up on that stretch of roadway she asked the chp officer who responded to her call about looking at that footage to try and catch the culpriut in her case. he told her the cameras were just liscense plate readers meant to alert them to stolen cars and they couldn't help in her case. she then turned to kron4 for answers. why can't there be justice? after seeing our report, a lieutenant at the contra costa office followed up with pittsburg pd and confirmed that they installed both license plate readers and cameras that record video. we apologize and we assure you we don't wanted to happen again and will take every effort to prevent it from happening again they say they will be reviewing the footage to try and find the person who hit the kron4 viewer's car. and they'll be spreading the word to their officers to make sure they are aware of this investigative tool available

to them.the video recorded by pittsburg is kept only or 30 days. but while the lieutentant believes not all of his officers were in the dark about their neighboring agencies resource..it's possible there were missed opportunities with other cases over the past year those cameras have been rolling..we don't know i hope not i hope this is something that's just an isolated incident and hope it doesn't happen againthe lieutenant who was just assigned to this bureau a month ago says he's going to tour pittsburg pd's setup to get a first hand look at how their camera system works, because as he says, knowledge is power. maureen kelly kron4 news (mark) baltimore police officers are now under investigation after being accused of planting evidence. this is the second time in two weeks that officers have been accused of doing this. body camera footage shows officers searching a car for drugs and not being able to find anything. the officer then turned off his camera and turned it back on thirty

minutes later. officers are then seen being able to find drugs in that same car. the police commissioner says it is too early to tell whether officers planted evidence. (darya) walnut creek police are trying to track down the owner of a dog left in a hot car. the young schipperke (skip-per-key) was found dehydrated sitting in the back of a car parked in the burger king parking lot on north main street. witnesses called 9-1-1... officers responded and were able to force the window down far enough to get the dog out. she was given water and taken to a vet. investigators say it was 96- degrees outside when the puppy was rescued. (darya) police say this was one of a half dozen calls it received this week about pets left in hot cars. in this case... the dog's owner could face a misdemeanor charge of
