(james) president donald trump announcing his plan for the war in afghanistan -- making his first prime-time address on a specific policy issue. without specifying how --- the president promised the u-s would beat the terrorists -- staying in afghanistan. (tiffany) that's a big change from candidate trump's thoughts on the issue. emily schmidt is tracking developments from washington d.c. we are not nation-building again, we are killing terrorists.in his most signifigant national security speech to date president donald trump sought to define why his presidential plan for us involvement in afghanistan

"my original instinct was to pull out, and historically i like following my instincts, but all of my life i heard that decisions are much different when you sit behind the desk in the oval office."trump laid out goals for us involvement --but was short on details about troops and timing echoing a consistent theme from his campaign apperances "we will not talk about numbers of troops--america's enemies must never know our plans"the president used the example of the armed forces as a guide for national unity and healing... just days after his contradictory and divisive comments about white nationalist violence following bloodshed in charlottesville, virginia. (james) our team coverage continues.... kron4's charles clifford sought reaction to the president's speech from the local afghan community. he spoke to a spirtual leader -- who had mixed feelings on the u-s policy in afghanistan. abobaker mojadidi was born in afghanistan and now lives in the east bay. he serves as a spirtitual leader for the bay area's afghan population. he listened to the president's speech tmonday and says mr trump said a few things he agrees with. for one, he's glad the president is putting pressure on pakistan and india to help out in the region.soti think it's about time. it took two decades for a us president to figure out that that pakistan is not truly on their side. and if there's one

thing this president has come up with is that they need to deal with pakistan.he also agrees that terrorist groups. . such as isis. . cannot be allowed to operate in afghanistan. but where the president says the u-s should the lead in fighting these groups, mojadidi believes that responsibility should fall to the afghan people.sotthe afghan people need to rise to the occasion to be able to control the violence that's taking place in the country. abobaker also says that u-s military involvement in afghanistan has gone on long enough. . 16 years. he wants the bloodshed to stop on both sides.sotwe do not want anymore us troops being killed in afghanistan and we don't want afghans loosing their lives every day in the country. (james) mojadidi also told us that he believes the presence of u-s troops in afghanistan actually fuels the growth of terrorist groups. they use it as a recruiting tool. country had been waiting for.. the total solar eclipse. people in northwest oregon were among the first to see the moon completely covering the sun. this is video from nasa.... we also have video from the ground in salem oregon, showing the moments day turned to night. we've sped up the video... the eclipse peaked at 10:17-am ... stars became visible. here in the bay area we saw the moon cover about 75-percent of the sun. clouds posing a problem in some areas -- this was the view from the east bay. and now that same view with the special "eclipse glasses"...(james) we spent time with eclipse watchers all over the bay.. you're looking at video from nasa aimes in mountain view... the starr king open space in san francisco... and the main library in fremont.

(tiffany) leading up to the eclipse ... there was warning after warning -- do not look directly at the sun. if you did sneak a peak -- and think you are fine -- you might not be out of the woods. as kron 4's justine waldman reports -- if you did damage to your eyes -- you might not notice right away. sot would it make you completely blind where you need a dog or see black ? no to see the eclipse, some people took off their solar glasses for a better view . risking permanent damage to their vision.sot you will just notice you have a sudden painless loss of vision optometrist dr. michelle blas tells mestaring at the sun can cause a condition called solar retinopathy. who goes by the name "keak da sneak" was shot multiple times outside a local gas station. (tiffany) this morning he is in stable condition... but the gunman is on the loose. the shooting happened yesterday at a gas station in richmond... near carlson boulevard and imperial avenue. just hours after his concert in oakland... kron4's ella sogomonian says police believe this was a targeted shooting. the hip hop artist was parked in his car at this richmond gas station on imperial and carlson when at around 5:30 video surveillence showe a person walked up around this corner and shot him at least 5 times before driving off. friends of his are heartbroken but confidant he'll pull through.sot: earl mcleod, friend// "it's been hard for all of us at work and at home with their children and everything because keak is definitely part of the community he's born and raised in oakland so when these type

of things hit home it touches everybody."this is the second time keak da sneak has been gunned down this year alone. police say he was in critical condition after he was shot several times in the torso but that he is now stable.sot: lt. felix tan, richmond police department// "for somebody to have been shot multiple times its, yeah, he's definitely a survivor. and a fighter." police believe this was a targeted attack but haven't found a motive as keak hasn't been unable to talk yet after his surgery.the shooting happened a few hours after the rapper performed this set at the complex in oakland that ended before midnight.sot: lt. felix tan, richmond police department// "the show ended and something transpired between then and this morning .and we're just trying to find out what happened. and hopefully he's able to recover soon enough and talk to our detectives and find a motive and who did this."venue employees say the show ran smoothly.that keak da sneak was there with family and happily took photos with fans. tzlr show host nump who toured with keak for years shares what the musician means to fans in the bay and abroad.

(tiffany) alameda police are looking into what they are calling... a 'hate incident' involving swastika-laden flyers.. which a man found on sherman street. kron four's spencer blake spoke with the man who found them.. "it's pretty shocking and disturbing."that's the reaction from this woman who lives on sherman street, to some recently-discovered propaganda on her street.she learned about it from a local facebook group."from what i saw it was an image of a muslim woman and a swastika." and it also contains a threatening message - help me kill you, stupid.neil crawford is the man who found two of the flyers lying on the sidewalk near his house."i was just floored to see something like that in this neighborhood, right? i mean, totally out of place. picked

it up, walked it down there, threw it away."after the second one, he showed his wife, and they called police. "it was very unnerving to have that brought into our home. we knew immediately we had to stand up and report it."this 'hate incident' comes less than a week after a vandal smashed the windows of temple israel of alameda - windows on which jewish children had painted stars of david.and this time, too, a religious center might have been in the crosshairs.someone who saw the crawford's message in an alameda facebook group reported finding the same flyernear the islamic center of alameda a few blocks away. monday evening about ten people showed up for a small rally with small signs of support for the center."it's disturbing, of course. it's disturbing when any event - ya know whether it's anti-muslim or anti-jewish or what have you."meanwhile neil says the bigger picture could get worrisome."it's a potential start towards something more dangerous, more scary, and it's flat-out wrong."the officers investigating are calling this a hate incident, because no specific victims of a crime have come forward. accused of livestreaming the crash that killed her 14- year-old sister says she has regrets... obdulia sanchez spoke exclusively from jail to our partner station in fresno. the chp says sanchez was under the influence when she rolled her car into a barb wire fence near las banos last month. matt medes has the story. "i didn't even know i looked like a monster - like i look like a freaking horrible monster. that was not my intention at all," sanchez said.sanchez is talking about an instagram live video she recorded while driving on july 21."we were perfectly freaking fine. we were perfectly freaking fine. then next thing i know, we started going left. we started going left, then i started to stop the car. then we flipped over," she said. eyewitness news is not showing the graphic video after the crash.sanchez's defense attorney said sanchez had a blowout on highway 165 and henry miller road."that's when i just started freaking out. and then - i look in the back seat - and there's nobody in the back seat, and that's when i started freaking out," sanchez said.jacqueline and

her friend were thrown from the car."i knew she was dead. because i took her pulse and she had no pulse," she said. sanchez continued to livestream after the crash and continued to livestream after calling 911 for help - even showing her sister's dead body. she says her other sister then called her - not knowing about the crash."and then i didn't know what to say. my little sister said 'dad wants you to be home in an hour. where are you guys?' and i just started balling - crying. like i didn't know what to tell my dad," sanchez said.the trio was heading to stockton - for sanchez's sister's catholic confirmation ceremony the next day.sanchez admitted this was not the first time she's livestreamed while driving."we do it all the time - all the time. trust me, it's like a reflex. like i haven't crashed, you know?" she said. "everybody does it. everybody does. they take snapchats. everybody does it. why not? people take video of them in

cars like all the time. and i'm only 18 - we're still young."nearly a month later, sanchez has pleaded not guilty to drunk driving and gross vehicular manslaughter.she now sits behind bars - thinking about what her sister killed in the crash meant to her. "she's 14. she's like my mini-me - like my best friend. she looked just like me. any time i look at her, it's like i'm looking at myself. it makes me like - it makes me really sad that she's gone," sanchez said.sanchez says she's adamant she is sorry about what happened that day. "just because i'm not crying a river now on the phone, doesn't mean i'm not remorseful," sanchez said.but she has one regret.sanchez said, "if i would've known that was going to happen that day, i would've never left the house - ever." trump has changed his mind on minimizing u-s involvment in afghanistan. however, he would not outline specific troop numbers to be committed -- saying he did not want to give information to the enemy. (tiffany) san francisco police have arrested three people accused of robbing a jewelry store. police say ray hall... marshall harris and michael alexis broke into the store earlier this month and held the employees at gunpoint. all three have been charged with robbery and kidnapping.(james) and police in the east bay are looking for a missing 14-year-old boy. antioch police say harold rivera was last seen in front of black diamond middle school yesterday afternoon. police say he goes to deer valley high school. (tiffany) happening today... the dublin school board is meeting to create a new budget amid concerns of overcrowding in a district already stretched thin. dublin is one of the fastest growing cities in california. dublin high is already overcrowded with just under 28- hundred students... it's projected that there will be at least 5-thousand students by 20-24. but michelle mcdonald of the dublin unified school district says relief is on the way.

(tiffany) mcdonald says the district is committed to building a new high school. hundreds of parents plan to protest the school board meeting tonight -- saying a new high school is not coming soon enough. (james) also happening today: the man who police say, shot and killed an off- duty firefighter in san jose... will make his first court appearance. oliver junio is accused of fatally shooting 30-year-old jake walter ... and injuring another firefighter. today - he was officially charged with one- count of murder and two- counts of attempted murder. the shooting happened in downtown san jose, near 9-th and taylor streets -- at the gordon biersch brewery. as a recent academy graduate, walter was one of oakland's newest firefighters. (james) another big story..... the completion date for removing the remaining foundations of the old eastern span of the bay bridge... has just been moved up... to this coming november. a move which cal-trans engineers say will save the project 10- million dollars. as kron4's haaziq madyun reports -- it could also have environmental benefits.

caltrans engineers are accelerating the anticipated completion of removing the remaining 13 marine foundations of the east span of the old bay bridgethis is caltrans demolition emplosion animation. bay bridge chief engineer brian mahoney says the previous small scale demolitons went so well, the demolition group was given the green light to step up the pace of removing the foundations caltrans department manager of the project says speeding up will not increase the odds of harming marine life in the bay stefan galvez/caltrans: "we also work very closely with the marine mammal center and they take reports of any stranded seals and none of it was reportedhowever the demoltion schedule will impact

(james) bill cosby will be back in court in pennsylvania today. cosby is being re-tried on charges that he raped a woman in 2004.(tiffany) earlier this year a jury failed to reach a verdict on cosby. he has been accused of rape by dozens of women. he denies all of the claims. concerns that there could be violence. one is planned for crissy field saturday in san francisco.. the other in berkeley on sunday. this morning we have what you need to know about both.. starting in berkeley -- with kron4's j-r stone. this is what it looked like in berkeley's martin luther king jr. civic center park back in april when a pro president trump/free speech rally clashed with counter protesters. sunday an anti- communism rally is planned at the same location meaning there could be more confrontations.sot any demonstration they have we should be ready to counter it sot my hope is that it will remain peaceful and we don't confuse hate speech with free speechwhile those in berkeley say they are opposed to violence. several people told us monday, they don't fear it. sot well i've lived in countries where things get violent and bloody on a daily basis and i'm not afraid of that here. i actually like to

( tiffany ) san francisco city officials have planned two events this weekend to combat an upcoming white supremacist rally. mayor ed lee met with other city leaders behind closed doors yesterday to discuss the events. the first one will be held on the steps of city hall friday at noon. people are invited to come and speak their minds. the second will be held saturday at noon also in front of city hall. that will be called "san francisco unites against white nationalists". mayor lee says it is no coincidence that these two events are happening four miles away from the crissy field. ( darya ) police in the east bay are trying to find the person who posted hate flyers on a street in alameda. the flyers were found on sherman street on sunday. police say they received a call after a man found the flyers with swastikas on them. you can see they also showed a woman wearing a hijab with a threatening message. later someone else came forward and said they found more hateful flyers a few blocks away near the islamic center of alameda. the man who found the flyers says his neighborhood is fairly diverse and people are usually tolerant. ( tiffany ) the search continues for a gunman who shot bay area rapper "keak da sneak" he was shot multiple times outside of a gas station in richmond yesterday morning. it happened near carlson boulevard and imperial avenue just hours after his concert. the rapper is in stable condition this morning. he was parked in his car when someone walked up and shot him at least 5 times before driving off. this is the second time "keak da sneak" has been shot this year. friends say they don't know

( darya ) the coast guard is suspending the search for five missing soldiers after an army helicopter crash in hawaii. the chopper went down last week about two miles off the coast of oahu during a training exercise. ships

killed the man who drove a van through a crowded street in barcelona killing more than a dozen people. police say 22-year-old younes abuyaaqoub escaped barcelona on foot after the attack and was the focus of a massive manhunt for days. police say he hijacked a car and killed the driver. police eventually found him hiding in a vineyard outside barcelona. when the officers asked him for identification... he showed them what turned out to be a fake suicide belt. that's when the officers opened fire. ( tiffany ) a wildfire burning near yosemite has forced the evacuation of the town of wawona. the fire has grown to more than three thousand acres... it is burning within a half mile of the town. the air quality has also reached dangerous levels and is expected to get worse. the fire is only 17 percent contained. wawona has a population of around two thousand people. no word yet when residents will be allowed to return.

( tiffany ) back here in the bay area... the city of san jose is reducing potential housing for the homeless. last year governor jerry brown signed a bill allowing the city to build tiny homes for those in need. but the san jose mercury news is reporting that

( darya ) police in the east bay are trying to find the person who posted hate flyers on a street in alameda. the flyers were found on sherman street on sunday. police say they received a call after a man found the flyers with swastikas on them. you can see they also showed a woman wearing a hijab with a threatening message. later someone else came forward and said they found more hateful flyers a few blocks away near the islamic center of alameda. the man who found the flyers says his neighborhood is fairly diverse and people are usually tolerant.

looking for a man who robbed a woman at gunpoint in the east bay. this happened in berkeley early sunday morning in the 2400 block of prospect street. a man approached the victim with a gun and demanded she give up her cell phone. he took the phone and was last seen running north on prospect street. the victim was not hurt during the robbery. ( darya ) breaking overnight... a train crash injured nearly three dozen people in philadelphia. this is new video into the newsroom overnight. the crash happened just after midnight. transportation authorities say a passenger train crashed into a parked train. 33 people were injured. at least 4 people suffered serious injuries. the cause of the crash is under investigation. officials say the bodies were found in a flooded compartment. the u-s navy is now ordering a one-day pause in operations to allow commanders to ensure safe operations around the world. new photos were released this morning showing tug-boats from singapore assisting the ship. in addition to the 10 sailors reported missing after the collision... the navy says five were injured in the collision. this is the fourth u-s warship to have an accident in asian waters this year. ( darya ) breaking news... the 14-year-old boy who was reported missing in antioch has now been found. police say harold rivera is safe earlier this morning. rivera was considered at risk because he has the mental capacity of a fourth grader. police are not saying where the found him or releasing other information about his whereabouts. ( tiffany ) happening now... firefighters are mopping up hot spots at a brush fire in vallejo. this is a picture of the fire. the fire started around 6:30 last night in the area of lemon and derr streets and was under control in about an hour. some homes were dangerouly close to the blaze but firefighters put the fire out before it could do any damage. ( tiffany ) ohio police say the father of a high school football player convicted in a rape case ambushed and shot the judge
