are not just professionals -- many people who happen to own boats are doing their best to help. at least 3 thousand people have been rescued so far. kristen holmes with the latest from sugarland, texas. sen. john cornyn: -r- texas: we're trying to save people's lives, we're trying to make sure they have a place to live, safe water to drink, sewage, electricity and the like, but this is going to be a long challenge."as the waters continue to rise, so does the death toll. well over twenty inches of rain have fallen in texas since harvey made landfall late friday, and there are no signs of it letting up any time soon.parts of the state could receive up to 50 inches of rain by mid week... and eighteen counties have been declared federal disasters.thousands have been driven from their homes, and many more are trapped, waiting for helpreporter:"what did you just go through back there?" flood victim: "hell."governor abbott has deployed every member of the texas national guard to help with search and rescues.gov. greg abbott/ -r- texas: "we are still involved in the search and rescue

process. the goal is still protecting and preserving life and rescuing every person that we can find."president donald trump, who is set to tour some of the devastated areas tuesday, praised texans for their resilience during this "historic" storm.president donald trump: "i think that you're going to see very rapid action from congress, certainly from the president and you're going to get your funding... we think you're going to have what you need and it's going to go fast." (james) members of the california air national guard have deployed to help people in texas. we were at moffett field yesterday afternoon... when they left. the roughly 90 men and women from the 129th rescue wing were given official deployment orders and loaded up and boarded three c-130 combat planes. the unit is tasked with supporting the search and rescue operation... surveying the area and preforming helicopter rescues if needed. also helping out -- the

coast guard. kron4's charles clifford went to treasure island to speak to them. sotour crews prepare for a variety of contingencies so we are confident they will have an impact down there.coast guard lieutenant commander matthew kroll says that 4 aircrews from california, including a pacific strike team from novato have been deployed to hurricane harvey to help with rescue efforts. he says they will be there as long as need be.sotright now it is an openended commitment. we are sending them down there. we are planning to stay for awhile. kroll also says additional teams could be sent or rotated in to relieve the already deployed crews but the coast guard is carefull not to leave the west coast shorthanded.sotwe take a good look at what we need here and decidd what we can affored to send. the last thing we want to do is put people in california in jepeordy by sending crews far away but we also want to help crew that need it around the country. he says the teams headed for texas are also prepared to be self-sufficient. sotthere's limited resources so a lot of our crews are going prepared to rough it for a few days. more and more video of the rescues underway. take a look --- this is video from a blackhawk helicopter.. showing the moments people were lifted to safety from a rooftop. a lot of people here in the bay area are wondering how they can pitch in to support the relief effort in texas. kron4's terisa estacio talked to the red cross.. to find out how you can help. trevor riggen/american red cross northern california coastal region. the bay area is very generous and they are responding. american red cross regional chief executive officer trevor riggen says his bay area team is in constant contact with those on the ground.riggen. we are collecting financial donations. they allow us to buy supplies for those in need. riggen says they appreciate bay area residents who want to drop off items - but he says in emergency situations like a hurricane, the red cross has learned they can best help by offering

necessary supplies purchased with donations. for example: riggen. bleach is something we need a lot a gloves, so we can buy that in block with donations. diapers, food, clothes, toothpaste, formula, warm blankets - again, riggen says all items they those impacted need and they are in the process of getting those items to houston residents. terisa estacio, and it is not just donations, but volunteers being sent. riggen says volunteers are getting speciality training now to be deployed. riggen. they will be nurses, first aid,

(james) another big story -- in new mexico -- a gunman opened fire in a public library. this happened in clovis -- about 10 miles from the texas border. police say two women were killed and four others are injured. the suspect surrendered immediately after the shooting -- and did not resist arrest. police have not released his identity or a possible motive. witnessess say a man walked into the library and started shooting into the air. are forign exchange students, i ending up talking to anna from russa i think this is terrible that people leave their trash on the beach, because particles of plastic can get int the ocean and be like be like thrown by the weather so like fish and othere sea animals can eat it kathleen was out for her daily walk it's always a little bit of a shock after the weekend whan you come back im usually here during the week assnd see how much people leave behind and just oh ok you dropped a can and you know you went on your way but just full on garbage left everywhere. this surfer is visiting ocean beach for the first time the aesthetic enjoyment of this place contigent upon it being clean, i mean it's a natural enviorment where birds are here you know sealife is here we have this trash eventually it mightget blow out to sea it just ruins our aesthetic enjoyment of this placebut there is a way you can help.

this morning we are hearing from a man who was pistol whipped and beaten near the sherwood mall in stockton. he told kay recede - he believes he was in the wrong place at the wrong time. fernando piedra is a family man... so when three men pistol whipped him last wednesday -- his mind raced to his 5-year-old daughter (fernando piedra, calaveras county)"i emptied my pockets and i was like hey man i have a little girl. i got a little girl and i remember i kinda started crying... i thought i was going to die."piedra is now nursing a bruised and blackened eye -- his family is now living in fear after he says three men beat him then stole his wife's acura. (piedra)"i mean iúm glad iúm alive... iúm still like iúm mad and kinda like i get frustrated over what happened" (james) this morning a bakersfield business is getting a lot of attention.. for refusing to bake a wedding cake for a same-sex couple. mary kate pacquette spoke to the owner who says she refused because it is against her religious beliefs. it happened at tastries bakery on rosedale highway. a couple and thier friends came in for what they thought would be wedding cake tasting and designing. eileen del rio posted about the incident on facebook. she says she and her finance were wabs discriminated against for being a same sex couple. in response, people called for the boycott of a bakery.

owner, cathy miller says the couple and some friends came in for what they call a cupcake date - where you can try as many mini cupcakes as you want, once a couple decide on flavors miller sits down with them to designe their cake.. that's when miller learned the couple was same sex. she says at the end of the meeting she told them she couldn't design their wedding cake because she is christian and couldn't celebrate same-sex marriage. ( mark ) the strike team from novato is specially trained to deal with natural disasters. the same team was deployed to help after hurricane katrina back in 2005. ( mark ) new this morning... a man kidnapped in san jose is found tied up and duct taped inside a van in stockton. stockton police say they were responding to reports of a suspicious car. when they arrived they found the man tied up in the van. he told police he was kidnapped in san jose after a road rage incident. he says his kidnappers drove him to stockton and then took off. police do not have a description of the kidnappers. ( mark ) happening now... police are looking for the man who stole a delivery van and all of the packages inside. san francisco police just released the information overnight. the driver was sitting in his van on langton street between howard and folsom. he says a man walked up to him... told the driver that he had a gun and demanded the keys. the driver ran away and called police. when officers arrived the van was gone. ( mark ) in the south bay... santa clara county water officials have started a plan to get rid of invasive plants along the coyote creek that may have contributed to last winter's flooding. now that plan is having an impact on homeless camps along the river. the plan is to clear out these giant plants. they are a bamboo like plant that can grow to be 30 feet tall. the homeless often use the plants as shelter. but now the homeless are being given 72 hours notice to abandoned their camps along the creek. the clearing out of the plants will continue over the next four months. (tiffany) this morning we are learning more about the people arrested during the protests in berkeley over the weekend. 13 people were arrested and they face a variety of charges including assault with a deadly weapon. we have learned that one officer was injured while making an arrest. several officers were hit with flying paint. in total... 6 people were injured and had to be treated by paramedics. these are pictures of the people who have been arrested so far. many of the protesters and other politically conservative activists complained that their free speech rights were blocked by local politicians.
