(james) catastrophic flooding from hurricane harvey has already swallowed thousands of homes in the houston area. first responders have rescued more than 9,000 people. (tiffany) as many as 18 people have died in the storm, and that number could rise. countless residents remain trapped in their homes. kristen holmes is in richmond texas with more. --reporter pkg-as follows-- record breaking rain fall... mos/ resident: "didn't expect this much water to fall...this is houston -- we're used to weather like this. but, i believe this is a little more than we expected."deadly flooding...chief art

acevedo/houston police department: "unfortunately in the darkness sergeant perez drove into a underpass, it's about 16 an a half feet, drove into the water and he died in a flooding, drowning type of event.thousands in shelters... mayor sylvester turner/ -d- houston: "we have now gone beyond nine-thousand. we are looking for other shelter locations."and many still waiting to be rescued. emergency crews and volunteers are scrambling to reach everyone still trapped.all members of the texas national guard have been deployed, and more are coming in from other states to assist with the round the clock efforts.harvey has already soaked some areas around houston with 50 inches of rain...and is also dumping rain on louisiana, where flooding rescues took place in lake charles early tuesday morning.gov. john bel edwards/ -d- louisiana: "we've got high water vehicles. boats, aircraft, rotary wing aircraft staged where we need them. we just need for this storm system to move on through so that we can start to dry out." all this, before harvey is set

(tiffany) president trump is getting a first-hand look at the impact of the massive storm. the president and the first lady made two stops in texas yesterday. kron 4's washington correspondent mark meredith says the president might be back in the region in a matter of days. trt: 1:17out: at the white house, i'm mark meredith.nats: "thank you"president trump wants texans to know help is here"this is historic, its epic, but it happened to texas, and texas can handle anything"the president and mrs trump are using their visits to corpus christi and austin to reassure americans that the government won't forget those impacted by hurricane harvey. the president spent the day meeting with fema officials but avoided hard hit areas like houston. do it better than ever before, we want to be looked at in 5 to 10 years this is the way we do it"texas governor greg abbott praised the president's visit as a sign texans can count on the trump administration for help."we want him to see and understand the enormous challenges that texans have faced and the need for the aide he's providing, he's a champion of texans"the white house is eager to show it's all hands on deck.the heads of several agencies including: fema, homeland security, and housing and urban development joined the president's tour. president trump says this won't be the only trip he's taking down to the gulf coast. the white house is already looking ahead to this weekend and a possible trip to louisiana. the president declared a federal emergency for both louisiana and texas. however it's up to congress to decide how much money to spend on disaster relief. in the meantime, the president is eager to remind texans - suffering hasn't gone unnoticed. house, i'm mark meredith. six months ago sandra moll watched tv coverage of the flood that innundated her own home near williams street park, but seeing what is happening in south texas is worse, far worse she says. sandra moll/coyote creek flood victim".....i have an empathy that i have never felt the dept of before because i understand what they are going through but hat what we have experience pales in comparison to what they are going through..."six months ago, sandra moll's home, a block from coyote creek, was under five feet of water. today, the repairs are far from complete but nothing like what lay ahead for houston.sandra moll"....it will take us months o recover, it will take them years, we had no loss of life, they lost people...." moll showed me the high water marks on her home and pictures of the flood as she recalled watching her furniture and other belongings float away. it was personal, and she can only imagine how the losses must be adding up in harvey;s wake."...yes, it is personal

living in the bay area are anxiously watching the devastation in their home state. some of those who've moved here from houston are now working to help the people displaced by hurricane harvey. a facebook fundraiser has been set up by the san francisco chapter of the "texas exes"... a"university of texas at austin" alumni association. san francisco has the largest chapter of the association outside of texas.

lives to tell about it. (tiffany) he shared his story exclusively with kron4's j-r stone. this is not a mole on oscar castaneda's head. it's a bullet, lodged in there ever since thieves robbed him two and a half weeks ago in berkeley.sot (spanish)oscar doesn't speak english but in spansih told us..he was walking home from the ashby bart station after a night of work when thieves came up from behind and attacked him. a translator describes how it went down.sotthey shot him first, he fell to the ground, that's when they beat him unfortunately oscar didn't see the person or person's who attacked him. he said he didn't even know he had been shot until he went to the hospital. he did remember being hit with a gun, saying he could even smell the gunpowder. oscar is a chef at berkeley's comal restaurant, his coworkers say it has been a difficult time but they are a team and have helped raise

more than 8-thousand dollars for oscar's medical costs and lost wages during this time. sot he's just really happy to come back to work soon and is just really humbled by all the gifts that people have given. right now oscar tells us he feels pain in his hands, arms, knee and back but says he is alive and will go back to work soon.sot he definitely feels really luckygod gave him a second chance to be here and he is real grateful. (tiffany) a heated debate at an east bay county "school board meeting" about whether or not to break up one of the bay's "largest school districts" went on for "hours" last night. kron 4's ella sogomonian was in pleasant hill ... to hear the concerns of both sides. sot: ella sogomonian, contra costa county// "it's a demand decades in the making that took half of the day for the county school board to make a final consideration."heartfelt testimonies were heard from concerned parents and community members on whether

to keep the mount diablo unified school district together. more than 6 thousand petitioners want to break away five schools and form a new northgate unified school district they believe will better serve their communities and test scores.sot: linda loza, chief petitioner// "we have a long standing board who are not accountable to the community who doesn't answer the community's concerns. who aren't transparent with the budget."those who want to keep the district intact say the division would compromise educational programs.sot: nellie meyer, superintendent mdusd// "i believe that our schools are well run and that this is about control but it needs to be about control of the community and the students who are there now. i know some of these grievances are from more than ten years ago that we heard about tonight. and we've worked very hard in mount diablo to improve in the last four years."opposition accuses proponents of wanting to segregate students to create a more affluent district. but third party consultants say there will be no significant change in the

ratio of student's ethnicities. tht instead the big challenge s will be how to house students and major money required for the change. sot: ella sogomonian, contra costa county// "whether this will actually happen is up to the state board. today's decision is just advice they will consider. in pleasant hill ella sogomonian kron 4 news." (tiffany) this meeting went into the wee hours of the morning -- and the vote from the contra costa county board that came down just a few hours ago was 4-to-1 that mount diablo unified should remain intact. that reccomendation will be passed on to the state board of education for review. (james) 9-1-1 calls are being answered faster in san francisco... after the city took steps to lower demand on dispatchers. but the 9-1- 1 call centers are still seeing staffing shortages... and dispatchers tell kron-4's gabe slate ... that working conditions need to be improved or the public's safety could be at risk. san francisco's 911 dispatch center is now answering calls closer to the national average which is within 10 seconds

90% of the time. under the orders of mayor ed lee as of august 10th all non emergency calls have been routed to the 311 call center sound from ben sizemore, an seiu local 1021 field representative for 911 dispatchers san francisco:they get about a hundred these calls a day unfortunately is a bit of a drop in the bucket cuz over 4,000 calls so you know a hundred a day being diverted will helpben sizemore is the union rep for san francisco 911 dispatchers he says diverting the 3,000 plus non emergency calls a month will help but they are still understaffed, under paid, over stressed. and that leads to a high turnover rate the dispatchers are burnig out and leaving before a new person is trained to replace them. he says they need to take action to retain the veteran dispatchers. sound from ben sizemore, an seiu local 1021 field representative for 911 dispatchers san francisco:if you have a dispatch center staffed entirely with new people your service standard isn't going to be as good it's less safe for the public and everybodymayor lee also hired more people for the 311 center to handle the new influx of calls and is hiring more 911 dispatchers 52 people are currently in the training program which can take up to

get to.citizens are taking action with their own boats. they would be on the second story screaming out at the houston convention center, 9=thousand refugees related stories of survivalhe went on a kayak in rising waters, and he went and got help.and nightmares of frustration:the boat was small, so they had to take the kids and women first, and they said they'd come back for us. but they never did.in the town of katy, one man used an inflatable swan to save himself and his pets.east of houston, baytown flood victims were ferried to safety through waist=high water.what do you think about these firefighters getting out here to get to people?i think it's lovely. it's so nice. and such a surprise. we had no idea (chokes up) that we would have that kind of help and support. gratitude also at the houston evavuation center, where one refugee says she feels like she's in the best place in the country. there's all races, all ethnic groups and you know everyone's just helping each other." disaster in u-s history... that's according to a statement president trump made at while visiting an emergency operations center in austin yesterday. so far... the most catastrophic hurricane was katrina in 2005-- causing 160-billion dollars in damage. that's more than double 20- 12's hurricane sandy, which cost just over 70-billion dollars. hurricane andrew is third -- it caused nearly 48-billion dollars in damages when it make landfall in south florida in 19-92. 2008's hurricane ike came in at just under 35-billion. rounding out the top five is 2004's hurricane ivan at a little over 27-billion dollars in damages. (tiffany) a bay area non-profit is using airplanes and animal crates to lend a hand to the houston area. kron4's spencer blake went to livermore to visit "wings of rescue" h-q's in houston, boats don't just stop for stranded peoplethey stop for pets, too.many of

these owners were able to rescue their pets, and keep them by their side."we're okay. we're okay guys."some animals, though, might not be reunited with their owners, and there are already enough dogs and cats in the houston area waiting for a home.that's where cindy smith, founder of wings of rescue, comes in."we are flying those pets to our network of receiving rescue partners where they will be adopted and in turn that will open up the shelters for the pets that were displaced."the nonprofit has been flying animals around the country for more than six years, and has placed 28 thousand pets into adoptable areas.but this is the first time they've operated during a huge natural disaster."and it's a doozy." just tuesday morning, wings of rescue flew one hundred dogs from texas to new jersey.and it's not hard to round them up. "they're coming to us. the shelters are all coming to the airports.""you may be thinking there's no way that wings of rescue could use all of these pet crates that are stacked up here in this hangar at the livermore airport, but believe it or not, they chartered a plane for this coming saturday

that's big enough to hold 250 pets at once."smith says the nonprofit has enough funding for three or four additional flights to the harvey-affected areas, too.that's in the neighborhood of 16 to 17 thousand dollars per flight. "we're going to be flying all month. i mean, as long as the donations keep coming in, we're going to keep flying the pets to safety."ideally, she wants dogs and cats in houston to end up with their owners. but for those that can't she'll make sure they get airborne and adopted, asap. (tiffany) new mexico police have identified the teenager who opened fire at a public library monday. police say 16-year-old nathaniel jouette killed two employees and injured four others at the clovis-carver public library. 61-year old wanda walters and 48-year-old christina carter were both killed in the attack. the paster of a church jouette attended was shocked by what happened. pastor david stevens: "he went

(james) the u-n security council has voted unanimously to condemn north korea's latest missile test. the council is demanding pyongyang stop all future launches, and take steps to reduce tensions. (tiffany) meanwhile china's foreign ministry is calling for talks between the u-s and north korea... saying the situation is at a tipping point... approaching a crisis. cnn's will ripley reports.. more than ten hours after the missile launch, we ask to leave our hotel.we're told -- we cannot tell north koreans about the launch itself. because it hasn't been announced yet on state media. north koreans always get the government-approved version of news later than everyone else.

of a bart station. you can see the large black spot on oscar casteneda's head. it's a bullet that has been lodged in there ever since he was robbed in berkeley two and a half weeks ago. he was walking home from the ashby bart station after work when thieves attacked him from behind. oscar says he did not see the attackers, and didn't know he had been shot until he went to the hospital. he works as a chef at berkeley's "comal" restaurant. he says he still has pain all over his body, but he hopes to return to ( darya ) happening now... police are looking for two gunmen who robbed and kidnapped a man in newark. here is a sketch of one of the men that police are searching for. the incident happened monday afternoon. it started on cedar boulevard and central avenue while the victim was stopped at a red light. the victim says two men went up to his car, pointed a gun at him and ordered him to unlock the door. they got inside and demanded all his money. the armed robbers then ordered him to drive around before

( darya ) all roads are reopen in pinole this morning after police find an explosive device near an elementary school. this happened last night on san pablo avenue and oak ridge road. that's near collins elementary school. all roads in the area were shut down but they have since reopened. police have not said what the device was. ( mark ) happening now...a wildfire burning out of control is forcing people from their homes in butte county. the ponderosa fire broke out yesterday afternoon just east of lake oroville. it is not clear how many buildings have been destroyed but in the video you can see the flames destroying a house. several communities have been evacuated. other neighborhoods have been told to be ready to evacuate. so far the fire has burned a thousand acres. there is no containment this morning. ( darya ) a bay area woman is using her skills as a pilot to help rescue pets that are displaced by the severe flooding in texas. cindy smith says she is hoping to help find homes for the pets who don't end up back with their owners. wings of rescue has been around since 2012. they go to areas where shelters are overcrowded with animals on the verge of being put down. they load those cats and dogs onto a plane and fly them to other parts of the country where they can hopefully be adopted more quickly. now the organization is focusing on the houston area. they are trying to help empty the shelters there so there is more room for the pets that have been displaced by the storms.

( darya ) neighbors in houston formed a human chain so they could help a pregnant woman get to the hospital as she was going into labor. this was all happening as hurricane harvey was pounding the city.( mark ) the woman went into labor inside her apartment and her family was having trouble getting through to 9-1-1. that's when her neighbors stepped in to help deliver the baby.( darya ) the woman was still in labor when firefighters arrived more than

family of a woman whose body was found in contra costa county last week is offering a reward for information leading to the killer. the body of 49-year-old aleli avila was found in byron last week. investigators say her body had been left on a dirt road at a sand mine. avila was missing for four days before her body was found. her family is offering a 5,000 dollar reward for help finding her killer. ( darya ) and in the north bay... a tesla plows into a home on woodbridge way in novato. you can see it just missed the front door of the house. we are told no one was hurt in this crash. the driver was cooperating with investigators and at this time police say it does not appear as though alcohol or drugs were a factor. ( mark ) three of the 13 people arrested during the protests in berkeley on sunday appeared in court for the first time. the protesters are facing multiple charges ranging from violating a local ordinance by covering their face during the protest...to

san francisco's 911 dispatch center is now answering calls closer to the national average which is within 10 seconds 90% of the time. under the orders of mayor ed lee as of august 10th all non emergency calls have been routed to the 311 call center sound from ben sizemore, an seiu local 1021 field representative for 911 dispatchers san francisco:they get about a hundred these calls a day unfortunately is a bit of a drop in the bucket cuz over 4,000 calls so you know a hundred a day being diverted will helpben sizemore is the union rep for san francisco 911 dispatchers he says diverting the 3,000 plus non emergency calls a month will help but they are still understaffed, under paid, over stressed. and that leads to a high turnover rate the dispatchers are burnig out and leaving before a new person is trained to replace them. he says they need to take action to retain the veteran dispatchers. sound from ben sizemore, an seiu local 1021 field representative for 911 dispatchers san francisco:if you have a dispatch center staffed entirely with new people your service standard isn't going to be as good it's

shot in the head just outside of a bart station. you can see the large black spot on oscar casteneda's head. it's a bullet that has been lodged in there ever since he was robbed in berkeley two and a half weeks ago. he was walking home from the ashby bart station after work when thieves attacked him from behind. oscar says he did not see the attackers, and didn't know he had been shot until he went to the hospital. he works as a chef at berkeley's "comal" restaurant. he says he still has pain all over his body, but he hopes to return to work soon. (tiffany) happening now... police are looking for two gunmen who robbed and kidnapped a man in newark. here is a sketch of one of the men that police are searching for. the incident happened monday afternoon. it started on cedar boulevard and central avenue while the victim was stopped at a red light. the victim says two men went up to his car, pointed a gun at him and ordered him to unlock the door. they got inside and demanded all his money. the armed robbers then ordered him to drive around before they finally left his car and ran off. reopen in pinole this morning after police find an explosive device near an elementary school. this happened last night on san pablo avenue and oak ridge road. that's near collins elementary school. all roads in the area were shut down but they have since reopened. police have not said what the device was. ( mark ) happening now...a wildfire burning out of control is forcing people from their homes in butte county. the ponderosa fire broke out yesterday afternoon just east of lake oroville. it is not clear how many buildings have been destroyed but in the video you can see the flames destroying a house. several communities have been evacuated. other neighborhoods have been told to be ready to evacuate. so far the fire has burned a thousand acres. there is no containment this morning. is using her skills as a pilot to help rescue pets that are displaced by the severe flooding in texas. cindy smith says she is hoping to help find homes for the pets who don't end up back with their owners. wings of rescue has been around since 2012. they go to areas where shelters are overcrowded with animals on the verge of being put down. they load those cats and dogs onto a plane and fly them to other parts of the country where they can hopefully be adopted more quickly. now the organization is focusing on the houston area. they are trying to help empty the shelters there so there is more room for the pets that have been displaced by the storms.

this after his lakewood church came under fire for allegedly closing its doors to people in need. church officials posted on social media that the building was inaccessible due to severe flooding. some people took that as a sign they are not welcome but osteen denied that the church closed its doors. he says the flood waters receded and they are now allowing the church to welcome people in need of shelter. a spokesman said the megachurch can shelter several hundred people. it will also serve as a donation center. (tiffany) in the south bay... san jose is taking up a plan to build tiny homes to house the homeless is getting more pushback. we first told you about the idea earlier this summer. but it has been met with considerable resistance. officials say they are looking at picking two locations in the city...that's down from 4 locations just alast week. the original plan was to have one tiny house village in each of the city's districts. san jose has about 4- thousand people living on the streets and is looking for innovative ways to house them.

(tiffany) happening now... the family of a woman whose body was found in contra costa county last week is offering a reward for information leading to the killer. the body of 49-year-old aleli avila was found in byron last week. investigators say her body had been left on a dirt road at a sand mine. avila was missing for four days before her body was found. her family is offering a 5,000 dollar reward for help finding her killer. (tiffany) and in the north bay... a tesla plows into a home on woodbridge way in novato. you can see it just missed the front door of the house. we are told no one was hurt in this crash. the driver was cooperating with investigators and at this time police say it does not appear as though alcohol or drugs were a ( mark ) three of the 13 people arrested during the protests in berkeley on sunday appeared in court for the first time. the protesters are facing multiple charges
