(tiffany) two explosions have been reported at a houston-area chemical plant that lost power after flooding from harvey. officials say black smoke was seen coming from the arkema inc. plant earlier today. the

sheriff's office said a deputy was taken to the hospital after inhaling fumes. nine other deputies drove themselves to the hospital as a precaution as well. a spokeswoman for the plant said that the flooded facility had lost power and backup generators because of the hurricane. leaving it without refrigeration for chemicals that become volatile as the temperature rises. ( james ) our top story this morning... rescue operations continuing in southeast texas. this is video showing a newborn baby being airlifted from a roof. the one month old baby is just one of at least 85-hundred people rescued since hurricane harvey made landfall friday.(tiffany) the storm has been downgraded to a "tropical depression". but there is continued flooding in texas and southwest louisiana. and the death toll has climbed to at least 31 victims... among them four children and

their great grandparents who were swept away in van while trying to get to safety. right now there at least 32-thousand people in evacuation shelters. ( james ) and that number could continue to rise. kristen holmes is tracking the ongoing rescue effort in texas and louisiana. as dangerous rescue operations continue in flood-ravaged houston --- cities nearby are feeling the full brunt of harvey after the storm made landfall again.flooding has swallowed parts of port arthur and beaumont.in a facebook post the port author mayor writing: "our whole city is underwater right now but we are coming!" floodwaters swamped a nursing home there... rescuers racing to get elderly residents out as fast as they can. no name given/ nursing home employee: i was at home watching television and i see them on tv and i could not believe they were still here so i waded through the water and somebody gave me a ride on a

boat to get here. it just breaks my hear. nearby in beaumont -- terrifying scenes like this are happening across the city. voice of tom wright/reporter: "he is in the trees. there were people in the trees? butted to and they manage to get him in the boat. and bring him out. he had no clothes on. (cheer)in houston... thousands are in shelters.many more though ... are still waiting to be rescued ... as emergency crews and volunteers race against time to reach those still trapped in their homes.and on a flooded interstate -- a group of people formed a human chain to pull a victim to safety.the texas governor says more help is on the way (tiffany) people in the bay area are coming together to send hurricane harvey victims the items they need most. a store in san francisco is donating clothes and shoes. one of its employees happens to be from houston.. that employee spoke to kron 4's hermela aregawi about what it was like to know his family was fighting floodwaters in his hometown. he said it was nerve-wracking

because sometimes, he couldn't get in touch with his family - to know if they were okay.he said his hometown is elevated.. so they never imagined the waters would rise to the level they did.. until it was almost too late. victims describe it as surreal.. watching waters rise quickly and nearly drowning their neighborhoods.michael perez has lived in the bay area for six years.. but he says his heart and family, including his mom, are in houston. michael perez/family caught in hurricane harveyit's sad because the only thing you can do is call them and hopefully they answer and hopefully they do make it to where they need to be. people are losing power and the lines are so long at the grocery stores.i have a few cousins that live on the east side of houston. it was completely underwater. we reached out to perez's cousins.. sylvia and ariel.. who were back in their homes on wednesday after being evacuated by boat on monday. sylvia adames cortez and ariel adames/evacuated during hurricane harveyit was horrible. it was a movie. i felt like we were in a movie.like i was, i couldn't sleep. i was nervous. i was anxious. it was a horrible experience.our whole street was like a lake the next morning. so we were very shocked because i've been here

since 2006 and we had hurricane allison and we never experienced this in our nieghborhood. the two say they were rescued by boat at night. by regular people who had come from nearby cities to help. sylvia adames cortez and ariel adames/evacuated during hurricane harveyit was a really surreal experience seeing all these people come together and help everyone here.in a wonderful coincidence..d and s.. a clothing store in the marina where perez works is sending clothes and shoes to those affected by harvey.. and thereby helping people in his hometown. aregawi)the store has 16 locations... the one in san francisco on its own is sending more than 10-thousand of merchandise to the houston area.they're also donations.so if you've got clothes and shoes to spare.. you can at their union location.in san hermela (tiffany) to help the victims in texas, you can text the word harvey to 90-999 to make a $10 donation. you can also make donations online at redcross.org, or by phone at 1-800-red-cross. ( james @ landing ) another big story we are following this morning... a sacramento sheriff's deputy is killed after a violent gun

battle. 52-year old bob french had been with the sacramento sheriff's department for more than two decades. he's survived by his children, grandchildren, and girlfriend. and now we know the suspected shooter was from the bay area. two other c-h-p officers were also struck by gunfire. the incident happened early yesterday morning at a ramada inn in sacramento. investigators say they saw two women get into a stolen car. officers arrested the two woman and then went to serve a search warrant at a room at the hotel. when officers knocked on the door they were ambushed. a suspect started shooting through the door and walls. hitting two chp officers. police say sacramento deputies then got into a shootout with the suspect who had moved to the room's balcony. shooting at officers with a "high-powered rifle." the suspect was hit and taken to the hospital. the two other c-h-p officers are expected to be recover. investigators are now searching for additional suspects. looking for this woman who they say stabbed a man at a senior housing complex in san rafael.. she was last seen at the el cerrito bart station.. kron 4's j-r stone has more on the circumstances of the stabbing? right now police need your help in finding this woman. 26 year old unique lashonda gaimes. accused of stabbing a 66 year old man multiple times in the face, neck, head, and chest on tuesday morning. neighbors saw the victim shortly after the attack happened.sotthe stabbing happened at the rotary manor senior housing community in san rafael. police say the suspect and the victim have known each other for more than 5 years but detectives aren't saying how they know each other. only that she was an invited guest for the night. a neighbor who wished to remain anonymous said she talked with the victim who was stabbed when he arrived back home last night.sot he was wearing hospital attire that you would wear as a patient and he had bandages on his face and neck that i saw and he was asking if the manager

was in i didn't know but i let him in and i told him i hoped he was feeling better and that was it.police say gaimes took a bus to get out of the area after the stabbing. she was then last seen at the del norte-el cerrito bart station tuesday morning. the victim's neighbor tells us officers spent time looking for evidence here on tuesday.sot i saw 4 or 5 police officers looking around and i watched them for a while because that's curious. they asked me if i could see the top of a particular building and if i saw anything on top of the building that looked like a weapon and i didn't.if you know gaimes's whereabouts your uged to call 911.detectives say she is violent and could be dangerous if contacted. ( james @ landing) thousands of dollars stolen from a convenience store manager in east palo alto. it happened as she left her 7-eleven with the cash deposits for the day. then police say she was then followed by the man you see here. she then did something we are all told to do when we get into a car accident. kron 4's justine waldman spoke with police who say this was a targeted attack. she did not see this coming it

was quickso quick the manager of this 711 on newell road had no time to react.on monday just before 10am, she left the store to drive to the bank with the deposits for the day a bag filled with thousands of dollars in cash.2shotsot no mask no disguise palo alto police srgt brian philip tells me before the manager left, she was being watched.sot it appears one of the suspects actually cased the 711 he came in he walked around the store went back to the car and waited there for about an hour until she leftshe then drove just a few blocks away .. to where the crime took place. standup justine waldmanhere at the corner of newell and edgewood roads police tell me the victim was rear-ended. she then got out of her car and the suspect suggested she should take a picture of the damage which was minor... she did and that's when police say he yanked her phone away, grabbed the bank deposit bag filled with cash off her front seat. and took offsot she did everything right she had no way of knowing this was setup for a robberysecurity cameras caught a picture of the suspects' car.. a sliver sedan with a yellow paper plate.and a picture of the suspect as he scooped out the store.there is no good image of the second suspect. the driver of the car.police later found her stolen cell phone nearby.and now are looking for the suspects.sot she described one of them as an african american male in his 20s she believed the driver was possible a polynesian male with longer hairthe store manager, customers fondly called mama, did not want to be interviewed.while she

then assaulted her near the panhandle area close to golden gate park. a million dollar arrest warrant has been issued. (tiffany @ bam) also we have new video of a hate crime against a jewish temple in alameda. police are hoping it will help lead to an arrest. the crime happened back on august 17th at temple israel. a person dressed in all black was seen walking through the parking lot. making their way to the temple doors. at some point he grabs a large rock and then throws the rock at the glass doors. but he is not done. he is then seen walking around and picking up two more rocks and throwing them at windows. multiple agencies are involved in the investigation including the f- b-i. ( james ) happening now... police in the east bay are searching for a truck driver who was involved in a deadly hit-and- run collison. this crash happened around 10:30- tuesday night at the solano way off- ramp on highway- 4 in concord. police say the person driving this red car died after they rear- ended a flat bed truck.

you can see - just how much damage was done to the car. police say the flat bed truck took off after the crash. they later found the truck about a mile away from the scene but did not locate the driver. ( james ) two teenage brothers were injured when their bmw flew off the road near tiburon. it landed on the roof of a home 60 feet below. it happened around 7-30 yesterday monring on paradise drive while the two were on their way to redwood high school. the 17-year- old driver was allegedly speeding and lost control while going around a curve. no one was hurt in the home the car landed on. the driver suffered critical injuries. his 15-year-old brother has moderate injuries. (tiffany) however the white nationalist rally in berkeley over the weekend was no hoax. it drew thousands of coutner protesters and 13 people were arrested. the trans-woman who organized it spoke out publicly for the first time since sunday's demonstration. she tells kron four's philippe djegal

(philippe)amber cummings/orga nizer- "i'm very, very upset about what happened this weekend -- extremely upset." a self-described "trans- patriot"... amber cummings says she is not a white nationalist.amber cummings/orga nizer- "absolutely not." she adds....amber cummings/orga nizer- "i don't stand with the kkk. i don't stand with any of these groups." cummings showed up to this news conference without a bandana, then covered her face from the podium... doing so she says to draw more attention to the anti-fascist protestors who dress similarly at rallies, and who she says were responsible for inciting the violence at martin luther king junior civic center park in berkeley last sunday.amber cummings/organizer- "they're not allowing me to speak out against marxism -- that was the message. they've been attacking our people in the parks. people with masks like this have been attacking our people, non-stop across the country." cummings chose to address news organizations about this past weekend's demonstrations at a park in antioch to avoid any confrontation with anti- fascist protestors. she also asked for the antioch police department to stay close by, should anything go wrong. despite the large

it's a large law-enforcement effort to squash that violence here's more video showing how heavily armed this gang iseach of the men you see in these photos are being held on 24 million dollars each.and this man, 22 year old cardell waters has a 24 million dollar arrest warrant out on him.they are being connection to a slew of crimesincluding 3 murders. one of those killed 18 year old old otillio nicco martinez police say he was an innocent victim just walking home when he was shot 67 times at close range.nats14 attemped murders have been tied to this investigation. this surveillance video shows allegedly shows members of swerve team chasing a rival gang member into a richmond liquor store. their bullets struck a 14 year old girl outside, another innocent bystander. sewerve team has also been linked to shooting of an orinda school board in front of her home during a robbery. and shots fired outside a concord mall.one of th men arrested marrico williams was actually being paid by the city of richmond as part of a controversial program aimed at helping people stay out of trouble.it's a program the chief of police says he still

(tiffany) cal-trans is warning about delays on the bay bridge... over the next few months there are planned implosions of some of the old piers which are part of the old eastern span. as kron4's terisa estacio reports the traffic delays will start this weekend. "we want to do what is best." caltrans bay bridge chief engineer on the implosions of 13 marine piers in the next few months.. - all part of the old eastern span of the bay bridge. brian maroney. we are partnering with the chp, we will be slowing down traffic to a degree. maroney explains, come this saturday - and every other saturday till completion in november, the california highway patrol will conduct traffic breaks on the eastern span of the bridge. in total, they estimate the closure will be no more than 30 minutes. and could take place in a window of time, depending on the conditions needed for the implosion. he explains the closure is out of an abunbance of caution during

the implosions. maroney. the bridge is safe. but it will be audible, and we don't want to be disruptive to drivers. also, out on the water, the chp will be keeping boaters at a distance - again because of safety concerns. maroney says the blasts will actually be quite small and that they are actually imploding the concrete piers rather than blowing them up. maroney, they will fall in and we will go scoop them up. maroney says the tight schedule is all in an effort to balance protecting the environment and public safety. stolen car. officers arrested the two women and then went to serve a search warrant at a room at the hotel. when officers knocked on the door - they were ambushed. someone started shooting through the door - hitting two c-h-p officers. sacramento sheriff's deputies then got into a shootout with the gunman... who had moved to the room's balcony. he was using a high-powered rifle. that's when sheriff's deputy bob french was hit - and he died on the way to the hospital. the gunman was also shot after escaping the hotel and leading police on a brief car chase. he was also taken to the hospital. police have not released his name but say he is a 31- year-old man from the bay area. the two chp officers are expected to recover. ( tiffany ) police say a body found along a south bay freeway was the victim of a hit-and-run. the man's body was spotted yesterday morning along the capitol expressway between senter road and mclaughlin avenue in san jose. police have not released the man's name and they are still looking for the driver of the car that hit him. san jose police say this

( mark ) the cities of santa clara and san francisco are asking a federal judge to permanently block president trump's sanctuary city policy. the cities filed the requests yesterday asking the judge to declare the president's executive order on sanctuary cities unconstitution al. the president's order threatened to deny federal money to sanctuary cities like san francisco. the judge is expected to hold a hearing on the issue in october. ( tiffany ) thousands of dollars is stolen from a 7-11 store manager in palo alto and this morning the thieves are still on the loose. the manager had just left the store and was headed to the bank to make that day's deposit. but on her way to the bank she was rear-ended. the woman got out of her car and a man yanked her phone out of her hand. he grabbed the bank deposit bag off her front seat...and took off. the car was driven by a second person. police say the thieves had cased the convenient store earlier ( tiffany ) one of the men was caught on surveillance cameras. here is his picture. they also got a picture of the car. they say the two were in a silver sedan with a yellow paper plate. ( tiffany ) richmond police say seven gang members have been arrested after an 18 month investigation into a bay area crime spree. the

( mark ) we have new video of hate crime against a jewish temple in alameda -- police are hoping it will help lead to an arrest. it happened on august 17th at temple israel. a man...dressed in all black...walks through the parking lot and makes his way to the temple doors. at some point he grabs a large rock and throws it at the glass doors. then he is seen walking around and picking up two more rocks and throwing them at windows.

( mark ) president trump is now considering ending a federal program the provides protection for undocumented minors. the program known as daca allows undocumented immigrants who were brought into the u-s as children to stay in the country. earlier this year, president trump hinted that he might extend the program. but now there are reports that the president is considering ending the daca program. the president has until september 5th to make a decision. ( tiffany ) president trump is calling on congress to rewrite the country's tax law. the president says his plan will lower taxes for middle income americans and bring back money that companies are spending overseas. but his plan is getting mixed reviews on capitol hill. democrats say the plan will only help those with special interests. republicans say there is

( mark ) another big story we are following this morning... starting this weekend there will be several closures on the bay bridge and they could cause a traffic nightmare.( tiffany ) kron 4's lydia pantazes is live at the bridge this mornign with the details. the work will cause traffic delays on the bay bridge on saturday between 10am and 12pm... if you don't plan ahead you will get stuck waiting. thirteen concrete islands will be destroyed in a series of implosions over six weekend days. those implosions start this saturday and will continue through november. begining on sept. 2, caltrans will close the eastbound lanes of the bay bridge for 30 minutes as they implode an underwater pier. the closure will happen sometime between 10 a.m. to 12 p.m. there is no set time for the closures. caltrans says it will depend on the conditions of the bay. this will

( tiffany ) two teenage brothers were injured when their car flew off the road near tiburon...and landed on the roof of a home... 60 feet below. it happened yesterday morning on paradise drive... while the two were on their way to redwood high school. police say the 17-year-old driver was speeding and lost control while going around a curve. no one was hurt in the home the car landed on. the driver suffered critical injuries. his 15-year-old brother has serious injuries. ( mark ) several city leaders in california are fighting to end the state's housing crisis. 11 mayors of the state's largest cities are urging lawmakers to negotiate a package of housing bills to tackle the problem. those bills include a four- billion dollar housing bond. the mayor of los angeles says the housing shortage is the biggest problem his city faces. he wants the housing package to give cities more power to address the crisis and to subsidize more housing for low-income people. mayor ed lee posted some photos on his twitter page

(mark) a sacramento sheriff's deputy is killed and two c-h-p officers are wounded in a shootout with a gunman. (darya) and the suspected shooter is from the bay area. tiffany mcelroy is here with the details. tiffany? (tiffany) the shooting happened yesterday at a ramada inn in sacramento. police say they saw two women get into a stolen car. officers arrested the two women and then went to serve a search warrant at a room at the hotel. when officers knocked on the door - they were ambushed. someone started shooting through the door - hitting two c-h-p officers. sacramento sheriff's deputies then got into a shootout with the gunman... who had moved to the room's balcony. he was using a high-powered rifle. that's when sheriff's deputy bob french was hit - and he died on the way to the hospital.

(mark) happening now... a wildfire burning in butte county near lake oroville continues to burn out of control. the ponderosa fire has now burned 35-hundred acres. it is only 10- percent contained this morning. more evacuations have been ordered and now police have arrested a man accused of starting the fire. investigators say the fire started on tuesday afternoon when a campfire got out of control. they say the

campfire was set outside of the designated campground. they have arrested a man from oroville for starting that illegal campfire. 10 homes have been destroyed and more than a thousand other buildings are still threatened this morning. (mark) police say a body found along a south bay freeway was the victim of a hit-and-run. the man's body was spotted yesterday morning along the capitol expressway between senter road and mclaughlin avenue in san jose. police have not released the man's name and they are still looking for the driver of the car that hit him. san jose police say this is the 13th pedestrian fatality of the year. (darya) happening now... police looking for a woman who stabbed a man at a senior housing complex in the north bay. police say unique lashonda gaimes was last seen at the el cerrito bart station. she is accused of stabbing a 66-year-old man in san rafael. police say he was stabbed multiple times in the face, neck and head. police say gaimes has known the victim for about 5 years. kron 4 spoke to a neighbor who saw

( mark ) the cities of santa clara and san francisco are asking a federal judge to permanently block president trump's sanctuary city policy. the cities filed the requests yesterday asking the judge to declare the president's executive order on sanctuary cities unconstitution al. the president's order threatened to deny federal money to sanctuary cities like san francisco. the judge is expected to hold a hearing

(mark) just a week into the semester... two cal dorm rooms are burglarized while the students are sleeping. it happened at the clark kerr campus housing early tuesday morning. three female students woke up just before 6-am to find a woman ransacking their dorm room. the victims confronted her and she ran away without taking anything. then later that same morning a male student reported his laptop was stolen out of his dorm room sometime overnight while he was sleeping. campus police believe the same woman is responsible for both crimes. (mark) richmond police say seven gang members have been arrested after an 18 month investigation into a bay area crime spree. the gang called "swerve team"... is being linked with three murders and 14 attempted murders. they are also

connected with an armed home invasion, several armed robberies, burglaries and even car jackings. (mark) police are still looking for one gang member. each of the seven suspects currently in custody are being held on 24 million dollars bail. ( mark ) we have new video of hate crime against a jewish temple in alameda -- police are hoping it will help lead to an arrest. the crime happened on august 17th at temple israel. a man...dressed in all black...walks through the parking lot and makes his way to the temple doors. at some point he grabs a large rock and throws it at the glass doors. then he is seen walking around and picking up two more rocks and throwing them at windows. the f-b-i is investigating the case. .this driver was stopped outside kennedy middle school so when you came out of driver way school right here tere's a sign posted it's a right turn only between 7 and 9 in the morning the reason why you had to wait for so long you were blocking .. you did see it that big sign posted right there in the entrance at one point a resident flagged us down éa few more minutes and it will be almost to that corner and then they will be turning around in the middle of the street this is her complaint as parents drop off there kids they make a u-turn which by it self is not illegal unless there a another car approaching less that 200 feet away sir the reason why i stopped you when you made the u-turn there, remember the u turn . no english and then just outside apple on de anza pedestrians ignoring the don't' walk signals . this is grup of people crossing

leaders in california are fighting to end the state's housing crisis. 11 mayors of the state's largest cities are urging lawmakers to negotiate a package of housing bills to tackle the problem. those bills include a four- billion dollar housing bond. the mayor of los angeles says the housing shortage is the biggest problem his city faces. he wants the housing package to give cities more power to address the crisis and to subsidize more housing for low-income people. the vote on the proposal could come as soon as tomorrow.
