livermore for us tonight with how people are trying to cope. terisa estacio, live livermore it is really really intense in this east bay city today - right now the temperature is x - and i am in the shade. everywhere i went today in this area, people told me they were used to warm conditions - but nothing like this. (terisa estacio reporting) reggie johnson did not hold back telling me what he thinks about this heat wave. reggie johnson, trying to beat the heat. "what do you think, it is ridiculous, it is hotter than vegas, but it is here in the bay area, i am trying to take my break, but it is more punishing, because i am out of the ac." trish wong. "it is crazy, what is your strategy? stay in ac, and in the pool. this east bay mom choose the drive through so she didn't have to get outside and deal with the blazing temperatures. staying inside was certainly a popular route to take to try and beat the heat. andrew waran. yeah, we cranked up the ac, and we have these large fans it is like a cool cyclone in here.here at

(vicki) we are following breaking news... out of texas. a fire broke out at a houston-area chemical plant that lost power after hurricane harvey. this comes after a container at the same chemical plant caught on fire yesterday. an executive at the plant said up to eight more containers could burn and explode. the plant shut down as harvey approached last week. employees and people living within a mile and a half of there were evacuated after it started flooding. that evacuation zone remains in place - we will continue to bring you more updates when they are available. (steve) and back here in the bay area... one of the largest wildfires burning right now is the ponderosa fire in butte county just east of oroville. evacuation orders are in place for some of the surrounding areas. the fire has burned over 36- hundred acres. it is 30-

percent contained. the fire has destroyed 20 homes and another five-hundred homes are threatened. fire officials say the fire's location is in steep and rugged terrain...and the hot and dry temperatures are complicating firefighters' efforts to put out the blaze. (steve) governor jerry brown declared a state of emergency for the helena fire in trinity county. the fire has burned six-thousand acres and is zero-percent contained. it started wedneaday near the town of helena, west of weaverville along highway 299. people living between helena and oregon mountain summit are being evacuated. the cause of the fire is still under investigation. (vicki) with brisk winds and hot temperatures today the berkeley fire department is increasing staffing for the holiday weekend. a red flag warning has been posted by the national weather service. berkeley fire has sent out a roving patrol through the twisting narrow streets of the hills above the city urging residents to keep the streets open for emergency vehicles just in case.

we have asked residents to take precautions including not parking their cars on narrow streets in the hills, it's very hard to get people out of a wildland urban interface setting when there's a fire and first responders are trying to get to the problem. in addition to that we want people to take special caution with barbeques over the labor day weekend, not to have any open flames near any kind of vegetation or flammable debris. we also ask people not to use small power tools that could cause sparks that could light fuels like grasses on fire. berkeley police are dispatching parking officers into the hills to make sure that fire hydrants are accessible and unobstructed. - just a day after the trump administration ordered its closure. firefighters who arrived at the scene were not allowed to enter the building. witnesses say people who came from inside the building told firefighters that consulate staff were burning unidentified items in a fireplace. northeast of houston. fire is burning through trailers filled with volatile organic peroxides.they became unstable after the plant's refrigeration was knocked out by the floods. one trailer caught fire yesterday morning....the the company said it expected more than a half=dozen others would also burn. this is producing an acrid smoke that can irritate eyes and lungs. authorities have evacuated a mile and a half radius around the plant. and it's just one more sign that the region devastated by hurricane harvey a week ago is a long way from recovery. woah. the sink came up and the refrigerator is over lord, lord. woah. houston resident willie may burton spent her 66th birthday mourning her losses and counting her blessings.hi, lassie. hi. i know that storm scared you. but i'm glad you made it."in the parts of the city where the water has receded, waterlogged possessions line the streets. belongings that they've worked all their lives for and you know, it's gone. it kinda ... breaks your heart."others could see standing water in their homes for days or weeks. < mayor sylvester turner/-d- houston:> "if you are living in houses with water, you have water currently in your home, i'm going to encourage you in the strongest of terms to leave your home.//things are not going to change over the next ten to 15 days."the latest estimate is that 155=thousand homes have been damaged or destroyed.so far, at least 72=thousand people have been pulled from the water."fema is still fighting the response effort. we're still up there rescuing people. a dramatic scene from beaumont ... an aerial rescuer is nearly caught in tree branches.(nat)beaumont's 133=thousand residents are still relying on bottled water. city officials were able to restore service to some customers today.as flooded refineries shut down, drivers across texas face long lines and rising prices."i've been driving around for 35 miles looking for gas. this is the first station that i found that had gas.

catherine) trying to put this catastrophe in perspective: the region devastated by the flood would stretch from the bay area to los angeles ... bigger than the state of new jersey, as much as 25=trillion gallons of rain fell in just four days.that's enough to keep niagara falls flowing for more than a year. vicki? (vicki) pictures of the flooding and devastation in houston are bringing back some bad memories for those who lived thru hurricane katrina. (vicki) diane evans relocated to the bay area after evacuating out of new orleans with her daughter and seven year old grandson 12 years ago. she says they could not move back, because the lack of jobs, schools and especially housing in the wake of the 2005 disaster.

she hopes that victims of hurricane harvey get a better response from the government, and not fall prey to fraudulent contractors, which she says descended on new orleans like locust after the waters receded. (diane evans, displaced by katrina) when you got a little bit of money you hire a contractor and they halfway do it or take your money and disappear. they weren't from new orleans. the government didn't regulate them when you complain and say these people rip me off nothing was done to them so they acted with impunity defrauding people and scamming folks and people had no recourse(vicki) the effects of hurricane katrina is still visable in new orleans, especially its demographic make up. there are 100-thousand fewer african americans living there than before it hit 12 years ago. and how the area is recovering from this devastating storm. (steve) p-g&e is treating this heat wave as serious as it would a winter storm. the company has increased crews for the next few days and has stocked up on power transformers. even with the extra crews, officials say the power grid will probably fail with temperatures approaching triple digits. officials say the reason is because transformers are being strained to much."we are going to brng in crews from areas that are less likely to have outages to area that we do anticipate outages those areas are concord livermore san jose and the north bay." p-g&e offcials say it's ok to use your air conditioner this weekend. but they say you can save some power by using other appliances early in the morning. parents at one east bay middle school are furious tonight... after learning their kids have been eating lunch outdoors - in the hot weather. reaction from the school - just ahead. (vicki) tonight - friends and family members are remembering the sacramento sheriff's deputy killed during a shootout. (steve) he's been identified as 21-year veteran - bob french. rowena shaddox - shows us how the scaramento sheriff's department is honoring their fallen brother. close friends and coworkers described 52-year-old sacramento county's sheriff's deputy, bob french as "larger than life."capt. kris palmer, sac county sheriff's dept. "loved bob. just a real good guy, tried to outwork every one of my young deputies out here every single day. and he did."the 21-year veteran of the department worked under the command of capt. kris palmer. they've known each other for more than 20 years. capt. kris palmer, sac county sheriff's dept.very diffiicult

(vicki) the man accused of killing officer french - has been identified as a bay area man - daniel littlecloud. littlecloud also shot and wounded two chp officers. he was injured in the shootout and is currently in critical condition. he's facing several charges including first degree murder and attempted murder. (steve) coming up - fear is growing tonight... as the hundreds of thousands of undocumated immigrants, brought here as children... face deportation. when president trump could make a decision - on wheter or not he plans to end the "daca" program. (vicki) and we are following breaking news... firefighters are battling a brush fire north of los angeles that has shut down both sides of interstate 210. the fire department says high heat and shifting winds are helping the fire surge to 500 acres. about 200 people have voluntarily evacuated. huge flames are

burning on hilltops and smoke is visible for miles around. we will continue to follow this story and bring you updates as they become available. (steve) up in arms... a brentwood mother is furious with her daughter's elementary school... after learning students have been eating their lunches outside this week rather than inside the cafeteria.(vicki) she tells kron four's philippe djegal she believes the school putting her child's health in jeopardy. (philippe) on this day... nisha de lany/upset mother- "it's hot." students at marsh creek elemenarty school in brentwood... are eating their lunches inside the cafeteria... away from the excessive heat and poor air quality. but nisha de lany (knee-shuh duh-lay-knee) says...nisha de lany/upset mother- "yesterday the air quality was worse -- it was just as warm, uh, it felt just as warm and the children were outside." the brentwood unified school district says the school principal follows district guidelines to determine when students will eat indoors or outside. a district spokesperson reiterates that these are guidelines and not policies adopted by the district board. the guidelines say the kids should eat inside when

it's in the high 90s... and, definitely anytime the temperatures hit 98 degrees or higher. on friday, it was 96-degrees by noon. so, instead of sitting at the covered tables on the blacktop, the kids were shuttled indoors. though de lany, whose seven-old daughter attends second grade here, believes the school district chose to keep the kids indoors, only because our cameras were watching.nisha de lany/upset mother- "they don't consider whether to put the kids inside the cafeteria unless it gets to those extreme temperatures. so, 90 degrees, uh, 91, um, i get the impression that since it's not 98 to the guideline, they're going to stay inside, even though its hot. (philippe) the district says the kids want to play outside -- they want to be outside. (nisha) oh, i understand that -- kids also want candy, um, they, that doesn't mean that you give them candy." a district spokesperson says that school staff will continue to monitor the weather conditions. it's supposed to be 90-degrees and above all next week. staff will determine weather or not it's safe for the kids to eat outdoors... or, keep them inside, like they did today. in brentwood, philippe djegal, kron four news.

(steve) in the white house... president trump is delaying his decision on what to do about undocumented children or "dreamers" in the u-s.(steve) the deferred action for chldhood arrivals program or daca, was created during the obama administration. republicans have criticized it's deportation protections as an overreach of executive authority. republican house speaker paul ryan says president trump should not do away with the program. the president gave a brief response about his decision today during a press conference.

a utah police officer's body camera video shows a hospital nurse being handcuffed and dragged off... after refusing to draw blood on an unconscious patient. as ladd egan reports - it's the officer who is now under investigation. july 26th. a fiery crash caused by a car fleeing police and traveling in the wrong direction. . sends the driver of thissemi-truck to university hospital's burn unit. the semi-truck driver is unconscious and not suspected of doing anything wrong. even so. . salt lake city police show up asking for his blood.natsot: "i'm just a nurse trying to protect my patients."charge nurse alex wubbels says the request for

blood isn't allowed under the policy the hospital established with law enforcement."i'm going to arrest her."while she's calling management. . the officer becomes impatient. internal affairs investigation to look into what happened." the salt lake city police department has since apologized. and the officer seen in the video - has been placed on administrative leave. a utah prosecutor says he's called for a criminal investigation into the police officers actions. (steve) a georgia police officer is on administrative leave after he's captured on his dash cam... making racial comments during a traffic stop. you can hear the officer

say quote - "you're not black. remember? we only kill black people, right?" this stop happened last year. but the cobb county police chief said he didn't know about the incident until last week. the chief also condemned the officer's comments - saying they're unacceptable in any context. officer lieutenant gregg abbott says he plans to retire - to avoid being fired. the officer's attorney says the comments were meant to "de-escalate a situation involving an uncooperative passenger." keeping an eye on a large fire at a texas chemical plant. the arkema plant is in crosby... which is about 20- miles northeast of houston. the plant had flooded earlier ... it has already had 2 explosions. officials say, the plant makes liquid organic peroxides. arkema shut down the facility before harvey hit last week. employees and residents were evacuated within a mile- and a- half after the plant flooded. we are watching developments there and will bring you an update on kron 4 news at six. vicki now back to you and steve. (steve) the trump administration has blocked a rule aimed at closing the gender pay gap, saying it's too burdensome for businesses. advocacy groups say the move is a setback for equal pay. our washington correspondent jessica smith has the story. pkg nats the white house says it's halting an obama-era rule meant to close the gender pay

gap.the rule would have required companies with 100 employees or more to report pay data by gender, race and ethnicity. aauw sot: "it would help workplaces that are doing the right thing show that they are, it would help workplaces that may have gaps, self-correct." the american association of women says halting the rule will hurt efforts to achieve equal pay for women and minorities. the nonprofit says american women make 80% of what men make. women of color make even less. aauw: the gender pay gap is really not a myth. jessica smith reporting: the obama administration proposed the rule last year, and it was supposed to go into effect this spring. now it's on hold and under review. in a memo, the office of information and regulatory affairs said parts of the data collection: "lack practical utility, are unnecessarily burdensome, and do not adequately address privacy and confidentiality issues." aauw sot: when you think about the amount of money that women in particular lose out on over the course of their careers//that's the burden we should be concerned about. ivanka trump has been a

vocal advocate of equal pay -- but now, she's facing criticism for her opposition to the data collection rule. in a statement she said in part: "ultimately, while i believe the intention was good and agree that pay transparency is important, the proposed policy would not yield the intended results." the aauw says they won't give up. aauw sot: we're calling on ivanka, on the white house on all policy-makers to take steps toward ending the pay gap. in washington, i'm jessica smith. (steve) ivanka trump says she'll continue working on other policies to close the gender pay gap. (vicki) and a reminder... happening tomorrow there will be a closure on the bay bridge and it could cause a traffic nightmare. crews will be removing parts of the old bridge. the work will cause traffic delays between 10am and noon tomorrow. thirteen concrete islands will be destroyed in a series of implosions over six weekend days. those implosions start this saturday and will continue through november. tomorrow... caltrans will

close the eastbound lanes of the bay bridge for 30 minutes. there is no set time for the closures. caltrans says it will depend on the conditions of the bay. (vicki) and a major bart closure this weekend. crews will be working on the tracks in the east bay and that means the lake merritt station will be closed tomorrow through monday. the closure will impact customers traveling on the warm springs, dublin- pleasanton, and oakland airport lines. bart will instead provide free buses for riders with tickets to connect to other stations. you should expect about a 30- minute delay. man in pittsburg gave him the shirt off his back - leon payed it forward and got the man a home and his dream of cooking school. the kids one by one tell their own stories of hurt feelings... and times they've felt kindness... and less alone. simple lessons learned this one day at school that can last a lifetime.

( steve ) the heat is such a concern in the berkeley hills... the fire department has ramped up staffing and issued an alert to residents. with a red flag warning posted by the national weather service... berkeley fire has sent out roving patrols through the twisting narrow streets of the hills above the city. and they are urging residents to keep the streets open for emergency vehicles.

i can personnelly tell you that it is brutal out here working out in the heat today in livermore. i talked with a lot of folks about their day and how they were dealing with this excessive heat wave. (estacio reporting) as the tempertures keep getting hotter and hotter - these workers told me that they were forced to take more and more breaks. savino lopez, i can't believe it. earlier in the week it was hot, but then my brother said 112, it is too hot. these two had hoped the forecast was wrong and it wouldn't be such a scorcher as they had to move this friday. but no such luck. ahmed rabi. out at a houston- area chemical plant that lost power after hurricane harvey. this comes after a container at the same chemical plant caught on fire yesterday. an executive at the plant said, up to eight more containers could burn and explode. the plant shut

another storm...potentially more powerful... is looming in the atlantic ocean. hurricane irma has intesified rapidly.. and is packing sustained winds of 120 miles per hour. the storm is tracking toward the caribbean and could hit the islands as early as tuesday. after that... the forecast is wide open. a majority of the models have it tracking up the eastern seaboard of the united states. the storm is also expected to intensify over the weekend. (pam) the ponderosa fire burning near oroville is now more than 35-hundred acres, and only 30- percent contained. several communities have been evacuated north of sacramento... since the fire sparked on tuesday. the silver dollar fairgrounds has become a basecamp for firefighters -- a place to rest in between shifts on the fire lines. many of the firefighters involved in this effort.... were in this same area only about a month ago. scott mclean, cal fire spokesman: "you have the sleeper trailers over here

(steve) it is going to be more difficult than usual to get around the bay area this holiday weekend... the lake merritt bart station is closed this weekend through the end of monday as bart crews repair and rebuild parts of the track.(pam) and part of the bay bridge will be closed at intervals on saturday. the closure will not only affect vehicle traffic . but also the pedistrian and bike bath on the bay bridge.. that is where our gabe slate .. talked to upset biciclysts. "i love this bike path i get to ride on a bridge, it's so cool" cj came here today hoping to do her ride on the bay bridge bike path but it's closed now until sunday. the bay bridge on this saturday will also close to car traffic for 30 minutes sometime

now "inside edition" with deborah norville. >> deborah: thank you for joining us. more than 40 dead, 72,000 people rescued and 10% of the buildings in harris county flooded. then there are the cars. it's estimated anywhere between 500,000 to a million cars may have been destroyed. but which ones can be saved? here is steve fabian. >> it's a disaster on an epic scale. a half million cars flooded in the wake of hurricane harvey. all those vehicles abandoned on streets and highways when they became impassable. some drivers like this guy got out just in time. many were submerged in driveways. look. beneath that yellow police tape is a car, completely submerged. could any of ese vehicles be salvaged? i spoke with auto expert warren fix known as the car coach. >> these cars are full of water. how can you tell if it was

salvageable. >> if it was floating underneath, it is junk. get rid of the vehicle. if it is below this point, call the seal, all of the computers need to be checked. that is something that is important. now, if the water is halfway up the door, you're probably in trouble because all that dirty water has now flown into the vehicle. if the water is up here, it's totally garbage. >> one concern is that flooded cars may be patched up and sold in the coming months to unshe ising buyers across america. they could become death traps. >> safety systems don't work. antilock brakes don't work. it could stop or die at any time and there is zero warranty. >> there is an easy way to find out if a car is flood damaged. >> if you suspect a vehicle is flood damaged, turn the fan on high for the heat and air- conditioning and put your nose to the september. you smell mold or heavily perfumed, something doesn't smell
